According to PTI, with the catch line "who is against development?", the Union Government is hitting at Naxals (Left Wing Extremists) with a media blitzkrieg by putting out an advertisement in national and regional newspapers about the destruction of vital infrastructure by the Communist Party of India-Maoist (CPI-Maoist). The advertisement carries photographs of a bridge and railway wagons damaged by the Maoists through their subversive activities and full particulars of the telephone towers, school buildings and railway properties destroyed by the extremists during 2009. Through the advertisement, the Union Ministry of Home Affairs (MHA) wanted to highlight the Naxal menace, its impact on people and society. "Who is against development?" the advertisement questions people, in an attempt to isolate the Maoists. It says that during 2009, the Naxals destroyed 38 railway properties, 53 telephone towers, 20 panchayat buildings, 47 schools buildings and 121 forest buildings, roads and culverts. This is for the second time that the Home Ministry has come out with such an advertisement in three national and several regional newspapers (in Naxal-affected States) against the Maoists and the latest one is part of Government's larger media plan to corner the Naxals and convince people about the ill-effects of left-wing extremism.

The Border Security Force (BSF) is likely to set up a battalion headquarters in Orissa, reports Express Buzz. The BSF additional director-general P. K. Mishra discussed the issue with Chief Minister Naveen Patnaik at the Secretariat on January 5 (today). Sources said that though BSF had sought 85 acres of land for this purpose, the State Government has agreed to provide 43 acres of Government land near Khurda in the first phase. The Centre had agreed to the suggestion from the State Government to set up a battalion headquarters of the BSF in Orissa after repeated demands from the Chief Minister. Official sources maintained that the BSF presence will help the State Government in different ways including putting a brake on the growing activities of the Left Wing Extremists (LWEs).

Five more Districts — Adilabad, Karimnagar, Warangal, Kurnool and Chittoor – have been added to the list of those affected by extremist activity for the purpose of seeking Central funds for development of roads. A similar request for Central funds to improve roads citing left wing extremism was earlier made in respect of Srikakulam, Vizianagaram, Visakhapatnam and East Godavari Districts. However, in the case of Khammam, work has begun following sanction of funds by the Centre in response to an earlier plea. Minister for Roads & Buildings Galla Aruna said on January 6 that a letter would soon be addressed to the Centre with a request for release of funds for proper development of road facilities in the District prone to Maoist activity.

The Karnataka Home Minister V. S. Acharya claimed that the Naxalite (left wing extremism) menace in the State is weakening, reports The Hindu. Addressing presspersons on January 6, the Home Minister said there was no major incident involving Naxalites after March 1, 2009. The State could curb their activities through combing operations and owing to the support from the people. "Two days ago, Chief Minister B.S. Yeddyurappa was in Kigga, the hotbed of Naxalite activities in the coastal belt, and spent more than three hours in the place, and there was not even a minor incident," Acharya said. The Minister said that during the Lok Sabha elections (General Elections), he himself had extensively toured the 19 Naxal-affected areas in the coastal region without Police protection. "These regions registered a higher turnout than during the previous elections. This indicates that the Naxalite influence is on the wane," he added. He also said that more than 9,000 Policemen, including 40 Sub-Inspectors, were being recruited to strengthen policing, adds Managlorean.com.

A Union Home Ministry report revealed that among the worst Naxal (left wing extremism)-infested states, maximum Naxalites were killed in Chhattisgarh, Director General of Police (DGP) Vishwa Ranjan said, according to Business Standard. Minimum Naxal incidents had taken place in the state in the last one year as well, he added. Ranjan said 217 encounters took place between the Security personnel and Naxalites in various parts of the state in 2009. During the encounters, 107 Naxalites were gunned down, the DGP said. The figure could be much more as the Police officially take down the number on the basis of bodies found. Since the rebels carry away the bodies, Police suspect that the number will be more. "Even the Naxal literatures underline heavy casualties in Chhattisgarh," Ranjan added. Referring to the operation against the Naxalites, Ranjan said the drive of Chhattisgarh Police was on while the joint operation with the central forces would be launched soon. "We are getting support from the villagers to the Centre in our operation against the Naxalites," he added. The central Government had provided adequate forces for the operation against the ultras while the assistance would continue in future as well, Ranjan said, adding that after the inhuman acts of the Naxalites, villagers in the interior areas of red zone are helping the Security personnel. The Police chief said the urban network of the Naxalites was under scanner and Police were keeping a close vigil as without an urban base, the Naxals cannot operate an underground movement in the forests

The Central Reserve Police Force (CRPF) killed 190 militants and Naxalites (left eng extremists) besides arresting 2,054 in the year 2009, according to PTI. The Force lost 70 of its personnel. A massive recovery of 48, 000 ammunition was made in 293 encounters undertaken by the CRPF along with other Security Forces. "Apart from this, about 2,000 kilograms of explosives and 685 arms were also recovered. Seventy four militants were killed in Jammu and Kashmir while in Assam, 58 militants were killed," the CRPF spokesperson Ajay Chaturvedi said in a statement on January 8. He said in left wing extremism areas, 35 Naxalites were killed in Chhattisgarh while in Jharkhand 15 were killed. Orissa accounted for five kills and West Bengal three during the said period. "Two hundred and twelve militants and Naxalites had also surrendered. Maximum 118 militants had surrendered in Tripura, while in Assam 65 gave up arms besides seven in J&K and one in Arunachal Pradesh. "Ten Naxalites in Chhattisgarh and 11 in Maharashtra were also in the surrendered list," the official said, adding, in Chhattisgarh 363 Naxalites were arrested. In west Bengal 349 Naxals were arrested, while in Jharkhand and Orissa the numbers were 180 and 136 respectively. In Maharashtra, 120 Naxals were arrested while in Madhya Pradesh 63 suspects were arrested. Nearly 639 CRPF personnel were injured during the same period while Naxals took away 20 arms and 1,954 ammunition of the force.

To counter Naxalites (left wing extremists) in Bihar, the State Government is planning to set up a special cell in its Police headquarters for ensuring better coordination among the Central Para Military Forces (CPMFs), District Police personnel and intelligence agencies, reported Samay Live. "At present, there is a team of Police officials at the Police headquarters to monitor operations against Naxalites but a special cell is necessary due to the increasing pressure from the Centre to effectively deal with the Naxal menace. The officials in the cell will strive for ensuring better coordination with intelligence agencies and compile authentic information about the activities of the ultras", the sources said.

The left wing extremists, who have been preparing for the anticipated major offensive by the Security Forces, put up various banners identifying themselves as Nevla (Mongoose). The Naxals have also painted walls at some places "daring the CoBRA to come in". This is also one of the main reasons which led to change of the name, an unnamed senior Home Ministry official said. The CRPF earlier had sent a proposal in December to the Ministry of Home Affairs requesting for change of name of the 10-Battalion strong force (comprising about 10,000 personnel) as SAF. Incidentally, SAF was the original name chosen for the anti-Naxal force but it was eventually named CoBRA.

During the meeting, the Union Government assured the West Bengal Government that Jharkhand will soon be part of the joint operations to tackle Naxals in the Maoist-affected Districts of Bengal and Orissa, reported Indian Express. “We have already started joint operations with Orissa against the Naxals. Though the operation was supposed to be a three-state coordinated effort but after the new Government was formed in Jharkhand, the state did not take part in it,” said Bengal DGP Bhupinder Singh after attending the meeting in New Delhi. “The issue has been discussed in the meeting and we have been assured that Jharkhand will soon join us in the operation,” he added. The meeting also discussed the developmental activities required to be undertaken in the affected Districts, he said, adding, “We submitted reports on how the Maoists have obstructed developmental activities in the Districts.”

Official sources said the 24th meeting of the coordination on LWE, discussed the developmental activities that needs to be undertaken in the Naxal affected areas. The meeting was attended by Chief Secretary or their representatives of Orissa, West Bengal, Uttar Pradesh, Jharkhand, Chhattisgarh, Maharashtra, Madhya Pradesh, Andhra Pradesh and Bihar. The explosives were found in a bus, coming from neighbouring Rohtas District and heading for Ranchi, parked at the Ramabad bus stand under Town Police Station of the District. The detonators were kept in 50 boxes of 25 explosives each. “On being tipped off, police swung into action early on Thursday morning and seized around 1,250 detonators from a black bag in a bus parked at a bus stand. The possibility that the consignment was meant for the Naxalites [left wing extremists] could not be ruled out going by the nature and quantities of explosives seized,” said Nishant Kumar Tiwary, Superintendent of Police (Aurangabad).
