A fresh video of Naveed Jutt, a top Pakistani Lashkar-e-Toiba (LeT) militant who escaped from a hospital in Srinagar in February 6, has surfaced in social media, reports The Asian Age on March 2. In the latest video, Naveed Jutt is seen in fatigues, an automatic rifle in his hand, walking up to a group of armed militants of the Hizb-ul-Mujahideen (HM) in a forest area of the Valley. However, Police officials have refused to comment on the video saying they were verifying its veracity. The video is believed to have been filmed somewhere in a forest area of south Kashmir, as Jutt had joined Saddam Padder in Pulwama after his escape from custody from the SMHS hospital on February 6. The incident also confirms police suspicions that the lines between some of the terror groups were thinning.Two Policemen, on escort duty with Jutt, were shot dead by the militant and his accomplices before he made his escape. Four people were arrested by Police for facilitating Jutt's escape. Naveed's escape was seen as an indictment of the security protocol at the Srinagar central jail. A probe into Naveed Jutt's escape had revealed that the plan to get the Lashkar terrorist released had been in the works for four months. Police believe that the urgency to get the Lashkar ‘commander’ out could have something to do with the success of Security Forces (SFs) in eliminating the LeT's commanders Abu Qasim, Abu Dujana and Abu Ismail.

A boy, who joined militancy early this year (2018), returned home following an appeal by his mother in Kulgam District on March 2, reports Daily Excelsior. A senior Police officer said that responding to the appeals of crying mother, Bilal Ahmad Bhat son of Abdul Ahad Bhat of Tantraypora Kulgam on March 2 returned home leaving path of violence. He was active with Hizb-ul-Mujahideen (HM) for last 38 days. Four Kashmiri youths, who had taken to militancy, shunned the path of violence and returned to the mainstream in 2017.

The National Investigation Agency (NIA) raided the Srinagar Central Jail in Srinagar and recovered 25 mobile phones, ‘jihadi’ literature and a Pakistani flag apart from data hardware on March 12, reports The Hindu. A Hizb-ul-Mujahideen (HM) poster made with sketch pens was also recovered from the prison. The raids were conducted with the help of National Security Guard (NSG) commandos. At least 20 teams of the NIA, along with the local police and the Central Reserve Police Force (CRPF), participated in the raids. The NIA team searched the barracks and open ground of the high-security prison that houses some of the most wanted terrorists, including those from Pakistan. The searches, the official said, were carried out in connection with an investigation over the arrest of two youths in Kupwara — Danish Ghulam Lone and Sohail Ahmed Bhat. The two youths had claimed that the fresh recruits of Al-Badr, a proscribed terrorist organisation, were being sent across for arms training in furtherance of a conspiracy hatched from inside the Central Jail in Srinagar. “The searches started early morning and continued till late afternoon during which all the barracks and the open ground were thoroughly searched with the help of well-trained teams and deep search metal detectors. A close watch was kept on the entire operation with the help of drones,” the NIA official said. During the search, 25 mobile phones, some SIM cards, five secure digital cards, five pen drives, one iPod, a Pakistani flag and a large number of documents and articles, including a poster of Hizb-ul-Mujahideen, besides jihadi literature, were seized, he said.

The National Investigation Agency (NIA) on March 14 questioned six people, including family members of Hizb-ul-Mujahideen (HM) chief Syed Salahuddin, in connection with a 2011 terror funding case, reports Daily Excelsior. Shakeel Yusuf, who works as a Medical Assistant at Srinagar’s Sher-i-Kashmir Institute of Medical Sciences, appeared before the agency along with five others suspected to have received funds from Salahuddin. Sources added that NIA also detained other two sons of Salahuddin, Javaid Ahmed and Mohammad Moieed and his son in law Mohammad Umar. However, they were let off without questioning. Another son of Salahuddin, Shahid Yousuf is in Tihar Jail. The NIA questioned them over allegations that he used to receive funds sent by his father through a US-based international wire transfer company. The agency alleged that Yusuf was also “one of several Indian contacts” of a hawala operator based in Saudi Arabia identified as Aijaz Ahmed Bhat, and was alleged to have been in telephonic contact with him for receiving money transfer codes.

A photo has gone viral on social media displaying one Bilal Ahmad Shah son of Shams-u-Din Shah, a resident of Shartmuqam Lolab holding AK47 rifle in his hand, code Shahbaz written in that photo. Family members of Bilal said that about 1100 hours of March 15 morning they came to know about the photo of Bilal, holding AK-47 which has gone viral on social media, claiming he has joined Hizb-ul-Mujahideen (HM) militant outfit. “After seeing a photo of Bilal holding AK-47 that has gone viral on social media, we aren’t sure about his joining any militancy group. He was mentally disturbed person as he was continuously being picked by security forces. Last year, he was held for about a month,” family members said. They said several FIRs are registered against Bilal for stone pelting. They said that Bilal’s father, Shams-u-Din was also a militant who was killed in 1992. The relatives of Bilal said that he was an orphan boy and was enrolled in an orphanage in Srinagar where Bilal studied up to 10th Standard. But later due to financial problems back home, he had to quit studies. “We urge State Government and security agencies to take back all the FIRs lodged against Bilal, that may make a way for his comeback,” they said.

In the wake of the terrorist attack on the military camp in Sunjuwan in Jammu and Kashmir, there is now considerable concern about intelligence reports on terrorists carrying out reconnaissance of military and civilian targets in the state recently, reports Times Now on March 19. The latest intelligence report said terrorists carried out reconnaissance operations in the Nagrota cantonment area (Jammu District) where the Army's 16 Corps headquarters is located. This was done by a mixed group of Lashkar-e-Toiba (LeT) and Jaish-e-Mohammed (JeM) terrorists on the February 17 and 18, 2018. There has already been a terror attack on the 16 Corps headquarters. That was in late November 2016.A similar effort is likely in the Banihal area. On February 15, local leaders of the Hizb-ul-Mujahideen (HM), the LeT and the JeM met in Shopian and decided to target security forces' convoys passing through the Banihal Pass. Intelligence reports said that terrorists have also taken stock of Sopore and Handwara areas. This happened on February 18, 2018. There are also reports of terrorists' plans to strike softer targets, particularly in civilian areas. These include two up-market hotels in Udhampur (Dolphin and Axis hotels) and also Police outposts in Shopian.

Considering the strategy in dealing with anti-terror activities, the Government of Maharashtra and its Anti-Terrorism Squad (ATS) has kept radar on Bangladesh-based terror outfit Ansarullah Bangla Team (ABT). All Intelligence agencies are working hard to contain the efforts of terror outfits to radicalise the youth and also to arrest the culprits behind the Ahmednagar’s IED explosion incident, said Minister of State for Home Deepak Kesarkar. Top brass of the Security Forces (SFs) on March 23 reviewed overall security situation in the North Kashmir and stressed for minimal collateral damage during the operations and engagement of youth, reports Daily Excelsior. The meeting was held a day after five militants and equal number of SFs personnel were killed in a gun battle in Handwara forests of Kupwara District. General Officer Commanding (GoC) Chinar Corps, Lieutenant General AK Bhatt chaired a security review meeting of various agencies including Police at Pohrupet in Baramulla District. The meeting was attended by top Army and Police officers including Inspector General of Police (IGP) Kashmir S P Pani, apart from the field commanders from both the forces.A Defence spokesman said here that the aim of this review of security situation was to strengthen the synergy among all agencies engaged in counter-militancy operations, which has resulted in the elimination of a large number of militants with minimum collateral damage in recent times. He said that North Kashmir, once the hub of foreign militants, has been turned around with a relatively stable security environment due to the joint efforts of the security forces and seamless cooperation and coordination among them. “The Chinar Corps Commander along with IGP Kashmir undertook an aerial survey of the area prior to the meeting,” the spokesman said. The senior officers asked the officers on the ground to continue to harmonise their endeavours to make North Kashmir militant-free. They also emphasised on continued efforts to minimize collateral damage during operations and positive engagement with the youth to ensure peace and tranquility in the region,” the spokesman said.The review meeting was held at a time when there are reports of increased militant activity in North Kashmir where, as per sources, over 200 militants mostly belonging to Lashkar-e-Toiba (LeT), Jaish-e-Mohammed (JeM) and Hizb-ul-Mujahideen (HM) are operating. Besides this, there was less snowfall in Kashmir this year and it may lead to early infiltration and pose more challenges to SFs. Sources said that there are around 250 militants waiting on the Line of Control (LoC) in launch pads for infiltration. Army has already upgraded counter-infiltration grid along the LoC to prevent infiltration of militants into Kashmir. Last year despite tight vigil 120 militants managed to sneak into Kashmir from Pakistan occupied Kashmir (PoK).

Sehrai on on March 25 claimed that the Jammu and Kashmir Police detained his elder son Rashid Khan after he rejected the DGP’s suggestion to call back Junaid, who had joined the terror outfit on March 23.While rejecting the advice of Vaid, the TeH chief said it was his son’s choice to join militant ranks to fight ‘occupational forces’. Two suspected Hizb-ul-Mujahideen (HM) militants were killed in an encounter with Security Forces (SFs) in south Kashmir’s Anantnag District on March 25 (today), reports Daily Excelsior. Acting on specific information about the presence of militants in Shistragam village in Dooru area of Anantnag District, SFs launched a search and cordon operation in the area late last night, a Police official said. He said while there was some exchange of fire after the cordon was established, the operation was halted for the night (March 23). The encounter resumed on March 24 morning and two militants were killed, the official said. He said the identity and group affiliation of the slain militants is being ascertained. The official said the encounter is over and arms and ammunition have been recovered from the site.

Hardline separatist leader Syed Ali Shah Geelani’s son as well as the son of noted businessman Zahoor Ahmed Watali have been listed among the ‘prosecution witnesses’ by the National Investigation Agency (NIA) in a case related to terror funding in the Kashmir Valley, reports Daily Excelsior on March 28. The NIA, which filed a charge sheet in the case in January 2018, have named Watali’s son Yasir Gaffar at serial number 30 and Geelani’s son Naim-ul-Zaffar at serial number 37 in the list of prosecution witnesses submitted to a special court. The NIA has also submitted eight-page and four-page statements given by Ghaffar and Zaffar respectively to an NIA official during the course of investigation. A statement given before a Police official is not admissible as a primary evidence in the court. The charge sheet has been filed by the NIA against 12 people, including Lashkar-e-Toiba (LeT) chief Hafiz Saeed and Hizb-ul-Mujahideen (HM)’s head Syed Salahuddin. Both of them are in Pakistan. Ten people arrested by the NIA in connection with the case inlcude son-in-law of Geelani, Altaf Ahmed Shah, besides Watali.

Sources said that SFs launched a cordon at Brunty Dialgam village in Anantnag District during the intervening night of March 31 - April 1. The hiding militants opened fire, triggering an encounter in which one militant Rouf Bashir Khanday was killed. Another militant Imran Rashid has been captured alive during the operation. Rouf Ahmad Khanday son of Bashir Ahmad Khanday, a resident of Dehruna village of Dooru in Anantnag District had announced his joining HM and his photographs wielding AK 47 went viral in last week of March. The photograph had his code name Umar Hayat and joining “active date” 4/02/2018.
