A hardcore Communist Party of India-Maoist (CPI-Maoist) cadre, identified as Diggi, was arrested from Bada Bazar area of Chakradharpur in West Singhbhum District, reports ibnlive.in.com on October 2. He is believed to be a close aide Prasadji, a top Maoist leader. During interrogation he has confessed about having recruited around 10 persons into the CPI-Maoist Party, said Chakradharpur Sub-Divisional Police Officer (SDPO) Surendra Kumar Jha. Acting on a tip-off, a Police team arrested the Maoists and recovered one country-made pistol, live cartridges and a mobile phone from his possession.

Indian Mujahideen (IM) was in touch with the Communist Party of India-Maoist (CPI-Maoist), discussing a possible tie-up with the Left-wing extremist outfit to procure explosives and ammunition for use in terror attacks in India, arrested IM mastermind Yasin Bhatkal has revealed, reports The Times of India on October 2. Bhatkal, during the course of his interrogation by the National Investigation Agency (NIA), is said to have disclosed a meeting with senior CPI-Maoist leader, known to him only by the "alias" Manjar, in Harsa region of southern Nepal around six months ago. The secret meeting, Ministry of Home Affairs (MHA) sources told The Times of India, explored the prospects of a pact between IM and CPI-Maoist, wherein the latter would make available arms, ammunition and explosives — sourced through its wide network — to IM for terror attacks. Sources said the IM offered handsome payments to the Maoists for supply of weapons and explosives. Most of these funds would come from IM's Pakistani mentors. However, the talks could not culminate immediately into a deal.

The Local Guerrilla Squad (LGS) of the Communist Party of India-Maoist (CPI-Maoist) decapitated two people in Murhu block of Khunti District after holding a people's court on October 1, reports The Times of India. The severed heads were found near the bodies dumped close to a seasonal river. They were picked up by villagers and later handed over to Police on October 2. Marcus Hansa Purty (22) and Suman Jena Puty (25) - both residents of Keora village under Murhu Police Station of Khunti District were picked up by the armed cadres of Arki-Tamar ‘sub-zonal committee’ of Maoists, which is also known as the Kundan Pahan group after its sub-zonal commander.

The Telegraph reports that a gun and ammunitions was looted at a Police guest house in Tinsukia District in the night of October 1. A suspected three-member group of the Communist Party of India-Maoist (CPI-Maoist) raided the R.K. Singh Memorial police guest house at Borguri on the outskirts of Tinsukia town near the office campus of the superintendent of police and escaped with an INSAS rifle and 20 rounds of ammunition after attacking the sentry, Bipul Sonowal. The Police have identified about 200 villages in Tinsukia District, with more than half of them located in Sadiya subdivision on the north bank of the Brahmaputra, where CPI-Maoists are said to be gaining a foothold.

Bhaskar, Deputy Superintendent of Police, Bapatla, seeking to formally join public life. The Chhattisgarh Government has sought nearly 1,500 companies of Central forces for the Assembly elections, in addition to the existing battalions in Communist Party of India-Maoist (CPI-Maoist)-controlled tribal Districts of south Chhattisgarh, reports The Hindu. At least half of the additional forces will be placed in south Chhattisgarh, senior officials told The Hindu. The State had sought nearly 860 companies in the 2008 Assembly elections. Senior State and Central officials said the intensity of Maoist action had enhanced “proportionately with the increasing number of police encounters” in the Maoist stronghold, forcing the government to seek additional forces. Director-General of Police (DGP) Ramniwas said that “assuming that the election could also be conducted in one phase” the request had been forwarded. “Last time we got 330 companies and the same force stayed for the second phase. But, even if the rest of the State does not require such a huge force for each phase, Bastar will always require 800 companies,” the DGP said.

The Communist Party of India-Maoist (CPI-Maoist) menace would be eliminated from Odisha within a year as the Police are energised and motivated to end the Maoists’ activities, asserted Odisha Director General of Police (DGP) Prakash Mishra on October 3, reports The Pioneer. Mishra made the claim while providing financial incentives to 19 Maoists, who had earlier surrendered in Jajpur District, at a function at the Kalingagar Police Station. He distributed INR 372,000 to each erstwhile Maoist and interacted with them. Mishra said the Maoists would be sternly dealt with. The Government is always ready to rehabilitate the Maoists who are interested to surrender or else they would face bullets, he warned. Ex-Maoist Tukuna Basra said, “We are now happy. We were leading a hell of life in jungles. We are being physically and mentally tortured by the Maoist group leaders. We have now got a new lease of life. We also appeal to our Maoist brothers to follow our path.”

The Economic Offences Unit (EOU) of Bihar Police on October 4 stumbled upon a diary of a Rohtas-based kendu leaf supplier having names of top Communist Party of India-Maoist (CPI-Maoist) leaders and some politicians receiving kickbacks from him over the past two decades, reports The Telegraph. The diary having details of transactions since 1995 was seized during raids on Md Kamal Ansari’s home and godown at Sasaram in Rohtas District, around 150 kilometre west of Patna. Three persons, including Ansari’s two brothers and one of his aides, have been detained for interrogation. Ansari is absconding.

Seven persons, including a woman, reached the house of Appachan, a farmer at Mundakkai, near Mepadi, around 6.15 p.m. on October 5, introducing themselves as Maoists. They requested rice and other groceries and collected nearly 2.5 kg of the grain and disbursed pamphlets on Maoists ideals to the family members. Later, a 12-member team of the same group looted nearly 50 kg of rice and other provisions, such as cooking oil, sugar and vegetables, from a nearby tea estate office around 7 p.m., the Police said. Though a team, led by S .Prabhakaran, Deputy Superintendent of Police, Kalpetta sub-division, made a search at night, they could not trace anyone, District Police Chief K.K. Balachandran told The Hindu. A platoon of Thunderbolts commandos reached the District on October 6 and searched the periphery of the forests. This was the seventh such incident reported in the district since February 15. The Police had identified the presence of militants in four of the incidents from evidence collected from the public. It was also reported that a similar group of militants visited the Karimkannikunnu Kattunayakka colony, an isolated tribal colony on the banks of the Banasurasagar dam, near Thariyode ,a few weeks ago and distributed pamphlets to the members of the colony after collecting food materials.

Union Home Minister Sushilkumar Shinde on October 7 briefed Prime Minister Manmohan Singh on the situation in the State. As the protest spread to more areas in Rayalaseema and coastal Andhra Pradesh, the officials are apprehensive that the Communist party of India-Maoist (CPI-Maoist) would now try and reassert their presence in areas where the Police and paramilitary forces have managed to regain control in the last few years. Moreover, as paramilitary forces engaged in anti-Naxal operations were being diverted to contain protests, Maoists would sense a chance to regroup. “It is a well-known fact that most of the top Maoist leaders belong to the economically backward Telangana region, which used to be the hotbed of Naxal activities. Persistent operations by Greyhound commandos of the Andhra Pradesh Police, along with the paramilitary forces, forced Maoists to shift base to the neighbouring States. But now with attention diverting towards protests and people getting restless, Naxals might try and rebuild the cadre base in the State,” a senior MHA official said. Of the 10 districts of the proposed Telangana State, which shares borders with some of the Naxal strongholds like Gadchiroli in Maharashtra and Bastar in Chhattisgarh, 8 have been declared worst hit by the Left Wing Extremism. They include onetime Maoist hotbeds of Karimnagar, Warangal and Adilabad. Significantly, even the other Districts that will fall in divided Andhra Pradesh are also facing Naxal problem, which include Vizianagaram and Visakhapatnam that have turned out to be the epicentres of the current anti-Telangana protests. “Chief Minister N. Kiran Kumar Reddy has also come out openly against Telangana ... There is complete absence of governance in the State where even the bureaucracy and police look divided. Under such circumstances law and order situation in the State could be compromised,” the official added.

Maoists, like any other socio-political outfit, ensure that the masses remain updated about their movements, agenda, military exploits, heroism and sacrifices through press releases meant for popular media and also their own publications. It is also learnt that Milind Teltumbde, secretary of Maharashtra State Rajya Committee, operating in North Gadchiroli-Gondia Balaghat division, pens the outfit's press release in Marathi under the pseudonym 'Sahyadri'. Senior cadre Gopi too releases press notes for the outfit. Sriniwas, whose actual name is Aitu, releases press notes for Western regional committee of South Gadchiroli division, which is part of the Dandakaranya Special Zonal Committee (DKSZC). Gudsa Usendi acts as spokesperson for DKSZC. An official of Rajnandgaon police in Chhattisgarh said that their raid on a Naxal camp suggested how the rebels have been printing literature, including press releases, in the jungles. "We had nearly got Teltumbde at a Naxal camp site on Maharashtra-Chhattisgarh border, where they were preparing some press releases. According to the Union Ministry of Home Affairs (MHA) documents, North Telangana Special Zonal Committee (NTSZC) had an expenditure of INR 44,251,256 between 2001-2003, while the income generated was INR 62,048,500. NTSZC, is a special area committee Maoists formed like Dandakaranya Special Zonal Committee, West Bengal State Committee and others to decentralize. "They had a surplus budget with an excess of Rs 1,79,27,926 besides 562 gold biscuits valuing lakhs of rupees," a document said. The data is from a paper the MHA had commissioned to external researchers, who have been closely studying the Maoist movement. But a senior Delhi-based researcher monitoring the movement for more than a decade, insisting anonymity, said: "...Right now, their annual collection is miniscule. It barely comes up to Rs 5-crore [INR 50 million, and there seems to be no excess budget." The researcher allayed apprehensions about a possibility of a stronger Maoist group in the region. "As long as political parties do not have unholy alliances with the Maoists, effective policing should not be a problem, as the security agencies already have domain knowledge required for operations to curb the rise of Maoists." The document points out to a well-conceived and efficient system, which allows Maoist cadres across the country to collect over INR 1.40 billion annually. It added they have a meticulous system of accounting, and are very good at book-keeping.

The village is on the borders of Muzaffarpur-Saran District. It is completely under Maoist influence for the last one decade. The Maoists used some low powerful dynamite or nitrate in the explosion. Senior SP Saurabh Kumar said three-room abandoned house of ex-mukhiya besides the adjacent building of primary health centre (PHC) were partially damaged in the explosion. The ceilings of all the houses are intact, the SSP said after visiting the blast site. The house owner had abandoned the house four years back after facing threats from Maoists and others belonging to some other castes. The mother of the house owner had reached the house only on October 9 but had shifted to some neighbouring house in the evening, a few hours before the blast. The adjacent PHC building was vacant at the time of blast.

Sources said that the Maoists have been holding big meetings in villages in areas where they had faced severe setback due to aggressive combat, patrol and outreach activities by the Gadchiroli police. The villages include Lenguda, Halewara, Kotmi, Ankepalli, Vedampalli, Nelgonda, Repanpalli, Bhatpaar, Jounde, Middapalli, Kothi, Aldandi, Punnur, Gadder and Chokenada, among others. Normally, the rainy season is when the Maoists strengthen their organisation. While this time they were up against a determined police force, rains were so heavy that the police had to curtail their operations. “The Naxals apparently decided to brave the rain and scale up their village visits. They managed to visit a lot of villages, even staying for two days at a stretch at some without encountering any problem,” sources said. They are claiming increasing pressure in the wake of penetration of security forces in the hinterland. The interrogators learnt that Milind Teltumbde, secretary of Maharashtra State Committee of the CPI-Maoist, too had sent a proposal to the central committee based at Abujmadh in Dandakaranya, the heart of forested Central India. He requested sophisticated arms and other gadgets to take on the security forces. The arrested leader claims Teltumbde sent an elaborate proposal, demanding two-inch mortar and launcher, light machine guns (LMG), rocket launchers and ammunition. He also wanted day and night vision goggles and binoculars to spot movement of forces in the jungles. Tarpaulins, explosives and detonators too have been sought in large numbers.

The victims included Sushil Pandey, suspected Ranvir Sena (Militia of upper caste landowners) activist and husband of Zilla Parishad (district level local self-Government institution) member Usha Devi. The Maoists targeted the vehicle when Pandey was on way to his village Pisai. The Maoists suspected Pandey's hand in the killing of their cadres in the Magadh region (Bihar) by the Sena. The attack comes barely a week after the Patna High Court (HC) acquitted all the accused in the Laxmanpur Bathe (Arwal District) massacre case for lack of evidence. Maoists hold Ranvir Sena responsible for the Laxmanpur Bathe massacre that claimed the lives of 58 dalits on the night of December 1, 1997. State Principal Secretary, Home Affairs, Amir Subhani said as per initial reports, six persons including Pandey, were killed in the incident.

Security personnel believe that Maoists have planted IEDs in polling booth premises located in hyper-sensitive parts of Narayanpur and Kondagaon Districts. The inputs have also tipped off Police about the Maoists planting IEDs on routes connecting the polling centres, to cause maximum damage to polling parties and Security Forces (SFs) who will be deployed for conducting elections. The Union Ministry of Home Affairs (UMHA) has issued directions to the Chief Secretaries and Director Generals of Police (DGP) in Naxal-[Left-Wing Extremism (LWE)]-affected states to start implementing the UAPA on Maoists. The affected states have been asked to gather information about movable, immovable assets of Maoist leaders and confiscate them if they are proceeds of terror activities, or are being used to fund such activities. “Bihar CM Nitish Kumar had proposed this at a meeting of LWE-affected states chaired by the Home Minister a few months ago. We found out that the top Naxal leaders were amassing much wealth. We started using UAPA provisions to attach and confiscate it in May 2012. It was speeded up this year,” said Bihar State DGP Abhayanand.

A Sarpanch (village level local-self-government institution head) was killed by Communist Party of India-Maoist (CPI-Maoist) cadres in Malkangiri District on October 24, reports NDTV. The Maoists allegedly killed the 40-year-old Soumendra Betti suspecting that he was giving information to Police and Security Forces (SFs) involved in anti-Maoist operations in the region. The Sarpanch was reportedly called out of his home in village Materu near the border with Chhattisgarh. Betti was reportedly taken to the outskirts of the village, where over a dozen Maoists were waiting. In April, 2013, a Sarpanch was dragged out of his home by around 30 armed Maoists, including women cadres, and shot dead.

The decision is a deviation from the stand of Mallojula Koteswara Rao alias Kishenji, the former Maoist military chief. Before being killed in an encounter, Kishenji had propagated voting in the 2011 State Assembly polls and openly urged cadres to vote for the Trinamool Congress. Two years after Kishenji's death, the Maoists ‘central committee’ has issued a circular stating the Maoists "will give a vote-boycott call in Bengal and implement it with its full strength". Significantly, the Maoists had not given a poll boycott threat during the recently-concluded panchayat (local self government institutions) polls in West Bengal and three districts in Junglemahal that witnessed almost 85 per cent voter turn out.

According to reports, the Maoists have been conducting training camps with dummy Electronic Voting Machines (EVMs) for villagers in Bastar region to familiarize them with the NOTA option if they decide to vote. Such camps have been spotted in villages in Sukma, Dantewada, bordering Andhra Pradesh, and in interiors of Bijapur and Naraynapur Districts, said a source. Villagers are being "trained" to choose none but the NOTA option if they manage to reach polling booths to cast their votes.

The JIC has said that the State was becoming "a bridge between Maoist movements in Nepal and India". The assessment was carried out a few months ago. "Of concern is not only the sharp rise in Security Forces causalities but also the fact that not a single Naxal cadre has been killed in any counter-intelligence operation as against five Maoists killed in the same period last year. The reason for worry for the government is the killing of 13 security personnel this year as compared to 1 last year. The number of Naxals arrested has also decreased to 174 from 428 last year. The recovery of weapons dropped to 47 from 151," the report said.

"The face-off between the ultras and the joint group of security personnel from state police and Andhra Pradesh took place in the forests under Maraigudi police station limits this morning," Sukma Additional Superintendent of Police Neeraj Chandrakar told over phone. "On seeing the police-team near Bade Telma village forests, rebels opened indiscriminate fire on the team which was returned by police, leaving two Naxals dead," Chandrakar said, adding the Naxals fled into jungle as police retaliated with heavy firing. Later, SFs recovered bodies of two Maoists and two SLR rifles from the encounter spot, he said. Further details are awaited as security forces are yet to reach their camp, he said.
