Militants on September 1 carried out twin strikes on Security Forces in the capital Srinagar within 500 metres of the State Legislative Assembly, which is in session, killing two Central Reserve Police Force (CRPF) troopers and injuring 26 others, Daily Excelsior reported. Militants armed with silencer-fitted pistols shot at two CRPF personnel from point blank range just outside the UCO Bank at Budshah Chowk, killing constables Rajesh Shekhar and Mulkranjan Rampa of the 28th Battalion. Minutes later, on the other side of Budshah Bridge, militants lobbed a hand grenade on CRPF troopers at Batamaloo, resulting in injuries to 26 persons, including four CRPF soldiers and two Policemen. Official sources said CRPF and Policemen seemed to be the target of the militant attack but many civilians were hit by the splinters as the area is usually crowded. The Deputy Inspector General of Police (Central Kashmir), Hemant Kumar Lohia, said Police has reasons to believe that the latest attacks and on August 1 were the handiwork of the same module of militants. "We have more or less identified the module of militants since taking up investigations in the cases of attacks. We have identified the call signs and codes of the members of these modules and now we have to fix a face to these," Lohia told reporters at a press conference. He said Police has been able to get some mugshots of the latest incidents from closed-circuit cameras installed in the city and identified a suspect who might be involved. "We will enlarge the shots and identify the person by verifying the registration details of the motorcycle he is riding," he added. He said two modules of up to nine members each are active in Srinagar and the Police have been tracking them. He said, "They are keeping the numbers low and the members are mostly from Hizbul Mujahideen and Lashkar-e-Toiba and Jaish-e-Mohammad. They keep lesser numbers in loop which helps them evade detection for a longer time." Asked if the militants were carrying out fresh recruitments within the Valley, the officer said it is a fact that it was happening. "If there were no recruitments by militants, there would be no militancy…. But it is not at the large scale as suggested," he said when asked to comment on reports that militants have managed to recruit 200 to 300 fresh youth.

Yet another infiltration attempt, backed by Pakistan troops, was made by a group of Pakistani militants from the Line of Control (LoC) at Sagra village in the Mendhar sector of Poonch district in the early hours of September 1. An Army trooper is reported to have died in the firing from across the LoC. "It was being ascertained as to whether the bullet was fired by Pakistan army or the militants trying to sneak-in. The bullet was fired from a sniper rifle which was available with top commanders of Lashkar-e-Toiba (LeT) and Hizbul Mujahideen militants", official sources told the Daily Excelsior. The Indian Army is reported to have sought a flag meeting with Pakistan army commanders on the LoC to lodge a protest on both aspects – the cease-fire violation and infiltration attempt by the militants. According to sources, Pakistan army and Rangers have been using a new modus operandi on the LoC as well as the International Border (IB) to push militants. They first target forward Indian posts and then try to push the militants by diverting the attention of the Security Forces. However, the Pakistan army and Rangers have not succeeded in their plan so far, sources added.

The SFs also shot dead a militant of the Hizb-ul-Mujahideen (HM) outfit, who was allegedly involved in the killing of two Central Reserve Police Force (CRPF) troopers in a shoot out in the capital Srinagar earlier this week, during an encounter in the Pattan area of Baramulla District. "Police and Army killed one Hizbul Mujahideen militant at Poshwani in Pattan area of Baramulla district," a Police spokesman said. The slain militant has been identified as Shamim Sada alias Rizwan, a resident of Sada Mohalla in Pattan. Initial investigation has revealed that he was involved in the killing of the CRPF troopers earlier this week. Shamim Sada was arrested by SFs in 2006 and had been released some time back after being detained under the Public Safety Act (PSA) for nearly two years. Official sources said he was "recycled" into militancy three months ago when he was motivated back into subversive activities by a top commander of the outfit.

Jain acquitted Mumtaz Ahmed, the son of Nazam Din of Gujjar Kothi Tehsil (revenue division) of Reasi District, who was facing trial in a case of a grenade attack on April 7, 2006 at Baradari Chowk tehsil of Reasi District wherein one person was killed and several others sustained injuries. Mumtaz Ahmed and one Anwar, both real brothers with intention to kill people, exploded a grenade on a bus. The accused were members of banned militant outfit Hiz-bul-Mujahideen (HM) and used to provide shelter to terrorists belonging to the HM. The accused were charge-sheeted by the Court. While Mumtaz was arrested Anwar was declared absconding.

A civilian, who happened to be father of a surrendered militant, made a daring attempt to capture two militants alive in his house in the night of September 13 but was shot dead after half an hour long clash with the militants at Sigdi Bhatta at Chatroo in the Kishtwar District, according to Daily Excelsior. The victim, who was shot dead by the militants, was identified as Ghulam Ahmed Chowhan father of Saifullah alias Raqeeb, a surrendered militant of the Hiz-bul-Mujahideen (HM). According to official sources, two militants identified as Amin Bhat and Nissar Ahmed, both of whom had re-joined militancy after their surrender, came to the house of Ghulam Ahmed Chowhan at Sigdi Bhata. Amin Bhat is on hit list of Police and Security Forces after he had snatched AK-47 rifle and 60 rounds from a surrendered militant turned Special Police Officer (SPO) Iqbal Kabli about a couple of months back and fled to forests. Amin had used same AK-47 rifle in the killing of Chowhan.

In a sudden development across the Line of Control, Pakistan army and the militant commanders of Lashkar-e-Toiba (LeT) and Hizbul Mujahideen have called back all local militants of this part of the State, who had for the past several months, abandoned the training camps in Pakistan occupied Kashmir (PoK) and started working in shops and other business concerns within PoK and Pakistan. While exact number of the militants from Jammu and Kashmir, held up in PoK after training, was not available, intelligence inputs revealed that nearly 1000 of them had left the training camps of militants with the consent of LeT and HM commanders during last about a year and started working in shops and business houses. Many of them got engaged by the militant ‘commanders’ themselves at that time. Reports, however, suggested that the LeT and HM ‘commanders’ have sent messages to all these militants asking them to immediately report back to the training camps or face consequences. The messages to these militants were sent through over ground network of the militants as well as Police. The militants, majority of whom hailed from Kashmir valley besides Doda belt, Rajouri and Poonch Districts of Jammu region, have responded to the ‘dictates’ of militants and returned to the camps of militant outfits. The cadres, who have not returned so far, are being searched by the militants themselves to bring them back to the camps.

The Police arrested three Hizbul Mujahideen (HM) militants working for Amin Bhat, involved in the killing of a civilian, Ghulam Ahmed Chowhan, in his house at Sigdi Bhata, in Chatroo area of Kishtwar District, according to Daily Excelsior. The arrested militants were identified as Abdul Gani Chopan, Munir Hussain Khatana and Noor Din Khatana, all residents of Sigdi Bhata. Police sources said the militants were arrested after confirmed inputs that they were working as Over Ground Workers for Amin Bhat for past few months. They were instrumental in supplying ration and transporting ammunition for Amin Bhat from one place to another. Four militants, including one ‘District Commander’ of the Hiz-bul-Mujahideen (HM) and Lashkar-e-Toiba (LeT) each, an Army Major and a Marine commando were killed during two separate encounters in the Baramulla and Bandipora Districts, taking the death toll in the two-days gun battle to eight, official sources said on September 23, Daily Excelsior reported. In the encounter at Banyari village in the Bandipora District which started in the evening of September 22 and ended at 5pm on September 23 the Army eliminated HM ‘District Commander’ Pasha and the LeT ‘District Commander’ Moosa. Army Major, G. S. Suri, and a trooper, Khushal, were killed when they sustained bullet injuries during initial firing from militants as they entered a house where the militants were hiding. "A team of Army officers and soldiers entered a house at Banyari last evening (September 22). They came under heavy firing from militants in which four of them were injured. Major Suri and Naik Khushal were killed while two others managed to steer to safety in an injured condition," the sources said. "Two officers -- Major Gautam Raj Reshi and Major Kamlesh Kumar, NCO Mahipal Singh and Sepoy Naveen were injured," they added. The militants were hiding in a house which was cordoned off by the Security Forces (SFs) and, as reported earlier, reinforcements were rushed to spot and the house was cordoned off to prevent the militants from escaping from the spot, leading to a fierce exchange of firing between the two holed up militants and the SFs. Pasha, a foreign militant, was active in the area for the last more than 10 years and was considered to be the driving force behind many attacks on the SFs and political workers. Moosa, who was working in close coordination with the HM militants recently, was also wanted by the SFs for the last couple of years, the sources said. During another encounter in the Panzla forest area of Rafiabad in Baramulla District on September 23, a Marine commando, identified as Chandra Shekhar, and an unidentified holed up militant were killed in the exchange of firing. The encounter in the area has now entered its third day. After night long lull, firing between the two sides resumed early in the morning. Two to three more militants are believed to be still hiding in the dense forests of Panzla area as the intermittent exchange of firing continued till last reports were received from the area. As reported earlier, one Army personnel and a militant were killed and four other Army personnel were injured in exchange of firing between the two sides on September 22. The encounter began late in the evening of September 21.

Two top ‘commanders’ of the Hizb-ul-Mujahideen (HM) were shot dead by the Security Forces (SFs) in an encounter at Damhal Hanjipora in the Kulgam District on September 24, reports Daily Excelsior. The SFs launched a search operation in the area following receipt of information about presence of militants in the area, officials said. As the SFs were closing in on the area where militants were hiding, they came under firing but there were no casualties in the initial salvo fired by the extremists. The SFs retaliated, triggering off a fierce exchange of fire between the two sides. A Defence spokesman said two militants were killed in the gun battle. "Two militants have been killed so far … the firing has stopped but combing operations are still continuing," Lieutenant Colonel J. S. Brar said. In Jammu, Reasi Police officers identified the slain militants as Manzoor Ahmad alias Saddam Hussain son of Ghulam Mohammad and Bashir Ahmad alias Rashid son of Habib Sheikh, both residents of Neoch Badr in the Mahore area of Reasi District. Inspector General of Police (Jammu zone) Ashok Gupta said Saddam Hussain was an IED expert involved in a series of subversive activities in the Reasi District. Saddam was operating in the District since 1995 and was wanted in over a dozen FIRs at different Police stations of Reasi. He was instrumental in a number of massacres, abduction and extortions. In addition, Colonel Brar said the operation at Bandipora, where two top militant ‘commanders’ were killed, was called off late in the evening of September 23 while the combing operations were still going on in the forest area of Panzla in the Baramulla District.

Times of India reports that the Police in Kishtwar arrested a top `financial advisor' belonging to the Hizb-ul-Mujahideen (HM) recovered over INR 25 lakh stolen from a J&K Bank branch in July 2009. The HM associate, identified as Zahoor Kamal, a resident of Kishtwar, according to Inspector General of Police (IGP) Ashok Gupta. The IGP said a special investigation team (SIT) arrested Zahoor and subsequently recovered INR 25.79 lakh. "Two briefcases containing INR 436,500 and INR 480,000 along with a plastic drum containing INR 16,63,400 were recovered. The money was lying buried at a place on the outskirts of Kishwar town,'' the IGP added. The IGP said the SIT has already recovered INR 14.31 lakh at the instance of three other accused, Mehboob Ahmed Rather, Shahid Hussain Rather and Farooq Ahmed Kripok, involved in another bank theft case. Mehboob Ahmed Rather is the brother of slain HM militant Mohd Rafi Rather. Sources said the conspiracy to rob the Kishtwar branch of J&K Bank was hatched when the accused got the wind of the transfer of INR 5 crore from the bank's Balote branch to Kishtwar on July 6. Search operations for other suspects is going on and investigation of the high-profile bank dacoity is being closely monitored by senior police officers, sources said.

Police, CRPF and Railways Police arrested two militants of the Hiz-bul-Mujahideen (HM) outfit soon after they boarded off from Gorakhpur Express at Jammu Railway Station in the afternoon of September 29. The militants, hailing from Kashmir valley had taken aerial route to reach Kathmandu (Nepal) from Islamabad (Pakistan) and then entered Uttar Pradesh from Nepal to reach Jammu in a train. Senior Superintendent of Police (SSP), Jammu, Basant Rath said the militants had been deputed to Jammu from Pakistan by HM leadership to strengthen their outfit and network in the city. The arrestees were identified as Abdul Jabbar Khan son of Sanaullah Khan R/o Bachhipura, Mazhama, Budgam and Shamim Ahmed Sheikh son of Ghulam Rasool Sheikh R/o Baba Reshi, Tangmarg in Baramulla. The SSP said Police recovered USD 2700, a Pakistani National Identity Card (NIC), four Pakistan International Airlines (PIA) boarding cards from Islamabad to Kathmandu and four mobile telephones, including the one carrying a Pakistani SIM card.
