Kamal Bauri, a retired Defence Intelligence official, claimed that a number of militant groups in the North-east, including the United Liberation Front of Asom (ULFA), are having links with the Maoist insurgents who are active in 14 States, including Maharashtra, Kerala, Jharkhand, Bihar etc. According to him, representatives of the ULFA and other militant outfits of the North-east attended a meeting with the Maoists somewhere in North India in January 2007 to chalk out strategies.

Intelligence officials revealed that two top ULFA leaders, Chitrabon Hazarika and Lebu, have entered Meghalaya from Bangladesh along with two hardcore jihadi militants 15 days ago. Hazarika is a close associate of ULFA chief Paresh Barua who underwent training in several countries like Myanmar, Pakistan and Bhutan. Sources added that both were arrested earlier by the Assam Police. However they managed to get bail and joined the outfit again.

The police forces of Assam, Arunachal Pradesh, Meghalaya and Nagaland have reportedly decided to launch a joint operation to deal with the trans-border movement of militants, especially the United Liberation Front of Assam (ULFA), reports Assam Tribune. This was decided at a meeting of the Director Generals of Police, Army officials, senior officials of Assam Rifles, Central Reserve Police Force, Central and State intelligence agencies held on June 4 at the Assam Police Headquarters.

Army sources revealed that the ULFA is setting up bases in Nepal and maintaining close links with the Maoist insurgents in that country. Sources also said that after the ‘Operation All Clear’ in Bhutan in 2003, the outfit has moved to Myanmar but most of the top ULFA leaders are still based in Bangladesh. Around 150 cadres, including ULFA’s top leader Sashadhar Choudhury, were currently setting up camps in Nepal in areas like Sagarmatha, Sitwar, Solkhumbhu and also procured arms and ammunitions. The outfit has planned to move senior members of 27th battalion, 28th battalion and 709th battalion to Nepal, sources added.

The United Liberation Front of Asom’s (ULFA) 28th battalion’s ‘communication officer’, Ghanakanta Bora alias Kabin Koirala alias Jagdish Phukan, and his wife ‘sergeant major’, Tulashi Buragohain alias Archana Phukan, surrendered to the security forces at Laipuli Army camp in the Tinsukia district on June 5, reports Sentinel. Bora, one of the senior-most members of ULFA, joined the group in 1986. He was based in Nepal and had established a camp there to act as an interface between ULFA and the Maoists. He was also instrumental in establishing camps for the ULFA in Myanmar, Bhutan, Arunachal Pradesh's Lohit and Changlang districts and Assam's Sibsagar district.

Police sources said that the Black Widow, a breakaway faction of the Dima Halim Daogah (DHD), is trying to extend its area of operation to the northeastern flank of neighbouring Cachar district, reports Telegraph. Sources also revealed that nearly two dozen people living in the Harinagar and Jaipur enclaves along Cachar’s northeastern boundary with North Cachar had received extortion notices. The notices, either sent by post or hand-delivered, demand amounts between INR 50,000 and INR 5 lakh. The residents have been also threatened with dire consequences if they fail to pay the said amount. According to Sentinel, intelligence reports revealed that over 20 jihadi groups, including the Adam Sena, Muslim Tigers’ Force, Revolutionary Muslim Commandos, United Muslim Front of Assam, Islamic United Reformation Movement of India, Islamic Sevak Sangha, Muslim Security Force, Muslim Liberation Army of Assam, United Liberation Militia of Assam, Muslim Security Council of Assam, Muslim United Liberation Front of Assam, Harkat-ul-Mujahideen (HuM), Harkat-ul-Jehad and People’s United Liberation Front (PULF), have been active in Assam. Activists of these organizations have been taking shelter in the border areas, seminaries, mosques and other religious minority-dominated areas in the State. Sources added, "These organizations recruit local youths and send them for arms training to foreign countries. With the change of guard in Bangladesh, United Liberation Front of Assam (ULFA) leaders who have taken shelter in that country, including ULFA chief Paresh Baruah, were forced to back the Islamic state blueprint prepared by Pakistan’s ISI and Bangladesh’s Directorate General of Forces Intelligence (DGFI). The mysterious silence of ULFA leaders on burning issues like unchecked infiltration from Bangladesh and expulsion of Bangladeshis from Assam is a glaring example of ULFA going soft on jehadi groups sponsored by forces based in Bangladesh".

Sentinel reports that the Army and Assam Rifles have launched a major military operation against the United Liberation Front of Assam (ULFA) in Arunachal Pradesh. Army sources said the operation has been launched to flush out and arrest ULFA cadres taking shelter at the Namdapha Reserve Forest in the Changlang district. A large battalion-sized force, exclusively trained for jungle and counter-insurgency operations, is reportedly taking part in the crackdown.

Hindu reports that the Union Government has set three conditions to resume the stalled peace initiative with the United Liberation Front of Assam (ULFA). These include a direct communication from the outfit's top leadership indicating their willingness to talk with the government, the presence of emissaries of the either side in the talks and to facilitate meetings with the detained leaders in jail along with a safe passage to sweeten the deal. M. K. Narayanan, the National Security Advisor, conveyed these conditions to Indira Goswami, the chief mediator of ULFA. Goswami, leading a delegation of the Nagrik Shanti Manch Asom, met Prime Minister Dr. Manmohan Singh on June 11 to discuss the restarting of peace talks with the ULFA.

According to the Ministry of Home Affairs, 156 insurgency-related incidents took place in Assam between January 1, 2007, and March 31, 2007, where the ULFA has carried out 68 attacks in upper Assam between January 1, 2007, and June 10, 2007, killing 81 civilians, 11 soldiers. Since September 24, 2006, the Army also managed to kill 19 ULFA militants along the Arunachal Pradesh belt, and arrested 14 militants and 31 over-ground workers. Sources said that the ULFA lost several cadres in the recent operations like Operation Blazing Khukri and Operation Blooming Orchid. After the operation in Bhutan in 2003, 1,500 sq km of Manabhum forest in Arunachal Pradesh’s Lohit district has emerged as the outfit’s main area of operation. Presently, around 100 women cadres are reportedly being trained in fresh camps set up by the group inside Bhutan. The ULFA is also carrying on its recruitment drive but the training of its cadres is constrained due to shortage of permanent bases. Sources said that Chakma refugees, settled since decades in Arunachal Pradesh, have started providing logistic support to the ULFA. There are also reports of Chakma settlers being enrolled by the ULFA, and also being recruited by other militant groups active in the Tirap-Changlang-Lohit belt in Arunachal Pradesh, mainly the NSCN-IM and the NSCN-K. Sources said that as many as 176 training camps of Indian militants are in Bangladesh. The ULFA leads the list with the highest number of training camps – 38 within the terror belt which stretches from Sherpur district in the north, bordering West Garo Hills in Meghalaya, to Cox Bazaar in the south near Myanmar.

Six persons, including three children, were killed and 14 others injured when suspected United Liberation Front of Asom (ULFA) militants triggered an explosion in front of a mosque at Machkhowa in the Guwahati city on June 23-morning, reports The Hindu. Five of the victims were identified as Rafique Ahmed and his 10-year-old son Safique, Hasan Ali (17), Sanjib Ali and Hanufa Khatun (3). Director-General of Police R.N. Mathur told reporters that the blast was caused by an IED (Improvised Explosive Device). Although no organisation claimed responsibility for the blast, Additional Superintendent of Police (City) Rajen Singh told The Hindu that the modus operandi indicated the hand of the ULFA. Meanwhile, denying it’s involvement in the blast ULFA spokesman ‘Maj’ Raju Barua claimed, “The ULFA wants to make it clear that it has never been involved in killing innocent people and it was only a conspiracy hatched by vested interests to malign the outfit’s name.” Initially it was reported that four civilians, including two children, were killed and 20 others sustained injuries in the blast.
