Security Forces (SFs) on April 1 launched an operation in Dragad village in Shopian District after they received information about presence of militants in the village. As the searches were going on, the hiding militants fired upon the search parties, ensuing an encounter. Seven militants and one civilian were killed during the operation in the village. They have been identified as Adil Ahmed Thoker of Humhuna, Nazim Dar of Nagbal, Ubaid Shafi Malla of Trenz, Yawar Itoo of Safanagri, Rayees Ahmed Thoker of Padarpora, Zubair Turay of Shopian and Ashfaq Malik of Pinjura. According to sources, the militant group had joined Hizb-ul-Mujahideen (HM) in the summer of 2017 and was involved in series of cases of attacks on civilians and SFs; the killing of Lieutenant Umer Fayaz. is one among them. Sources also said that four militants managed to flee from the cordon after intense clashes in the village. Sources added that SFs sent a local man Mushtaq Ahmad Thoker for asking the militants to surrender and he was eventually killed in the gun battle after militants refused to give up. However, Police said, “While the search party entered the target house at Dragad, they found the body of one Mushtaq Ahmad Thoker along with the dead militants”.

According to the data released recently by the Union Ministry of Home Affairs (UMHA), in January and February (2018) 51 terror-related incidents were reported from Kashmir Valley in which 15 Security Forces (SFs) personnel were killed, reports India Today on April 5. In these incidents, 16 terrorists were neutralized while two civilians were killed. Data shows alarming number of deaths of SFs personnel in the terror attacks. An officer in the SF said, "The winters have been shorter, a clear indication that more infiltration would have taken place. Both foreign and local terror groups operate in a bid to survive the counter offensive of security forces. The year 2018 will remain high in terror related violence." The only improvement is the law and order situation, the incident are fewer compared to the volatile times of the past two years, added the official on condition of anonymity. The new years eve of SF began with a fidayeen (suicide) attack on the CRPF Group Centre in Lethpora by the dreaded Jaish-e-Mohammed (JeM) group. Five CRPF men and three terrorists including two local fidayeens were killed in the attack. The UMHA data, however, does not reflect the incidents in March and April including the recent killings of militants in South Kashmir. The annual figures, however, show that things have taken a turn for the worse in Kashmir Valley since the killing of Hizb-ul-Mujahideen (HM) ‘commander’ Burhan Wani in July 2016. However, 2017 has been officially the worst affected with multiple incidents of violence both in the hinterland and at the borders. As per the UMHA data presented before the Parliament (April 4, 2018), 2017 saw a surge in terror related violence with 342 terror related incidents reported from the state in which 40 civilians have been killed. The year 2017 is also seen as the most successful in terms of elimination of terrorists with 213 being gunned down. The number of SF personnel killed remained at 80 in 2017, just a notch lower than 2016 which reported 82 deaths of SFs personnel in counter terror operations. The figures of 2016 show 150 terrorist were killed in 322 in terror-related violence. 82 SF personnel and 15 civilians were killed. In 2015 there were 208 terror related incidents in which 39 SF personnel were killed and 17 civilian deaths recorded.

A Hizb-ul-Mujahideen (HM) militant, identified as Musavir Hassan Wani was killed in an encounter at Kangan village in Pulwama District on April 6, reports Daily Excelsior. Army’s 55 Rashtriya Rifles (RR) and Police spotted a group of militants in an orchard in Kangan village of Pulwama District. Militants fired at the Security Forces (SFs) and tried to flee from the cordon. The militant, who was killed in the incident, Musavir Hassan Wani son of Ghulam Hassan of Dalipora in Pulwama was a B.Tech final year student of Ramdevi College of Education Chandigarh when he joined HM outfit last year (2017). One AK 56, one SLR (Self-Loading Rifle) gun, one detonator, 41 live rounds of AK-56, AK-56 magazine, one SLR magazine and other incriminating materials were recovered from his possession. Sources said that Army got information about presence of four militants in an orchard at Kangan and they boarded taxis and went in civvies to conduct the operation. However, three militants fled and one was killed. Clashes broke out in Kangan and other parts of Pulwama soon after the killing of the militant. However, Police said that “No collateral damage has taken place in this episode. A case in this regard has been registered, and investigations taken up”.

A youth from Assam's Hojai District, who has been engaged in petty trade in Jammu and Kashmir, is suspected to have joined terror groups, reports The Times of India on April 9. Police suspected Qamer Uz Zaman might have joined Hizb-ul-Mujahideen (HM), but refused to divulge further details. National Investigation Agency (NIA) is likely to take up the investigation into Zaman joining terrorist organisation. A picture of Zaman with an automatic rifle has also gone viral in social media. Zamann's mother Shahira Khatun said that if her son has joined any militant organisation, the Government should mete out "extreme punishment". "We have no qualms even if he is killed. If he has really gone the wrong path against the country, he shouldn't be spared. After all he left our family in the lurch. We tried desperately to contact him in the last several months, but failed," Khatun said. Police said that Zaman, a resident of Daily Market in Jamunamukh area of the Hojai District, left for Kashmir three years back and was running a garment shop there. Assam Director General of Police (DGP) Mukesh Sahay said that the State Police along with its Jammu and Kashmir counterpart is investigating the matter. "Police is looking into the credentials of the person. So far, we are not in a position to share further details as the investigation is still underway," Sahay said. Hojai Superintendent of Police (SP) Ankur Jain said that Zaman did not contact his family for the last four to five months, prompting the family members to lodge a complaint with the Police. "The person also left behind his wife and a daughter in Hojai. We are doing the background check of the person concerned. It has been confirmed that his last working place was in J&K," Jain said. Another senior police official said that NIA is also investigating the case. "Whatever information we get about Zaman will be provided to the NIA for taking forward the investigation. On jihadi activities, Union Minister of State for Home Affairs of India Kiren Rijiju on April 4 said that some agencies were trying to foment trouble in Northeast, particularly in Assam. "We are tracking them so that the agencies cannot make their presence felt," Rijiju said.

A youth from central Assam's Hojai district, identified as Qamer Uz Zaman has reportedly joined the Kashmir militant group Hizbul Mujahideen , reports The Telegraph on April 9. The incident came to light after a picture of him holding an automatic rifle went viral on the social media on April 8. It described him as having joined Hizbul Mujahideen with the codename "Dr Hurairah". Director General of Assam Police Mukesh Sahay stated that matter had come to his notice and they have got in touch with Jammu and Kashmir police and central intelligence agencies to verify it. He also added that ‘Hizbul Mujahideen is a J&K-based organisation and we have not found its footprint in Assam so far. We also do not have any report of youths from Assam joining it’. Qamer's family said he had gone to Kashmir three years ago to trade in garments but went missing after April 2017. They also added that Qamer had joined Nowgong College but could not complete his graduation. His family said he went to the US in 2011, returned to Assam in 2014, stayed in Nagaon for about three months and went to Bangladesh the same year. He returned to Assam in 2015 and went to Kashmir soon after. Sources said he worked as a labourer in a company in the US. Though no activity of Hizbul Mujahideen has been detected in the state so far, 56 members of Jamaat-ul-Mujahideen Bangladesh (JMB) were arrested from Barpeta, Chirang, Baksa, Nalbari, Bongaigaon and Goalpara Districts after a blast Burdwan blast in 2014, reports The Telegraph. At a time when Security Forces (SFs) have launched a major offensive against militants in south Kashmir, a large number of militants are silently concentrating in Northern parts of the Valley, not far from the Line of Control (LoC), reports Deccan Chronicle. Sources said that nearly 200 well-trained and well-equipped militants, mostly foreigners, are active in Kupwara, Baramulla and Bandipora Districts of North Kashmir. "Not only this, more militants are waiting on launch pads for infiltration across the LoC in Pakistan occupied Kashmir (PoK). This has posed a serious challenge to the Security Forces, who are more concerned about southern Districts of Pulwama, Shopian, Kulgam and Anantnag," they said. After the killing of Burhan Wani on July 8, 2016, the face of new age militancy in South Kashmir has emerged as the bastion of not only militancy but anti-India protests. "This has given a breather to militant handlers in the north as security forces are more engaged in the south to tackle militancy and street protests," sources added. Frontier District Kupwara tops the list of active militants. "Between 90 to 110 well-trained militants belonging to Lashkar-e-Toiba (LeT), Jaish-e-Mohammed (JeM) and Hizb-ul-Mujahideen (HM) are operating in Lolab, Kandi, Chowkibal, Kralpora, Trehgam and Kalaroos areas of Kupwara and Rajwar, Kandi, Nowgam, Kralgund, Zachaldara and Mawar areas of Handwara Police districts," they revealed. Similarly, they said 70 to 90 militants are active in Baramulla and Bandipora Districts of the north, while 90-120 ultras are waiting on the launch pads in PoK near the LoC to infiltrate into areas opposite to the operational area of 19 Division of the army. "And another 120-170 militants are waiting in the areas opposite to the operational area of 28 Division of Army. Most of these militants belong to LeT, JeM, HM, Harkat-ul-Mujahideen (HuM) and Tehreek-ul-Mujahideen (TuM). There are 28 launch pads in PoK where these militants are taken before they are infiltrated into Kashmir after reconnaissance," sources added. A Senior Police Officer, involved in counter-insurgency operations, said it is possible that the concentration of attacks and encounters by local militants in south Kashmir is designed to give the foreign militants in the north a chance to take roots. "It won't be too far when you will see the action in south Kashmir turns out to be a sideshow as the main action begins in the north. The militants in the north, besides being well-trained have latest and sophisticated weapons," he said. Local militants operating in South Kashmir, the officer said, are poorly trained and not well-equipped. "Being close to LoC, the militants in the north have access to more sophisticated weapons. In coming times, more encounters will be reported in the north, and security forces can suffer more casualties due to the fact that battle-hardened Pakistani militants are present in north Kashmir with the latest weapons," he warned.

Sources admitted that this is not the first instance of youths from Assam joining radical terrorist outfits. Way back in 1998-99, around 40 youths from the State, who joined Harkat-ul Mujahideen (HuM) and went to Pakistan for training, were arrested from different parts of Assam. Idrees Mir, who was posted in the Army’s Jammu and Kashmir Light Infantry (JAKLI) unit, joined the group yesterday (April 14), a Police official said. The official said Mir had gone missing from Shopian in Shopian District and he joined the group along with two locals who had also been missing. According to the Police, Mir was posted to Jharkhand and was unhappy about the move.

A photograph of Abdi Nazir, who completed B.Tech from a college in Punjab, brandishing a gun is doing the rounds on social media. Nazir had gone missing from his home in Paddarpora village of Shopian District recently. He had reportedly cleared the written examination to join the National Defence Academy. When contacted, police officials refused to comment on the matter, saying they were probing it.Another youth, MPhil scholar Zubair Ahmad Wani from Dehruna in Anantnag District in south Kashmir, joined militancy on April 20, reports The New Indian Express. His picture with an AK-47 rifle and an ammunition pouch has gone viral on social media. He too has joined Hizb-ul-Mujahideen (HM). Zubair was doing his MPhil from the University of Bhopal. “He was preparing to appear for an exam for a teacher’s post. He told his family yesterday [April 20] that he would travel to Srinagar to prepare for the exam, which was scheduled on April 21. However, we have learnt about him joining militancy,” said a relative of Zubair. A Police official said they are verifying whether the two youth had joined militancy. “We are ascertaining the social media reports that the two educated youth have joined militancy. We are trying to confirm it,” he said. Earlier an army man, Idrees Sultan Mir of Padderpora in Shopian District also joined militant ranks recently. Idrees, a BSc second year student, was serving in the Army’s 12 Jammu and Kashmir Light Infantry in Bihar. He has joined Hizb-ul-Mujahideen (HM). Most of the youths who have joined militancy recently belong to Shopian, where the Army killed 13 militants in separate operations on April 1.

The National Investigation Agency (NIA) April 20 filed a charge sheet against Syed Shahid Yusuf, son of Hizb-ul-Mujahideen (HM) ‘chief’ Syed Salahuddin, in a 2011 terror funding case, reports Daily Excelsior. District (New Delhi) Judge Poonam Bamba posted the matter for considering the charge sheet on May 4. The 42-year-old Yusuf, who was posted as an Agricultural Assistant in central Kashmir’s Budgam District, was arrested by the NIA on October 24, 2017. The NIA had earlier alleged that the accused was linked with banned terrorist organisations such as HM. It had said the case was registered on the basis of information that funds from Pakistan were sent to Jammu and Kashmir via Delhi through hawala (illegal money transfers) channels to spread terrorism. The NIA had in 2011 arrested a number of persons, including Ghulam Mohd Bhat, with INR 21.2 lakh, alleging that Yusuf was “one of the several Indian contacts of Bhat” who had been in touch with him for receiving money transfer codes. It had alleged that Yusuf’s involvement was found in collecting funds from a terrorist outfit in Saudi Arabia as well as from other accused on directions of his father Mohd Yousuf Shah alias Syed Salahuddin, self-styled supreme commander of the HM. The NIA has claimed that Yousuf has received about INR 4.5 lakh so far through eight international wire transfers. It had also registered two other cases related to terror funding — one in November 2011 and the other in May 2017. It had filed a charge sheet against 10 people including Salahuddin in the April 2011 case. In the recent case, the NIA arrested various people, including some close relatives and aides of separatist leader Syed Ali Shah Geelani.

Two militants, including Hizb-ul-Mujahideen (HM) ‘commander’ were killed in an encounter with Security Forces (SFs) while one civilian was killed and 45 others were injured in clashes that broke out during the encounter at Drabgam area of Pulwama District on April 30, reports Daily Excelsior. The slain militants were identified as Sameer Ahmad Bhat alias Sameer Tiger son of Mohammad Maqbool of Drabgam and Aqib Khan son of Mushtaq Ahmad Khan of Rajpora. A civilian, identified as Shahid Ashraf Dar (18), a resident of Arihal, who was critically injured during the clashes near the encounter site later succumbed to injuries. As the SFs cordoned off the village, militants fired at the SFs injuring an Army major Rohit Shukla and Sepoy Abhinav Pathak. SFs tightened the cordon and both the militants were cornered in the house and gun battle lasted for several hours.
