Extortion activity of Anti-Talks Faction of United Liberation Front of Asom (ULFA-ATF) has increased in recent times at Moran under Dibrugarh District and Mahmora in Sivasagar District. India has requested Bangladesh to hand over "as early as possible" banned United Liberation Front of Asom (ULFA's) ‘general secretary’ Anup Chetia, reports OutlookIndia.com. On August 1, Union Home Minister P. Chidambaram stated that, "Anup Chetia is in jail. There is a case against him so it's tied up with what the court will do. But we have made a request that Anup Chetia should be handed over to India as early as possible." During the last two decades United Liberation Front of Asom (ULFA) received help from Inter Services Intelligence (ISI) and Bangladeshi agencies. ULFA ‘Foreign Secretary’ Sashadhar Choudhury, who joined ULFA in 1985, said, "Pakistan's ISI trained ULFA. In 1991, I was part of the first batch of ULFA members to go to Pakistan for training in small arms, including main battle rifles." He further said "Soon after joining, we had trained with the Nagas of the undivided NSCN. In 1988, we were the second batch of ULFA who went over to Kachin in Myanmar. We fought along with Kachin Independence Army (KIA) for two years and shared their guns." Choudhary also said that Individuals in various Bangladeshi agencies helped ULFA with logistics and support, "I had Bangladeshi national ID card issued by their army and passports of several countries, including Bangladesh, Myanmar, Fiji and South Africa." Regarding China’s role he said "The Chinese sold ULFA weapons but indirectly. They are not fools to train insurgents or get directly involved."

Convener’ of Cease Fire Supervisory Board of the National Socialist Council of Nagaland-Khaplang (NSCN-K) Y. Wangtin Naga on August 9 revealed that the outfit was sheltering North East militants in the Eastern Sector as they were ‘brothers belonging to revolutionary groups’. Wangtin also admitted that United Liberation Front of Asom (ULFA) hardliner and ‘commander-in-chief’ Paresh Baruah used to visit the NSCN-K council headquarters but that “he was in the Chinese border and not in Myanmar.” Wangtin, however, denied that the NSCN-K sheltered or trained Maoists. He said Maoists were ‘new’ to them and not present in Nagaland. Wangtin also admitted that the NSCN-K has links with another ‘revolutionary group’–the United National Liberation Front (UNLF) of Manipur.

United Liberation Front of Asom (ULFA) Chairman Arabinda Rajkhowa on August 9 denied there was a split in the group and also claimed that ‘commander-in-chief’ Paresh Barua too wanted a solution to the conflict. Rajkhowa said “There is no split in the ULFA. There are no factions. It is only the media which says one faction is led by Paresh Barua and another by Arabinda Rajkhowa. Paresh Baruah as the ‘commander-in-chief’ of our organisation may want a military solution and I as the head of the organisation want a political solution... but both of us want a solution to the conflict”. Asked if he has spoken with Baruah to be present at the peace talks, he said, “He is interested, but has doubts about how much we can trust the Government of India. Besides, he has never himself opposed the talks. It is only a person by the name of Arun Udoy Dohotia who issues press statements opposing the talks”.

Commenting upon ULFA-PTF’ chairman’ Arabinda Rajkhowa’s reported statement that the ULFA procured weapons and also had taken the help of the Pakistani Government as well as Inter Services Intelligence(ISI), ULFA-ATF ‘chairman’ Paresh Baruah said, “This allegation is completely baseless and such reports have been made with a purpose. It is nothing new that such malicious negative publicity is given to the ULFA, but this time chairman Rajkhowa has been quoted….We challenge those making such claims to prove with direct or indirect evidence that we took weapons and other help from Pakistani fundamentalists or the ISI,” He further said: “Since the day the ULFA started its armed struggle, such malicious campaigns have been launched against us by the colonial rulers and they will continue to do so.

While most of them including the pro-talk faction of ULFA led by Arabinda Rajkhowa have come forward for peace talks, I appeal to Paresh Barua’s faction to come out and become part of the peace process.” He further said “Talks alone can lead to permanent peace, and we have left no stone unturned to bring different groups to the negotiations. While Assam has five active militant outfits including United Liberation Front of Asom (ULFA), National Democratic Front of Bodoland (NDFB), Black Widow (BW), United People's Democratic Solidarity (UPDS) and Kamtapur Liberation Organisation (KLO), neighbouring Meghalaya has overtaken the State and now boasts of nine militant outfits. In neighbouring Arunachal Pradesh, apart from the two factions of National Socialist Council of Nagaland (NSCN), NSCN-Isak-Muivah and NSCN-Khaplang, another militant outfit, National Liberation Front of Arunachal has reared its head in the State. Another interesting revelation is that barring Sikkim, rest of all the North Eastern States are now affected by militancy. Mizoram, which was given a peace bonus by the Planning Commission last year, now has three militant groups including Hmar Peoples Convention- Democracy (HPC D), Hmar National Liberation Front (HNLF) and Kamatapur Liberation Organisation (KLO). Nagaland and Tripura have six and three militant outfits respectively.
