On December 16, eighty nine terrorists, including 63 United Liberation Front of Asom (ULFA), 23 National Democratic Front of Bodoland (NDFB), two National Socialist Council of Nagaland (NSCN) and one All Tripura Tiger Force (ATTF) cadres, surrendered at Tezpur in the Sonitpur district of Assam. According to sources, of these 29 ULFA and 14 NDFB cadres were from various camps in Bhutan. The surrendered terrorists deposited a US made carbine, three rifles, 15 revolvers, eight grenades, fuses, detonators and some incriminating documents.

On December 20 and 21, seven terrorists were killed and four others were arrested by security force (SF) personnel in separate encounters in Assam. In the first incident, a United Liberation Front of Asom (ULFA) terrorist was killed by SFs near Darranga police outpost, close to the Bhutan border in the Nalbari district. An AK-47 rifle has been recovered from his possession. Separately, two National Democratic Front of Bodoland (NDFB) cadres fleeing from their camps in Bhutan were killed in an encounter near Patacharkuchi in the Barpeta district. Further, two more NDFB cadres were killed at an unspecified location in the Darrang district. On December 20, at least two unidentified ULFA terrorists were reportedly killed during an encounter with Army personnel at Guabari, under Tamulpur police station jurisdiction in the Nalbari district on the Indo-Bhutan border. Sources said that the encounter occurred when the ULFA terrorists were trying to sneak into Indian Territory from Bhutan.

Muivah, in a press release, while criticising the RBA operations extended his support to the call for general strike by the ULFA, NDFB and KLO.
