Intelligence agencies reports that the Communist Party of India-Maoist (CPI-Maoist), despite recent reverses, are regrouping and looking to expand their presence to areas beyond the so-called ‘Red Corridor’, reports Liveminton November 2. According to intelligence reports, the Maoists are now expanding their base beyond their usual bastion of Chhattisgarh’s Bastar District to the tri-junction of Madhya Pradesh-Maharashtra-Chhattisgarh (MMC) in order to support their existing strongholds in Sukma and Dantewada Districts. The report also reveals that under the Odisha State Committee (OSC) of the Maoists, Rayagada, Kandhamal and Kalahandi Districts in Odisha are also emerging as hotbeds of Naxal [Left wing Extremism (LWE)] activity, with the “absence of road infrastructure in these regions aiding the Naxals.”The Andhra-Odisha Border (AOB) region, the report stated, is also seen by Naxals as a safe corridor between the Dandakaranya region in Chhattisgarh (areas such as Sukma and Dantewada) and the forests of Jharkhand. “The planning of Maoists is to build a new battlefield in the MMC tri-junction area with an aim to create a new guerilla zone. They discussed the need to expand their battle zone towards the north and then the east to create a corridor with their old battle zones of Odisha and Jharkhand,” the intelligence report states.

The Chintooru Police arrested Gundi Chalapathi (34), who joined the Communist Party of India-Maoist (CPI-Maoist) in 2014 and presently working as supply committee member and supplying diesel, electrical wire bundles and medicines to the Maoists from Chintooru mandal (administrative unit) in East Godavari District on November 1, reports The Hindu. Superintendent of Police (SP), Vishal Gunni, charged Chalapathi with transaction banned currency notes worth INR 2.5 million with the help of middlemen and handed over the valid currency to Maoists during the demonetisation period. He said that following a tip-off, the Etapaka Police conducted a vehicle check at Kannayigudem and arrested Chalapathi on suspicion. During the questioning, he confessed to his offence to the Police.

Give up violence”, the Vice President exhorted Maoists in his address while inaugurating a five-day glittering ‘Rajyotsava 2017’ function at smart city Naya Raipur of Chhattisgarh. “Give up your illusion. Believe in democracy’, he told Maoists who have significant presence in State’s forested patches in Bastar. A Special Task Force (STF) team seized 260 live cartridges of Self-Loading Rifle (SLR) meant for supply to Security Forces (SFs) from NH-31 near Srichandrapur village under Sahebpur Kamal Police Station area in Begusarai District on November 1, reports The Times of India. Three arms smugglers, Manchan Yadav (42), Arvind Mandal (45) and his son Bhrigu Mandal (22), were arrested with the ammunition, a bike, three cell phones and INR 5000. However, Shushil Singh, who had handed over the cartridges to the trio, managed to escape. Station House Officer (SHO) of the Sahebpur Kamal Police Station, Rajesh Kumar Yadav said the cartridges were manufactured at Indian Ordinance Factory and are supplied only to SFs. "Shushil had brought them from Odisha. It will be known only after his arrest that how he got the cartridges," Yadav said adding that the consignment might have been sold to the Communist Party of India-Maoist (CPI-Maoist). He further said Manchan used to purchase the smuggled cartridges at INR 300 per piece and later sold it to Arvind for INR 350. "Arvind used to sell them to Maoists for INR 400 per piece," the SHO said and added that in 2015, Shushil and Manchan were arrested from Begusarai with more than 250 cartridges of INSAS (Indian Small Arms System) assault rifle

Superintendent of Police (SP), Anish Gupta confirmed the arrest at Chaibasa Police headquarters and said, “We acted on a tip-off that the Maoist leader was coming to Jetia to watch a football match. According to intelligence reports, the Maoists are now expanding their base beyond their usual bastion of Chhattisgarh’s Bastar District to the tri-junction of Madhya Pradesh-Maharashtra-Chhattisgarh (MMC) in order to support their existing strongholds in Sukma and Dantewada Districts. The report also reveals that under the Odisha State Committee (OSC) of the Maoists, Rayagada, Kandhamal and Kalahandi Districts in Odisha are also emerging as hotbeds of Naxal [Left wing Extremism (LWE)] activity, with the “absence of road infrastructure in these regions aiding the Naxals.” The Andhra-Odisha Border (AOB) region, the report stated, is also seen by Naxals as a safe corridor between the Dandakaranya region in Chhattisgarh (areas such as Sukma and Dantewada) and the forests of Jharkhand. “The planning of Maoists is to build a new battlefield in the MMC tri-junction area with an aim to create a new guerilla zone. They discussed the need to expand their battle zone towards the north and then the east to create a corridor with their old battle zones of Odisha and Jharkhand,” the intelligence report states.

Acting on a tip off, a Police team led by Sheohar Sub-Divisional Police Officer (SDPO), Pritish Kumar raided a garments shop at Babali Chowk in the District headquarters town and arrested Devendra Ram alias Dev. They also seized copies of extortion letters sent to businessmen, brick kiln owners and other professionals. Devendra, Police said, was the kingpin of the group that operated in the garb of Maoists. During interrogation, Devendra admitted he had sent threat letters to three businessmen - Pintu Tiwary, Reza Ahmad and Bechan Kumar - demanding extortion. When the operations were undergoing near Dhurbeda in the morning, the SFs came under heavy fire from a group of armed Maoists, leading to strong retaliation by the SFs. After the encounter stopped, the SFs recovered a body of a woman Maoist along with weapons. Later in the afternoon, five Maoists were killed in another exchange of fire between SFs and Maoists near Pinka village. Two .303 rifle, five .315 bore rifles, one 12 bore gun and one pistol were recovered by the SFs in the two encounters. State Additional Director General of Police (ADGP) (Anti-Naxal Operations), Durgesh Madhav Awasthi said, five Maoists were gunned down during an encounter at Pinka village, the woman Maoist was eliminated also in another encounter at Dhurbeda forests, both under restive Narayanpur District. Awasthi further informed the media persons that the SFs recovered nine weapons, including two .303 rifles and large number of Naxal [Left Wing Extremism (LWE)] materials and literatures during both these operations. The posters have been put up by Koraput-Srikakulam division of the CPI-Maoist at various places in Narayanpatna. They have called upon people to draw inspiration from Russia’s Bolshevik Revolution dating back to 1917 and strive to achieve the New Democratic Revolution in India. The rebel outfit has also asked all organised and unorganised labourers to launch a powerful agitation demanding eight hours work, minimum wages, social security and labour law. D M Awasthi, Special Director General, (SDG, Anti-Naxal Operations), Chhattisgarh, confirmed that at least 20 pages of handwritten accounts, spanning several years, were recovered after the encounter in the jungles of Abujhmaad in Narayanpur District on November 7 in which six Maoists were reported to have been killed. A postscript in the ‘balance sheet’, maintained by the Nelnar area Janatana Sarkar (“local government”), for 2017 States: “Note bandi ke dauran 2 lakh jama kiya manta (Deposited 2 lakh during note ban).” While the year’s total expenditure has been put at INR 46,720, there is a line which says that a sewing machine worth INR 16,000 was damaged during an attack by Security Forces (SFs). The handwritten ‘balance sheets’, for 2013 to 2017, include sub-heads like expenditure incurred by the “vikas shakha”, “raksha shakha”, “school sanskriti shakha”, “jan sampark shakha” and so on. There are separate pages on expenditure incurred on “community infrastructure”, such as building of wells and small check dams as well. SDG, Anti-Naxal Operations, Awasthi, however, maintained that demonetisation had adversely affected Maoist operations in Chhattisgarh. “It is true that Maoist groups would have exchanged some amount of the demonetised cash. They could have used villagers, forcing them to deposit cash in their bank accounts, as also contractors who they ‘levy’ taxes from. After demonetisation, we had to deal with the situation sensitively, and did not make any arrests. But we did have information on certain bank accounts, details of which were given to the authorities concerned, and some money was seized as well,” he said. According to Police data, post-demonetisation, the Chhattisgarh Police seized banned notes adding up to INR 10.5 million from 27 people, including INR 4.4 million from one person, across seven of the worst Maoist-hit Districts in the State. “Although they would have exchanged some notes, and have an ecosystem that supports them in the region, I do feel that demonetisation affected their operations. We will compile data at the end of this year, and only then will we be able to say with certainty, but there is a sense that in operations in areas that were hitherto untouched, the Maoists are either avoiding an exchange of fire or preserving their ammunition. This is one indication of low finances,” said Awasthi. Another Police officer stated, “This balance sheet is only of one janatana sarkar. Every Maoist organisation, from the special zonal committee to the janatana sarkar, has separate accounts and would have exchanged their notes. We cannot even begin to quantify the amount,” he said. Narayanpur District, one of the worst-hit Districts in the country, has as many as 91 operational janatana sarkars, according to Police records.

"Four of our police personnel have been injured after a land mine was triggered while a patrolling party was walking through the Latu jungles during the ongoing anti-Maoist operation in the area," said Latehar Superintendent of Police (SP), Dhananjay Kumar. The SP further informed that a joint team of State Police and CRPF were out for anti-Maoist operation and as soon as they reached near Latu village at 2:15 pm, Maoists triggered a land mine leaving four jawans injured. The arrested persons are identified as Sudam Mahaling of Sadaipali, Mahesh Agrawal and Murarilal Agrawal of Kantabanji. Sources said on a tip-off, Balangir Sadar Police raided the house of Sudam at Sadaipali in Turekela block and seized gelatin, ammonium nitrate and detonator which are used in making of explosives. A cash of INR 232,000 was also seized from the house. Similarly, Belpara Police raided the godown of Murarilal in Dunguripali and seized 27 bags electrical explosives. The seized items from Sadaipali include 106 bundles of safety fuse, 38 bags of ammonium nitrate weighing around 15 kilograms, 83 kilograms of Gelatin, 13,527 detonators, 35,770 non-electrical detonators, 15 kilograms of charcoal power, 15 kilograms of sulphur powder and eight bundles of electric wire. Investigation is on to check if the seized explosives have any connection with the Communist Party of India-Maoist (CPI-Maoist). Incidentally, both Turekela and Belpara blocks are Maoist-prone areas.

Akash of Kolebira area in Simdega had joined PLFI in 2012 after his friend Ratan Gope was killed by operatives of CPI-Maoist. After receiving training, he worked for PLFI in Jaldega, Bano and Tatotonia areas of Simdega. From 2013 to his surrender, Akash was ‘area commander’ of Anandpur area of West Singhbhum and Bisra area of Sundargarh. He was carrying INR 200,000 reward on his head in Jharkhand. The Simdega SP said it was an irony that Akash was working for the outfit while his father had served in the Police force and his twin brother is in the central Reserve Police Force (CRPF). “Akash also revealed that PLFI chief Dinesh Gope is destroying the future of local youths by recruiting them for extortion. The abductors allegedly made the call for ransom on the mobile phone of the victim's son Kaushal Kumar around 9.15pm on Monday. They claimed they were Naxalites [Left Wing Extremists (LWEs)] operating in the region. Another call was made on the cell phone of an employee Dhananjay Kumar. The Maoists demanded a ransom of INR 800,000 from his family for his release, officials and his relatives said the next day. The Police said the Maoists descended at the office of Rajak and held him captive at gunpoint. The personnel of ANF, DAR and forest department were divided into two separate groups. While Chamarajanagar Superintendent of Police (SP), Dharmendra Kumar Meena led the 60-member ream that carried out the operation in Kundakere, Mulapura and Karapura forest areas and along the banks of Mayar River. The second team, led by Additional Superintendent of Police (ASP), MS Geeta, on the other hand, covered Mulehole, Kalkere and surrounding areas. This team comprised around 60 personnel. SP, Palamu, Indrajeet Mahatha stated, “A joint team of Palamu Police and Jharkhand Jaguar nabbed one TPC cadre Shyam Bhokta on way to Balumath from Chatra via Panki in Palamu and the joint team recovered Rs 5 lakhs in possession of this TPC cadre.” On Shyam’s revelation about a tunnel at Kekargarh, the joint team recovered one Light Machine Gun (LMG), 307 bullets, four rifles one Lethe machine, transformer, welding machine and other articles all for making illicit arms. The Maoists were arrested from the forests under the Bhairamgarh Police Station limits, Additional Superintendent of Police (ASP), Mohit Garg said. Acting on specific inputs, Security Forces (SFs) had launched a search operation in the interior of Bhairamgarh, around 450 kilometres from State capital Raipur, on November 22, he said. The Maoists were rounded up after the joint team cordoned off Itampara, Uspari, Biriyabhoomi and Daler villages inside the forests, he added. Among those arrested, warrants were pending against nine Maoists including a woman, he added. The maximum numbers of warrants, for 36 incidents, were pending against Sitaram Hemla, while 12 warrants were pending against Bheema Atra, the ASP said. The arrested Maoists were active as lower-rung cadres and involved in attacks on Police, planting of Improvised Explosive Devices (IEDs) and putting up Maoist banners and posters, he added.

The Odisha Government had declared a reward of INR 200,000 for capture of each of the surrendered Maoists — Bijal Kadme (26) and Soni Oyame (23). Lured by “better rehabilitation package” for surrendering Maoists in Odisha, they decided to lay down their arms in Malkangiri, said Meena. The couple was a part of the military wing of the CPI-Maoist organisation. They were involved in Maoist activities in parts of Odisha, Chhattisgarh and Andhra Pradesh. There are more than 17 cases of violence, ranging from Improvised Explosive Device (IED) blasts to murders, registered against them in Odisha and Chhattisgarh, said the Police. Kadme had joined the Maoists in 2008 and Oyame in 2009. They hailed from Pedakarme village in Bijapur District of Chhattisgarh. The duo alleged that the Maoist organisation as well as its leaders had deviated from their original ideology and were involved in atrocities on tribals. “Both cited miserable condition of low-rank cadres in the Naxalite organisation and alleged that senior cadres were self-centered with no concern for their problems,” said the SP.

Darbari Ram, the father of the deceased, had the contract for cutting of trees in the forest area for laying tracks as part of the Dallirajhara-Rowghat railway project and transportation of logs to the forest department's depot, he said. On Saturday (November 25), when Ramesh Jain was engaged in the work of transportation of timber logs in the forest close to Rekhabat between Rowghat and Tadoki, a group of armed Maoists reached there. The rebels asked the workers to leave the place. After setting ablaze four trucks and a loader machine they took the victim along with them, the SP said. "Later, they shot him dead in the nearby forest," Dhruv said. The construction of Dallirajhara-Rowghat-Jagdalpur broad-gauge railway line, covering 235 kilometres, would allow transportation of iron ore from the Maoist-affected area in north Bastar. Besides, it will provide transportation facility to the people in the Maoist hotbed. The work in the first phase, covering a 95-kilometres route from Dallirajhara to Rowghat, is in progress with 17 kilometres of tracks to Gudum commissioned for passenger train traffic. The Maoists have been opposing the project since its inception, fearing that the construction of the rail route will speed up the development work in Bastar thereby uprooting them from the region.

Suspected Communist Party of India-Maoist (CPI-Maoist) cadres killed a tribal man, branding him ‘Police informer’, at Peddamidisileru village in Charla mandal (administrative sub-division) in Bhadradri Kothagudem District early on November 26, reports The Hindu. The Police identified the deceased as Sodi Prasad (45), of Peddamidisileru, an interior village close to the State’s border with Chhattisgarh. The Maoist left behind two handwritten letters — one in Telugu and the other in Hindi — containing stern warnings to ‘Police informers’. In one of the letters, the Maoists claimed to have punished a person belonging to Charla for allegedly acting as a ‘Police informer’. In a statement, Superintendent of Police (SP), Ambar Kishor Jha refuted reports that Sodi Prasad was a ‘Police informer’. The local Police, also, denied having any association with the deceased and attributed the murder to a financial dispute the latter reportedly had with some militia members over “exchange of demonetised currency.” The incident came just a few days ahead of the CPI-Maoist’s annual People’s Liberation Guerrilla Army (PLGA) week to be observed by the banned organisation from December

The CPI-Maoist’s Rayagada Area Committee was suspected to have put up two posters at the premises of the Government office demanding stopping of the combing operations in the Niyamgiri area. The posters threatened three persons, Suresh Kumar Bal, Ajit Padhi and Raju Gouda, who are working with the Police intelligence wing against Maoists. The Maoists also opposed the construction work of a central Reserve Police Force (CRPF) camp in the Haat Dahikhal area asking the contractors and brokers to stop the construction work in the Niyamgiri area and demanding that the Government waive off farmers’ loan and remove Vedanta from the region. Tigga, who joined Maoists sometime in 2013, was operating in Khunti District, was a member of the armed squad of Maharaj Pramanik and Amit Munda who are currently operating in the Tamar-Bundu zone, was wanted for the murder of a Mukhiya (village headman)and several robberies on NH 33. "He was arrested on basis of a tip-off that he had come to his village, Basukicha. Last year, he had murdered mukhiya of Jargo panchayat [village level local-self government institution] in Tamar Jeevan Singh Munda (38). Munda was dragged out of his home and then shot in the head. Maoist posters left near the body claimed he was killed for being a police informer," said Bundu Sub-Divisional Police Officer (SDPO), K.V. Raman, adding that investigations had, however, revealed that Tigga had a personal feud with the mukhiya. Two of his associates allegedly involved in the murder, Rammohan Munda and Das Tirkey, were also arrested. No weapon was found with Tigga when he was arrested. But Police seized his mobile phone, which he had looted from a truck driver on NH 33 on August 23, along with INR 13,000 in cash, Police said.

Suspected Communist Party of India-Maoist (CPI-Maoist) cadres triggered blasts of a slurry pipeline, belonging to Essar Steel, near Chinitalguna village at Chitrakonda block in Malkangiri District on November 28, reports The Telegraph. According to reports from the company sources, the Maoists blasted portions of the pipeline in at least three spots by using landmine explosives. The damaged points are located 500 metres from one end to the other. The blasts caused considerable damage to the pipeline, which is stretched across the Bailadila Mines area of Dantewada District in Chhattisgarh to its steel plant in Visakhapatnam in Andhra Pradesh. The slurry pipeline passes through dense and thick forest, where the Maoists have sizeable presence and influence. The Maoists have targeted the slurry pipelines thrice since past one year.

A top ‘zonal commander’ of the Communist Party of India-Maoist (CPI-Maoist) and a strategist Enul Khan alias Govind ji (52), who was wanted for killing at least two dozen security personnel in the red zone area of Jharkhand and Bihar, surrendered with a gun before the Jharkhand State Police along with a ‘Commander’ of the Tritiya Prastuti Committee (TPC), Roshan alias Ajay Prasad Sao, on November 29, reports The Pioneer. Govind had joined the banned left wing organisation as a regular cadre in 2005. Considering his strategy making capabilities, senior leaders of the outfit rose his ranks to ‘area commander’. He was also member of the political wing of the CPI-Maoist. “He was wanted by Jharkhand and Bihar Police for carrying out attacks on joint security forces. He carried Rs 10 lakh award on his head,” said Indrajeet Mahatha, Superintendent of Police (SP) Latehar. The SP added that Govindji in 2013 led a troop of Maoist cadres which had triggered a landmine blast killing eight security personnel including a Sub-Inspector (SI) rank officer in Bihar’s Gaya District. Govind was also part of the Maoist team which ambushed joint Security Forces (SFs) in Palamu in 2016. Six Central Reserve Police Force (CRPF) troopers were killed and several others were injured in the attack, adds News Nation. Active since 2014, Roshan has been in jail and came out only in 2016 but he again became a Naxal [Left Wing Extremist (LWE)]. As per the surrender policy of the Government, Khan was given INR 1.1 million while Roshan got INR 50,000. Palamu Deputy Inspector general of Police (DIG), Vipul Shukla informed that Khan has 21 cases against him and was operating interstate, covering Bihar, whereas Roshan’s tally was 24 of which 14 cases are registered in Garhwa District.

Surveillance has been strengthened to foil violent activities of Naxals who will observe the PLGA week from December 2, to pay homage to their martyrs killed during encounter with Security Forces (SFs). The Maoists constructed a building, painted in red colour and cordoned off the place with the barricades like Police Station, in a remote area near Totaguda village in Jantri Panchayat (village level local-self government institution) in Chitrakonda area in the District.
