The Hizb-ul-Mujahideen has welcomed the call given by Pakistan for tripartite talks to resolve the Kashmir issue. This was stated by the Hizb spokesperson on December 2 in Islamabad. According to the spokesperson, unless talks between India, Pakistan and Kashmiris were held, no progress could be made towards the settlement of the Kashmir issue. He also added that "If the world powers extend guarantee that India will not betray this time, we can put our guns down during the ongoing month". The Hizb also wanted the US to act as a guarantor for holding tripartite talks.

He, however, hastened to add that the statement by the Director General of Police, A. K. Suri, that, routine operations would be carried out against terrorists, has made the cease-fire offer meaningless and ridiculous. Mujahid said, "Hizbul Mujahideen understands that if this is the interpretation of Vajpayee's cease fire then it can neither bring peace nor solve Kashmir issue for 100 years".

A spokesperson of the outfit said that the offer represents the 'actual stand' of the Kashmiri people on the issue. He also urged India to hold a result-oriented dialogue on the Kashmir issue. He added that a purposeful tripartite dialogue was the only way to resolve the issue.

The Hizb-ul-Mujahideen said that India's refusal to include Pakistan in the talks on the Kashmir issue endorsed its stand that the cease-fire offer is short of sincerity. Stating this in an interview to the Voice of America, Hizb chief Salahuddin said, "As a matter of fact the Indian rulers shirk heart from adopting realistic stand for the settlement of Kashmir problem. The stand adopted by India that it would not include Pakistan in the talks on Kashmir demonstration that India is not ready to find out durable settlement of Kashmir problem". On the proposal that the All Party Hurriyat Conference (APHC) should first hold talks with the Indian leadership, Salahuddin replied, "If the APHC people hold talks with the Indian leadership and then hold talks with the Pakistani leadership and if a consensus develops, there is no harm in such talks. The main issue is trilateral. In case any party is ignored it would not yield positive results and the problem will remain intact".

One of the slain terrorists was identified as a Pakistani mercenary and local commander of the Hizb-ul-Mujahideen. He added that even though these latest peace moves by India and Pakistan ‘are not enough to resolve the complicated Kashmir issue’, the outfit is willing to co-operate within the framework of insaniyat (humanity). Earlier, on the same day, in Srinagar, Abdul Basit, a Hizb ‘district commander’ along with other terrorists, declared the outfit’s support for a peaceful solution to the Kashmir issue. However, he also added that, ‘the only solution to the Kashmir issue is its merger with Pakistan’. Syed Ali Shah Geelani, leader of the All Party Huriyat Committee (APHC), speaking at a congregation in Srinagar on December 22, stated that "there would be no ‘sell-out’ on Jammu & Kashmir". Describing the extension of the cease-fire as a ‘bold step’, the Hurriyat leader maintained that no solution of the Kashmir issue would be acceptable to them, outside the UN resolutions or tripartite talks involving India, Pakistan and the people of Kashmir. He also maintained that the proposed travel of the APHC leadership to Pakistan was "necessary for taking the terrorist leadership into confidence".Meanwhile the Chief Minister of Jammu and Kashmir Farooq Abdullah, stated, on December 22, that although he was not averse to the Indian government talking to the Hurriyat leadership, he doubted its final outcome. He asserted that the State Police would counter the terrorists who were attacking civilians. Quoting official figures, he said 63 civilians were killed and 183 injured during the last 21 days of Ramzan.
