A Memorandum of Understanding (MoU) signed between the Kuki Student’s Organisation (KSO) and the All Naga Student’s Union, Manipur (ANSAM), on March 1, at Litan Sareikhong, some 50km away from Ukhrul, it was agreed to take five steps to improve relationship between the two groups, said a delayed report on March 4. The MoU said both the groups realised that violence brought only harm to both Nagas and Kukis, and they would henceforth work together in the areas of culture, education, transport and redressing grievances.

Three persons, including an examination invigilator and a voluntary guard, at an examination centre were injured when unidentified gunmen shot them at two separate examination centres on the first day of the higher secondary examination in Manipur. The first incident of shooting took place at L Birahari College, Khundrakpam, in Imphal east, while the second incident occurred at Kokching Khunou College in Thoubal district according to media reports. The injured man has been evacuated to a hospital. The terrorist group Kanglei Yawol Kanna Lup (KYKL) had earlier warned of serious action to curb examination malpractice.

According to media reports, Church leaders in the North-east have asked the government to come out with evidence of the so-called "nexus" between terrorists and missionaries. They have also condemned the tendency of terrorist outfits in Nagaland to use the name of Christ to describe their political goals. Slogans like 'Nagaland for Christ' fuel notions that the Church and terrorism are inseparable in the North-east, they said. Imphal-based Joseph Mittathany, president of the Regional Bishop's Council, said educational establishments run by the Church were being targeted by terrorists. Three priests were killed last year after they refused to pay up, forcing closure of eight missionary schools in Imphal Valley. Bishop John Thomas, former secretary of the Northeast Regional Assembly, said the Church could possibly play a mediating role to bring the terrorists to sit across the table with the government for the sake of peace in the region, provided there is mass support.

At least two unidentified, armed terrorists––suspected cadres of a hill-based terrorist group––were killed during a fierce encounter with security forces troops, on March 13, in Sangtal village, Thanlon sub-division, Churachandpur district. Media reports quoting official sources claimed that the incident occurred when security forces on road opening patrol (ROP) duty along the Thanlon road from Churachandpur came under heavy attack. Two other terrorists managed to escape while security forces recovered some sophisticated arms and ammunition. According to reports, troops of the 1st Assam Rifles posted on the Mizoram border were in civil dress and travelling in a truck when they were attacked near Tuima village by the terrorists.

Local womenfolk of Nambol Phoijing area blocked the Tiddim road for more than an hour on March 14 morning to protest the arrest of two youths by the Assam Rifles from the village on March 13 night without valid papers. Demands from the local meira paibis (Mother’s Association) were ignored and the two were forcibly taken to the security camp. The womenfolk withdrew their blockade after officials met with them and informed that the two men had been handed over to Nambol police and were picked up to gather information.

A suspected Zomi Revolutionary Army (ZRA) terrorist was killed in an encounter between the combined terrorist group of ZRA and National Socialist Council of Nagaland -- Isak-Muivah NSCN (IM) and another suspected terrorist group, near Guarkhand village of Nungsek Punji, about 30 km south of Jiribam police station, on March 14. According to reports, villagers in the area have fled their houses following the shootout.

11 National Socialist Council of Nagaland - Isak-Muivah NSCN (I-M) terrorists were killed in an encounter with India Reserve Battalion (IRB) personnel near the Molnoi outpost, Pallel, in Manipur's Chandel district, about 45km south-east of Imphal, on March 16, media reports quoting official sources said. The incident took place when armed NSCN - IM terrorists travelling in a truck opened fire on the IRB personnel who had stopped the truck proceeding towards Imphal. Reports indicate that all the 11 NSCN (I-M) terrorists inside the truck were killed. The terrorists had earlier abducted the driver of the truck along with the vehicle from Chandel district headquarters. Following an emergency meeting on March 19, the Naga tribes further resolved to launch an agitation if the terrorist group responsible for the abduction did not set him free. Manipur Chief Minister Okram Ibobi Singh told the State Legislative Assembly that high-ranking officials with reinforcements had rushed to Chandel district but, however, had to be restrained from taking up rescue operations keeping in mind the safety of the hostage and the wishes of local residents. The local leaders are reportedly trying to contact the terrorists responsible for the abduction. Stating in the House on March 20 that negotiations had not begun yet with the abductors, the Chief Minister has appealed for the release the DC and warned that search and rescue operations would be launched if he was not set free latest by March 20. Earlier, Members of the Legislative Assembly expressed concern about newspaper reports indicating the terrorists’ demand for a ransom of Rs. 30 lakhs and about reports of an executive engineer of the Public Works Department (PWD), who has also been abducted near Sita, in Manipur, and demanded the government to take urgent steps to prevent such abductions in the future. All the eight security personnel escorting Thamkishore have been suspended for their inability to prevent the abduction and allowing themselves to be easily disarmed by the terrorists.

The Chandel Deputy Commissioner (DC), Thamkishore, who was released on March 30 said that he was abducted on March 18 by the National Socialist Council of Nagaland – Isak Muivah (NSCN-IM) and the United Kuki Liberation Front (UKLF) terrorists from the electricity colony of Chandel district on his way to office. Narrating his experience to the media on March 31, the DC said that he was shifted to three different places of the district during his 12-day confinement and that he was treated well by the terrorists during his captivity.

The Director General (DG) of Assam Rifles (AR), G K Duggal said on March 30 that 15 more battalions would be raised by the AR to meet security demands along the Indo-Myanmar border and other sensitive areas like those east of Manipur’s Churachandpur district. Talking to the media in his first official press briefing, he pointed out that five battalions had been raised so far and approximately 1,800 persons from Nagaland, Manipur, Arunachal Pradesh, Tripura and Mizoram were inducted into the force over the past year including a large number of surrendered terrorists bringing the total number of forces recruited from the Northeast region to thirty percent more than what was permissible as per all-India recruitment rules.
