BBC reports that civilians living in LTTE-held areas were urged by the outfit to build bunkers. The leaflets said, "No houses should be without bunkers. Be it road junctions, play grounds, schools, business establishments, offices- in all places bunkers should be constructed as Safety Mechanisms." These leaflets were handed over to the people in Kilinochchi by the outfit days after the SLAF dropped leaflets urging the civilians to leave the LTTE-held areas. Aid agencies said 134000 displaced people are in Kilinochchi district alone. The Government leaflets said the outfit is facing huge defeats and urged civilians to save their lives by leaving for Government-held territory, adds The Hindu.

The Government on September 1 announced the Ministry of Defence had taken "swift measures to establish a safe corridor" to enable passage of civilians in the LTTE-held territory in the north. "The government of Sri Lanka has decided to further develop Vavuniya as a storage and logistic hub for humanitarian assistance, including food and non-food items. The ongoing efforts of the government in this connection are being complemented by international partners who have also commenced stockpiling food and humanitarian supplies for civilians escaping from or displaced by the armed conflict," said the Ministry of Human Rights in a statement.

Troops captured the strategically important Malawi town on September 1-afternoon, military sources told Daily News. Military spokesman Brigadier Udaya Nanayakkara said troops are poised to capture the town fully, completely flushing out the Liberation Tigers of Tamil Eelam (LTTE) militants by September 2 (today). "Troops who entered Malawi town by Sunday afternoon from the ninth mile post expanded their positions up to 8th mile post by yesterday afternoon. Troops are now further expanding their positions surrounding Malawi town towards Thunukkai and Mankulam", an unnamed military official told Daily News, adding, the LTTE defended this strategic town constructing a massive earth bund from the south and inducting their well trained cadres. Malawi, one of the main administrative hubs of the LTTE where they kept many of their foreign visitors arriving in the Wanni to meet their leaders, is located surrounding the ninth mile post on the Mankulam- Vellankulam road which links the Jaffna Kandy A-9 road and the Mannar- Pooneryn A-32 road. Malawi reportedly has a hospital, banks and a massive bakery complex which can make 5000 loaves of bread at once.

Colombo Page reports that while acknowledging Sri Lankan Government's efforts to improve the freedom of movement of civilians affected by the fighting in the north, the United Nations (UN) officials in Sri Lanka on September 3 urged the LTTE to allow the civilians to leave the battle fields for safety. The UN Country Team in Sri Lanka said they have "raised with the LTTE its urgent concern that civilians be allowed maximum freedom of movement of all times." A recent UN Inter-Agency Standing Committee (IASC) report estimates that 74,119 individuals (18,970 families) have been displaced since June due to the fighting in the north-west. UN officials said the displaced have moved into Kilinochchi district which is still under LTTE control. The IASC report stated that there were 134868 individuals (35,353 families) displaced in the district, and more than 160000 Internally Displaced Persons in the central-north area, the Wanni, controlled by the LTTE.

The Defence Secretary Gotabhaya Rajapakse has said that the change in the strategy of the Sri Lankan Army along with accurate Intelligence inputs have led the island nation to advance into the Liberation Tigers of Tamil Eelam’s (LTTE) stronghold in northern areas, reports Zee News. In an interview to a local Sinhala newspaper, Irida Divaina, Rajapakse said, "Lankan Army has successfully implemented the strategy of destroying the LTTE's resources rather than capturing their areas and has been advancing into the rebel held northern areas.” Asserting that progress into the LTTE-held areas have been made a "little" faster than originally planned, he said it was necessary to get a proper analysis before fighting the war "correctly". "We are moving forward in accordance with those plans. To fight the war correctly, it is necessary to get an analysis (of the situation confronting the forces and the battle plan) from the service commanders and the Sri Lankan president has done exactly that. It was only after that the commanders decided on when and how they would carry their campaign forward,” Rajapakse added.

The Sri Lanka military said that the combined air and artillery attack by the Liberation Tigers of Tamil Eelam (LTTE) over Vavuniya in the pre dawn hours of September 9 killed 21 combatants on both sides, reports Colombo Page. Preliminary reports said the abortive ground artillery attack on the Wanni security force’s (SF) Headquarters Complex in Vavuniya killed 10 Army soldiers and one Police constable. While seven airmen, nine Police constables and one civilian also sustained injuries as a result of exchange of heavy fire, the troops have so far recovered 10 bodies of militants, including five female cadres. Simultaneously, two LTTE aircrafts providing support to the artillery attack dropped two bombs which missed their intended target falling on the office area failing to cause much damage. Meanwhile, the Sri Lanka Air Force (SLAF) fighter jets which had taken off from Katunayake Air Base intercepted the two fleeing aircrafts and shot one down. "Three aircraft were seen on radar. One was over Vavuniya and dropped a bomb and went back. There was also an artillery attack into Vavuniya," said an unnamed military official. The Black Tiger (suicide wing of the LTTE) squad staged a similar combined air and ground attack in October 2007 on the Anuradhapura Air Base killing 14 soldiers and destroying four SLAF’s aircrafts. 20 militants were also killed in the incident.

The government is seeking the assistance of the people to prevent terrorist activities in the southern part of the country. Speaking at a special press conference in Colombo, Media Minister Laxman Yapa Abeywardana, said LTTE cadres try to move in the south while government troops are marching towards Kilinochchi. "With the public assistance, government could prevent the LTTE attacks in South," the Minister said. Sri Lanka has said that adopting a legislation by the United States would enable it to prosecute foreign military leaders who recruit child soldiers. It would be a direct blow to the LTTE, which had been recruiting child soldiers despite the pleas from humanitarian agencies, the Government said. The Child Soldiers Accountability Act was unanimously passed in the House of Representatives on September 8 and was adopted by the Senate on September 15.

President Mahinda Rajapakse on September 15 said troops were on track to capture the outfit’s political capital in Kilinochchi by the end of the year, according to Daily Times. He said that forces were advancing "very satisfactorily" and should take Kilinochchi by December, adding, "I am happy. The military has made a lot of gains. We will hopefully take Kilinochchi by December. The rest [of the north] as soon as possible. I can’t give an exact time frame." Ruling out a future cease-fire with the Liberation Tigers of Tamil Eelam (LTTE) he vowed to "finish the war as soon as possible". "There is no point talking to them. They have not asked for a ceasefire from us. They must first surrender with their weapons," he asserted. "I don’t think the LTTE was serious about it (ceasefire)... they only talk of one (ceasefire) when the army is pushing to weaken them," said President Rajapakse. The President further said that his Government will seriously consider any request from India to hand over the LTTE leader, Velupillai Prabhakaran when he is captured. Rajapakse said, "You should realise Prabhakaran was involved in the assassination of former Prime Minister Rajiv Gandhi and the Sri Lankan Government will consider any request for his extradition if he is caught." "The law of the land will take its own course if and when he is nabbed", he added. The Government has reportedly put its health authorities on alert in order to face any possible chemical attack by the LTTE during the fighting in the North, informed sources said, according to Colombo Page. A local media reported that Health Minister Nimal Siripala De Silva had instructed officials to immediately dispatch extra health staff, medicines and equipment to the North to face any contingencies that may arise in the event of a chemical attack on the military.

At least 25 Liberation Tigers of Tamil Eelam (LTTE) militants and four soldiers were killed while about 25 militants and 14 soldiers were injured as troops captured a 1.5-kilometres stretch of the huge earth bund at Karampaikkulam, eight kilometres northeast of Nachchakuda, in the Kilinochchi district on September 17, Military spokesman Brigadier Udaya Nanayakkara told Daily News. "Troops attached to the 58 Division captured 15 to 20 Tiger bunkers along this stretch of the earth bund amidst heavy resistance from the LTTE", he added. Troops also effectively foiled two counter attacks by the LTTE to recapture the lost terrain. The huge earth bund which is 12 to 14 feet in height, a ditch six feet deep and 12 to 14 feet wide had been constructed from Nachchakuda to Akkarayankulam by the LTTE and was posing a huge obstacle for the troops in their advance towards the North.

The Liberation Tigers of Tamil Eelam (LTTE) have used CS gas to attack Sri Lankan soldiers recently in the battlefronts of Wanni region, the Media Center for National Security (MCNS) said on September 17, reports Colombo Page. However, the Army is fully equipped and well geared up to face any unacceptable ‘chemical or gas attacks of the enemy,’ MCNS added. "A few soldiers in the Wanni during their encounters with the enemy in the most recent past developed breathing difficulties following emission of a gas, believed to have been directed by the Tigers towards the advancing troops," the MCNS pointed out. CS gas is used as a riot control agent and although non-lethal, exposure to CS gas produces severe burning and pain and breathing difficulties.

Army Chief Commander Sarath Fonseka on September 18 said that the Liberation Tigers of Tamil Eelam (LTTE) will go underground rather than 'fight to the last man', reports Colombo Page. In an interview with a foreign news agency, he said, "We don't want to end up in a situation like in Iraq when you're moving fast, but you left behind a whole army who will resort to guerrilla tactics. Just now they are fighting face-to-face, because we are fighting the Kilinochchi defense line, so the killing rate is very high. So I don't know how long they can afford to resist like this." He also said, "There are over 3000 cadres, and I don't think they will fight to the last man. When it comes down to a certain level, they will try to go and mingle with the people or resort to other tactics like they are trying in the east."

Addressing the 63rd session of the United Nation General Assembly in New York on September 24 the President Mahinda Rajapakse asserted that Government will only be ready to talk to the Liberation Tigers of Tamil Eelam (LTTE) when it is ready to commit itself to decommissioning its illicit weapons and dismantling of its military capability, and return to the democratic fold, according to Daily News. "The Government has also made it clear that the elected Government cannot and will not permit undermining of the territorial integrity of the sovereign UN Member State of Sri Lanka and the division of its territory. We are clear in this message," President Rajapakse said. Our Government has always been ready to address the causes of these issues and effectively implement political and constitutional solutions to meet the aspirations and rights of all communities, the President added, saying, "The complex situation in Sri Lanka needs to be addressed and resolved through an appropriate process of deterrent law and order action and patient political efforts of consensus building. We have achieved the difficult but essential task of building democracy in the Eastern Province and are confident that it can be done in the North as well. What the Government would not, and could not do is to let an illegal and armed terrorist group, the LTTE, to hold a fraction of our population, a part of the Tamil community, hostage to such terror in the northern part of Sri Lanka and deny those people their democratic rights of dissent and free elections. Through our past actions, we have proved it." Significantly, the restoration of democracy in the East of Sri Lanka was achieved in less than one year of it being freed from the clutches of terror, the President noted. "
