According to media reports, tension prevailed at the Minuthong area of Imphal in Manipur following the killing of a suspected terrorist by Assam Rifles (AR) personnel on August 2. According to the Assam Rifles, two People’s United Liberation Front (PULF) terrorists were shot at in an encounter. While one of them was killed, his associate was injured. However, reports quoting eyewitnesses said that the slain person was not a terrorist. A Joint Action Committee has been formed to inquire into the incident.

A Magisterial inquiry has been ordered into the August 2-shooting by Assam Rifles personnel in the Minuthong Hatta area, Imphal. While a civilian was killed, another person reportedly employed with Manipur Rifles has been seriously injured. Assam Rifles claimed that the two were connected with People’s United Liberation Front (PULF) terrorists and that they were shot following an encounter. A joint action committee formed following the incident demanded an ex-gratia of Rs. 5 lakh to the deceased’s family and other assistance from the Manipur government.

Athikho Paomei of the National Socialist Council of Nagaland - Khaplang (NSCN-K) was arrested from Imphal bazar while he was trying to extort money from some shopkeepers. Border Security Force (BSF) personnel also arrested four United National Liberation Front (UNLF) terrorists and three Kanglei Yawol Kunna Lup (KYKL) terrorists from different hideouts in the State. Security forces seized several UNLF combat dresses and many incriminating documents.

Unidentified terrorists attacked the private residences of Manipur Chief Minister (CM) O Ibobi Singh and Irrigation and Flood Control Minister Govindas Konthoujam, in separate incidents on August 6. According to media reports no casualties were reported in both the incidents. Three armed terrorists reportedly entered the CM's private house at Thoubal Athokpam in Thoubal district and opened fire indiscriminately. The CM is away at the national capital Delhi. But A few of his relatives were reportedly present in the house at the time of the incident.

Deputy Inspector General of Border Security Force (BSF), Nagaland and Manipur, P.K Misra, on August 7, informed that most of the weapons used by terrorist groups operating India’s North East were being sourced from neighbouring countries like China, Myanmar and Bangladesh. Stating that terrorist outfits were purchasing land in Myanmar to run their camps, he disclosed that the People’s Liberation Army (PLA) has even been running bus services from Tamu to Kalemyo in Myanmar. Speaking at a press conference, on August 7, the DIG informed that terrorist outfits were forming newer linkages. The linkages were between the Assam based United Liberation Front of Asom (ULFA) and United National Liberation Front (UNLF) of Manipur on the one hand, and Zomi Revolutionary Army (ZRA), Kanglei Yaon Kanna Lup (KYKL) and National Socialist Council of Nagaland (NSCN-IM) on the other. According to media reports a journalists’ team on a tour of Jiribam subdivision, was returning to Imphal from Jiribam when the gunmen waylaid them, near Nungba on NH-53 on August 28, and harassed them by seizing their identification cards. According to reports, the miscreants also took control of the journalists’ vehicle. The AMWJU has urged the NSCN-IM leadership to take stern action against those involved in the incident and criticised the State government for its failure to adequately safeguard the lives and properties of civilians travelling on NH-39. The AMWJU has also accused the police and Manipur Rifles personnel posted at Nungba of failing to come to the rescue of the press team despite being aware of the incident.
