The Union Ministry of Home Affairs (MHA) hasn’t fixed the date of the tripartite meeting and signing of the agreement for the extension of the Suspension of Operation (SoO) with Kuki armed outfits, stated Deputy Chief Minister and Home Minister Gaikhangam, on March 2, reports Kanglaonline. He stated that SoO didn’t extend beyond August 21 last year but Government was waiting for fixing a date for the tripartite meeting and the signing of an agreement for extension from the UMHA. SoO has been extended from time to time by both Kuki National Organisation (KNO) and United Peoples Front (UPF) but this time around both have requested the Government of India (GoI) to hold a tripartite talk in New Delhi. Editors of various newspaper establishments have got threats from unknown militants, reports The Shillong Times. Editors’ Guild, Manipur (EGM) has requested the Manipur Government to provide security personnel to Khoirom Loyalakpa, an Editor of Naharolgi Thou-dang, a Manipuri newspaper who was threatened by armed persons. The threat was reportedly given to pressurise the journalists to suppress publication of newspapers. Also, the Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) had taken strong exception to the statement of Zeliangrong United Front (ZUF) in connection with the recent skirmishes that occurred in Tamenglong District, on February 27, reports The Sangai Express. NSCN-IM on March 1 stated, that ZUF, which was created by "adversary" of Naga people to put holes in our political aspiration, rings false alarm of having a gunfight with NSCN-IM at Luangreng and Tamlok village of Tamenglong District and accusing us of fighting them in collaboration with the Assam Rifle is nothing but seeking attention’ in a very wrong way.

Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) on March 10, alleged that the emergence of Zeliangrong United Front (ZUF) is one of the "facades behind which unscru-pulous agencies" operating not only to down grade, disrupt the Naga peace process but to excite wrath which will subsequently involve serious human rights situation, reports E-pao. Government of India (GoI) is unlikely to extend cease-fire (CF) with the Khaplang faction of National Socialist Council of Nagaland (NSCN-K) as it finds the top leaders of the outfit did not care about Nagas in India, provides shelter to anti-Indian insurgent groups in its domain and also “happily settled in Myanmar”, reported Nagaland Post on March 13. The year-long cease-fire agreement with the NSCN-K is scheduled to expire on April 29, 2015. Sources said that the Union Government has been “extremely unhappy” over the inordinate delay in reaching a final settlement to the 17-year long marathon peace talks with Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM). It was in this context, that the Union Ministry of Home Affairs (MHA) was likely to reject any more extension of cease-fire agreement with NSCN-K. GoI also believed to be upset over a report that other insurgent groups such as Peoples liberation Army (PLA), IK Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS), Independent faction of United Liberation Front of Asom (ULFA-I) and National Liberation Front of Tripura (NLFT) leader Biswamohan were “getting shelter and allowed to roam freely in the Khaplang domain in Myanmar.” A senior intelligence official stated that in India they roam freely under garb of cease-fire agreement and at the same time hobnob with anti-Indian terrorists in Myanmar. This dubious role can’t be allowed any more. This Government means business and it will not allow any such misadventure.” Apex student’s body of the Lotha community, Kyong Students’ Union (KSU), has apprised the Deputy Commissioner, Wokha, to devise a pro-active and pragmatic policy with regard to Inner Line Permit (ILP) to control influx of illegal immigrants in the District, reports Nagaland Post on March 13.

The Union Government has decided to complete the process of talks with the National Socialist Council of Nagaland (NSCN-IM) within this year, and the leadership of the militant outfit has also agreed to the Government’s decision, reports The Assam Tribune on March 15. Meanwhile, Union Ministry of Home Affairs (UMHA), contrary to what has been reported in a section of the media, has not decided to withdraw the ceasefire agreement with the Khaplang faction of the NSCN (NSCN-K) reports The Assam Tribune on March 15. Sources, however, said that the Centre has expressed its displeasure to the NSCN-K leaders on the outfit extending help, directly or indirectly, to different militant groups of North East. The issue will be taken up again when formal meeting is held between the Centre and NSCN-K is held to discuss the issue of extending the ceasefire agreement.

Kanglaonline further adds that the injured Army men have been identified as Subedar Chitra Bahadur, Rifleman Aan Singh, Rifleman Gir Bahadur Thapa and Rifleman Mingma Dorjee. NSCN-K in a statement claimed that two Army men were killed in the ambush. The ‘chairman’ of Isa-Muivah faction of National Socialist Council of Nagaland (NSCN-IM), Isak Chishi Swu, said that tribalism, factionalism, communalism and the spirit of other people and ‘our people’ are eating into the vitality of Naga ‘nationhood”, reports The Assam Tribune on March 22. He stated that “It is seen that any incident of individual crime is often communalised by negative elements for their vested interest. We must combat them. Tribalism, communalism and factionalism are the weapons of enemies of the people. The psychology of the Nagas today needs to be rebuilt,”. He also added that “We believe solution can be worked out only through discussion and interaction between the contending parties. Some groups say India must quit Nagalim, some say they will go for a separate solution for a part of the people and some others say they prefer prolonging the movement to solving the problem for commercial motive. Overlooking the present they glorify the past and dogmatize the future. They are indeed road blocks, not solution. But NSCN is for a negotiated settlement that guarantees the future of the Nagas,”

Prime Minister Narendra Modi has assured a solution to the Indo-Naga peace talk within the next 18 months, reports The Sangai Express on March 31. According to a well placed source, the Government of India (GoI) assured Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) leadership in December last year that the political dialogue would be brought to a logical conclusion within the next 18 months. The matter could not be settled as both UPF and KNO have been insisting that the political dialogue be held at Delhi. NSCN-IM leaders are quite impressed with the new initiatives taken up by the Government of India to expedite the peace process. The political dialogue between NSCN-IM and New Delhi may arrive at a solution by November or December this year.
