Alleged Indian Mujahideen (IM) Student Islamic Movement of India (SIMI) and operative Afaq Iqbal alias Danish Riyaz was brought to Hyderabad from Gujarat by the Special Investigation Team (SIT) of Hyderabad Police, as reported on October 3, by The Times of India. He was sent to fourteen-day judicial custody. Iqbal, who is reportedly involved in the July 26, 2008 blast case in Ahmedabad (Gujarat), is wanted in a cheating and fraud case in Hyderabad. The Ahmedabad Police had charged Iqbal, with involvement in terror activities.

Thane Police on October 3 booked former Students' Islamic Movement of India (SIMI) militant Saquib Nachan and four others under the Maharashtra Control of Organised Crime Act (MCOCA), reports Outlook. Saquib Nachan and his son Ismail and nephew Aquib are facing charges for assault on Vishwa Hindu Parishad (VHP) leader from Bhiwandi, (which falls under Greater Mumbai metropolitan agglomeration), Manoj Raicha. Two others Guddu Khan and Tanvir Abdul Zabdir were also arrested in this case. Saqib Nachan, is also accused in Mulund bomb blast of 2003, was arrested by police for allegedly firing at an advocate in Bhiwandi on August 3, 2012.

The Madhya Pradesh Anti-Terrorist Squad (ATS) has shot off a letter to the Telecom Enforcement, Resource and Monitoring (TERM) Cell, Bhopal, seeking action against five telecom operators holding them responsible for issuance of SIM cards to suspected terrorists, The Times of India reported on October 6. "We have written to the regulatory agency for initiating legal action against the faulty companies," Vipin Maheshweri, chief of MP ATS said, adding, “They should be penalized”. In July 2012, the ATS had issued notices to the chief executive officers (CEO) of Reliance, Vodafone, Tata, Airtel and Idea for not following due procedure while issuing SIM cards. The action was initiated after arrests of alleged Students Islamic Movement of India (SIMI) and Indian Mujahedeen (IM) cadres from Bhopal and Jabalpur. Investigations later revealed that accused Sheikh Mujeeb (Gujarat); Aslam (Khandwa), Habeeb (Ujjain,) Sajid (Ujjain), Abu Faizal (Mumbai), Ikrar (Ujjain), Mehboob (Khandwa) and Ezazuddin (Kareli), all from Madhya Pradesh, had obtained over a dozen SIM cards of these companies on fake identities.

Yasin Bhatkal, ‘chief’ of Indian Mujahideen’s (IM) India operations, planted the bomb at Dadar in the July 13, 2011 (13/7) Mumbai (Maharashtra) serial blasts himself, according to the confessional statement of Nadeem Sheikh, a key accused in the triple blasts, reports The Hindustan Times on October 9. The Maharashtra Anti-Terrorism Squad (ATS) which is probing the case has also learnt that on July 7, 2011, six persons including Bhatkal, Ahmed, Waqas, Tabrez, Munnabhai and Sheikh had met at Habib building in Byculla to plan the serial blasts. According to Sheikh’s statement, Bhatkal’s main objective behind the terror act was to create communal disharmony in Mumbai. Sheikh’s statement, which runs into 25 pages, details the conspiracy, meetings, financial transactions and also information about how IM operatives went about executing the blasts. Money for the entire operation was sent through hawala (illegal money transfer) channel by Riyaz Bhatkal through Haroon Naik’s network of hawala operators. The conspiracy began in February, 2011 when Bhatkal came to Mumbai, and with the help of Naquee Ahmed and Sheikh, hired a room on rent at Habib building. Recorded before an additional chief metropolitan magistrate’s court in March, it was opened before the special Maharashtra Control of Organised Crime Act (MCOCA) court last week during the hearing of the bail plea of Kanwar Pathrija, an accused in 13/7 serial blasts for receiving and delivering terror money through the hawala channel.

Indian Mujahedeen (IM) terrorist, identified as Langde Irfan, allegedly involved in the Pune (Maharashtra) serial blasts (August 1, 2012) was arrested on October 10 in Jaipur by the Delhi Police, reports NDTV.com. With this, the total number of arrests in the case has gone up to four. Irfan (a computer expert) was arrested from Jaipur's Sindhi bus stand. S.N. Srivastav, Special Commissioner of Police (Special Cell) said, during interrogation, Irfan, a resident of Ahmednagar in Maharashtra, confessed to his involvement in the Pune serial blasts. He, along with Syed Firoze, allegedly went to Pune in July 2012 following instructions from top IM operative Riyaz Bhatkal to arrange for a rented accommodation. Srivastav further claimed Bhatkal had send hawala (illegal money transfer) money to Irfan for funding terrorist activity. Srivastav further commented, "In January 2009, Irfan too went to Mecca. In 2010, Irfan again went to Mecca [Saudi Arabia] and established contact with Fayaz Qagzi, who showed interest in him”. Irfan had also welcomed Pakistan nationals Shaqir and Ahmed, who had come to India as specialist bomb-makers, The Times of India reported on October 18. They were the same men who had carried out the July 13, 2011, (13/7) serial blasts at Zaveri Bazaar in Mumbai (Maharashtra) under the assumed identities of Waqas and Tabrez. Police have also learnt from the arrested men that several Lashkar-e-Toiba (LeT) and IM operatives are hiding in Mumbai and other parts of Maharashtra, Karnataka and Andhra Pradesh. LeT and IM are in constant touch with Pakistan and Saudi Arabia-based associates of Fayaz Qagzi.

Indian Mujahideen (IM) ‘chief’ Yasin Bhatkal started his recruitment from a room near Darbhanga airport, according to the Maharashtra anti-terrorism squad (ATS), as reported on October 10, by Hindustan Times. Nadeem Sheikh said that Bhatkal had chosen the area as it would have been tough for people there to identify him. Bhatkal also met Mohammed Kafeel Ahmed in Dharbhanga. Bhatkal would spot recruits and Kafeel used to indoctrinate them into IM, said ATS officials. Kafeel, has been arrested on May 7, 2012 for allegedly aiding and abetting the conspirators in the July 13, 2011 (13/7) Mumbai (Maharashtra) blasts case. All this happened in the house which did not even have electricity. Later, Bhatkal's association with Kafeel earned him a place in a local madrassa (seminary), where he used to then train recruits.

Announcing the arrests of Asad Khan, Imran Khan and Sayed Feroz alias Hamza, all belonging to Maharashtra, Delhi Police Chief Neeraj Kumar said the IM cell carried out the serial bomb attacks in Pune to avenge the killing of Qateel Siddiqui in Pune's Yerwada Jail on June 8, 2012. Sources said they had planned to target at least seven crowded places in Delhi. Asad and Imran were arrested from their Pul Prahladpur accommodation on September 26, 2012 while Feroz was arrested on October 1 from Nizamuddin railway station in Delhi. The terrorists, came to Delhi after a period of hiding in Roorkee (Uttarakhand, Roorkee District), were carrying 5kg of explosives and 10 detonators as part of the plot to explode at least 10 bombs in Delhi and the pilgrim city of Bodh Gaya. Circuits, 9-volt batteries, ball bearings, nails, shrapnel and other material used to make IEDs were part of the cache recovered from them. IM commander Fayyaz Ahmed Kagzi, is the leader of these three. According to sources, one of the mobile numbers provided by Jundal gave them the lead resulting in the arrests of the Pune bombers. One of the arrested persons, Asad, is allegedly linked also to the Aurangabad arms haul case in which Jundal is also an accused. Delhi Police stumbled upon the IM module by tracing their phone calls and email conversations with their contacts, suspected to be the Bhatkal brothers and Kagzi in Pakistan and Saudi Arabia. Sources said it was Riyaz Bhatkal who asked the Pune bombers to move from Roorkee to Delhi before the festival season, and asked one Raju Bhai to arrange a hideout. Delhi Police is now looking for Raju Bhai. Moreover, Aurangabad Anti-Terrorism Squad (ATS), led by Navinchandra Reddy, on October 11, evening searched residence of Asad Khan in Naigaon (Pune District), and seized documents. Asad's younger brother, Hussain Khan, has been picked up for questioning. Further, it has been reported that the arrested had made three attempts to plant a bomb on the premises of the Yerawada central jail and a local court in Pune. They also wanted to kill the family members of gangster Sharad Mohol and his aide Alok Bhalerao, who killed IM terrorist Qateel Siddiqui. In addition, Maharashtra ATS said, that interrogation of Jundal, had yielded vital clues in the Pune case. Sayed Firoz, one of the arrested owns a garment shop ‘Option by Firoz’ near hotel Silver Inn in Camp area, according to dnaindia.com. According to Pune Police the Bhatkal brothers, had been working for the last eight years to set up a terror module in Pune. The two brothers, said police officials, were setting up a pan-India network which had about 100 people. The groups held clandestine meetings in Pune’s Camp area with the aim to indoctrinate new recruits. Hindustan Times reported on October 12, that these three were originally recruited for the Lashkar-e-Toiba (LeT) before being relegated to IM. Two days after taking the custody of Iqbal, Hyderabad Police has claimed to have gathered sufficient leads to charge him of revving banned SIMI in the city. Iqbal, a computer software engineer by profession, was arrested from Hyderabad in April 2011, but was shown arrested from Vadodra (Gujarat) Railway Station. He was shifted to the Sabramati Jail, after he was made an accused in Ahmedabad serial bomb blasts case (July 26, 2008). SIT has stated before the court that Iqbal had stayed in Hyderabad for a period of 2008-2011 and during that period, he along with one of his accomplice Dr. Abu Faisal made connections with Moulana Naseeruddin, president of Wahdat-e-Islami, Moulana Abdul Aleem Islahi of Jaimatul Banaatal Islaha and his son Moutasimbillah in order to revive SIMI operations in the Hyderabad. SIT has also claimed that Afaque Iqbal and Dr. Abu Faisal co-authored two books ‘Common destruction’ and ‘44 ways to participate in Jihad’ for advancing their goals. He was shown arrested from Vadodra Railway Station, while he was picked up from his rented room in Hyderabad. There are cases booked against him in Hyderabad since June, 2011, soon after his arrest, but was not disclosed till now. Sources in the intelligence also revealed that IM was planning to carry out a fidayeen (suicide) attack at the Bodhgaya (Bihar) temple to avenge the recent killing of Muslims allegedly by Buddhists in Myanmar. The plan to attack the temple was revealed by the Delhi Police on October 11 when it announced the arrest of three IM operatives. It has also come to light that Lashkar-e-Toiba (LeT) leader Fayyaz Kagzi, said to be the mentor of these three, did not engage Asad, Imran and Sayed but they volunteered to carry out jehad (holy war), as reported on October 13, by The Times of India. Their interrogation report states that Asad wanted to work with IM, and knowing that Fayyaz Kagzi of Beed (Maharashtra) was an active member, he started looking for him. They reached Kagzi through Kashif Biyabani. Asad Khan's interrogation report further states the three travelled to Saudi Arabia just to meet Kagzi after obtaining his number from Biyabani. It also mentions a meeting with Yusuf Himayat Baig. Of late, Asad became a motivator and started visiting madrasas (seminary) and mazars to look for youths to indoctrinate. Worried about such developments, intelligence agencies have now advised all state Police departments to keep a watch on such motivators and also young boys attending madrasas.

The targets included Borivli railway station, Juhu beach, Vashi, Bandra and Andheri. They also planned to attack the Maharashtra Anti-Terrorism Squad (ATS) headquarters at Nagpada. Security was reviewed at the ATS headquarters after the revelation. The Mumbai plan was dropped, though, on the instructions of Riyaz Bhatkal from Pakistan. According to sources, "the Indian Mujahideen's original plan to kill Sharad Mohol and Ashok Bhalerao, who killed Qateel Siddiqui in Yerwada jail, is still on". In another revelation, sources said the three had met Yusuf Himayat Baig, who was arrested by Maharashtra ATS for the German bakery blast, in December 2009, through Kashif Biyabani, brother of Akhef Biyabani who was arrested for the 2006 Aurangabad case. Sources say that the two terrorists in this IM module-Shaqir and Ahmed who are currently absconding-were involved in previous blasts as well. "Riyaz and Iqbal Bhatkal used to make a plan, assign a module for the attacks and then send Shaqir and Ahmed to that module as they are bomb experts. They used to make bombs, plant them and then disappear". After the Pune bomb blasts, Asad, Imran and Feroz fled to Roorkee (Uttarakhand) and stayed in a mazar (shrine) for almost a month before coming to Delhi on September 20, 2012 for carrying out blasts during Diwali. Sources said they had questioned the owner of the house and recorded his statement before proceeding to two other locations. These include an adjacent cycle market and a wholesale electronics market where Feroze identified some shops he had visited to procure material to construct the Improvised Explosive Devices (IED) used to execute five simultaneous blasts. The Times of India, reports on October 15, that despite the arrest of three suspected Indian Mujahideen (IM) terrorists who were planning major strikes in Delhi during the Diwali season, sources in Delhi Police say that the threat is not over. Investigators suspect that the two absconding terrorists of this module Shaqir and Ahmed, who are bomb making experts, could well be in the city and may carry out blasts with the help of Lashkar-e-Toiba (LeT) sleeper cells. According to sources in the Union Ministry for Home Affairs (UMHA), the observation was made by the West Bengal DGP at a meeting of the Directors General of Police (DGPs) on Naxals [Left Wing Extremism (LWE)] in New Delhi. The West Bengal DGP said that the ISI was supporting Maoists in the State. He also said that the Students Islamic Movement of India (SIMI), groups had also joined hands with the Maoists. DGP Mukherjee said he had information that several pro-Maoist over-ground outfits have joined hands with some elements of banned SIMI, which have close links with ISI. These elements have held several meetings jointly in four Districts of West Bengal, (Murshidabad, West Midnapore, Purulia and Bankura), staged protests against alleged violation of human rights and have been instigating people against the government, Mukherjee is learnt to have told the meeting. The pistols, sources claimed, were procured from Bihar's Munger District. Fasih Mahmood, the Indian Mujahedeen (IM) 'treasurer' recently deported from Saudi Arabia, revealed the identities of two more ideologues associated with IM, sources said on October 25, reports The Hindustan Times. The officer commented "Two more names - 'Uncle White', the father-in-law of a perfume shop owner where Fasih first came in contact with Yasin Bhatkal in early 2000, and one Hafees, emerged from his questioning." Both ‘Uncle White’ and ‘Hafees’ were instrumental in the creation of IM, after Students Islamic Movement of India (SIMI) was banned. Fasih further disclosed that Pakistan’s Inter-Services Intelligence (ISI) has stationed officials in Saudi Arabia with whom he had been working in close co-ordination, reports The Deccan Chronicle on October 25. The primary task of ISI operatives in Saudi Arabia is to ensure greater cooperation between IM and Lashkar-e-Toiba (LeT) and promote anti-India terror activities from Saudi soil. He admitted having travelled to Pakistan from Saudi Arabia on fake travel documents to meet the founders of IM, Riaz and Iqbal Bhatkal, in Karachi. Sources said Fasih had been specifically instructed by the ISI top brass to rope in youth who are “tech-savvy” and target students from engineering colleges and technical institutes.

The Times of India reported that Maqbool has revealed that the Pune serial blast carried out by IM is linked to the recent arrest of 16 terrorists, including a Defence Research and Development Organisation (DRDO) scientist, in Karnataka who plotted to kill some politicians, Hindu leaders and journalists. Earlier, Maqbool was also convicted for the murder of one Krishna Moorthy in 1999 in Bodhan, Nizamabad, and sentenced to life, but was released from jail in October 2009 after commutation of his sentence. He has been accused of other murders and was involved in attacks on several cinema houses in the city by the IMMM. However, in a stunning revelation, Mumbai Anti-Terrorist Squad (ATS) chief Rakesh Maria told Mumbai Mirror on October 26 that Maqbool “has no connection with the (Pune) blasts”.

A classified report recently circulated in top government circles revealed that India’s most wanted terrorist and Indian Mujahideen (IM) head, Yasin Bhatkal, is hiding in Bangladesh, having established a good network in Dhaka and Chittagong with the help of Pakistan’s Inter-Services Intelligence (ISI), reports The Asian Age on November 1, 2012. Indian agencies had zeroed in on Bhatkal via “enhanced technical surveillance” including regular monitoring of some email accounts and chat sites through which Bhatkal was in touch with IM operatives in India. This data was then developed with the aid of field operatives who confirmed Bhatkal’s presence in Dhaka and Chittagong. The Indian agencies have decided to share details of their investigations with Bangladesh’s Directorate-General of Forces Intelligence (DGFI) to help search Bhatkal. But there is also a growing view in New Delhi’s intelligence community that some DGFI officers are extremely close to the ISI and that India should be wary about sharing information with it.
