The peace talks between the Centre and several militant outfits in the northeastern region are moving positively and peace would be restored in the whole region soon, Union Ministry of Home Affairs (UMHA) Joint Secretary Satyajit Garg said on June 3, reports Kanglaonline. “The Central government has been holding peace talks with several militant outfits in the northeastern region. The talks are progressing positively,” he said. After meeting Tripura Chief Secretary Yashpal Singh and State Police chief K Nagaraj, he said: “Peace talks are going on with the National Socialist Council of Nagaland (Isak-Muivah faction), United Liberation Front of Asom (ULFA) and many other militant outfits of several North East States.” The official said the government is hopeful that with the positive outcome of the on-going peace talks with the extremists’ groups, absolute peace would be restored in the entire northeastern region soon. “Government’s policy is to hold talks with the militant groups that shun violent activities. The Centre is closely observing the situation in the North East and bordering areas,” Garg said.“Tripura and Mizoram are the most peaceful States in the North East India,” he said, adding that northeastern states are in a strategic location adjoining five countries – China, Myanmar, Bangladesh, Nepal and Bhutan. “India’s strategies for China, Myanmar, Bangladesh and other neighbours are different. For India, Myanmar is located in a significant position,” said Garg.

Reacting to “extreme provocation” hurled by Against Corruption and Unabated Taxation (ACAUT) through repeated challenges to the “realm of nationalist government and administration”, Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) said this has “reached the point of re-examining together with the Naga people” on how the “agent of divide and kill the Naga nationalist movement” be given space of tolerance and why befitting action should not be initiated against ACAUT, reports Nagaland Post on June 12. In a strongly worded statement, ‘Ministry of Information & Publicity (MIP)’ asked how could an agent of “divide and kill the Naga nationalist movement” be given space of tolerance and why not befitting actions against them should not be initiated”. MIP said it (ACAUT) was spearheaded by a “handful of prejudiced persons whose vested interest were contradictory to the nationalist agenda, patronised and secretly funded by the apparatus of Indian bureaucrats and retired Indian army Generals”, who it said, were hell bent to disturb the progress of Indo-Naga peace talks.

Even as the economic blockade is under way in ‘tribal areas’, the United Naga Council (UNC) announced on June 14 to impose a 24-hour ‘total shutdown in Naga areas’ of Manipur from the intervening night of June 17 and 18, reports The Assam Tribune. The UNC took this decision in a meeting to show its resentment against the “continuous suppression, subjugation and discrimination” by the Government of Manipur against Naga tribals. The shutdown is also to demand early conclusion of the ‘Framework Agreement’ signed between the Government of India and the Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM). The UNC urged the Government of India to exhibit political will and solve the Naga issue at the earliest.

Against Corruption and Unabated Taxation (ACAUT) Nagaland on June 15 said that the Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) and the other Naga Political Groups (NPG) should view ACAUT, as an ally for it has been their “safety-valve”, reports Morung Express. “Instead of engaging in self glorifying propaganda like ‘banning’ ACAUT, the NSCN-IM and the other factions should view ACAUT as an ally for it has been the safety-valve,” stated Media Cell, ACAUT Nagaland in a press statement issued to the media. This statement comes as response to NSCN-IM June 12 press statement terming the anti-corruption and anti-taxation watchdog as an agent of “divide and kill the Naga nationalist movement” and questioning why befitting action should not be initiated against them.Also, the ‘deputy kilonser’, finance in charge Dimapur, Reformation faction of National Socialist Council of Nagaland (NSCN-R) ,T.K. Sumi, strongly refuted a news report regarding the arrest of one its cadre by Dimapur Police, reports Morung Express on June 15. A press note from ‘Ministry of Information & Publicity (MIP)’ NSCN-R stated that the deputy kilonser (Finance) in charge of Dimapur does not know any Kawato Aye, reportedly a civilian, nor does he have any knowledge about the hand written demand letter and booklets of NSCN-R information slip. Deputy Kilonser further stated that many extortionists have come up and some unscrupulous elements with forged signature and demand slip in the name of the certain revolutionary groups are operating, it said.

It further condemned the Against Corruption and Unabated Taxation (ACAUT) Nagaland for its efforts to “sabotage the very foundational principle of the Naga Government on taxation…”A press note from the ‘Ministry of Information & Publicity (MIP)’ of the NSCN-IM claimed that the NSCN is the only Naga government whereby all the Naga tribes are sufficiently a member; has jurisdiction control over all the Naga ancestral territory; only Naga government representing the Naga political issue having peace talks with the Government of India; only Naga government that has internationalised the Naga political issue; and in control of all Naga territories and running government effectively covering 27 regions. It listed out the various international organisations, including the Unrepresented Nations and People’s Organization (UNPO), The Society for Threatened People,’ Parliamentarians for National Self Determination (PNSD), Naga International Support, Geneva Call, Kreddha (The International Peace Council for States, Peoples and Minorities), PILPG (Public International Law & Policy Group), ‘Idasa’ a strong South Africa Human Right organization, KWIA (Support group for indigenous peoples) – Belgium based Human Right organization, AIPP (Asia Indigenous Peoples Pact), Forum for Asia, and Other Media – Delhi based Human Right organization, “who are strong supporters for the Naga cause.”

Reiterating its support to the August 3, 2015 Framework Agreement between the Government of India (GoI) and Isak-Muivah faction of NSCN (NSCN-IM), the Nagaland Legislators’ Forum on Naga Political Issue has resolved to urge the Union Government and the NSCN-IM to take the Agreement forward and arrive at an honourable settlement which is acceptable to the Nagas, reports The Assam Tribune on June 19. Adopting a three-point resolution at a meeting in the conference hall of Nagaland Assembly on June 15, the House entrusted the Parliamentary Working Committee along with all elected members of Assembly including two MPs (Member of Parliament) of Nagaland, under the leadership of the Speaker and the Chief Minister, to go to Delhi and put pressure on the Central leadership for an early solution and also to find out the latest developments taking place in the negotiations between the Centre and NSCN-IM. The legislators’ forum also appealed to the Forum for Naga Reconciliation (FNR) and the Political Affairs Committee (PAC) to be more pro-active in bridging the gaps between the different political groups so that they can contribute towards solving the Naga political problem at this crucial juncture.

In a belated report received in Dimapur, one cadre of Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM), identified as Khüchopra Veswü reportedly a ‘Leacy’ of Chakhesang Region NSCN-IM is learnt to have been arrested on June 15 for alleged rape of a minor from Kitsubozou colony in Kohima, reports Morung Express. The accused had allegedly carried out the despicable act on the 13-year-old minor for over a year. Talks with NSCN-IM is going on. News of granting separate passport and flag are not true,” Minister of State for Home Kiren Rijiju said in New Delhi. Rijiju’s comments came in the wake of reports which suggested that the Government has agreed to NSCN-IM’s proposal for separate passport and flag for Nagas.Meanwhile, the appearance of the flag of the Government of the People’s Republic of Nagaland/NSCN (National Socialist Council of Nagaland) and banner on a cardboard written as Greater Nagaland area near Meghnarayan bridge at Maibang in Dima Hasao District of Assam on June 22 raised several questions in the minds of the people of Dima Hasao, reports The Sentinel. Born in 1929 at Chishilimi Naga village in the Zunheboto District of Nagaland, Swu was a member of the influential Sema tribe of the state. After graduation in Political Science from St. Anthony's College, Shillong in Meghalaya, Swu joined the Naga National Council in 1950's under the leadership of Angami Zapu Phizo.

The Central Government on June 30 renewed its “disturbed area” notification on the entire state of Nagaland, allowing the armed forces power to search, raid and arrest without a warrant under Armed Forces [Special Powers] Act (AFSPA) for another six months, reports Morung Express. In its notification, the Union Ministry of Home Affairs (UMHA) said that it is of the opinion that the area comprising the whole of Nagaland “is in such a disturbed and dangerous condition” that the use of armed forces in aid of the civil power is necessary. “Now, therefore, in exercise of the powers conferred by Section 3 of the Armed Forces (Special Powers) Act, 1958, the central government hereby declares that whole of the said state to be a ‘disturbed area’ for a period of six months with effect from June 30, 2016 for the purpose of that Act,” the notification said.The announcement came three days after the demise of Isak Chishi Swu, ‘chairman’ of Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM), at a hospital in New Delhi following multi-organ failure. Though the notification did not specify the reasons for declaring the entire Nagaland as “disturbed area”, officials said it is continuation of an order issued years ago and is based on the assessment of the prevailing situation in the north-eastern state, which has continued to be “critical.” Killings, extortion, factional clashes and other subversive activities have been going on in different parts of Nagaland at the behest of a few insurgent groups, they said.Even though NSCN-IM has been engaged in a peace dialogue with the central government, another faction led by SS Khaplang continues to attack Security Forces (SFs) both in Nagaland and in Manipur, the officials said.
