According to media reports of June 2, Union Ministry of Home Affairs Special Secretary Ajit M Nimbalkar rejected, due to continuing military build up in Jammu and Kashmir, Manipur government’s demand for an additional 10 battalions of security forces to combat terrorism. The Special Secretary, who was on a two-day visit to Manipur to review the law-and-order situation, however, reportedly assured government officials that the Union government would bear the monthly bill of Rs 10 crore for modernisation of the police force. Chief Minister Okram Ibobi Singh reportedly urged the Special Secretary to set up two more battalions of the Indian Reserve battalions in the State. Reports indicate that shortage of security forces has impeded the government’s ability to even ensure smooth passage of trucks carrying petrol and diesel from Assam.

Amidst accusations of torture and violence in some villages in Manipur, following the killing of 11 Assam Rifles (AR) personnel at Lephu village, media reports of June 4 quoting official sources pointed out that ‘the retaliation, if at all, has been vehement, because the ambush has also been treacherous’. Blaming the villagers for sheltering a group of 33 terrorists responsible for the attack on AR troops on May 27, officials reportedly said the villagers had deliberately misled the security forces who had immediately rushed to the spot.

The People’s Revolutionary Party of Kangleipak (PREPAK) has rejected the claim by the Zomi Revolutionary Army (ZRA), that six of its members who were killed on June 1 had initiated the conflict. Media reports of June 10, quoting a PREPAK statement issued at Imphal, said six of its members had been shot at close range, and their bodies bore evidence that they had been beaten up before being shot. However, PREPAK is reported to have welcomed the ZRA statement that it considered the PREPAK as brothers and understood its cause.

According to media reports, several organisations in Manipur have decided to rejuvenate public memory regarding the anti-cease-fire protests on June 14 and 18 of 2001. The United Committee, Manipur (UCM), which spearheaded the anti-ceasefire protest, has decided to observe June 18 as the "Great June Uprising Day" to commemorate the first death anniversary of the victims of police firing in 2001. 14 persons died in the firing while protesting against the extension of the National Socialist Council of Nagaland - Isak Muivah (NSCN-IM) cease-fire to Manipur. The All-Manipur United Clubs’ Organisation (AMUCO), has decided to observe June 18 as "Unity Day" by inviting representatives of all communities for a public discussion. The AMUCO has also called for protests on June 14 criticising the policies of the Union government, with regard to the Bangkok agreement. The All-Manipur Students Union (AMSU), according to reports, has called on the people to boycott work on June 14 as a mark of protest. The Democratic People’s Party, formed by anti-cease-fire activists, has urged the Manipur government to announce June 18 as a state holiday. The DPP, a partner in the ruling Secular Progressive Front coalition, has decided to stage a demonstration on June 14 and fly the party’s flag at half-mast on June 18.

Manipur assembly would be holding a special session on June 12 (today) to discuss the threat to the territorial integrity of the State in the backdrop of the ongoing peace talks between the Union government and the National Socialist Council of Nagaland - Isak Muivah (NSCN-IM). All the political parties including the ruling Secular Progressive Front government and opposition Democratic People’s Alliance have expressed a desire to unitedly mount pressure on the Union Government against compromising the territorial integrity of Manipur. Talking to media persons on the eve of the special session, Chief Minister Okram Ibobi Singh said his government would seek an assurance either from the Prime Minister or the Union Home Minister on the floor of Parliament that the territorial integrity of Manipur shall be protected.

The special sitting of the State Legislative Assembly held on June 12 adopted a unanimous resolution, following a marathon debate lasting over 11 hours, urging the Union government to suitably amend Article 3 of the Constitution or to insert appropriate provisions to provide Constitutional protection to the territorial integrity of Manipur. Pending such Constitutional amendment, the Assembly urged the Union government to provide an assurance on the floor of the Parliament that the territorial integrity of Manipur will not be disturbed. The resolution was introduced by the Chief Minister, O Ibobi Singh. He, while welcoming the peace talks to permanently resolve the Naga problem, stressed that the cease-fire with the National Socialist Council of Nagaland - Isak Muivah (NSCN-IM) should be confined to the State of Nagaland. Cutting across political parties all Naga MLAs of the Manipur Assembly, including a Minister, are reported to have stayed away from the special session of the house.

According to media reports from Manipur, normal life in the State was seriously affected on June 14, the first anniversary of the extension of territorial limits of the Union government’s cease-fire agreement with the National Socialist Council of Nagaland - Isak Muivah (NSCN-IM) on the same day in 2001. The State wide protests, jointly called by All Manipur United Club Organisation (AMUCO) and All Manipur Student Union (AMSU – termed the observation as sintha leppa numit), was marked by massive sit-in protests in the four valley districts, as well as in Churachandpur and is reported to have been attended by people from all walks of life and from different communities. Massive sit-in demonstrations were reported from Imphal East, Imphal West, Bishnupur and Thoubal districts, and at Jiribam, Moreh and Churachandpur district headquarters. Most shops, educational institutions were reportedly closed, while public transport went off the road, and attendance at most government offices was minimal. Banks were closed, and flights were also reportedly cancelled. Reports quoting an estimate by the All Manipur United Clubs Organisation, said that approximately 3000 local clubs and voluntary organisations, meira paibi (Mothers’ Association) and women’s organisations participated in the protests which started from 9:00 am and ended at 4:00 pm.

Two Kuki terrorists and a civilian were killed in an encounter with security forces on a door-to-door search operations following a tip-off about the presence of terrorists at Itham Moirangpurel Seijang village, about 20 km north east of Yairipok police station in Manipur, on June 16 morning. According to media reports, the joint team led by the State police and the Assam Rifles were fired upon by terrorists. Following a fierce encounter three persons were reportedly killed while several suspected terrorists managed to escape. Though security reinforcements were rushed to the area from both Yairipok and Imphal to arrest the escaped terrorists, no progress has been reported. While the security forces claim that all the three killed were terrorists, family members of one of the dead claimed he was innocent and had gone to the house of his friend to watch television. Several arms and ammunition, including an SLR, an AK rifle, 25 electronic detonators and incriminating documents were reportedly seized from the encounter site.
