One security force 9SF) personnel was killed while an 11 year old boy was injured in a terrorist attack on April 2 at Ymnam Patlou village in the Imphal east district of Manipur. The unidentified terrorists hiding in a truck parked besides the road are reported to have fired more than a hundred rounds at the unarmed SF personnel. The terrorists managed to escape from the incident site. Meanwhile, many non-governmental organisations (NGOs) of the area strongly condemned the terrorist attack. Following the incident, most shops in the area remained closed and several villagers have reportedly fled their homes. Security forces have launched a major combing operation in the area to arrest the terrorists.

The United Committee, Manipur (UCM), in a statement issued in Imphal on April 2 raised doubts about the possibility of some ‘secret deal’ between the Nationalist Socialist Council of Nagaland - Issac Muivah (NSCN-IM) and the Union Government in procuring the release of the abducted Deputy Commissioner (DC) of Chandel, Y Thamkishore. The UCM while expressing relief over the safe release of the DC demanded an immediate clarification from the State government and the Union government on the details of the ‘deal’ – if any ransom was paid or the if the captured arms were returned or if any other deal was concluded – which in their view could affect the integrity of the state. While pointing out that negotiations for securing the DC’s release were concluded between the Union Home Ministry and the NSCN(IM) without involving the State government, the UCM expressed fears of such acts seriously affecting the centre-state relations and India’s federal structure. Terming the abduction as an act of terrorism, the UCM demanded an immediate end to the NSCN (IM)’s armed operations in Manipur and also demanded that NSCN-IM be declared a terrorist group under the Prevention of Terrorism Act (POTA).

According to media reports, the Kuki National Front (KNF), primarily operating in the Kuki inhabited areas of the North Eastern States, has charged a number of political leaders and officers of Manipur of indulging in anti-people activities like corruption and failure to take up welfare works for the public while in power. In a statement signed by L H Stephen Kuki, Secretary of Information and Publicity, the outfit has accused two former Chief Ministers, a sitting Member of Parliament (MP) from Manipur, two Cabinet Ministers of the ruling Secular Progressive Front Government led by the Chief Minister Okram Ibobi Singh and a former Manipur Deputy Chief Minister. The KNF has threatened to punish the ‘errant’ politicians and officials without further warnings.

The encounter occurred when a group of terrorists, allegedly belonging to the National Socialist Council of Nagaland – Isac Muivah (NSCN-IM) and the Kuki Revolutionary Army (KRA) ambushed a convoy of Assam Rifles SF personnel along the Saikul-Molkon road.
