Jharkhand Chief Minister Raghubar Das on January 2 said it was really unfortunate that even after over six decades of Independence the poor villagers were deprived of basic amenities including water, road, electricity etc, reports The Hindu. He attributed “administrative failure” as a major cause behind Naxalism-[Left-Wing Extremism (LWE)] and assured to provide development-oriented schemes and good governance in the State. There is no doctor, no teacher, villagers are deprived of basic amenities like road, electricity and water, he said, adding that these are the reasons for increase in LWE activities. “I believe it is totally administrative failure that led to Naxalism in the state,” he added. “Who are the Naxals? They are part of our society, they too need employment and basic amenities like others. They were misguided youths who were lured to pick up arms for survival,” he said. Within a month’s time, he announced, the teachers’ recruitment process will begin and 17,000 policemen will be appointed in a couple of months.

Bihar Chief Minister (CM) Jeetan Ram Manjhi addressing a gathering at Tarapur in Munger District on January 4 said that Naxals-[Left-Wing Extremists (LWEs)] are “not wrong in demanding levy from contractors if quality of work is poor,” reports The Indian Express. He recounted his interaction with three LWEs before he became CM. “What I gathered from the conversation is that most contractors deliver work of very poor quality against a high payment. If a contractor is given Rs 50,000 and he spends only Rs 5,000, what is wrong in ultras demanding levy from them’’ said Manjhi.

Bihar Chief Minister Jitan Ram Manjhi while addressing a public meeting at Tarapurin Munger District on January 4, organized under the banner of Zila Kisan Mazdoor Sammelan (District Farmer Labourer Congress), said his cabinet colleagues do not cooperate with him in development measures aimed at curbing Naxalism-[Left-Wing Extremism (LWE)] in the State, reports The Times of India. Manjhi further said he wants to give reservation to Scheduled Caste/Scheduled Tribe and other extremely backward castes in government contracts up to INR 5 million so that the menace of LWE could be contained in the State but his cabinet colleagues are opposed to his proposal. "If my proposal to award contracts to the downtrodden, Mahadalits and poor Adivasis in government schemes is accepted, no member from the depressed class will join hands with the Maoists in future," the CM said. However, he added that he would manage to get his cabinet colleagues agree to his proposal in the cabinet meeting. Manjhi said once this decision is implemented, Naxals will no longer be active in the State.

Bihar Chief Minister (CM) Jitan Ram Manjhi on January 5 said he was ready to talk to Naxalites (Left Wing Extremists) and bring them back in the mainstream of society, reports The Times of India. Talking to mediapersons after his weekly janata darbar, the CM said he was against the policy of bullet for bullet to finish Maoism. Since Nitish Kumar took over as the CM in 2005, extremism has been controlled through development, he said. "I am carrying forward the policy adopted by Nitish Kumar," he said.Manjhi said through development, education and understanding, Maoists can be won over. "Bullet is not the answer. I am trying to persuade the Naxalites to return to mainstream by getting them involved in development activities," the chief minister said.He said Naxalites too meet him. "I am not an urbanite. Many people come to meet me; there may be Naxalites among them. They complain of nexus between contractors and officials. Contractors damage and destroy government property and put the blame on Naxalites. They tell me JCB machines are burned at construction sites and the blame goes to Naxalites. It is the contractors' game," Manjhi said.

The Andhra Pradesh Government is planning to raise a tribal Police battalion to take on the Communist Party of India-Maoist (CPI-Maoist), reports The Times of India on January 6. The Cabinet Sub-Committee on Naxalite-Left-Wing Extremism (LWE) issue headed by Finance Minister Yanamala Ramakrishnudu has recommended a tribal battalion, staffed by tribal youth from East Godavari, Visakhapatnam, Vizianagaram and Srikakulam, exclusively to counter Maoist insurgence on the Andhra-Odisha-Chhattisgarh border. Plans are afoot to locate the battalion either at Rampachodavaram in East Godavari or Paderu in Visakhapatnam District. The high-powered Committee, which has Deputy Chief Ministers N Chinnarajappa, KE Krishnamurthy and Minister Sidda Raghava Rao as members, wants to go ahead with its plans as the Union Ministry of Home Affairs (UMHA) is keen on a tribal Police force. "The Union Home Ministry has prepared a comprehensive anti-Naxal policy and wants the State Governments to take the lead in the fight against Maoists. We recommended a tribal battalion with the financial assistance of the Centre," said a Minister who is a member of the committee. The Andhra Pradesh Government has been assured 'full' financial assistance by the Centre to raise the battalion, which is expected to cost INR 3000 million in the first phase. The Cabinet Sub-Committee has asked the Government to come out with liberal eligibility qualifications for the tribal youth willing to be part of the battalion. It has further asked the Government to fill 300 vacant Home Guard posts in Visakhapatnam District with tribal youth in order to stall recruitments to Maoist outfits. The Committee has also recommended increasing the compensation for property loss from the present INR One million to full compensation while allotting land to victims of extremist attacks.

On the other hand, at least six Communist Party of India-Maoist (CPI-Maoist) cadres have died in the State in the year during exchange of gunfire between the Police and extremists. Bihar Police has claimed that it has been successful in containing Left-Wing Extremism (LWE) in the State with arrests of Maoists and recovery of explosives, reports The Economic Times on January 10. According to the figures released by Bihar Police Headquarters, though there were 105 incidents of Maoist violence in 2014 in comparison to 103 in 2013, only 20 civilians were killed against 36 in 2013. The number of Police personnel who died during such incidents shows a sharp drop to six in 2014 from 25 in 2013. "There were 21 encounters between police and naxals this year against seven such incidents in 2013, and the extremists did not succeed in snatching any arms from our forces. In 2013 we had lost 36 weapons to them," said Bihar Police Additional Director General (ADG) (Headquarters) Gupteshwar Pandey. Pandey said that the Police arrested 354 Maoists in 2014 in comparison to 259 in 2013. The forces also seized 1,785 kg of explosives last year in comparison to 40 kg recovered in 2013. The number of detonators recovered also shot up to 2,181 last year as against 243 in 2013. "This is a big achievement of Bihar Police. It shows the LWE is losing ground," added Pandey.

After the visit, Jethwa informed that seven Maoists had been killed during the exchange of fire in the cut off area of Balimela reservoir in Malkangiri District on January 5. Heart attacks, malaria and a host of other diseases coupled with suicide cases have killed more personnel in Central Reserve Police Force (CRPF) than encounters with Naxal-[Left-Wing Extremist (LWE) groups and insurgents over the last half decade, reports, The Pioneer on January 13. A report prepared on the state of affairs of this vital force of the country has said amongst the diseases, heart attack and cardiac illness instances have claimed the maximum number of lives of the CRPF personnel and women as over 600 personnel have succumbed to them between 2009 and 2014. The report said “hard and harsh” working conditions in the force have led to “adverse bearing” on the physical and mental state of CRPF officers and personnel. While over 2,900 personnel of the force died due to diseases and non-operational tasks during the said period, 252 personnel were killed during operations or security tasks during the comparative period. Amongst the other major medical causes which claimed the lives of CRPF troops are suicides (207 cases), cancer (231 cases), malaria (102) and HIV/AIDS (153 cases. A total of 614 cases of death due to heart attack or cardiac diseases were recorded during the same period, making it the most alarming cause of medical challenge for the three-lakh personnel strong central paramilitary. Amongst the other causes of death in service for these men and women were fratricide (36 cases), tuberculosis (33 cases) while 1,544 troops died due to other reasons like hepatitis, jaundice, brain hemorrhage, renal failure, heat stroke, accidents and a variety of idiopathic illnesses. The report, accessed by PTI, has been submitted to the Government for action and redressal.

Jharkhand stands to get road and bridge infrastructure worth INR 6.4 billion from the Centre's Road Requirement Plan (RRP), an ambitious strategy to combat Naxalism-[Left-Wing Extremism (LWE)], by linking remote areas that serve as LWE hideouts, reports The Telegraph on January 13. At a meeting between Chief Minister Raghubar Das and Union Transport Minister Nitin Gadkari in Raipur, it was decided that Jharkhand will get 11 new roads and complete its pending ones on "mission mode". The State will also get three new bridges. "Prime Minister Narendra Modi believes that to solve the Maoist problem, road network is required," Gadkari said at the high-level meeting, attended by Das, his Chhattisgarh counterpart Raman Singh, other State Ministers and senior bureaucrats. In all, 7,294 km roads in Maoist areas will be constructed with an estimated cost of INR 107 billion in Jharkhand, Chhattisgarh, Odisha, Maharashtra, Madhya Pradesh, Bihar, Telangana and Andhra Pradesh, the eight states the RRP, now in phase-II, covers. Forty-eight bridges have been proposed. "At the meeting, the Ministry agreed on all Jharkhand's proposals worth Rs 640 crore," Home Secretary NN Pandey said.

Mishra reached the CRPF camp at Chandrapur in Rayagada District and met some of the personnel engaged in the anti-Communist Party of India-Maoist (CPI-Maoist) operation. CRPF DG Mishra said there would be a change of strategies to counter the Maoist threat in Odisha. “As part of the strategy, it has been decided that CRPF camps would be withdrawn from the areas where the Maoist activities have declined and redeployed in areas where the red rebels are more active,” Mishra said briefing newsmen in Bhubaneswar, reports odishasuntimes.com. Barring Kandhamal, Kalahandi, Sunabeda and Nuapada areas, Naxal activities in the State are now negligible, he said. “CRPF would take up special measures in the four Maoist-prone areas in the state with special focus on Nuapada district and Sunabeda in Koraput district,” Mishra added. He also informed that CRPF camps would be withdrawn from Mayurbhanj, Keonjhar and Ganjam Districts where the Maoist activities have come down drastically. He said "Our top priority is to ensure zero casualty of our men in the fight against extremists. Maharashtra Government is giving a big push to infrastructure development in Naxal-[Left-Wing Extremism (LWE)]-affected districts and will also provide additional benefits to civil contractors and employees working there, reports Zee News on January 14. The State Government has lined up INR 3,942 billion worth of projects in the LWE affected areas to improve connectivity. "We cannot think of welfare of adivasis without developing Naxal-affected districts like Gadchiroli. Unless we develop these regions, people living there will not get respite from the Naxal menace," Public Works Department (PWD) Minister Chandrakant Patil said. "To ensure development, 139 schemes will be undertaken by the Government in Phase 2 of RRP (Road Requirement Plan (RRP). These include 2,352 km of roads, 128 new small and 50 big bridges. The entire project will be executed at a cost of Rs 3,942 crore," he said. Under Phase 1 of RRP, 43 schemes had been sanctioned - at a total cost of INR 940 billion - which included 450 km of road development, two big bridges over rivers Godavari and Indravati. Of these, 34 have been completed, he said.

The conference is likely to be attended by the CMs of Chhattisgarh, Jharkhand and Bihar, while Madhya Pradesh, Telangana, Maharashtra, Odisha and Uttar Pradesh will be represented by the Public Works Department ministers. Chhattisgarh Chief Minister Raman Singh has sought an additional fund from Centre for modernisation of Police in the Naxal-hit State and also demanded a special category status for the State, reports dnaindia.com on January 20. "CM Singh had urged upon the need of special assistance from Centre to take on the Maoist problem during the meeting of Central Zonal Council at Lucknow yesterday [January 19]," said an official statement issued in Raipur on January 20. Sixteen out of 27 districts in Chhattisgarh are affected by the left wing extremism (LWE) and seven of them are worst-hit. Chhattisgarh should be accorded special A category status like that of J & K and north-eastern states so that it would receive 90 per cent of assistance from Centre and arrange abundant resources to combat menace of Naxalism, he said. Till June 30, 2014, Chhattisgarh had spent 3,500 crore on the deployment of central paramilitary forces in the state. Centre should bear this cost henceforth so that the state would get rid of the burden, he said. Emphasising on the need to ensure security to infrastructure projects like roads, bridges, railway track and other mega projects in Maoist zone, Singh also urged to include expenditure on deployment of security personnel for such development works in the project cost. The strength of the Police personnel in the state has reached to 68,354 which was 22,549 in 2000 when Chhattisgarh was founded, he said briefing about the status of Police department. The number of Police Station has jumped to 424 from 298 while Police outposts have increased from 57 to 107 during this period, he said. In past 11 years, eleven new Districts have been formed while as many armed forces battalions have been sanctioned, he said.

The detail was given in reply to a question filed under RTI rules by a Meerut-based activist. Interestingly, when the Naxalite movement began in India, only three states were involved - Andhra Pradesh, Bihar and West Bengal. But by 2014, eight states had got dragged into it. While in 1980, 70 people had died in the violence, in 2010 the number was a far higher 720. The reply also mentions that 3,078 security personnel were injured in Naxal-related violence in the last 34 years. MHA, however, did not disclose the actual number of security personnel dead in the same period. Lokesh Khurana, who had filed the RTI query on December 4, 2014, had asked for information on 10 points.
