The Director General of Police (DGP), Kuldeep Khoda, stated on April 1, that while nearly 45 per cent reduction in the militancy related incidents has been recorded in the first quarter of 2011, over 300 to 350 terrorists are still active in the Jammu and Kashmir State, reports Daily Excelsior. He further said though a total 232 militants were eliminated by the Security Forces (SFs) during the year 2010, but nearly 300-350 terrorists were still active in the Jammu and Kashmir State. Out of these total ultras operating, nearly 45 per cent of them are foreigners. Referring to the infiltration attempts along the borders / Line of Control (LoC) and the infrastructure raised on that side for facilitating the terrorists, the State Police Chief said there seems to be no change in the attitude of Pakistan. Militant infrastructure (launching pads and training camps) was still intact on that side and attempts from that side are also continuing. But the forces were on the high alert and capable to thwart any attempt from across or within. He further added that, "we expect better over all law and order situation in the State in the coming summer months.” The DGP stated that in 2010, nearly 450-500 militants were operating in the State. There have been reports of nearly 100 odd more militants having infiltrated into this side during the year, whereas, the number of militants killed during 2010 were 232. The incidents of killings in Tral and Kupwara recently show that the militants are trying to show their presence. But during first quarter of this year a total 70 incidents of militancy were reported as against 127 occurred during the corresponding period of last year (2010). The DGP further disclosed that during first three months of this year three SFs personnel including two Army jawans (troopers), were killed during anti-militancy operations whereas, last year (from January 1 to March 31), 19 SFs personnel lost their lives. So, nearly 84 per cent decline on this count has been witnessed. A total 13 militants were eliminated during last three months while 37 were shot dead during first quarter of last year. The number of civilians killed by the terrorists during the first quarter of 2010 was 13. Mr Khoda disclosed that a total 30 militants were arrested by the SFs during first quarter of this year while during the corresponding period of 2010, total 16 militants were arrested in the State. The number of militants surrendered during first quarter of this year and the corresponding period of the previous year, however, remained the same which is seven the DGP added. On coming Panchayat elections, Kuldeep Khoda said where ever the demand arises as per the situation, additional police personnel from Armed and Indian Reserve Police (IRP) battalions will be placed there.

In a reaction to massive popular participation in 2008 Assembly Election, militant outfits like Lashkar-e-Toiba (LeT) and HM have warned the people in areas like Shopian District, Sopore in Baramulla District and Bandipora District against taking part in the upcoming Panchayat Polls in the State beginning in later part of April, according to The Times of India. Daily Excelsior reports that a number of the militants seeking return from Pakistan and Pakistan occupied Kashmir (PoK) to Jammu and Kashmir after over two decades has crossed 800. After scrutiny, some of the applications have been sent to the Counter Intelligence Department (CID) for further verification process. Almost all militancy infested districts have received applications from families of the militants on behalf of their kin expressing their desire to return to the State under Rehabilitation Policy of the Government. CID has compiled data of nearly 2500 to 3000 militants, who were holed-up in Pakistan and PoK for last eight to 20 years where they had gone for arms training. However, after completion of training, the stranded militants were unable to cross into this side due to surveillance on the Line of Control (LoC) as well as the International Border (IB) or other measures taken by the SFs. Police on April 6 arrested two Over Ground Workers (OGWs) of Hizb-ul-Mujahideen (HM) and recovered a large quantity of explosives and ammunition at their behest in Mahore area of Reasi District, reports Daily Excelsior. The two OGWs, identified as Shahnawaz and Mohammad Irshad, went to the house of one Mohammad Maqbool at Morha Mokha in Jamsalan in the night for extortion. As villagers raised alarm, the OGWs left the place. Police arrested them during subsequent raids. The Police later destroyed two HM hideouts based on the information provided by the arrested OGWs. With this, total number of fake gun licenses seized or detected by the SIT has touched 2000. Fake gun license racket had roots in at least four States, namely, Maharashtra, Haryana, Rajasthan and Gujarat, where a number of youth from these twin border districts working as security guards on the basis of guns secured on illegal licenses, have deserted their place of posting in apprehension of their arrest. Besides former Sub Divisional Magistrate (SDM) Mendhar Mukhtiar Choudhary and a clerk Mohammad Qasim, nearly half a dozen accused in the racket are still absconding. General Officer Commanding (GOC) of Kupwara based 28th Infantry Division Major General S K Chakravorty said that, the militants will try to infiltrate any time and the Army is ready to tackle them, according to Kashmir Times. Earlier, in a press conference, GOC of strategic 15th Corps Lt General Syed Atta Hasnain said, 600-700 militants are waiting to cross into Kashmir from the other side. Accordingly, the Army vigil has been intensified on Line of Control (LoC) in frontier District of Kupwara which is stated to be one important route for militants to infiltrate and move towards hinterland. According to Defence officials in 2010, 470 infiltration bids were made by militants and during the foiling of bids around 125 militants were killed at LoC while militants tried to sneak into three districts of Baramulla, Bandipora and Kupwara in North Kashmir. Further, GOC Chakravorty said the Army has equipped its units with high-tech devices to check any attempts by infiltrators to enter Indian Territory. He also informed that his division has three difficult sectors of infiltration to cater, namely Machil Sector, Tangdhar Sector and Keran Sector, all in Kupwara District, having a difficult terrain. The senior Army Officer said that around 39 militants were killed last year while foiling the infiltration bids on LoC in these three sectors. He said that militant have changed the infiltration strategy, “Now reception parties wait for the infiltrators and they are using Global Positioning System (GPS) and other sophisticated devices while they infiltrate,” Chakravorty said adding that it is difficult to change the infiltration route. “The infiltration routes are same as they were in 1990s and it is very difficult to change them because of tougher terrains on other routes”.

Former Sub Divisional Magistrate (SDM) of Mendhar in Poonch District, Choudhary Mukhtiar, who had gone underground as his involvement figured in issuance of fake gun license was arrested on April 12 by a Special Investigating Team (SIT) of the Police from the house of his brother-in-law at Dalpatian Mohalla in Jammu more than two months after he went racket, reports Daily Excelsior. The former SDM Mendhar is also wanted by Tulja Police Station in Pune, Maharashtra where three First Information Report (FIRs) have been registered by Police in connection with fake gun license racket, which also had its roots in states of Haryana, Rajasthan and Gujarat besides Maharashtra. He was immediately whisked away to Janipura Police Station where a FIR under Sections 467, 468, 420 RPC, 5(2) Prevention of Corruption Act and 161, 165 has been registered against him along with other accused involved in fake gun license racket. So far, Police have arrested eight persons involved in the gun racket. Nearly 2000 fake gun licenses have been detected or seized so far, while the number could go up as many youth from twin border Districts of Poonch and Rajouri were working outside the State especially in Gujarat, Maharashtra, Haryana and Rajasthan as security guards on the basis of guns procured by them with the help of fake gun licenses for which they had paid between INR 35,000 to INR 50,000. Police is also investigating the name of political leaders and police officers, who had helped Mukhtiar escape police custody during past more than two months.

Kashmir Times, further adds that, the Police claimed that the conspiracy of the attack was master-minded jointly by incarcerated, Dr Qasim Fuktoo, and Saut-ul-Haq. Dr. Fuktoo is also the husband of Syeda Asiya Andrabi, chief of Dukhtaran-e- Millat (DeM). Moreover, the Tehreek-ul-Mujahideen was uncomfortable with Maulana’s moderate line. They were unhappy with his comments on stone-pelting and his talking to the Government, reports The Times of India. It was an attempt to take over the organisation and radicalise it. He had won three straight three-year terms as the Ahl-e-Hadith's head since 2004 and is believed to have closed down the terror group allegedly associated with his organisation in Kashmir. Further, the Police claim has complicated the events surrounding the murder. Tehreek-ul- Mujahideen, long associated with the Ahl-e-Hadith, was formed in 1990. It is the part of 15-member Pakistan occupied Kashmir (PoK) based United Jehad Council and enjoys close links with groups like the Lashkar-e-Toiba (LeT). Police further stated that a local LeT ‘commander’ provided logistical support for the assassination. The claim also rubbishes separatist leader Syed Ali Shah Geelani and Hizbul Mujahideen (HM) allegation that "Indian agencies" had murdered the Maulana. Following the investigation, Police on April 17 carried out thorough searches in Central Jail Srinagar and recovered 7 cell phones, 15 SIM cards and important documents from inmates, according to Kashmir Times.

The panel is likely to propose that the state’s governor and chief minister be given the titles of president and prime minister, respectively (as was the case before 1953). The interlocutors want greater devolution of power to the state legislature and elected local bodies. They also favour more confidence-building measures to create an atmosphere for talks with separatists, and a continuation of the dialogue with Pakistan. They are likely to propose that J&K be declared a free economic zone and that traditional route of trade and commerce, including roads to PoK, are reopened.

The militants are shifting their hideouts from plain areas of Kishtwar, Doda, Banihal, Ramban, Mahore, Gool and parts of Poonch and Rajouri Districts towards mountainous areas including Pir Panjal Range, which is known as comparatively safer area for the militants in summer. Habib Gujjar group of the LeT outfit, which was having strength of five, has reportedly left Keshwan and proceeded towards Warwan and Dachchan in Kishtwar District. Abu Moosa, a ‘divisional commander’ of the LeT, who was instrumental in the killing of two jawans (troopers) of Territorial Army (TA) at Gool in Ramban District few months back, has also deserted Gool and fled to Pir Panjal Range. In three major successful operations, carried out on April 21 Security Forces (SFs) killed two top Lashkar-e-Toiba (LeT) militants in Kishtwar District, captured three hawala (illegal money transfer) operators in Banihal of Ramban District and seized explosives from Panchayat (village level local self-government) building at Khari, Banihal, which had been dumped by militants to disrupt Panchayat elections, scheduled for May 16, reports Daily Excelsior. SFs eliminated two dreaded LeT militants, Mohammad Sultan Bhat (‘district commander’ of LeT) alias Noman, resident of Naik Mohalla, Saranwa in Kishtwar District and Jaan Mohammad of Chatroo in Doda District, who happened to be close associates of Lashkar ‘divisional commander’ Salman alias Habib Gujjar alias Jameel in Kishtwar. However, two more LeT militants including Salman himself and Mohammad Ishaq Lone have managed to escape from the encounter site. Recoveries made from the site of encounter included one AK-47 rifle with two magazines, one grenade and a large quantity of ammunition and explosive material. Salman alias Habib Gujjar was instrumental in a series of subversive activities in Kishtwar District. Of three hawala operators captured by Police, one was Sheikh’s brother-in-law Barkat Ali Dar. Superintendent of Police (SP) Ramban Anil Magotra said, adding that hawala consignment was delivered at Bijbehara in Anantnag District at the behest of Sheikh. The seized hawala money was meant for militants and their families. Along with Dar, two other operators Farhad Ali Khanday and Mohammad Ramzan Hajam (both from Banihal) were also arrested by SFs and INR 1.99 lakh were recovered from their possession. Hajam happened to be father of a slain HM militant Gulzar Ahmed.

Police have arrested two police personnel, identified as Mahroof Ahmed, a Follower in Police Department and Parvez Ahmed, a Special Police Officer (SPO) with Commando Group, both residents of Mendhar, along with Liaquat Hussain of Balakot who is with 156 Territorial Army (TA) as a jawan (trooper), for their involvement in militancy and recovered two Pakistan made pistols from their possession in Mendhar town of Poonch District on April 22, reports Daily Excelsior. The police and TA personnel were being quizzed to ascertain identity of the militants, who had been supplying weapons to them for further deliveries to their colleagues. Police suspected a link between recent recovery of pistols from Bhati Dhar forests in Poonch District and the pistols recovered from SPO and TA jawan as all of them were of same make. The Deputy Inspector General (DIG) Rajouri-Poonch Range stated that, "Definitely, the arrested policemen and TA jawan were involved in militancy. They were working for the militants, which is evident from the fact that they were in possession of Pakistan made pistols. We are subjecting the arrested persons to sustained questioning to ascertain the source of weapons.” A FIR No. 52/11 under Sections 7/25 Arms Act, 120-B and 122 Ranjit Penal Code (RPC) has been registered against the accused at Mendhar Police Station for further investigations.

An intercept of a Pakistani militant, Mehmoodi, presently operating from Muzaffarabad in Pakistan occupied Kashmir (PoK) and his conversation with Abu Moosa on April 23 gave the SFs clues about the location of the militant leading to his killing along with his associate. According to Inspector General of Police (Jammu) Dilbagh Singh SFs launched operation along Dandi Nullah (stream) in Aakhran belt of Banihal in Ramban District in the night after developing specific inputs about movement of Moosa and his associate Zulqarnain in the area. However, the encounter started in the morning of April 24, in which both the militants were killed. Zulqarnain, who had operated as bodyguard of Abu Moosa and later became a top militant of the outfit, was active in the militancy for past nine years. Two Policemen were shot dead and another injured by militants near a Police Station at Nowgam area in Srinagar in the night of April 25, reports Daily Excelsior. The militants opened indiscriminate firing on a Police party returning to Nowgam Police Station at around 10pm, killing the Policemen. The militants, however, managed to escape. No militant outfit has claimed responsibility for the attack.

Kashmir Times reports that the Inspector General (IG) Border Security Force (BSF), Baljit Singh claimed in Srinagar, that militant in Pakistan occupied Kashmir (POK) are desperate to infiltrate into the valley. “We have reports that militants are desperate for infiltration into Kashmir for creating disturbance," the IG stated. Singh said security agencies including BSF and Army were ready to face the challenge and would ensure that the ultras do not succeed in their efforts. General Officer Commanding (GOC), 25th Infantry Division, Major General Om Prakash said that as per intelligence reports, there are about 42 training camps across LoC. 450 odd militants are lodged in camps and launching pads, and staged for infiltration. “Infiltration attempts will increase with the melting of snow as per analysis of past militant methods and activities along the LoC,” he said, adding that Army is well prepared to meet the challenge. Regarding the militants operating in hinterlands of the state, the GOC said that nearly 200 militants are operating in the South of Pir Panjal region. “There are militant. We are regularly getting inputs of their movement. The backbone of the militancy in South of Pir Panchal has been broken,” the GOC asserted, adding that the rest will be wiped out in due course of time. “Zero-infiltration has been achieved along the LoC in South of Pir Panchal in Jammu and Kashmir,” he claimed. On Pakistan Army's role in keeping check over infiltration from across the border, Major General Prakash said, “We respect ceasefire agreement between the two nations but there were several ceasefire violations and exchange of fire last year. However, we noticed now that alertness of troops along borders has foiled infiltration attempts.”
