Union Home Minister Rajnath Singh on December 18 referred the peace accord signed between NSCN-IM and Central Government as a “framework agreement” and said it would help in resolving the Naga problem, reports The Hindu. This is the first time that the Government has used the term “framework agreement” for the peace accord. Rajnath Singh, who is attending the three-day Director General of Police (DGP)s’ conference in Rann of Kutch in Gujarat, mentioned this during the opening session speech he delivered in the presence of Prime Minister Narendra Modi and around 250 top Policemen of the country. R.N Ravi, who is the interlocutor for Naga peace talks, said “We never said it was a peace accord, some people loosely refer to it as an accord. It is a framework agreement and the minor details are still being worked out. We have agreed on the basic fundamental ground on which the accord would be signed.” The Twitter handle of Rajnath Singh posted, “HM expressed hope that the Framework agreement between NSCN-IM and the Centre would help in resolving the Naga problem.” Rajnath Singh also said Security and Police forces had controlled the insurgency situation in the North-East. There had been the least terrorism problem in Assam this year (2015), he said. The Security Forces (SFs) arrested 231 armed terrorists and more than 300 conspirators, he added.

The Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) on December 24 said that it and the Centre have agreed to share "sovereign power for an enduring and peaceful co-existence of the two entities" in the framework agreement signed on August 3, reports The Telegraph. A statement issued by the joint council of the outfit said the agreement also says "land and its resources of both below and above the earth totally belong to the Nagas". "The Nagas will have the right to exercise their sovereign power over their territories. Nagas are the master of their land. Our identity needs to be recognized. The government of India has now recognized the unique identity of the Nagas, which is a bold step forward," it said.

The Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) in a ‘statement of the joint council’ with regard to the Naga issue stated that Nagas were placed in a very perilous situation after the Naga National Council (NNC) had failed to uphold the national trust by signing the infamous Shillong Accord in 1975, reports Nagaland Post on December 27. According to ‘Ministry of Information & Publicity (MIP)’, many of the home authorities of both central and regions, and Naga Army including unit commanders and commander-in-chief “gave in” to the enemies betraying the people and their cause. However, MIP said a few remained committed national workers under the leadership of Isak Chishi Swu and Th. Muivah who stood their ground in the face of all odds. If it was not for these few “revolutionary patriots” led by the two, MIP said the politics of the Nagas would have been ended there.

The uproar seen in Churachandpur in the after-math of the passage of three Bills by the State Assembly for protection of indigenous people on August 31 is likely to be resolved soon, Deputy Chief Minister Gaikhangam asserted while speaking to media persons on the eve of New Year in Imphal on December 31, reports E-Pao. The bodies of all the nine people who were killed in the course of the public uproar have not been claimed, till date and a peaceful situation still remains elusive in Churachandpur District. Claiming that a breakthrough has been achieved regarding the impasse, Gaikhangam informed that the Government and the Churachandpur Joint Action Committee (JAC) have initiated dialogue since the last couple of days. The JAC and the Government held a meeting at the Chief Minister's Secretariat a few days back but the two sides could not arrive at any understanding. Holding dialogue after one side was refusing to come forward for dialogue for a long period is in itself a breakthrough, Gaikhangam remarked. With the dialogue process already initiated, a solution can be worked out very soon within the possible limits of mankind, he continued. On being enquired about the framework agreement signed between the Government of India (GoI) and Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM), Gaikhangam asserted that Gol should come out with an unambiguous statement. The dialogue is a bilateral process and the State Government is not involved at any stage. The State Government has also been questioning the contents of the frame work agreement as desired by the people of Manipur, he said. The State Government welcomes any solution to the protracted issue but it should not impinge upon the interest of Manipur in any manner, asserted the Deputy Chief Minister.
