Latest census conducted by the Jammu and Kashmir (J&K) Police shows 325 militants are currently present across Kashmir. And of them, 119 are active — the lowest figure ever since militancy erupted in the state in 1990. While 168 are local militants, 134 are foreign national, majority of them associated with Lashkar-e-Toiba (LeT). The data compiled by the J&K Police and Criminal Investigation Department (CID), shows majority of the militants are operating in north Kashmir. The number of active militants, categorized as ‘A’, ‘B’ and ‘C’, respectively — as per “strategic and tactical importance” — is 119. Despite setbacks, Hizb-ul-Mujahideen (HM) is the largest militant outfit operating in Kashmir with 143 active cadres, including 15 foreign militants.

The state has spent around INR 2,395 crore last fiscal as its security bill, excluding the expenses on the Army establishment that is being paid by the Centre. The state was spending INR 64 crore in 1989 for the upkeep of 28,000-strong police force. Over the past two decades, the police's headcount has increased to about 86,000 as the border state has been busy fighting against Pakistan-sponsored terrorism. J&K Chief Minister Omar Abdullah has urged the Centre to support the state in meeting the spiralling security bill during a meeting with the Planning Commission. The Plan panel has cleared INR 6,600 crore annual plan outlay for the state for fiscal 2011-12, which is INR 600 crore higher than the previous years.

"I think I can count them as infiltration attempts, (there were) perhaps two (attempts)," General Officer Commanding of Srinagar-based 15 Corps Syed Atta Hasnain told reporters. "There were 23 killings at the hands of militants this year while as this figure was 22 for the last year. Other than this, all the militancy related parameters are well within our control and this makes me happy," he said. In another context he said that election is not the solution to the Kashmir issue. "It (Kashmir issue) cannot be resolved through Panchayat [village level local self-government institution] polls and I am the first one to admit that the Kashmir problem should be addressed politically," the Chief Minister said. He, however, added that the Government would fully empower the Panchayats and a committee headed by Chief Secretary Madhav Lal has been set up to look into the broader perspective of giving more powers to Panchayats. The committee would submit its report by next week. He also said that decision is yet to be taken whether the elections for civic bodies would be held on party basis or non-party basis.

Indian Express reports that with intelligence and security agencies having okayed the return of 108 Jammu and Kashmir militants, who are currently either in Pakistan or in Pakistan-occupied-Kashmir (PoK), the Centre too is likely to clear their cases by next month. Sources said the applications of 28 militants had already been cleared by a committee comprising representatives of the State Government, Union Ministry of Home Affairs and the Army. “Eighty more names will be cleared by the end of this month. Hopefully, all these 108 militants will return home next month,” an unnamed Home Ministry official said. Sources said the identity of the rehabilitated militants would be kept a secret. Over 3,000 Kashmiri youths went to PoK to receive arms training. Their return is being made possible under the Government’s Rehabilitation Policy announced in 2010. It covers all people and their dependents who crossed over to PoK between 1989 and 2009 to take up the gun.

Inspector General of Border Security Force (BSF, Jammu Frontier) Sunil Chattopadhyay said that though the situation on the International Border is calm as compared to last four years yet there is no scope for complacency as around 170 militants are still getting arms training in eight camps on the other side of border and may try to sneak into this side. "The situation on the International Border between India and Pakistan is under control and very calm since August 2010 as compared to last four years when there were several incidents of cease fire violations and attempts of infiltration", he said. “In 2007, there were 28 incidents of cease-fire violation and attempts of infiltration while as the same in 2008 were 58. In 2009, the number of such incidents was 36 while as during the period between January 2010 to August 2010, 28 cease-fire violations and infiltration attempts were made from the other side on the International Border,” the official said. "A total of 9 such incidents have taken place from August 2010 till date as such the situation is better as compared to previous four years", he said, adding "this is mainly because of increased surveillance, alertness at all levels and effective monitoring of situation from the Border Out Posts (BOPs) besides coordination with Pakistani Rangers". In reply to another query, Chattopadhyay disclosed that under Central Government sponsored schemes, 38 BOPs in Jammu Frontier are being modernized and better living conditions will be provided to the soldiers. Times of India reports that the first five months of 2011 has been the most peaceful time in Kashmir, compared to corresponding periods of the past two decades, assessments by the Security establishment has shown. According to sources, assessments of insurgency situation in Kashmir until May 31 showed there was an almost 50 percent drop in most parameters used to measure militancy. In the first four months, no terrorist managed to enter the Valley from Pakistan, while in May, a group of 17 entered. In 2011, there were 42 infiltration attempts in the first five months, while in 2010 it was about 100. The Security Forces killed 30 terrorists in the first five months, against almost 100 killed in 2010 in the same period. A similar drop in the number of violent incidents in the first five months was noticeable — in 2011 it was 84, against 200 in 2010 for the same period. The number of civilians killed remained around the same, with 21 people killed in militancy violence in the first five months.

Pakistan-based Lashkar-e-Toiba (LeT) outfit runs a series of well-oiled courses for budding terrorists, ranging from religious indoctrination to military and intelligence training, which are aimed at boosting militancy in Jammu and Kashmir, reports Times of India. David Coleman Headley, a Pakistani-American LeT operative and an accused in the 26/11, in his testimony during the recently-concluded trial of co-accused Tahawwur Rana provided an insight into the religious, military and intelligence training being imparted by the LeT. He told the court that he went for religious training by the LeT in 2002; the three-month operational military training in 2003; and the LeT leadership course in 2004. In between, he did a course in intelligence in 2003. "I did the basic -- the religious course in the beginning. I did a preliminary course, a military. And then I did the advanced course. Then I did the intelligence course. Then I did the anti-terrorist course. Then I did the leadership course. And that's it," Headley told the court in response to a question from the defence attorney. All these courses, he said, were directed towards fighting in Jammu and Kashmir. Headley told the court that LeT taught them "small unit tactics," for "conventional and guerrilla warfare" in both "urban and country settings," so that LeT terrorists could fight against the Indian Army. "And that was your aim, that you were going to fight in that battle?" he was asked. "That is correct", Headley responded. "They really didn't teach you ...in the intelligence course, the intelligence was designed to help you with that type of a battle, correct, fighting in the guerrilla war, so to speak?" he was asked. "No. The intelligence was a little different from that. That was geared toward living... small groups of Lashkar operatives that would go in and live inside of India. That was geared for that mainly," Headley said. "Small groups. Where were they going to live, in Kashmir or India itself?" the defence attorney asked. "In India or Kashmir, both," Headley said. "And do what type of work?" he was asked. "Surveillance or checking out some locations as well as VIPs or personnel," he said. After working for LeT for four-five years, Major Iqbal of the Pakistan’s external intelligence agency, Inter Services Intelligence (ISI), got in touch with him in 2006. "How do you know he was in ISI?" the defence attorney asked. "Because I had been introduced to him by a person who had met—who I had met inside a military cantonment in Landi Kotal," Headley said.

Acting on a tip off about presence of some militants in the house of one Mohammad Yousuf, the SFs cordoned off a village in Shikargah at around 7 pm in the night of June 26. The militants opened fire following which the encounter broke out, which continued intermittently throughout the night. The SFs’ launched an assault on the militants shortly after dawn on June 27 and killed both the militants. Two AK assault rifles, four magazines, 14 rounds, an Under Barrel Grenade Launcher along with a grenade and two Chinese hand grenades were recovered from the incident site. Muzaffar, who had received arms training in Pakistan-occupied-Kashmir (PoK), was one of the most wanted militants in South Kashmir.

Out of 33,849 posts of Sarpanches (heads of Panchayats) and Panches (members of Panchayats), for which elections were successfully conducted by the State Election Department in 16 phases, nearly 1300 posts of Sarpanches and Panches remained vacant most in Kashmir region. Chief Electoral Officer (CEO) and Home Secretary B. R. Sharma said, “… If they ask us to issue a fresh notification for the vacant posts of Panchayats, it would be done shortly.’’ He added that all over 4000 Panchayats out of a total of 4130 across the State would be constituted any time after June 30. "We are forwarding the list of over 4000 Panchayats elected during the 16 phase elections to the State Government on June 30. The names of elected Sarpanches and Panches would be submitted to the Government. Any time, thereafter, the Government could constitute the Panchayats, which would formally come into existence in first week of next month’’, Sharma said. About 1300 posts of Sarpanches and Panches, majority of Panches in Kashmir division remained unfilled. While in some segments, the candidates didn’t come forward, in some constituencies, the election couldn’t be held due to stay order obtained by the candidates through the courts.
