A ward councillor identified as identified as B Ashok Kumar, suffered critical injuries after a pressure bomb planted by the Communist Party of India-Maoist (CPI-Maoist) exploded at Elarmadgu village under Bhejji Police Station limits in Sukma District on October 1, reports News Nation. Sukma Superintendent of Police (SP), Abhishek Meena, said the blast triggered after Kumar inadvertently touched the Improvised Explosive Device (IED) hidden in bushes. He added that incident occurred when he was heading towards the anganwadi centre to pick his mother.

Seven cadres of the Peoples' Liberation Front of India (PLFI), a splinter group of the Communist party of India-Maoist (CPI-Maoist), were arrested by the Police during a combing operation in Khukhundbahal forest under the Biramitrapur Police Station in Sundargarh District, reports The Hindu on October 2. According to the Police, on getting information about the presence of PLFI extremists in Khukhundbahal forest under the Biramitrapur Police Station on September 29 last, an operation was launched. About 10 to 15 armed Left Wing Extremists (LWEs) were found moving in the forest. However, only four of them could be arrested. Based on the interrogation of these members, another three cadres were arrested. Pinak Mishra, Superintendent of Police (SP) Sundargarh, said, of the seven PLFI identified extremists, three each hail from Odisha and Jharkhand while one is from Assam. The Sundargarh Police identified one of them as Arjun Rana alias Kapil Pathak, who is the ‘zonal committee member’ of PLFI for Odisha-Jharkhand. A .9 mm carbine machine gun, three .9 mm double bore barrel guns, two .9 mm pistols and 37 rounds of live ammunition were seized from them.

A Communist Party of India-Maoist (CPI-Maoist) cadre was killed in an encounter with the Gadchiroli Police in Bhamragadh tehsil (revenue unit) in the Gadchiroli District on October 2, according to a press release issued by the Police, reports Indian Express on November 4. “An encounter ensued between the police and the Naxals [Left Wing Extremists (LWEs)] in the forest near Kothi village in Bhamragadh tehsil close to the border of Narayanpur district of Chhattisgarh on October 2 between 4.30 and 5,00 pm. The Naxalites fled after the police built intense pressure through retaliatory firing. A search of the spot after the incident revealed the body of a Naxalite, whose identity is yet to be established,” the press note said. It also added, “The search also revealed one SLR (Self Loading Rifle) gun, one air gun, a mobile phone, blasting material and Naxal literature.”

Cadres of the Communist Party of India-Maoist (CPI-Maoist) were attempting to raise a new armed group along the Madhya Pradesh-Maharashtra-Chhattisgarh tri-junction as they continue to face the heat at their stronghold in Bastar region, an official of the Union Ministry of Home Affairs (UMHA) stated on October 2, reports The Hindu. The official said the new unit, ‘Vistara Platoon,’ was trying to gain a foothold at the tri-junction, which has lesser deployment of Security Forces (SFs) than the seven Districts in the Bastar division of Chhattisgarh, said to be one of the last Maoist bastions.An official of the Central Reserve Police Force (CRPF) said the forces had opened new camps in the once-inaccessible Bastar region to “squeeze out” the CPI-Maoist cadres. The official added, that the focus of SFs will be on the South Bastar-Sukma region and Dantewada and Bastar Districts. There are more than 160,000 CRPF personnel deployed in Chhattisgarh, of which 130,000 concentrate on a 40,000 square kilometres area in Bastar, known for rich mineral deposits of iron ore, granite, tin and corundum.

Security Forces (SFs) recovered two Improvised Explosive Devices (IEDs), planted by Communist Party of India-Maoist (CPI-Maoist), from separate places in Bijapur District on October 3, reports PTI. While an explosive weighing five kilograms was unearthed from Basaguda Police Station area, another of two kilograms was recovered from Gangaloor Police Station limits, a local Police official said.A joint team of Central Reserve Police Force (CRPF)’s 85th battalion and District Force while carrying out an area domination operation on Bijapur-Gangaloor road spotted the IED connection near a Government High School in Tondapara village, around 450 kilometres away from Raipur, he said. Later, the low intensity explosive, packed in a small steel container, hidden beneath the earth on a dirt track was detected there and diffused, he said. In the other incident, a joint team of CRPF's 168th battalion and local Police unearthed the five kilograms explosive from a dirt track between Sarkeguda and New Tarrem where a SFs camp is located, he added. The explosives were defused by the bomb disposal squads, he added.

The city based Sub-Divisional Judicial Magistrate (SDJM) court in Rourkela of Sundargarh District on October 4, allowed the Biramitrapur Police to take the four arrested cadres of the Peoples’ Liberation Front of India (PLFI), including former Border Security Force (BSF) Assistant Commandant Jadumani Patra, on a two-day remand, reports KalingaTV. Patra allegedly used to train members of the rebel group on the use of sophisticated weapons at different centres of the organisation. The other arrested PLFI cadres are Rourkela Steel Plant (RSP) employee Manu Kujur, ‘zonal committee member’ Arjun Rana alias Kapil Pathak and ‘area commander’ Karan Sai. The cadres were arrested by the Police during a combing operation in Khukhundbahal forest under the Biramitrapur Police Station in Sundargarh District on October 1. Acting on specific inputs, a composite squad of personnel from the Border Security Force (BSF) and District Force launched a search operation in the interiors of an area under Koyalibeda Police Station limits, Kanker Additional Superintendent of Police (ASP), Jaiprakash Badhai said. The centre, with about three dozen flying assets of various categories, has been recently moved “lock, stock and barrel” to Jagdalpur, in vicinity of the worst Communist Party of India-Maoist (CPI-Maoist) violence-affected Districts like Sukma and Dantewada, in order to provide Security Forces (SFs) an enhanced aerial surveillance to conduct anti-Maoist operations. “The UAV base has recently been shifted and activated in the heart of the Bastar region of Chhattisgarh. The idea to shift the technical command centre is to provide quick and long haul aerial reconnaissance to the anti-Naxal operations forces on ground like the CRPF, CoBRA and the State Police,” an unnamed senior security official involved in the operation said. The UAVs were earlier flying to Bastar from Bhilai, which is about 300 kilometers away, and hence the amount of time taken to travel would defeat the purpose of conducting timely and precise operations. The Central Reserve Police Force (CRPF) has deployed about 40,000 troops, including teams of its special guerrilla action force Commando Battalion for Resolute Action (CoBRA), in Chhattisgarh, primarily in south Bastar Division, to conduct anti-Naxal [Left Wing extremism (LWE) operations.

Peter, whose official name is Gopal Krishna Pater, was arrested following revelations by former Maoist ‘commander’, Kundan Pahan, during interrogation by the central anti-terrorism agency. Pahan (38), a former CPI-Maoist ‘zonal commander’ who surrendered before Jharkhand Police in May 2017, was a prime accused in Munda's murder. Pahan told NIA officers that Peter had paid the Maoists INR 40 million to eliminate Munda, then a sitting member of Legislative Assembly (MLA) of Tamar constituency in Ranchi District. Acting on a tip off, a CRPF team headed by Commandant Ankit Kumar launched an operation in Chakarbandha forest in Gaya, during which, the team detected a tunnel near Tartua village, which the Maoists used for storing arms and ammunition. Three assailants in a motorbike reached the spot and sprayed bullets from a sophisticated weapon on Tarkeshwar inflicting three bullet injuries.Agitated over the incident, a group of Tarkeshwar's supporters blocked the road and paralysed traffic for over four hours. Through the posters and letters, the Maoists demanded that at least 10 from each village must join the Maoist camps. In violation of the order, the villagers would be awarded death sentence, they warned. There has been a 52.6 per cent drop in incidents of Communist Party of India-Maoist (CPI-Maoist) violence between 2010 and 2016, according to Ministry of Home Affairs (MHA) data, reports indiaspend.com on October 16. Incidents of Maoist violence fell 22.5 per cent in the first nine months of 2017 compared to the same period last year, according to MHA figures published in September 2017. Police cases were registered for 625 incidents–compared to 807 in 2016–over this period, from assault and murder to arson. In a review meeting held in early 2017, the CPI-Maoist concluded that its armed struggle was undergoing a “difficult” phase. There are 16 Maoist strongholds across India, and the resolution spoke of “setback” in some, and the movement having become “weak” elsewhere.The spread of the Maoist movement across India, which grew in the last decade, appears to have been arrested, as per CPI-Maoist documents. The party’s traditional bastions, once considered unshakeable, too have been affected. The party’s ‘Central Committee’ (CC) oversees the functioning of four regional bureaus–northern, eastern, central, and south-west. These bureaus in turn monitor and coordinate Naxalite activity of three panels–the ‘Special Zonal Committees’ (SZCs), the ‘Special Area Committees’ (SACs) and the ‘State Committees’ (SCs) or ‘Leading Committees’ (LCs). The CC’s assessment is that in the northern bureau–comprising Punjab, Haryana, Uttarakhand and Uttar Pradesh–the party’s grip is “very weak”. In the eastern pocket–Bihar, Jharkhand, West Bengal and Assam–it is “weak/ (suffering a) setback”. In central areas, the forested Dandakaranya area in central Chhattisgarh, once considered an unbreachable Maoist stronghold, has been declared “difficult” for extreme left wing activities. Andhra Pradesh, Odisha and Telangana have been categorised as “weak” or “setback”. Kerala, Karnataka and Tamil Nadu, states in the party’s south-western bureau, are all down to “stagnation with only mass organisation activity”.The Maoist movement in India appears to be facing its biggest challenge from a new quarter–ageing leadership. Seven of the 19 members of the CC are above 60 and a few are coping with health issues. Party ‘general secretary’ Muppalla Laxmana Rao aka Ganapathy, is now 66, and the senior-most leader of the team, Prashant Bose, is 69. At its February 2017 meeting, the CC decided to pull ‘veterans’ at all levels out of the job of leading the movement in the jungles. The party would, however, use their services in different ways and ensure that they were “respected” and “supported” by the rank and file. “In areas where Government offensive is serious and we are unable to protect our leadership, we should send them to villages or urban centres which are unaffected by revolutionary movement,” the resolution said. This move to villages and cities would also allow ailing senior leaders to seek medical help, it added. The party, known for its secrecy, would contact relocated or transferred leaders once in six months, as per the party’s document.

The report which has been submitted to the Enforcement Directorate (ED), says that children of top Maoists Sandeep Yadav and Pradyuman Sharma, who are active in Bihar and Jharkhand, study in prestigious colleges, own sports bikes and travel by air. Sandeep, who is in charge of Bihar-Jharkhand Special Area Committee (BJSAC), is wanted in 88 cases and carries a reward of INR 5 lakh on his head. His brother Dhanik Lal is also a Maoist. Pradyuman is wanted in 51 cases and carries a reward of INR 50,000. He is also a member of the special area committee.The report says that Sandeep's elder son Rahul Kumar is a second semester BBA student at a reputed private college in Patna. A sports bike, purchased from an Aurangabad showroom on down payment, is registered in his name. Sandeep's younger son Rahul Kumar lives with his mother Rajanti Kumari in Ranchi. He also owns a sports bike and studies at one of the most reputed colleges in Ranchi. His sister studies at a private residential school in Gaya District. Sandeep's wife is an untrained teacher at a government primary school in Lutua panchayat of Gaya district. Though Rajanti remains absent from school, she gets regular salary and owns property worth at least INR 80 lakh, the report says. She has INR 13.53 lakh in three different bank accounts in Aurangabad and has invested INR 2.31 lakh in mutual funds. The Maoist leader's son-in-law Gajendra Narayan is a teacher at Sarvodaya Bal Vidyalaya in Radheshyam Park area in New Delhi and has more than INR 12 lakh in different bank accounts. He booked a flat worth INR 35 lakh this year. Pradyuman and his brother Pramod Singh own 250 acres of land in Jehanabad which is valued at INR 83.8 lakh. Though no complaint was lodged about his abduction, the matter came to light on October 22 when some villagers informed the Police that Rao was allegedly murdered in the night of October 20 by the Maoists after they (Maoists) held a ‘jan adalat (people’s court or kangaroo court)’ in a forest near Kadulnar, he added. A press release issued from Superintendent of Police (SP) Palamu read that this outfit tried to extort money from the contractor of the Government polytechnic college under construction on State highway in Lesliganj Police Station’s Basoura village in the District. The new outfit, a group of 12 to 13 persons, having dubious past and role in the society, had olive green battle fatigue, which was worn by its cadres in turn in order to create an impression that they were of extremist outfit, the Police said. Officer-in-Charge (OIC) of Lesliganj Police Station, Rana Jung Bahadur Singh said this outfit on October 14 reached one construction site in the area, assaulted a few workers there and looted one cell phone of the worker giving order to ask the contractor to speak to this outfit. OIC Singh said the outfit erred and it helped us most. Calls were made from the same looted cell phone. Police put that cell phone number and other details on its Technical Cell and finally succeeded in intercepting their conversation. He was remanded in judicial custody on October 24. Buddhan Miyan, who worked in the squad of Vyas ji a top Maoist, has 11 cases against him and he carries a reward of INR One million. The SP further said this Buddhan Miyan whose father is Rehman Miyan of Saraideeh village under Naudeeha Bazar Police Station went to Panipat also to eke out his living when he fell apart from CPI-Maoist. Threecadres of the Communist Party of India-Maoist (CPI-Maoist), carrying cash rewards, were killed in an encounter with the Security Forces (SFs) in the forest of Kopenkadka village under Khadgaon Police Station Limits in Rajnandgaon District at around 10 pm on October 25, reports Tribune India. The SFs had launched an anti-Maoist operation in the interiors of Manpur, around 200 kilometers away from the state capital, Raipur. When the patrol team was advancing through the forests of Kopenkadka, it came under heavy fire that led to a gunbattle between the two sides. However, the Maoists soon escaped into the deep forest on finding security personnel zeroing on them, said Rajnandgaon Superintendent of Police (SP) Prashant Agrawal. During a search, bodies of three Maoists along with three automatic weapons--one AK 47 rifle, one INSAS rifle and one SLR rifle--were recovered from the spot, he added. Those killed were identified as Mahesh, an ‘area committee member (ACM)’; Rakesh, ACM and Pallemadi ‘LOS (local organisation squad) commander’; and Ranjit, Pallemadi ‘LOS deputy commander’; said the SP, adding that they were carrying rewards of INR 500,000, INR 500,000 and INR 300,000, respectively. They all hailed from Bastar region of the state and more details are awaited, he added.

Director General of Police (DGP), R.P. Sharma, reviewed anti-Maoist operations on October 26, during his first visit to Malkangiri and Koraput since taking charge as the State Police Chief. "Our emphasis will be on joint operations and better co-ordination between the forces," said Sharma, who visited a Border security Force (BSF) camp at Badapada in the "cut-off" area of Malkangiri District. He also had a look at the ongoing work on the Gurupriya Bridge that would connect the six gram panchayats (village level self-Government institution) in the "cut-off" area located across the Balimela reservoir with the District's mainland.DGP, Sharma's visit comes in the wake of attacks by the Maoists on boats ferrying ration for the Security Forces (SFs) stationed in the "cut-off" belt. On October 15, the Maoists had looted a boat carrying provisions for the BSF jawans. On October 22, the Maoists in Malkangiri gunned down an alleged ‘Police informer’ who, they suspected, was ferrying ration for the SFs. Sama Pangi was shot dead near the reservoir's spillway ghat in the Chitrakonda area. Following attacks by the Maoists on boats carrying provisions for SFs, Malkangiri Police had decided to use helicopters for the purpose. The helicopters, according to DGP, Sharma, will be used for anti-Maoist operations.

Bhagat, a resident of Singarapettai in Uthangarai in Krishnagiri District, was one of the 32 Maoists arrested by the Q branch of Tamil Nadu Police for undergoing arms training in the forests of Oothankarai in 2002, the Police said. As Bhagat was not 18 then, he was lodged in a juvenile home. A case was lodged against him under the Prevention of Terrorism Act (POTA), 2002. Though he had obtained conditional bail in 2012, Singh failed to appear before the court or police and was at large. Fearing that he could be killed in an encounter, accompanied by his lawyer, he surrendered before the Salem SP.

Superintendent of Police (SP), Vishal Gunni, at a press conference, said Sagiraju Appala Trinadha Varma (35), a native of I. Polavaram in East Godavari District and resident of Srinagar Colony in Hyderabad, allegedly purchased two country-made pistols, two country-made revolvers, and live cartridges from a trader in Uttar Pradesh in 2013. A former cricket bookie, Varma had served a jail term at the central prison in Rajamahendravaram in connection with the murder of another bookie Kucharlapati Satyanarayana Raju in 2012. At the prison, he allegedly developed friendship with Karla Raji Reddy (54), of Vattipalli village in Siddipeta District of Telangana and Isthari Venu Madhav (48), of Kadavandi village in Janagam District of Telangana, both former members of the Giraipalli dalam (armed squad) and Palakurthi dalam of the CPI-Maoist. “After release from prison in 2013, the three started targeting the affluent sections. We came to know that they had taken the help of A. Mani Kumar, an accused in housebreaking cases, and Muthabattula Ratnakumar, an evangelist from Kakinada, in committing several crimes,” SP, Vishal said. Two pistols, 18 rounds of cartridges seized from their possession. The Police were yet to arrest Mani Kumar and Ratnakumar.

Acting on a tipoff, a joint team of the District Voluntary Force (DVF) and the Central Reserve Police Force (CRPF) conducted raids in the forest area to trace the Maoists’ hideout. Spotting the SFs, the Maoists first opened fire and in retaliation the SF personnel fired back. The exchange of fire reportedly lasted for more than two hours, following which the Maoists fled from the spot. “Our operation is still on but we have been able to bust the hideout and seized few ammunition including a live grenade with detonator. We are trying to ascertain whether there have been any casualties or not,” said Superintendent of Police (SP), K. Subramani, adds OdishaTV. One live grenade, five kit bags, 12 containers and other articles have been recovered from the camp that was busted.

The incident took place in the forest near Telam-Tetam village under Katekalyan Police Station limits when a joint team of state's DRG and local Police was out on an anti-Maoist operation, a Police official said. Ravinder, a resident of Bore Narsapur, Mangapet mandal (administrative sub-division), working as ‘deputy commander’ of Eturnagaram-Mahadevpur Area Committee and member of Jayashankar Bhupalpally-Mahabubabad-Peddapally-Warangal (JMPW) Area Committee, previously known as Khammam-Karimnagar-Warangal (KKW), studied up to fifth class and worked in a printing press from 2009 to 2012, carrying a cash reward of INR 400,000 on his head, surrendered with a weapon. Ravinder was involved in burning of mini transport vehicles on the outskirts of Duddeda village in Chhattisgarh in 2014, setting on fire the vehicles of road contractor at Tekulagdudem in 2015. He was involved in exchange of fire at Bottentang in 2016, and also in attack on Central reserve Police Force (CRPF) personnel at Burkapad in 2017. Ravinder went underground in 2013 and worked in Illandu-Narsamapet Area Committee from 2013 to 2015. Superintendent of Police (SP), Ashwini Kumar Sinha told that based on a tip-off that a group of PLFI cadres would arrive at Palsi village under Karra Police Station, a team of SF personnel were sent to arrest them. On seeing the SFs, the PLFI cadres started firing at them, prompting them to retaliate, SP, Sinha said. Four PLFI ultras were killed in the encounter and all the bodies have been recovered, he added. Four firearms including an INSAS (Indian Small Arms System) assault rifle, a .315 bore rifle and a country-made pistol were recovered from their possession. PLFI is a splinter group of the Communist Party of India-Maoist (CPI-Maoist).
