This broad-brush sanction could then be used to punish local Tamil activists and politicians with international ties,” said Brad Adams, Asia director, HRW.

Government handed over 98 acres of paddy lands that were occupied by the Sri Lanka Air Force (SLAF) to 29 resettled families for cultivation in Vellamullivaikkal East of Mullaitivu District, reports Colombo Page on April 9 (today). The lands were handed back in the presence of the Secretary of the Ministry of Defense and Urban Development Mr. Gotabhaya Rajapaksa. During the war, these lands had been used as runways for aircraft operated by the Liberation Tigers of Tamil Eelam (LTTE). According to the Army Directorate of Media approximately 4,000 acres of land that falls within the SLAF perimeter and 518 acres of those had been released for farming by 2013.

Police media Spokesman Senior Superintendent of Police (SSP) Ajith Rohana said that Police arrested 65 persons in the past month (March) under suspicion of attempting to resuscitate Liberation Tigers of Tamil Eelam (LTTE), reports Colombo Page on April 10. Rohana said that five of them have been released since there was no evidence against them. He further said that 10 of the suspects were women. Eight of them have been detained in Boossa (Galle District) while two are detained in Vavuniya (Vavuniya). Investigations are underway to arrest several local leaders of the LTTE who clandestinely work to reorganize the terror movement.

Terrorist Investigation Division (TID) of Police is interrogating Kapilan alias Nandhagopan, an overseas leader of Liberation Tigers of Tamil Eelam (LTTE) arrested when he entered the country, reports Colombo Page on April 10. He was in charge of LTTE's media division and fled from Sri Lanka when the war ended, according to the Police. Kapilan was arrested at the Bandaranaike International Airport in Colombo on March 6 while entering the country after his deportation from Malaysia. He was reportedly operating as one of the two deputy leaders of the LTTE's overseas operations under the command of Perinbanayagam Sivaparan alias Nediyavan.

The shootout occurred when a group of soldiers encircled a house in Nadunkarni on a tip off that the suspects were staying there. The three suspects were identified as Gobi, Sundaralingam Kajeepan alias Thevihan and Navarathnam Navaneethan alias Appan.

President Mahinda Rajapaksa’s special envoy on human rights and Minister Mahinda Samarasinghe said “We were asked and criticized about the presence of the military in the north and the need to scale down its presence by the international governments at the United Nations Human Rights Council (UNHRC) in Geneva. Police media spokesman Senior Superintendent of Police (SSP) Ajith Rohan has said law enforcement authorities will seek Interpol's assistance to arrest LTTE leaders operating from foreign countries to revive the defunct terrorist outfit in the island, reports Colombo Page on April 13. Investigations have revealed that the three LTTE operatives, who were recently killed in a clash with the Army in the North, were functioning under the instructions of Europe-based LTTE leaders Nediyawan and Vinayagam who were preparing the ground for another armed struggle. An Interpol red notice has already been issued to arrest Vinayagam and an arrest warrant would also be obtained from courts for Nediyawan.

External Affairs Minister G.L. Peiris will address the ambassadors and high commissioners on April 24. The briefing is to explain the reasons behind the Government's move to ban the 16 organizations as the international community has made a series of inquiries about the proscription. The Government on April 1 signed the United Nations Security Council Resolution 1373, which sets out strategies to combat terrorism and to control terrorist financing. With the signing of the Resolution 1373, the Sri Lankan Government has banned the LTTE and 15 other Tamil diaspora groups that are alleged of having terror links and involved in reviving the terrorist movement in the country.

Brigadier Wanigasuriya made this remark in response to media queries on a statement made by the United States (US) Assistant Secretary, Bureau of South and Central Asian Affairs Nisha Desai Biswal that US will resume "more comprehensive" military relationship with Sri Lanka once the Government makes progress towards reconciliation and accountability. Brigadier Wanigasooriya also said that the Government has prepared the background for reconciliation now and doubted that the US was aware of all the reconstruction that has taken place since the end of the war. He was listed in the Interpol Red Notice as Sivaparan, Perinbanayagam, 37 years old, and wanted by the judicial authorities of Sri Lanka for prosecution. Earlier, a Sinhala daily newspaper quoting the Secretary to the Ministry of Defence and Urban Development had reported that 18 Intelligence Officers had been sent to 18 countries as part of an international operation against the Liberation Tigers of Tamil Eelam (LTTE) rump organizations. The Defence Ministry added that the officials of the Ministry of Defence visited relevant countries on official duties and diplomats of the Ministry of External Affairs have educated relevant authorities in respective countries about the threats posed by those organizations and persons listed in recent gazette notification that listed the organizations.
