Sashastra Seema Bal (SSB) personnel arrested four suspected terrorists, including two from Pakistan, from Athmuhani village under the Jharokhar Police Station area in Bihar's East Champaran District, The Times of India reports on October 6. Sources said the two Pakistani terrorists were Hizbul Mujahideen (HM) operatives. "Pakistani ID cards were recovered from them," sources said, adding National Investigation Agency (NIA) sleuths took the arrested persons to New Delhi on October 6. The terrorists were trying to enter India via Nepal to carry out attacks in the wake of Indian Army's surgical strikes in Pakistan-occupied Kashmir, the sources said and added the SSB outposts were their targets. Although SSB and Bihar police officers denied "any such arrest", a Bihar intelligence officer said the arrested persons were interrogated by the NIA sleuths before being taken to Delhi.

Highly placed sources said that communication centre of Jaish-e-Mohammed (JeM) and arms and ammunition depot of Hizb-ul-Mujahideen (HM) were destroyed at Kail in Pakistan occupied Kashmir (PoK) in the surgical strikes conducted by Special Forces n September 29 where large number of militants including Lashkar-e-Toiba (LeT) “operational commander”, Shahid alias Arif Rahmani, were killed, reports Daily excelsior on October 6. Sources said that JeM and HM launching pads at Kail and Chilana were made of tin sheds besides two small concrete buildings and they were destroyed in the strike. The HM commander of the Kail camp across Baramulla, Gazi Sarfraz and his associates have been seriously injured in the attack. Sources said that at Kail 20-30 militants of HM and JeM, who were waiting for launching through Tanghdar sector were eliminated. Sources also said that at Chilana launch pad across Leepa Valley of Kupwara, eight militants were killed in the strike. JeM commander Shahbaz Adil is missing since then. At Dudniyal, LeT launch pad was destroyed and nine militants were killed. The camp commander Shahid alias Arif Rahman was seriously injured while Athumkam camp commander of LeT Dilawar Khan’s radio set is not sending any message which means he is either dead or seriously injured. The reports adds that Pakistan has brought in 100 more trained terrorists at launching pads along the LoC opposite Jammu and Kashmir with each launch pad of 10 terrorists being protected by at least 50 Pakistan Army personnel of Infantry division to save them from any fresh surgical strikes by the Indian Army inside PoK. National Security Advisor (NSA), who was one of the major brain behind September 29 successful surgical strikes inside PoK, is understood to have briefed Cabinet Committee on Security (CCS) on October 5 morning about new strategy adopted by Pakistan Government and Army in the aftermath (of surgical strikes) in which over 50 Pakistani militants and nine Pakistan army personnel were reportedly killed and many others left injured. According to sources, this was for the first time when Pakistan has come out openly in support of the militants stationed at the launch pads for infiltration into Jammu and Kashmir. Earlier, Pakistan army used to train and guide the militants and then leave them at the launch pads for infiltration. But after the surgical strikes, Pakistan Army has openly stationed its around 50 jawans at every launch pad to save the militants from Indian surgical strikes, sources pointed out and said that Army and Border Security Force (BSF) have been maintaining very high alert along LoC in Kupwara and Baramulla in Kashmir and twin border Districts of Rajouri and Poonch in Jammu region to thwart infiltration attempts.

India on October 6, said it would review the Most Favoured Nation (MFN) status it granted to Pakistan based on security and trade interests, asserting that terror cannot be the commodity exported, reports Indian Express. Ministry of External Affairs’ (MEA) official spokesperson Vikas Swarup also said the speech by Pakistan Prime Minister Nawaz Sharif hailing Hizbul Mujahideen (HM) militant Burhan Wani shows Pakistan’s complicity in terrorism directed against India and was “self-implicating”. Sharif had hailed Wani as “son of the Kashmiri soil” while addressing the joint session of Pakistan’s parliament on October 5. “Promoting shared prosperity with neighbours has been the government’s priority but terror cannot be the commodity exported. We will undertake a review based on our security and trade interests,” he added.

In a show of solidarity to Kashmiri protesters demanding the right to self-determination,the Communist Party of India-Maoist (CPI-Maoist) in Chandrapur District of Maharashtra called for a bandh (general shutdown) on October 10 and 11, reports The Times of India. The Maoists have put up posters in Bhamragarh, Hemalkasa, Arewada and Hindewada area in the District, asking people to observe the two-day bandh to express their support to separatist forces in Kashmir. The Valley has been on the boil since July when Hizb-ul-Mujahideen (HM) militant Burhan Wani was killed by the Security Forces (SFs). This is the first time the organization has openly supported the demand of Kashmiri separatists for a resolution and their right to self-determination. Till now, they had been a prominent voice for the rights of dalits and adivasi communities in India. The organization has also voiced its support to the separatist forces in the northeastern part of the country. Intelligence agencies have been alerted about this development. Law enforcement agencies in states like Maharashtra, Telangana and Andhra Pradesh (where the organization is reportedly quite active) are looking out for the same after the banners and pamphlets clearly mentioning their support to Kashmir protesters surfaced.

Government has decided to restore the pre-paid mobile services in Kashmir from October 14 night, reports Daily Excelsior. A Police spokesman said here that the pre-paid mobile services in Kashmir will be restored from tonight with the improvement in the situation. The pre-paid mobile services were suspended in July this year due to security reasons after widespread protests following the killing of Hizb-ul-Mujahideen (HM) ‘commander’, Burhan Wani on July 8. However, the mobile internet that was also suspended due to security reasons remained shut.

The infiltration of militants into Kashmir valley has gone up this year despite Army being on high alert along the Line of Control (LoC) and militants are making desperate attempts to sneak in even after surgical strikes conducted by Special Forces of Army in Pakistan Occupied Kashmir (PoK) last month, reports Daily Excelsior on October 17. According to MultiAgency Centre (MAC) figures, 83 militants, mostly belonging to LashkareToiba (LeT), have infiltrated into Kashmir this year till August while last year the number was 35 for the whole year. However, a senior security force officer said that it is a conservative estimate and the figure could be higher than official figure as since July 8, after the killing of HizbulMujahideen (HM) ‘commander’, Burhan Wani, the security agencies are not getting accurate picture about recently infiltrated militants. The officer said that some of the recently infiltrated groups are yet to come under Security Forces (SFs) radar. Some of these militants are still in North Kashmir’s forest areas near the LoC while others have managed to reach the hinterland unnoticed. The infiltration attempts are still going on despite the surgical strikes against the militant launch pads in PoK at Dudniyal in Kail, Neelam, Leepa, Bhimber and Tata Pani. At Dudniyal in Kail area, the LeT suffered major damage where lot of their cadre who were planning to infiltrate were killed. Sources said that despite the surgical strikes the militant training camps are still active in PoK with 19 of them most active including those at Skardu, Kel, Karko, Dullu, Titwal, Chakoti, Kotli, Dehri, Barhal Mirpur and Chaprai. In these training camps, the militants are receiving rigorous training besides map reading, global positioning system (GPS) use, weight, weapon and tactical training. They said that over 200 militants are still waiting at launch pads for infiltration before the onset of winter but now they are alert. The militant leaders want to push in more infiltrators this year ahead of winter as security forces achieved major success against militants this year by eliminating over 115 of them so far. Army has intensified its vigil along the LoC and already two Brigades of Army have been sent to LoC in North Kashmir to take on the infiltrated militants and one more Brigade of Army has been sent to South Kashmir after increased militancy in the area. Militants taking advantage of the unrest have recruited locals into militancy and have activated their Over Ground Workers (OGWs) as well. The involvement of locals into militancy is a major challenge for the security agencies.

The Sunday market, on October 16, opened for the first time since the killing of HizbulMujahideen (HM) militant Burhan Wani even as shutdown paralysed life in Valley for 100th day, reports Daily Excelsior. The flea market from Tourist Reception Centre to Regal Chowk witnessed heavy rush of people. The people were seen busy in shopping along one kilometer stretch of flea market. The market opened despite shutdown call by separatists for the first time. The Sunday market opened for shops for last week at many places in Srinagar and other areas started opening up gradually. Some shops at several other places in the City were also open and there was movement of private vehicles in Civil Lines area of Srinagar giving a semblance of normalcy for the first time in last 100 days. A Police spokesman said that Sunday market in Srinagar witnessed a huge rush of shoppers as people from different parts of the city and elsewhere thronged it to purchase different articles. The spokesman said that the situation across the Valley remained normal and no untoward incident was reported from anywhere. “During the day, normal life was observed across the Valley as normal flow of vehicular traffic including the public transport was seen on the city roads as also in the main towns and interdistrict roads of the Valley,” he said. The spokesman said that in its sustained action to curb the activities of miscreants, Police arrested 62 such individuals involved in disrupting the public order in different parts of the Valley during past 24 hours.

Police said that SFs arrested four persons who were planning to snatch weapons from Police and SFs in Awantipora area in Pulwama District on October 24, reports Daily Excelsior. Police said that they had a specific input that a group of youths were being motivated by Hizb-ul-Mujahideen (HM) ‘commander’, Zakir Rashid Bhat alias Mosa to snatch weapons from minority pickets or Police in the area and to join the militant ranks. Police said that they along with 42-RR of Army arrested Shakir Ahmad Khan, who during questioning disclosed the plan of weapon snatching. Police said that they later arrested three more persons – Mohammad Asif Khan, Adil Ahmad Najar and Saqib Nazir Bhat – and during questioning they confessed that they hatched a conspiracy to snatch weapons from minority pickets or Police to join militant ranks.

India and Bahrain on October 25, issued a joint statement denouncing terrorism, noting that “a terrorist in one country cannot be glorified as a freedom fighter by another”, reports livemint.com. The joint statement is significant as the Organisation of Islamic Cooperation (OIC), of which Bahrain is a key member, has been critical of India’s alleged human rights violations in Kashmir ever since the latest wave of violence broke out in the valley following the killing of Hizbul Mujahideen (HM) militant Burhan Wani on July 8, 2016 although it doesn’t specifically mention cross-border terrorism. The statement, issued at the end of Union Home Minister (UHM) Rajnath Singh’s three-day visit to Bahrain, contends that “terrorism is a hazard to all countries and communities”. “India and Bahrain reject the linking of terrorism to any race, religion or culture. Both countries agree that a terrorist in one country cannot be glorified as a freedom fighter by another, and the two sides call upon all states to reject the use of terrorism against other countries, to refrain from interfering in the internal affairs of states, and to fight terrorist infrastructure whenever it exists,” it said.Additionally, the two countries resolved to reinforce cooperation in exchange of information on ongoing terrorism-related investigations as well as ongoing organised crime investigations apart from checking in on youth extremism, the use of the Internet and money laundering for terror activities.Singh’s counterpart, Bahrain’s interior minister Lt. Gen. Shaikh Rashid bin Abdullah Al Khalifa, said: “We look forward to working together in the fight against terrorism and in strengthening our mutual and regional security.”
