Security Forces (SFs) arrested two militants of Hizb-ul-Mujahideen (HM) from Pattan area in Baramulla District on September 1, reports Daily Excelsior. Police and Army in a joint operation arrested the two militants and recovered huge cache of arms and ammunition from them, which included two AK- 47 rifles, two grenade launchers and other war like stores including Army and Police uniforms. The arrested militants have been identified as Parvez Ahmed Mir (34) son of Ali Mohammad and Showkat Ahmed Ganaie (26) son of Mohammad Ramzan, both residents of Andargam Pattan.

Jammu and Kashmir's most-wanted terrorist and the man who keeps the Valley on the boil, Hizb-ul-Mujahideen (HM) ‘chief’ Syed Salahuddin (69) vowed on September 3, to block any peaceful political resolution to the Kashmir conflict, reports The Times of India. He threatened to train more Kashmiri suicide bombers, who would turn the Valley into "a graveyard for Indian forces", and to take his struggle outside Kashmir. Dismissing talks as futile, Salahuddin, insisted that there was no solution to Kashmir except militancy. "The Kashmiri leadership, people and mujahideen should know there is no formal, peaceful way." There wasn't any option but to "launch a target-oriented armed struggle", he told TOI in an exclusive interview at his office in Baila Noor Shah area of Muzaffarabad. His remarks came a day ahead of the visit of a delegation of major political parties led by Union Home Minister (UHM) Rajnath Singh to Jammu and Kashmir as part of the effort to de-escalate tensions. Salahuddin, who heads the United Jihad Council (UJC), a Pakistan-backed alliance of anti-Indian Kashmiri militant groups, said the movement in Kashmir had entered a critical phase after Hizbul commander Burhan Wani's killing. For nearly two months, since the killing of Burhan Wani, curfew has not been lifted in the region. The entire region has been turned into a concentration camp," he said. "These sacrifices will not go in vain. The more they resort to use of force, the more they strengthen the movement of separatists and freedom fighters."

Three soldiers were injured when militants attacked an army convoy in Handwara area in Kupwara District on September 7, reports Daily Excelsior. The army convoy was attacked by militants at Kralgund along Kupwara-Baramulla highway in Handwara area when it was on its way to Srinagar. Three soldiers, two identified as Havaldar Jagtap Singh and Sepoy Shafiq Malik, have been injured. The condition of one of the three soldiers is stated to be critical. Militant outfit Hizb-ul-Mujahideen (HM) meanwhile claimed responsibility for the attack. However, sources said that it is a group army had already inputs that a group of five militants present in the area were planning attack on convoy in the area. They said that these militants are believed to be belonging to unknown Afghan brigade that is linked to Jaish-e-Mohammad (JeM) and is headed by Abdullah Salfi.

Terror outfit Jaish-e-Mohammad (JeM) released a video issuing threat against mainstream politicians and Kashmiri ‘informers’ working for the Security Forces (SFs) in the valley, reports The Times of India. In a seven-minute video, a masked man, standing against a wall banner inscribed with Quranic verses in Arabic and an AK-47 hanging by his side, described Hizb-ul-Mujahideen (HM) ‘commander’ Burhan Wani - whose killing by the SFs two months ago triggered massive violence in the valley - as 'shaheed-e-millat' (martyr of the community). The masked man threatened that the militants would take the violent "movement" to its logical conclusion. "This is the last warning for pro-India politicians and youth who work for the Police and Army. Don't think we don't know your names. We have your addresses as well," the militant threatened while reading out the names and addresses of the targeted people. He asked the identified people to seek forgiveness from Allah and join the militants' cause. Senior Superintendent of Police (SSP) Baramulla Imtiyaz Hussain Mir told that the video was uploaded on a Facebook page and eventually shared through Whatsapp groups. He said the Jammu and Kashmir Police had specific intelligence about the presence of Pakistani terrorists, including the one who had issued threats in the video. Mir identified the masked man as a Pakistani JeM terrorist.

Army’s 26th Rajput Rifles have started a massive operation in Tangdhar Sector of Kupwara District against infiltrated militants and during the searches they recovered one AK-47 rifle, one magazine, two grenades, one hair band with Hizb-ul-Mujahideen (HM) written on it and a skullcap, reports Daily Excelsior. Army sources said that around 500 militants are waiting on the launch pads along the LoC in Pakistan occupied Kashmir (PoK) ready to infiltrate ahead of winter. They said that these militants are making frequent attempts to infiltrate into Kashmir. Army has foiled several attempts of these militants this summer and some of them were killed on the LoC and other fled back to Pakistan. However, some of them managed to sneak in. Sources said that Army didn’t want to take any chance and have intensified its patrols along the LoC. It may be mentioned here that army has recently moved one Brigade to LoC in Keran and Macchil sectors of Kupwara District to strengthen the counter-infiltration grid. Despite this, according to official figures, 72 militants have managed to infiltrate into Kashmir this year so far while sources said that the number of infiltrated militants could be much higher than the official figure.

A youth, who was injured last week in Security Forces (SFs) firing on protesters in Kulgam District, succumbed at Sher-i-Kashmir Institute of Medical Sciences (SKIMS) in Soura on September 15, taking the death toll in the ongoing unrest to 82, reports Daily Excelsior. Rasik Ahmed Bhat (23), son of Muhammad Yousuf Bhat of Nowpora, Kulgam was hit by bullet in his head during clashes with SFs on September 5. The protests broke out at Nowpora in Kulgam soon after the body of Bhat reached there. Large number of people took to streets and held a protest demonstration.Elsewhere, curfew and curfew like restrictions in parts of Srinagar and other major towns and shutdown paralysed life in Kashmir during which protests were reported at few places. The shops and commercial establishments, petrol pumps, school and colleges remained closed and traffic was off the roads and train services between Banihal and Baramulla also remained suspended for 69th day. However, there was some movement of private cars in Civil Lines area of Srinagar city. The BSNL broadband, internet and mobile phone services across Kashmir valley remained shut. Postpaid mobile phones of BSNL are working, but outgoing call facility on pre-paid phones continued to remain suspended. The broadband services have been snapped for the second time since July 9, a day after the killing of Hizb-ul-Mujahedeen (HM) ‘commander’ Burhan Wani.

A protester was killed in Srinagar and another who was injured in Pulwama early this month succumbed to injuries in Shri Maharaja Hari Singh (SMHS) hospital on September 16, reports Daily Excelsior. Dead body of a youth, Momin Altaf Gania son of Altaf Ahmad Gania of New Theed, was recovered from Theed area of Srinagar. Reports said that Gania was missing since evening after Police fired tear smoke and pellets to disperse protesters in the area. Residents after searches found the body of Gania from an orchard. Protests broke out in the area soon after the body was recovered. A protester from Pulwama, Basit Mukhtar, who suffered pellet injuries on September 5, during protests, succumbed to injuries in Srinagar, taking the death toll in unrest since the killing of Hizb-ul-Mujahideen (HM) ‘commander’ Burhan Wani to 84.

Swarup said, "Virtually every statement by other countries at UN [United Nations] has referred to terror as main threat to peace. Pakistan is still in denial".He was referring to Pakistan Prime Minister Nawaz Sharif's speech at the United Nations General Assembly (UNGA) on September 22. Vikas Swarup highlighted how Sharif's statement elaborately highlighted 'India's human rights violations in J&K', while no other country has even made a passing reference to it in their UN addresses, Times of India reports. "No one and I repeat, no other country, at UN has spoken on the subject Nawaz Sharif devoted 80% of his time to," Swarup said. Sources in the Intelligence Bureau (IB) said that security around vital defence installations across Jammu and Kashmir, Punjab and Himachal Pradesh have been asked to be increased. A top official said that Hafiz, after his Friday prayers, told a gathering in Faisalabad, Pakistan, that "he has asked the Pakistan government to reply to the Indian Army attacks in parts of Azaad Kashmir (PoK)"."He also egged on his Pakistani jawans to conduct surgical strikes right away to avenge martyrdom. This clearly shows that there are dozen of his men who were killed at those terror launchpads" said an official. According to officials, in his address, Saeed also invoked the Uri terror attack and "warned that he and his men" would continue to seek freedom of Kashmir through "destruction of India". The agencies disclosed that Saeed and terror outfit Hizbul Mujahideen HM 'chief' Syed Salahuddin have got more active in the last 12 hours with the Inter-Services Intelligence (ISI) to send a fresh group of terrorists or use sleeper cells in metropolises around coming festive season of Dusshera and Diwali.

While Azhar's group, based in Pakistan, focuses on Kashmir and Punjab, MAR's outfit is India-centric and headquartered in Afghanistan. MAR, which had played a key role in the Kandahar hijack of IC-814, parted ways with Azhar years ago and formed a new outfit, Jaishul-Haq Tanzeem. An internal report of the Union Ministry of Home Affairs (UMHA) suggests that terror training camps in Pakistan occupied Kashmir (PoK) have been moved deeper inside Pakistan territory, The Hindu reports on October 1. The development comes a day after India announced that it had carried out surgical strikes across the Line of Control (LoC) and destroyed seven terrorist launch pads. Central security agencies have informed UMHA that at least 12 terror camps belonging to the Lashkar-e-Taiba (LeT), Hizbul Mujahideen (HM) and Jaish-e-Mohammad (JeM) have been shifted from Muzaffarabad in PoK to various areas like Mansehra (Khyber Pakhtunkhwa), Naushehra and Jhelum (both in Pakistan’s Punjab). These camps house around 500 armed militants.“We have been informed by our sources in Pakistan that many terror camps have been vacated and shifted near crowded towns deep inside Pakistan. This has been primarily done to minimise casualties to their assets,” said a senior official. At the terror camps run with the help of the Pakistan Army and the Inter-Services Intelligence (ISI) militants are trained to launch attacks against India, said the official. “While the launch pads are located just along the LoC, where the terrorists halt briefly or wait for an appropriate time to cross over to India, the terror camps are spread over an area and house many people,” said the official.According to him, it was estimated that around 300 cadres belonged to the LeT in these camps. All the camps that were shifted were located at Pir Chanasi, Aksha Maskar and Tabuk near Muzaffarabad in PoK, said the official. The central security agencies have pieced together this report with the help of satellite images, ground reports and inputs from western intelligence agencies.

Three consecutive blasts at Maulana Azad Memorial Stadium in the city had claimed eight lives. The order stated: “Pursuant to our directions in July 1 judgment, convict Ghulam Nabi was taken into custody and has been produced before this court for the hearing. We are of the view that ends of justice would be met by awarding life sentence for offences under sections 3 and 4 of TADA and section 302 and 120 (B) of Ranbir Penal Code.”
