Sri Lankan Government announced on May 4 that it has relaxed several provisions in the Emergency Regulations without causing any detriment to the national security in order to return the country to normalcy and accelerate development, reports Colombo Page. External Affairs Minister Prof. G.L. Peiris told Parliament during the debate to extend Emergency Regulations held today that some of the regulations involving holding meetings and gatherings, curfew, printing literature and providing householder's names to the police would be relaxed. The Minister however said that the Military would continue to enjoy Police powers to deal with ongoing investigations into terrorist activities. He said the government does not wish to continue the state of emergency but some emergency regulations are essential since the pro-Liberation Tigers of Tamil Eelam (LTTE) groups are still attempting to spread terrorist activities to discredit the Government.

The Liberation Tigers of Tamil Eelam (LTTE) threat against Sri Lanka has only shifted from the field of battle to the field of diplomacy, with attempts of establishing a Transnational Government in exile to continue LTTE propaganda, said External Affairs Minister Professor G.L. Peiris on May 6, reports Daily News. Stating that the Government has instructed the Sri Lankan ambassadors in relevant countries to take suitable action to handle the situation, the Minister said Sri Lanka was now facing a different type of threat inimical to the interest of the country. Minister Peiris made this observation in response to a question raised by United National Party (UNP) Deputy Leader Karu Jayasuriya as to when the Government would lift the State of Emergency. The Minister said the Government would not continue the Emergency Regulations one moment longer than necessary and stated the Government has scaled down the Emergency Regulations significantly. He also stated the Government has retained only such provisions of the Emergency Regulations absolutely necessary to counter the vicious propaganda of the pro-LTTE groups against the Government. He further stated that the Government was not in a position to predict when the Emergency would be lifted. "Although the LTTE is militarily defeated the risk is not over," Minister Peiris said. He also informed that no foreign country has asked us to abolish the Emergency Regulations.

Sri Lanka on May 7 asked western countries to crackdown on Tamils trying to revive the Liberation Tigers of Tamil Eelam’s (LTTE) separatist movement, which was crushed in 2009, reports The Hindu. Declaring that Colombo will not tolerate moves by the LTTE remnants to form a transnational Government, the newly-elected Prime Minister, D.M. Jayaratne, said the Government was aware of moves by some sections of the 1.5 million ethnic Tamils living abroad to revive separatist movement in the North.

In the first case of its kind in Canada under its terrorism laws, a Sri Lankan Tamil has pleaded guilty to raising funds for the banned Liberation Tigers of Tamil Ealam (LTTE), reports Times of India. Appearing in the British Columbia Supreme Court in Vancouver on May 11, Toronto-based Prapaharan Thambithurai admitted raising money for the LTTE in 2008. Vancouver is the major city of British Columbia - the western-most province of Canada - with a huge concentration of the South Asian community. The 46-year-old Sri Lankan Tamil, who came to Canada as a refugee in 1988, was arrested in 2008 for illegally raising funds for the LTTE. The LTTE was banned along with many other terror outfits by Canada in 2006 after the new Conservative Government took over. He was arrested while seeking donations for the World Tamil Movement for relief work in Sri Lanka. But Canadian intelligence agencies found that the body was a front organization for the banned LTTE. Pleading guilty, the Sri Lankan Tamil admitted that half of the money raised for humanitarian aid went to the LTTE.

Deputy Solicitor General Wasantha Bandara on May 12 said that Defence Secretary did not order shooting Liberation Tigers of Tamil Eelam (LTTE) cadres coming to surrender, reports Daily News. He said this when retired General Sarath Fonseka was produced before Colombo Chief Magistrate Janaki Rajaratne. Deputy Solicitor General made submissions in connection with the Crime Investigation Department (CID) investigation into a statement made by Sarath Fonseka to a newspaper that Defence Secretary Gotabhaya Rajapaksa ordered the shooting of LTTE cadres who came to surrender with white flags. He questioned the claims of Sarath Fonseka to be a war hero when he had actually accused the Government of violating international laws applied to battle. He said although the suspect was the Chief Commanding Officer in the victorious war he subsequently made statements inimical to the State for political expediency and lost his honour.

Sri Lanka has urged the European Union (EU) Governments not to provide any political or symbolic support towards the Liberation Tigers of Tamil Eelam’s (LTTE) initiative to forming a so called Provisional Translational Government of Tamil Eelam (PTGTE), reports Daily Mirror. Sri Lanka’s Ambassador to Belgium and Luxemburg and the EU Ravinatha Aryasinha said the LTTE’s initiative to forming a so called “Provisional Transnational Government of Tamil Eelam”, with “country working groups” at national and regional levels in western countries was a ruse to perpetuate its terrorist struggle. Ambassador Aryasinha observed that these bodies constituted through pseudo elections and comprising largely of known LTTE members/activists, was being used by many Tamils who have entered western countries illegally, and who would in the normal course of events be sent back home given the restoration of normalcy in Sri Lanka, to keep the pot boiling and to seek to remain relevant in countries where they have sought asylum. Ambassador Aryasinha made these observations when he addressed the “2010 Diplomatic Security Conference on the Terrorism Situation and Trends in the EU” held at the Colonial Palace in Brussels where the findings of Europol’s EU Terrorism Situation and Trend Report (TESAT) 2010 was discussed. “Sri Lanka’s story in fighting terrorism is instructive to this forum for two reasons. The phenomenal success of the ground battle with the LTTE is well known and that was won decisively exactly a year ago. But what we often pay little attention to, is the fact that the LTTE was not just a terrorist force, but also a very efficient network which spanned the globe and could fool a lot of people. Their organization was diversified, the assets were scattered, and they operated through numerous front organizations and operatives. Therefore, while their leaders may be gone and their central command disrupted, we must not lose sight of the fact that they still have a lot of money, expertise and contacts, particularly in your part of the world,” he said.

"The Security Forces, Police and intelligence services must take certain steps to ensure that terrorism does not raise its head again in this country," he said. "Our intelligence networks have to be developed and intelligence gathering enhanced," said Defence Secretary. He said the navy must also strengthen its coastal patrols to ensure weapons were not smuggled in by sea. Gotabhaya also said that although the LTTE had not carried out any attacks since the outfit’s leadership was wiped out in May 2009, the pro-rebel lobby abroad was still active. Police on May 26 arrested a key supporter of the Liberation Tigers of Tamil Eelam (LTTE), on her arrival in Colombo, reports The Island. Well informed sources said that she had been instrumental in collecting funds in Frankfurt for the terrorist organisation and played a key role in the anti-Sri Lanka demonstrations held in the German Commercial Capital during the final stages of the ‘humanitarian operation’ launched by the Security Forces. "She was a key member of the pro –LTTE group who sat across railway lines and blocked the movement of trains in Frankfurt demanding the Sri Lanka Government to halt the operation against the LTTE," sources said. The woman, who had lived in Germany for a considerable period, was also one of the main organisers of the anti-Sri Lanka demonstration held opposite the Indian Consul General’s office in Frankfurt, sources said. The suspect is a native of Chilaw and is around 50 years of age. Some of her close relatives too had been involved in the demonstrations against Sri Lanka and had raised funds for the LTTE in Frankfurt, the sources said. Her family owns the GS Traders in Frankfurt and her son-in-law who is also an LTTE supporter is looking after the business, the source said. She is being interrogated by the Criminal Investigation Department (CID), sources said.

Cabinet and Defence Spokesperson, Media Minister Keheliya Rambukwella has been quoted in the local media saying that the Indian Government's decision is a precautionary measure following reports of various actions and protests by certain sections in the country. Rambukwella has reiterated that the LTTE was no longer a threat. "India needs to be cautious of all elements in their states as it is a large country. But there is no threat from the LTTE. The situation has been completely contained in Sri Lanka," he has noted.
