The Anti-terrorist wing of Sindh Police on August 13 arrested two activists of the Lashkar-e-Jhangvi (LeJ) from the Nazimabad area in Karachi for their alleged involvement in various cases of sectarian killings. One of the two arrested is alleged to be involved in over 15 high-profile sectarian terrorist strikes during the last four years. Pakistani news reports quoting official sources have indicated that the arrested had confessed to having killed 31 persons so far, including an Iranian religious scholar Aga Sultani and two Iranian engineers.

A spokesperson of the Tehreek-e-Jaferia Pakistan (TJP), in a statement released from Hyderabad, on August 15, criticized President Pervez Musharraf's speech on Independence Day, August 14, in which the President issued a warning that the outfit could be banned in the future. The spokesperson said the warning was an insult to the Shias. According to him, the Lashkar-e-Jhangvi was "simply non-existent and this fact is known to the agencies and the entire nation. The fact was that the Sipah-e-Sahaba Pakistan itself was involved in the bloodshed." He also observed that press reports were testimony to the fact that all arrested terrorists belonged to the SSP.

According to Law Minister Shahida Jamil, the new Anti-Terrorism (Amendment) Ordinance 2001 allows banned sectarian outfits Laskhar-e-Jhangvi (LeJ) and Sipah-e-Muhammad Pakistan (SMP) to approach the Interior Ministry within 30 days of the imposition of the ban. While addressing a press conference, the Law Minister said the amended law provided that the proscribed outfits could file review application against the government decision and if they are not satisfied with the findings of the Proscribed Organization Review Committee, the High courts and Supreme Court could be also approached. She also added that in order to monitor their activities, the government was likely to issue orders to put the Tehreek-e-Jaferia Pakistan (TJP) and Sipah-e-Sahaba Pakistan (SSP) under strict observation. According to her, "A review would be carried out on the completion of six-month observation and the parties would have to satisfy the government that they were not involved in any sabotage or illegal activity." Shahida said the government might seal the offices of such outfits, freeze their accounts and seize their literature, posters, banners and electronic, digital or other material.

According to Pakistani news sources, law-enforcing agencies launched a massive crackdown on Sipah-e Sahaba Pakistan (SSP) and Tehrik-e-Jaferia Pakistan (TJP) activists on August 15. The crackdown is reportedly follows the government proscribing the two sectarian outfits – Lashkar-e-Jhangvi (LeJ) and Sipah-e-Muhammad Pakistan (SMP) on August 14. Police in Punjab is reported to have arrested hundreds of SSP and TJP activists. The SSP in a statement has claimed that approximately 300 party activists were arrested from various districts of Punjab. The TJP head office in Lahore was sealed whereas sub-offices were raided by police contingents accompanied by members of the Elite Force and commandos. According to the Punjab Religious Affairs Minister Tahir Ashrafi, the crackdown was aimed at ascertaining the support base of the two outfits that have been banned. Sources also indicated that the law-enforcing agencies are yet to ascertain the hideouts of the top leadership of the LeJ and SMP.

Pakistan Sunni Tehreek Chief Abbas Qadri, in a statement released from Karachi, termed the government's decision to proscribe the Lashkar-e-Jhangvi (LeJ) and the Sipah-e-Muhammad Pakistan (SMP) as’mere eyewash’. According to him, the Federal government was resorting to "pretentious steps to perpetuate the rule instead of initiating concrete measures to root out the problem of sectarian violence." He also added that if the government was sincere in its approach towards sectarianism it should immediately impose a ban on the Sipah-e-Sahaba Pakistan (SSP) as also raid their seminaries to recover illegal weapons. Qadri claimed that it was the SSP that provides funds to the Jaish-e- Muhammad (JeM) and the LeJ for terrorist activities.

Pakistan news sources have reported that Punjab Police, on August 16, registered cases under the amended Anti-Terrorism Act (ATA) against the arrested activists of two proscribed sectarian outfits. Approximately 200 leaders and activists of the Lashkar-e-Jhangvi (LeJ) and Sipah-e-Muhammad Pakistan (SMP) were arrested in a crackdown launched by the police on August 15. Police sources have indicated that cases have been registered under sections that deal with association of an accused with a militant organization and financing and active participation in its anti-state operations. Meanwhile, raids continued throughout the Punjab province in search of activists of the two outfits.

In a massive crackdown on terrorist outfits, Karachi police on August 22 arrested more than 250 activists, including Lashkar-e-Toiba's (LeT) city chief Shahid Mehmood and released them at midnight on the same day after initial interrogation. Approximately 26 offices of the Jaish-e-Mohammad (JeM), LeT, Harkat-ul-Mujahideen (HuM), Al-Badr and Hizb-ul-Mujahideen (HM) and other groups had been sealed and literature seized. News sources reported that activists belonging to the proscribed outfits––Lashkar-e-Jhangvi (LeJ) and Sipah-e-Mohammad Pakistan (SMP), and certain other sectarian groups were also among those arrested during the police operation. Sources added that the main offices of the LeT, situated in NaganChowrangi, in Karachi and its other offices in the FB Area, Malir and Quaidabad were raided and approximately 50 activists arrested. Police sources claimed that posters, advertisement material, as also a large quantity of literature, objectionable pamphlets and collection boxes were recovered from these offices. These sources also added that the existence of certain new Jehadi outfits like the Lashkar-e-Madina came to light.

According to Pakistani news sources, the State Bank of Pakistan (SBP), through a circular issued on August 23, ordered all banks and financial institutions to freeze the accounts of the Lashkar-e-Jhangvi (LeJ) and the Sipah-e-Muhammad Pakistan (SMP) with immediate effect. Sources indicated that the SBP has directed chief executives of all banks and non-banking financial institutions to provide details of the frozen accounts of the two proscribed outfits to it by August 31. Although a scanning of accounts is expected to commence today, August 24, SBP officials were quoted as saying that, since both outfits were believed to be operating underground, they might not be operating their bank accounts under their own title.

According to him, "neither the Jihadi organisations are functioning in that way as the people say nor have any arrests been made." While indicating that there was sectarian problem in the country he said approximately 25 persons involved in sectarian terrorism had been arrested. Commenting on the terrorist outfits’ offices he said, "there are offices of the Kashmiris, and I do not call them Jihadi, because it gives the impression that people from Pakistan go to Kashmir for Jihad. It is wrong. There are offices in Pakistan. But these offices are not present in Pakistan alone but the Kashmiris have set up their offices throughout the world just as the Palestinians and Irish Republican Army have." He described the deweaponisation campaign as successful and said that approximately 87,000 sophisticated arms had been surrendered by the people throughout the country. According to him, "after the expiry of deadline on June 21, the law-enforcing agencies seized over 24,000 weapons besides arresting 10,000 people, about 7,000 of whom are facing court cases." While indicating that provinces have been directed to take action against sectarian outfits he added that over 300 activists of the proscribed Lashkar-e-Jhangvi (LeJ) and Sipah-e-Muhammad Pakistan (SMP) had been arrested so far.

According to him, "no one is above the law. If a Jihadi carries a weapon, he will be taken to task. Even Jihadi organisations are not supposed to carry or display a weapon.''
