National Investigating Agency (NIA) members said that entire operation of August 1 Pune (Maharashtra) serial blasts looks as though it had been planned locally, reports Rediff on August 3. Right from the timer devices, a locally-made clock and locally purchased bicycles, all indications are that the entire operation was planned in Pune. "Although the IM [Indian Mujahedeen] had resurfaced from Bihar, it would not be correct to say that their modules are dead in Pune, which was once their headquarters," Intelligence Bureau officials said.

The top police and ATS officials who spoke on condition of anonymity said, “The blasts might have been engineered by Indian Mujahideen to give a message that the outfit is still active and can pull out an operation in the city although Quateel Siddiqui, an alleged IM operative and a suspect in German Bakery blast, has been murdered.” “Terror groups have been trying to target places owned by multi nationals or frequented by foreigners. This has been noticed during the 26/11 Mumbai terror attack too. Even German Bakery was frequented by foreigners and was located in close vicinity of Chhabad House. In the present case, both McDonalds and KFC are USA based,” officials said. According to Rediff.Com report, bicycle has once again become the vehicle of terror after the August 1 Pune blast suggests the use of bicycle to carry out attack. The use of a bicycle to plant a bomb has also been witnessed during the Ahmadabad, Delhi, Malegaon blasts and also the Uttar Pradesh court blasts. Initially, the use of bicycles to plant bombs was seen mostly in Assam, which even led the administration to moot the idea of registering bicycles. Security agencies also feel that it is safer to use bicycle bomb than a car bomb, since a bicycle does not require any registration, and hence, leave no trail. A person could easily get a bicycle with no documents, plant the bomb and leave.

The Karnataka Police interrogated Dayanand Patil, the only injured in the blast and a suspect, and his wife, as they are a natives of Kohinoor village in Basavakalyan taluk (administrative unit) of Karnataka’s Bidar District. Further, the investigating agencies suspect that a new terror module engineered August 1 blasts in Pune, reports Times of India on August 4. According to officials, the suspicion stems from the nature of the material used in the bombs and the modus operandi of the group. The investigators believe five to six persons may have carried out the blasts. They said they are yet to determine whether the new module is directly linked to or is a splinter outfit of the Indian Mujahideen (IM), Crime Branch sources said. The investigating agencies are also looking at the possible involvement of Maoists, extremist right-wing Hindutva groups and other extremist Islamic outfits in the blasts.

Shali Tribunal has submitted its report on Students Islamic Movement of India (SIMI) to the Ministry of Home Affairs (MHA), confirming the ban on SIMI that it has links with Pakistan-based terror outfits, including the Lashkar-e-Toiba (LeT) and its frontal outfit, the Indian Mujahideen (IM), reports The Hindu on August 4. Investigators based on a host of factors and indications are convinced that the low-intensity serial blasts in Pune on August 1 were executed by the Indian Mujahideen (IM), reports Times of India on August 5. While it may have been executed by some new recruits of the terror outfit, IM leadership that is mostly intact and believed to be hiding in Pakistan may have planned the attack, sources say.Further, the investigators have ruled out the possibility of Maoists or Hindu fringe groups being responsible for the four blasts and two unexploded Improvised Explosive Devices (IED), sources said.

A Supreme Court (SC) bench of justices P Sathasivam and Ranjan Gogoi on August 6 granted two weeks time to the Centre to file its written submission on the whereabouts of suspected Indian Mujahideen (IM) member Fasih Mohammed, who is currently in the custody of Saudi Arabia Police, in connection with several terror acts in India, reported Zee News. On July 9, the bench was informed by Additional Solicitor General (ASG) Gourab Banerjee that Fasih was in the custody of Saudi Police and had submitted that the habeas corpus petition filed by his wife Nikhat Parveen has become infructuous. The bench had, however, asked the ASG to make a written submission it on the issue.

The Ahmadabad crime branch has taken into its custody Indian Mujahideen (IM) suspect in the Ahmadabad serial blasts case, Mujib Sheikh, after he was brought to the city on a transfer warrant from Madhya Pradesh, reports DNA India on August 6. Sheikh has been brought to the city for further questioning regarding the Ahmedabad serial blasts of 2008 and the planting of bombs in Surat. Mujib Sheikh, a resident of Juhapura, was a diamond polisher before 2008. Later, he joined Abdul Tauqueer, the ‘commander’ of the terrorist organisation, IM, in Gujarat. Sheikh along with Tauqueer had started the IM sleeper cell in the state. All the accused arrested in the 2008 blasts case so far were recruited by Sheikh. Tauqueer is still absconding.

The intensity of the four explosions on Jungli Maharaj Road, Pune on August 1 would have been higher had all the charges gone off, and if the ammonium nitrate used was not outdated or if RDX had been used, said officials from the Bomb Detection and Disposal Squad (BDDS), reports DNA India on August 6 (today). The officials added that even though the terrorists have done good work to assemble perfect circuits in the five bombs, all the detonators used in the assemblies could not explode, because the circuits did not work properly due to the mismatch. Meanwhile, the involvement of Indian Mujahideen (IM) has worried Gujarat Police, because the state has always figured high on the terrorists' hit list, reports Times of India. Several Islamist organisations like Students Islamic Movement of India (SIMI) were operating in Kerala in bogus names. Religious extremism has spread its roots in Kerala through hawala networks and its presence is strong in northern Kerala Districts such as Kasaragod, Kannur, Kozhikode and Malappuram. There were also indications that roots of extremism could have penetrated into the State’s Police force. Several disturbing developments like the leakage of classified information pertaining to e-mail surveillance by the Intelligence wing from the Police Headquarters in Thiruvananthapuram in January 2011 indicated that the extremist network was strongly present in Kerala. The extremists’ strategy was to plan their operations in Kerala for implementing elsewhere in the country. They were reluctant to operate directly in Kerala mainly because of the strong presence of the watchful media but an explosion in extremist operations in the State in not-so-distant future could not be ruled out.

Mujib Shaikh, an accused in the serial blasts that took place in Ahmedabad (Gujarat) on July 26, 2008, told the Ahmadabad Crime Branch officials that Abus Subhan alias Tauqeer - a terror operative and one of the masterminds of Ahmadabad serial blasts - could be behind the August 1 Pune serial blasts, reports The Times of India on August 13. He further told the city crime branch officials that Tauqeer is still hiding in India and is now heading the Indian Mujahideen (IM). He also said that he and Tauqeer, who remains elusive till date, had stayed together in several cities of Madhya Pradesh (MP) and Maharashtra when they were hiding after the 2008 serial blasts. This revelation is contrary to Gujarat Police's earlier belief that Tauqeer had fled the country soon after the blasts which left 59 persons dead. Mujib was the first among IM operatives to be put through narco-analysis at Directorate of Forensic Science, Gandhinagar. Mujib has disclosed crucial information about IM's activities in the country. The city crime branch officials have also sought access to results of the narco analysis from a court in MP.

Security agencies have pinpointed SIMI operative Saquib Nachan to be the mastermind of the attack against the Police, media personnel and civilians at a protest rally by Muslims against the ongoing violence in North-East between the Bodo tribals and the illegal Bangladeshi immigrants. The revelation of his involvement in the latest terror attack came after interrogation of 23 persons accused of rioting in Mumbai this month. The arrested people have revealed that he had instructed the participants to target media personnel and their vans outside the venue of the protest by the Muslims. Nachan is an accused in the 1985 Kanishka plane crash and a prime accused in 2003 suburban train bombings at Mulund in Mumbai. He has undergone eight years judicial custody in both the cases and is presently out on bail.

According to Police officials, Mohammed Sajjid, founding member of banned Indian Mujahideen (IM) is a key suspect in the August 1 Pune (Maharashtra) serial bomb blast, reports The DNA India on August 21. A bicycle shop owner who was shown pictures of some suspects identified Sajjid alias 'Bada Sajjid' as the man who had purchased from him one of the cycles used in the explosions. The emergence of the role of Sajjid came as a surprise for security agencies as the information they last had about him was that he was in Pakistan after fleeing India following the Batla House encounter in Delhi in 2008. Sajjid was part of the module led by Mohammad Atif Ameen, which was mostly eliminated in the Batla House encounter on September 19, 2008, but he along with Dr Shahnawaz, another IM member, had managed to escape from the flat in Jamia Nagar (New Delhi) when the Policemen reached there. The duo had used the Nepal route to flee to Pakistan and information about Sajjid's presence in Pakistan was shared by other IM operatives arrested after the encounter by the security agencies.

The Police said that it was the same clip which the founder-members of IM, including Riyaz Bhatkal and Iqbal Bhatkal, have been using since 2006 to lure youths from Pune (Maharashtra) and Azamgarh (Uttar Pradesh). Unknown Sources said that this video clip could be an important piece of evidence to show that Pakistan was responsible for inciting the minorities in India. The Mumbai Crime Branch has arrested 19 more youths in the Azad Maidan violence case on August 11, taking the total number to 43, reports The Hindu on August 23. A classified government report on the recent incident [incidents after Assam Riots] of what has been described as the worst cyber attack on the country has said that it should not be treated as an 'isolated incident' as this exercise was not merely aimed at spreading communal hatred, but also to test the effectiveness of network of 'modules and sleeper cells' of subversive outfits in states like Karnataka, Andhra Pradesh, Maharashtra and Kerala, Deccan Chronicle on August 25 reported. These revelations have been made in the Situation Report (SITREP) given by the Central intelligence agencies to the Central government. “Encouraged by the success of its propaganda campaign these Pakistan-backed outfits may plan a bigger offensive in the days to come,” the report states. Outfits like the Jamaat-e-Islami, Harkat-ul-Jihad-al-Islami (HuJI), Students Islamic Movement of India (SIMI) and Indian Mujahideen (IM) are already on the watch list of intelligence agencies for spreading communally-sensitive messages and pictures that triggered a massive exodus of people from the Northeast. Intelligence agencies in their report have warned that outfits like HuJI, IM, SIMI and even the Popular Front of India (PFI) have a formidable network in southern India and have 'increased their support base manifold' in the last few years in Karnataka, Andhra Pradesh and Kerala. The report adds that this incident should be treated as a warning signal to sensitise security agencies to launch a massive offensive against these groups in the affected states. An unnamed senior government functionary commented, “It is highly suspicious that a few days after the Pune [Maharashtra] serial explosions [August1, 2012] Pakistan-based groups launched this hate campaign. Clearly, these terror groups do not want to let go of any opportunity for things to stabilise in India”. After going through all the correspondence between the Centre and the Saudi Arabia Government, a bench of justices P Sathasivam and Ranjan Gogoi said it is for the Centre to pursue the case further as it cannot pass any direction for bringing him back. Additional Solicitor General (ASG) Gourav Banerjee informed the court that Bihar native Fasih Mohammed, alleged to be involved in several terror acts in the country, is in the custody of Saudi Arabia Police and the Government is trying to get access to him through diplomatic channel. He also told the court that the Government will take steps for his extradition or deportation.

A foreign made 7.65 mm pistol, seven rounds of ammunition and other gadgets were seized from the arrested. An employee of a Defence Research and Development Organisation (DRDO), Ejaz Mohammed Mirza, working for Airborne Early Warning and Control System, and a journalist were among six persons who were arrested from Bangalore on August 29. Muthi-ur-Rahman Siddiqui (26); Shoaib Ahmed Mirza alias Chhotu (25); Abdullah alias Abdul Hakim Jamadar (25); Ejaz Mohammed Mirza (25); Mohammed Yusuf Nalbandh (28); and Riyaz Ahmed Byahatti (28), were also arseted from Bangalore. Prior to that, five persons were arseetd in Hubli. According to a report in The Bangalore Mirror on August 31, five persons arrested from Hubli and were identified as Obeidulla Imran Bahadur alias Sameer (24), Mohammed Sadiq Lashkar alias Raju (28), Wahid Hussain alias Sahil (26), Baba alias Mehboob Bagalkote (26) and Dr Jaffer Iqbal Sholapur (27). The report also mentioned the name of the journalist arrested in Bangalore as Muthi-ur-Rahman Siddiqui. Bangalore City Police commissioner Jyotiprakash Mirji said that the arrests were made after gathering intelligence inputs for several days. Mirji also claimed that Police by arresting these people have foiled plot to target Members of Parliament, Members of Legislative Assemblies and media persons in Karnataka. Initial reports had said the four suspected Indian Mujahideen (IM) activists involved in the April 17, 2010, Chinnaswamy stadium (Bangalore) blast case were picked up by Police.
