In a resolution moved in the Assam Legislative Assembly in their private capacity, on April 1, two Asom Gana Parishad (AGP) Legislators urged the Union and State Governments to accept the United Liberation Front of Asom's (ULFA's) demand to discuss Assam’s 'sovereignty' as a precondition for talks. Besides, ULFA also wants that talks should be held in a foreign country and that the United Nations should be involved in the talks. The resolution reportedly said, "If the need arises, and in the greater interest of bringing about tranquillity in the region, let the government of India and the government of Assam accept to discuss the issue of sovereignty also, as desired by these extremists organisations".

Four United Liberation Front of Assam (ULFA) terrorists were killed in an encounter with a joint team of Assam police and Central Reserve Police Force (CRPF) personnel, on April 5, at Silkhaguri, Bongaigaon district. The slain terrorists were allegedly planning attacks on Bongaigaon Refinery and Petrochemicals Limited (BRPL) complex, ahead of ULFA ‘raising day’, on April 7. Security forces recovered two grenades, a map of the BRPL complex, some explosive devises and a revolver, among other things, from the encounter site.

Reports said security arrangements were beefed up in Assam apprehending terrorist strikes by the proscribed United Liberation Front Asom (ULFA) on its 24th 'raising day', April 7, today. Precautions are also being taken in the lower Assam districts of Kokrajhar, Bongaigaon, Dhubri and Goalpara, among others, to avoid any untoward incident in the wake of a bandh (general shut down)-call given by the Sanmilita Janagosthiya Sangram Samiti (SJSS), today. The SJSS, a conglomerate of some 18 non-Bodo groups, is opposed to the formation of the proposed Bodoland Territorial Council (BTC), an autonomous district council for Bodos in Assam, an agreement for which was signed with the Bodo Liberation Tigers (BLT) on February 10.

According to a report, the arrested deputy 'chief' of the United Liberation Front of Asom (ULFA), Pradip Gogoi, on April 8 reiterated the three preconditions—talks on sovereignty, talks in a third country and under United Nations (UN) supervision–for ULFA to come to the negotiating table. While speaking in Guwahati, Assam, he even reportedly evinced willingness to mediate 'peace' between the Union Government and the ULFA. Gogoi was arrested in April 1998 and continues to be in detention in Guwahati since then.

Police in Meghalaya seized a large quantity of arms and ammunition from an alleged hideout of the United Liberation Front of Asom (ULFA) at Rongdupara, in West Garo Hills district, in a raid conducted on April 10-night. Arms recovered include 11 big shoulder-borne rockets, an AK 56 rifle, several thousands of medium machine gun-ammunition and two communication sets. Reports indicated that ULFA might have procured rockets from the Taliban militia in Afghanistan. A senior police official, on April 11, reportedly said, "We are sure that the arms and ammunition recovered from Rongdupara under Phulbari police station yesterday belong to ULFA militants, who actually got them from the Taliban. It establishes the link between the ULFA and the Afghan militia." No arrest could be made as the terrorists escaped following a brief clash with police.

Quoting security force personnel, the report further said the outfit might be using the route via Meghalaya, where its arms consignments were seized on April 8, and again on April 10, to reach its new hideouts. The United Liberation Front of Asom (ULFA), on April 16, alleged that the Asom Gana Parishad (AGP), the opposition party in Assam, is adopting a dubious approach to the ULFA’s demand for the inclusion of 'sovereignty' issue in talks-agenda. Through its mouthpiece Freedom, the outfit said, "The AGP legislators said the problem of insurgency was political in nature and should be solved through meaningful dialogue instead of using force. However, their voices are totally different from their party policy, exercised when they were in power." On April 1, two AGP Legislators had proposed that the Government should not hesitate even discussing this issue with the outfit. The outfit demands that, apart from a discussion on "sovereignty of Assam", the talks should be held in a third country and under the auspices of the United Nations. Freedom also quoted from ULFA 'chairman' Arabinda Rajkhowa's 'speech' delivered on ULFA-raising Day, on April 7. Reiterating ULFA's preconditions for talks, Rajkhowa reportedly said, "(the outfit is) always ready to resolve the conflict peacefully with the government of India, provided the already outlined conditions are met." He added that negotiations would not be held "within the framework of the Indian Constitution".

A woman cadre of the proscribed United Liberation Front of Asom (ULFA), Dwipamani Kalita, believed to be involved in major mortar attacks in 2002 in Guwahati, surrendered to Assam Police chief Hare Krishna Deka along with an AK 56 rifle and three rocket-propelled gun cells, on April 20. Police believe she was responsible for the October 27 and December 25 attacks in high security areas in Ambari and Dispur respectively. Three persons were killed and 21 more injured in these attacks. Special Branch Inspector General of Police (IGP) Khagen Sharma said, she and two of her colleagues underwent mortar training in Bangladesh. Her colleague Dilip Roy has already been killed in an encounter in the Garo Hills, Assam-Meghalaya border, while the whereabouts of the third, Pranay Roy, are yet not unknown.

Reports on April 20 indicated that the Meghalaya-based Achik National Volunteer Council (ANVC) has asked the Assam-based National Democratic Front of Bodoland (NDFB) to retreat from the Garo Hills in Meghalaya. Reports further said ANVC 'general secretary' Wanding Marak accused the NDFB of committing terrorist acts in the area and also backing a little known outfit, the Hajong United Liberation Army (HULA). Marak reportedly said, on April 20, "The (Union Government) only understands the language of bullets, it does not listen to any demand made peacefully." He also said the ANVC was demanding a 'separate State' under Article 3 of the Constitution, and the Garos living in villages such as Misangram, Damara and Chutipara, in Kamrup and Goalpara districts in Assam, along the border with Meghalaya, should be brought under this "Garo State". He admitted that the outfit maintains links with the Assam-based United Liberation Front of Asom (ULFA). He further indicated that he would accept Zoramthanga, Chief Minister of Mizoram, as a 'mediator' in a future peace process with the Union Government.

Tripura Chief Minister Manik Sarkar has reiterated that the All Tripura Tiger Force (ATTF) has links with the Assam-based United Liberation Front of Asom (ULFA) and the National Democratic Front of Bodoland (NDFB). While talking to media persons in Guwahati on April 27, he further said that the National Liberation Front of Tripura (NLFT) is linked to the Nagaland-based National Socialist Council of Nagaland-Isak Muivah (NSCN-IM).
