A delayed report stated that two trainee terrorists of the Hizb-ul-Mujahideen and one activist of its associate, Jamaat-e-Islami, a socio-religious organisation, were killed during an internecine clash between two factions of the outfit at a training cap in Kotli, Pakistani occupied Kashmir (PoK) on October 2. Six Jamaat activists and one civilian are reported to have sustained injuries during this faction fight. The report added that the conflict erupted after the Amir (chief) of the Jamaat's PoK unit and the Hizb’s 'Command Council' replaced the existing in-charge of the training camp with another Hizb 'commander'.

Police in Delhi announced that a Hizb-ul-Mujahideen terrorist was arrested and some explosives seized from his possession on October 4. Police added that interrogation of the suspect revealed that he was trained by the Pakistan Army and the Inter-Services Intelligence (ISI) since 1994 at Attock and Jungle Mangal Camp at Muzafarrabad (Pak-occupied Kashmir), and Khost in Afghanistan in handling of arms, sophisticated weapons and explosives. He was in Delhi to co-ordinate with other Kashmiri terrorists and carry out a series of bomb explosions during the ongoing festival season.

A survey carried out by a private agency Marketing and Development Research Associates in 32 urban and rural locations in four districts of Srinagar, Budgam, Baramula and Anantnag (in Kashmir valley) and Kargil (Ladakh), has stated that 82 per cent of the respondents support a ‘Hizbul Mujahideen-type ceasefire’ while 70 per cent want Pakistan to stop supporting terrorism in the valley. The survey also claimed that 74 per cent of the respondents want ‘Azadi’ (independence) while 77 per cent think that the Hurriyat Conference represents the aspirations of the Kashmiri people. Another result indicated by the survey is that while 91 per cent say that Pakistan must be involved in the peace process, 39 per cent believe that a solution to the Kashmir problem lies within the framework of the Indian Constitution.

In an interview to BBC on October 16, the Hizb-ul-Mujahideen(HM) chief Syed Salahuddin claimed that internal pressure is mounting on India for a cease-fire to pave the way for talks with the terrorist outfits on the Kashmir issue. He added that there was no need for a cease-fire call from the Hizb if India agreed to hold talks. While putting the onus on India to call a cease-fire, he pointed out that the process of dialogue could proceed even during the current terrorist phase. The Hizb chief denied reports about a split in the rank and file of the Hizb on the issue of withdrawal of cease-fire on August 8. He also denied that orders have been issued for the killings of those who favour a dialogue with India. The Hizb chief claimed that the 'chief commander(Operations)' Abdul Majeed Dar and other terrorists were in the Kashmir valley, and carrying out attacks on Indian targets. He said Dar had led the recent attacks in Baramulla, Pattan, Udhampur, and Jammu-Srinagar highway. Clarifying on reports that India may agree to include Pakistan in the talks, he said that the outfit had provided an opportunity to India for the solution of Kashmir issue by announcing a unilateral cease-fire, but India had adopted delaying tactics.

These surrendered terrorists included seven activists of the Harkat-ul-Jehad Islami, two of the Lashkar-e-Toiba activists, two of Tehrik-e-Jehad-e-Islami and one of the Harkat-ul-Mujahideen. The surrendered terrorists are reported to have said that in "…the name of ‘jehad’ we and our associates were being forced to resort to killings of innocent civilians and other immoral activities", and also added that "we preferred to surrender instead of following the dictates of Pakistan and its mercenaries". Speaking on the occasion, the General Officer Commanding, of the Romeo Force, a counter-insurgent division of the Indian Army, said that he expected other misguided youths, along with the active support of prominent citizens and local population, to support this great cause and come forward in large number to renounce terrorism and restore peace. He called upon other militants to surrender and get rehabilitated honourably rather than losing their lives in the encounters at the behest of foreign mercenaries. Speaking to the media in New Delhi after meeting Union Home Minister L K Advani, he said that the demand of Salahuddin "is a non-starter". He accused Islamabad with being disinclined to support a peace initiative. Clarifying on the possibility of resumption of negotiations between the Government and the terrorists he said "the factors which impelled Hizbul Mujahideen to give a call for a cease-fire are still operating....They (militants) have to make up their mind on which way to go". Elaborating on this, he said that the people in J&K were "totally fed up" with militancy and wanted peace adding that the "…people are also opposing the domination of foreign mercenaries".
