On September 1, a Junior Commissioned Officer (JCO) of Army was killed when Pakistani troops violated the cease-fire for second consecutive day in Keran sector of Kupwara District to give cover to infiltrators, according to Daily Excelsior. Army sources said the Pakistani troops at Saheli post in Neelaqn Valley (Pakistan) opened unprovoked firing at Shalapathri post on Indian side along the Line of Control (LoC). They used mortars and heavy weapons to target the Indian positions killing one JCO. Troops from this side retaliated and forced the militants to flee. Pakistan Army spokesman Major General Athar Abbas told Geo News that three Pakistani soldiers were killed in the firing, which he said was "unprovoked," adds Times of India.

Several Pakistan-based terrorists are waiting at the launch pads across the Line of Control (LoC) to cross over into Jammu and Kashmir (J&K), Ministry of Home Affairs (MHA) officials said on September 1, according to Economic Times. "There is information that many terrorists are holed up in launching pads. We have this information, quite accurately. We get this information regularly," Union Home Secretary R K Singh said. The Home Secretary said, "There have been continuous attempts to infiltrate. Our forces are countering these attempts and we are getting successes. Many infiltrators were eliminated. We are tackling infiltration. We deal with some of them along the border. And when a few are able to enter, we deal with them."

On September 2, a Central Reserve Police Force (CRPF) trooper was injured in incidents of stone pelting in Baramulla town, according to Daily Excelsior. As soon as All Party Hurriyat Conference -Geelani (APHC-G) chairman Syed Ali Shah Geelani finished his speech at General Bus Stand in Baramulla town, groups of youth assembled near the Bus Stand and adjoining markets. They started pelting stones on Security Forces (SFs) injuring a CRPF trooper. Stone pelting and protests were also reported from the main market of Sopore. Also, some miscreants attempted to disrupt peace and resorted to stone pelting on SFs’ deployments after the Friday prayers at Nowhatta in Srinagar.

With the latest incidents of firing, the number of ceasefire violations by Pakistani troops in Keran and Macchil sectors has gone up to six in the past three days. "Four ceasefire violations have been reported from Keran and Macchil sectors along the LoC in the frontier district of Kupwara since Thursday [September 1] afternoon," Defense spokesman Lieutenant Colonel J S Brar said.

Security Forces on September 2 arrested six fresh recruits of Shopian from Kalakote area of Rajouri District when they were heading towards Sunderbani for crossing over to Pakistan occupied Kashmir (PoK) from the Line of Control (LoC) for arms training, reports Daily Excelsior. The group, aged between 22 years to 24 years all of whom were under-educated or illiterate, had been launched by Lashkar-e-Toiba (LeT) ‘launching commander’ Mohammad Rafiq son of Gul Parray, a resident of Shopian with the assurance that they would be paid INR 100000 each after completion of their arms training in PoK and return to Kashmir to join militancy.

The Hindu reports that the Army on September 2 intensified search and combing operations along the LoC in north Kashmir. Official sources said the soldiers are carrying out combing and search operations through the dense forests in Keran, Macchil, Handwara, Kupwara and Gurez sectors of the Valley which have emerged as favoured infiltration routes for militants over the past couple of years. The militants have even tried to cross the Kishanganga River, the virtual LoC between the two sides. India Today adds that the Intelligence Bureau (IB) has warned terrorists across the border have been waiting to infiltrate into Jammu and Kashmir. The IB terror alert even said that many terrorists have already infiltrated into Jammu and Kashmir.

IANS reports that Jammu and Kashmir Minister for Law and Parliamentary Affairs Ali Mohammad Sagar on September 3 said the State Government can only "recommend" to the Central Government to revoke the Armed Forces Special Powers Act (AFSPA). "Though the State Government can review the Disturbed Areas Act, the ultimate authority to revoke it lies with the centre," Sagar told a local news agency reacting to Union Home Minister P. Chidambaram's statement that this power lies with the State Government. Talking about removal of AFSPA in the State, Chidambaram had On September 1 said: "Once the State Government decides that the Disturbed Areas Act should go from a certain area, the AFSPA would automatically cease to remain in force there. I am in touch with the chief minister (Omar Abdullah) and he has to weigh the pros and cons and then decide when to do it." AFSPA was passed in 1990 to grant special powers and immunity from prosecution to Security Forces while dealing with raging insurgencies in northeastern States and in Jammu and Kashmir. Meanwhile, according to a leaked US diplomatic cable released by Wikileaks, the US Embassy had cautioned its Government against any “activism” in Kashmir saying even a hint of it can prove counter-productive in view of India’s hypersensitivity to third party involvement on the issue. “Any hint of USG (United States Government) activism in Kashmir, however helpful the intentions behind it, will prove counterproductive because of the GOI’s (Government of India) hypersensitivity to third party involvement in Kashmir,” the US Ambassador to India, Timothy Roemer, had said in a secret cable to Washington in 2009. “In order for the GOI’s efforts to restore sustainable peace and stability in Kashmir to succeed, its engagement with the separatists and with the Kashmiri people must be free of any perception of outside influence,” the ambassador said. Roemer had outlined a slew of measures that Indian Government should take to make forward movement on resolution of Kashmir issue, particularly the internal dimensions, but warned against making these “prescriptive” in nature. In the list of 20 suggestions, he had said that the Centre should ensure that dialogue with separatists achieves results and the generous development spending in Jammu and Kashmir should continue. He had also called for repeal, selectively repeal or more judicious use of Armed Forces Special Power Act (AFSPA) and the Disturbed Areas Act. Another leaked cable highlighted the turf war between rival factions of the All Party Hurriyat Conference (APHC). According to the cable, APHC-Mirwaiz (APHC-M) leader Mirwaiz Umar Farooq had counseled against issuing a passport to APHC-Geelani (APHC-G) chairman Syed Ali Shah Geelani for seeking treatment in the United States saying he would "stir up trouble". "The report is purely speculative in nature. The group of interlocutors is presently engaged in preparing a draft of its final report which is expected to be submitted to the Government of India before its term ends on October 12, 2011," the interlocutors -- Dilip Padgaonkar, Radha Kumar and M M Ansari -- said in a statement. “The three members of the group are yet to enumerate, let alone discuss and finalise the recommendations. They will do so after they return from their last visit to Jammu and Kashmir in the later half of this month," they said. "So", the interlocutors said, "There is no question of anyone in the Government, let alone outside the Government, being privy to the final recommendation. These recommendations do not exist in their embryonic form at present," the statement said on the media report which had quoted highly placed sources in the Government. The panel had submitted its interim report nearly 10 weeks back. The interlocutors have so far made 10 visits to the State and covered 18 of the 22 Districts during which they have met nearly 5,000 people which includes political leaders, trade unions, lawyers, student unions and newly-elected panchs (member of Panchayat, village level local self Government institution) and sarpanchs ((head of Panchayat). However, the separatists, including both factions of All Party Hurriyat Conference (APHC) led by Mirwaiz Umer Farooq and Syed Ali Shah Geelani have not met the interlocutors. Former Hurriyat Chairman and a prominent Shia leader Maulana Abbas Ansari had met one of the interlocutors but in his individual capacity.

"Whenever Geelani is allowed to address (a) gathering at any place, it is followed by large-scale stone pelting and attacks on police and paramilitary forces, leading to serious law and order problem," a Government spokesman said. The spokesman cited four examples when the Hurriyat hawk was allowed to move out of his house and address gatherings, which led to stone-pelting incidents. "No government can allow antics of one person to result in law and order disturbances, which cause miseries and sufferings to general masses and adversely affect education of children and trade of business fraternity. In future, if any restrictions are put on the movement of Geelani, he and his actions alone would be responsible for this," he said. However, a statement by Geelani denied that his visits to any place were leading to law and order problems, adds Hindustan Times. "It is only the brutal attitude of Police which results in chaos and confusion after we successfully conclude a peaceful rally," the statement said. Geelani termed the stone throwing after the conclusion of his public programs as part of "government’s plot" to stop him from moving out of his home.

A US diplomatic cable released by Wikileaks has revealed that in the aftermath of the November 26, 2008 Mumbai terrorist attacks (26/11), the US had categorically told Pakistan to dismantle terror infrastructure on its soil and take action against Lashkar-e-Toiba (LeT) founder Hafiz Saeed for his alleged involvement in the attacks. "In his introductory meeting with Pakistan's High Commissioner to India Shahid Malik (on) August 25 (2009), Ambassador (Timothy) Roemer stressed the importance of bringing to justice the perpetrators of the Mumbai terrorist attacks and dismantling terror groups," the US diplomatic cable released last week said. Roemer, in the 2009 cable, specifically emphasised the importance of acting on the evidence involving LeT founder Hafiz Muhammad Saeed. Malik responded by characterising the latest dossier on Hafiz Saeed handed over by New Delhi to Islamabad as a "rehash" of existing evidence. According to another cable, Jammu and Kashmir Chief Minister Omar Abdullah had accused the Ministry of External Affairs (MEA) of shooting down proposals to resolve the ongoing Kashmir issue. Omar acknowledged that Pakistan had gone farther than India on the Kashmir issue. Omar allegedly told US diplomat Dan Burton in 2005 that India did not have a roadmap to solve the issue. Omar had said that the Prime Minister must think outside the box to solve the festering problem. Going a step further, he even accused Centre of being content with the status quo on Kashmir issue. Omar, who was then a Member of Parliament, even conceded that joint cultural events were not able to help normalise India-Pakistan ties.

A classified intelligence report sent out by Secretary of State Hillary Clinton in March 2009 details efforts by terrorists to “set off explosions and carry out terrorist attacks” in the two States and speculates that a terror team might have already arrived in Himachal Pradesh to carry out the attack. The detailed reports, drawn up by the US State Department’s Office of Intelligence and Threat Analysis, say that terror groups have been emboldened by the Mumbai attack and are planning attacks on Indian missions abroad and key infrastructure projects in Jammu and Kashmir. “India learned in late March that up to three or more teams of terrorists, at least some of whom are Kashmiris, are planning to set off explosions and carry out terrorist attacks in the states of Himachal Pradesh and Punjab. At least one terrorist team might already have arrived in Himachal Pradesh,” a cable sent out by Clinton on March 27, 2009 says. “The terrorists allegedly intend to carry out attacks seminal to those in Mumbai,” the report, released by WikiLeaks, adds. The same cable goes on to say that as of early 2009, the Lashkar-e-Toiba (LeT) remained capable of carrying out attacks on mainland India though there was no information on the location or nature of the attacks. “Indeed, there is little reporting to suggest counter terrorism efforts by the Pakistanis have done anything to encumber LeT’s operational network in South Asia (Himachal Pradesh and Punjab located in northwest India),” it reads. Besides attacks in Punjab and Himachal, LeT was also planning attacks on “high profile infrastructure” in Jammu and Kashmir, the report suggests. “Terrorists may be planning attacks against civilian infrastructure sites in the state of Jammu and Kashmir. Possible attack locations include several dams, power stations, and three airports: Leh, Kargil, and Jammu Satwari,” the report says. A similar intelligence report sent out by Clinton in December 2008 in the aftermath of the Mumbai attack also says that the LeT was “likely capable” of conducting another attack in India in the coming months. It also reveals that India shared concerns with the US that its missions abroad would be attacked by Pakistan-based terror groups. While inputs in many cables point to the frustration in India over the lack of action by Pakistan against terror camps post the Mumbai attack, there is also a reference to intelligence sharing by Inter Services Intelligence (ISI) Chief Shuja Pasha on possible threats against Israeli targets in India.

The US cables clearly show that Americans also knew that Tiger Memon, the prime accused in 1993 Mumbai blast case and an aide of global terrorist Dawood Ibrahim, had tied up with the ISI. One of such organisations created by ISI in Pakistan was Jammu and Kashmir Islamic Front (JKIF), with its main base in Kathmandu, Nepal. "To dispatch men and material and to execute explosions in India, Kathmandu was invariably made the nodal point and JKIF exploited the vulnerable Kathmandu-based Kashmiri businessmen for such activities since they had a ready-made and clean past. JKIF kingpin Javed Krawah himself used to run a carpet business in Kathmandu," said the US cable signed off by the then US Ambassador to India, Frank Wisner. The JKIF, says the cable dated July 8, 1997, was controlled from Pakistan by ISI and Memon. "Their contact in Pakistan-occupied Kashmir was Bilal Beg, who was running an indoctrination camp near Muzaffarabad, funded extensively by the ISI to carry out terrorist acts in India. ''One Colonel Farooq of Pakistan ISI tasked Bilal Beg and Tiger Memon to utilize Kathmandu-based activists Lateef and Javed Krawah to set off blasts in Delhi before the Lok Sabha elections," it said. In May 21, 1996; this JKIF team set off a very high intensity explosion at Lajpat Nagar, in which 13 persons were killed and 40 injured. "The RDX used in this blast was brought from Kathmandu," the cable said. The subsequent explosion in a Rajasthan roadways bus near Dausa on May 22, 1996 was also engineered by the JKIF. "Another JKIF team under the leadership of Abdul Gani, AKA Assadullah, was sent to execute a bomb blast in Ahmedabad," it said. The JKIF again planned a chain of explosions in Delhi before Republic Day 1997 at the behest of ISI and Tiger Memon, the cable said. Since its inception, the JKIF had been under considerable pressure from its Pakistan-based leadership to carry out bomb blasts outside Jammu and Kashmir, particularly in Delhi, the cable said.

Pakistan wanted to wind down militancy in Jammu and Kashmir in 2006, but failed due to a stiff 10-day protest by militant leaders, according to a US embassy cable from Islamabad released by Wikileaks, reports Hindustan Times. “The Inter-Services Intelligence (ISI) had summoned the leaders of the Kashmiri militancy for a March 8, 2006, meeting in which the Government of Pakistan thanked the militants for their struggle, but then told them to lay down their arms and give the bilateral peace process a chance,” says the cable. The cable says that the militant leaders responded to Pakistan’s orders to stand down and accept financial cuts with a 10-day protest, and refused to leave the safe house in Islamabad where the meeting took place. Although the details varied, most accounts agreed on the basic message: time had come for the militants to stop violence to allow space for President Pervez Musharraf and Prime Minister Manmohan Singh to move forward with peace initiatives. According to the cable, Srinagar-based separatist leader Yasin Malik, who heads the Jammu Kashmir Liberation Front (JKLF), told the US that he had used his March-April 2006 visit to Pakistan to reach out to Kashmiri militant leaders, counseling them to lay down arms and give the peace process a chance. The cable also stated that JKLF secretary general Mohammed Rafiq Dar said the confusion in the United Jihad Council (UJC) – a conglomerate of leaders of militant groups active in Kashmir – created an opening for Malik to advocate a ceasefire. For instance, Dar said Malik held several conversations with Hizb-ul-Mujahideen (HM) leader and UJC chairman Syed Salahuddin, who said he joined the protest in response to Pakistan’s orders out of comradeship. The US embassy adds a note to Salahuddin’s statement saying, “The syntax of Salahuddin’s remark suggesting that militancy will naturally die off if only the militants were given a seat at the table indicates that it was lifted straight from Malik’s talking points, which paraphrase Musharraf’s own thinking.” In 2006, Musharraf had proposed a four-point formula, envisaging self-rule in a Jammu and Kashmir demarcated into provinces.

The partial extract of the original cable, which details the profile of Kashmir-related leaders, dates back to 2005. The cable while profiling Lone's son, Sajad Gani Lone, who participated in the 2008 state elections, says, "The Hurriyat split in September 2003 on the issue of People’s Conference’s proxy participation in 2002 landmark state elections." The three-part biographic report compiled "information academics, journalists, NGO activists and others during a 2002-2005 assignment at embassy New Delhi" and impressions gained from contact with Kashmir-related politicians, government officials, separatists. A US secret diplomatic cable released by Wikileaks revealed that All Part Hurriyat Conference-Mirwaiz (APHC-M) chairman Mirwaiz Umar Farooq wanted Line of Control (LoC) to be converted into a permanent border and three separate legislative assemblies for Ladakh, Jammu and Kashmir regions with Chief Minister and Governor from each region on rotation basis, according to Indian Express. The cable said the Mirwaiz wanted this “because he was concerned about his own political future”. It adds that the Mirwaiz's proposal — ‘United States of Kashmir’ — included turning the LoC into a permanent border between India and Pakistan. “First, the LoC would become border, but every effort would be made by parties on both sides to make it irrelevant similar to the soft barriers that define many of the borders in Europe. Second, both Kashmiri regions of India and Pakistan would be given semi-autonomous status. The proposal would set three separate state assemblies on the Indian side… and two on the Pakistani side including Azad Kashmir and northern areas,” it says. Superintendent of Police (SP) Imtiyaz Hussain said that he got a tip-off about Uni's presence in the house of one Tariq Ahmad late in the night of September 12. SP Hussain said Uni, who was based in Pakistan but active in north Kashmir through the Kupwara route for the last six years, slipped past a Police cordon around Ahmad's home and hid in an abandoned house near at Batpora on September 13. A four-hour encounter followed and Uni was killed. Uni was reportedly responsible for killing Jamiat-e-Ahle Hadees president Maulana Showkat Shah on April 8, 2011. Uni, who carried a head money of INR 10 lakh, was nominated as chief’ operational commander’ for J&K by Pakistan-based LeT. He was from Multan, son of one Riyaz Malik, and had crossed over to the Valley in 2005 to take the place of then Kashmir LeT ‘commander’ Hafiz Nasir after he was killed, said Hussain.

As many as 569 Pakistani militants were killed in the State in the past 12 years, the Jammu and Kashmir Police said, according to PTI. Most of the Pakistani militants killed were affiliated to Lashkar-e-Toiba (LeT), according to statistics posted on the State Police website. A total of 323 militants were killed from 1998 to 2002 when LeT and Jaish-e-Mohammad (JeM) outfits launched a series of suicide attacks on military and police installations. The four-year period coincided with eruption of Kargil war when the influx of Pakistani militants affiliated to LeT and JeM increased into the state. The number of Pakistani militants killed in the State declined after 9/11 terror strikes in the US, apparently due to the pressure exerted by Washington on Islamabad to curb militant activities on its soil. The data showed 127 identified Pakistani militants were liquidated from January 2003 to December 2004. The lowest number of Pakistani militants, 103, were killed between January 2005 and December 2009, it said. 16 militants from the neighbouring country were eliminated in the first four months of 2010. The data gave names and residential details of the killed militants who had come from Islamabad, Lahore, Rawalpindi, Karachi and Peshawar and other Pakistani cities.

In the first positive development for investigators probing the Delhi High Court blast, the National Investigating Agency (NIA) arrested two persons from Jammu and Kashmir for sending an email claiming claiming responsibility for the attacks on behalf of the militant terror outfit HuJI. The arrestees were identified as Shariq Ahmed and Abid Hussain. After sustained interrogation, the two admitted to sending the email and reportedly also identified the person who asked them to do so. The duo were arrested on the basis of a forensic report received by the NIA of the computer hard disc that was used by one of them to send the email from , stating that the blast was carried out by HuJI.

"The surveillance grid has been strengthened to foil any attempt by militants to cross over to this side," said General Officer Commanding of Srinagar-based 15 Corps Lieutenant General Syed Ata Hasnain. Further, he made it clear that foreign militants operating in Kashmir won't be given any offer of surrender during encounters. He said, "Foreign militants won't be offered to surrender during encounters. We didn't ask LeT [Lashkar-e-Toiba] ‘commander’ Abdullah Uni to surrender two days back in Sopore. As soon we received information about his presence it was decided he has to be killed. Army doesn't offer foreign militants to surrender." "After the killing of more than 35 of its commanders, LeT is trying to send reinforcement to the Valley and more than 400 militants are ready to infiltrate," he added. The interlocutors, however, said non-engagement of separatists will not make any difference to the final report to be submitted to the Centre. The report is expected to be submitted before October 12 when the panel's term comes to an end. "We reiterate that even at this hour if there is any sign that we get from the separatists that they wish to talk to us, we shall be pleased to do so anywhere, anytime and under any condition," Dileep Padgaonkar, the Chief Interlocutor said. "Will the fact that they (separatists) did not engage with us, make a big difference to the report? The answer is no. It won't. Because we have a fair idea what the factions of Hurriyat Conference and separatists stand for," he said when asked whether the absence of the separatists will have an impact on the team's report. Concerned over repeated infiltration attempts, the Centre has directed Security Forces (SFs) to intensify vigil along the border and take necessary steps to foil any attempt by Pakistan-based elements to push terrorists into India, reports Daily Excelsior. Ministry of Home Affairs (MHA) officials said at least 60 infiltration bids have taken place along the border in Jammu and Kashmir till August 2011 and apprehend that such attempts will intensify in the coming days till the onset of winter. Besides, intelligence reports also suggested that around 2,500 terrorists are active in training camps and launching pads in Pakistan-occupied Kashmir (PoK) and some other areas in Pakistan and all of them were primarily trained to infiltrate into India. According to the Home Ministry estimate, infiltration attempts have shown a marginal increase during 2010 in comparison to 2009. While there were 489 infiltration attempts in 2010, there were 485 such attempts in 2009. Also, there has been an increase in incidents of ceasefire violation along the Line of Control (LoC). At least 23 incidents of ceasefire violation have been reported along the LoC till August 2011. There were 77 ceasefire violations in 2008 which came down to 28 in 2009 but further increased to 44 in 2010.

He said, "During the past one and half months, infiltration attempts have been increasing in the area of White Knight Corps but each and every attempt was foiled by the alert and vigilant troops.” "No, there was no attack by Pakistani troops on Indian forward post to capture it along the Line of Control [LoC]. There was only an incident of firing and the same was repulsed effectively", he said in response to a question, adding "due to retaliation by our troops, they (Pakistani troops) suffered damages". In response to another question, he said, "Winter or summer doesn't make much difference as far as White Knights area of responsibility is concerned. In some areas, militants do change their tactics during winter but we have our strategy in place and Army with the assistance of Police and local administration would continue to foil their nefarious designs." Regarding number of terror camps, militants in Pakistan and PoK, he said, "The terrorist camps were never de-activated across the fence but the figure keeps varying. As per the latest inputs from the intelligence agencies, there are about 42 camps opposite the area of responsibility of White Knight Corps and the number of militants may be between 250 to 500." "Though there is no specific information regarding fresh recruitment yet continuous attempts are being made," he further said. He also added, "Pakistan has become an epicenter of global terrorism and failed to tackle growing extremism on its own soil", he further said, adding "while Pakistan is an epicenter of the global terror, it is a key ally of the US on war against terrorism." Chief Interlocutor Dileep Padgaonkar said that there has been improvement in the situation as the level of violence has gone down. "Our emphasis has been on the political solution as there is a sense of victimhood in all three regions of the State. Though we have tried to address the political aspirations of the people of Jammu and Kashmir, our main focus was on a permanent political settlement of issue within the framework of Indian Constitution,” he added. He asserted that any solution outside the purview of the Indian constitution is not acceptable to the other regions of the State. "It was during our term of office we have met as much as 700 delegations, 5000 people and held three round table conferences in the State. We have taken everyone's view into account in our report," he added. He also said the team will submit its report to Union Home Minister P. Chidambaram before October 12, adds The Hindu. “This is our last official visit to the State before we hand over our recommendations which will happen by October 12. The recommendations will be unanimous,” he said. The team had met political parties and other stakeholders at the State-level and in all 22 Districts of Jammu and Kashmir. “These interactions will be reflected in the final report,” he said. Asked if the interlocutors had shut the doors on separatists by maintaining that solution has to be within the Constitution, Padgaonkar said, “A solution outside Union of India is not acceptable to even people from certain regions and sub-regions of the State, let alone the people of rest of the country.”

He said State Police have not come across any presence of IM in the State so far. The IM is said to be gaining strength from Lashkar-e-Toiba (LeT), which has significant presence in the State. In response to a question, he said that out of 700 applications filed by relatives and parents of Kashmiri militants to facilitate their return to the State, 145 have been worked out. "Till now 700 applications have been received and of those 145 have been worked out and others are in process," he said. The applications were filed in Rajouri, Doda, Kupwara, Baramulla, Kishtwar, Shopian and Bandipora Districts. On the issue of mass graves in Poonch District, Khoda said, "These graveyards, let me tell you, are in the area where there is habitation, and the buried include militants, and people died of natural causes. Chief Minister Omar Abdullah on September 27 asserted that there is a misconception regarding unmarked graves as they are being tagged as mass graves, according to Daily Excelsior. "There are no mass graves as most of the graves have only one person and a few are with two persons but no grave is having more than two persons", he said. Omar said that his Government is ready to perform the DNA profiling of the bodies buried in the unmarked graves in the State. Omar said that some newspaper has reported about 2,500 similar graves in Poonch again attaching the impression of mass graves. "I have examined the records which revealed that 2,136 militants have been killed in Poonch since 1990 of which 2,090 were foreign origin, thus graves would be there but to declare them mass graves of unidentified persons cannot be real reflection of facts", he said adding that wherever militants have been killed by the Security Forces, they were buried as per Islamic rights and their graves exist. The Chief Minister disclosed that the militants from 12 foreign countries including Russia, Chechnya, Sudan, Pakistan, Britain and Afghanistan have been killed in encounters in the State and their graves do exist here. Omar said that it is essential to know facts about these unmarked graves and give answer to every question in this regard. "We have to co-relate the figures. The figures quoted by media, SHRC [State Human Rights Commission] and Government totally differ from one another. The official figure about the civilian killings during the period of militancy is 17,000 while separatists count them in lakhs", he said. "Many people have been killed by militants; many militants have lost their lives during trainings and in other incidents. Recently 14 militants have been killed in encounter in Nazir Gurezi's area and they have been buried there with Islamic rites. Presently we know these were militants and if their graves are found after 20 to 25 years later, the similar questions may arise", the Chief Minister asserted. He maintained that a large number of disappeared persons are living normal life across the border, they have married and are engaged in various economic activities but they still exist as disappeared persons here. He urged both India and Pakistan to jointly form Truth and Reconciliation Commission (TRC) to find out answers to questions on various incidents that occurred during the past over two decades of militancy in Jammu and Kashmir. Omar said so many questions and matters pertaining to the unmarked graves can be answered by the formation of this Commission. Omar said the Rehabilitation Policy adopted is aimed at helping the return of the persons who had crossed the Line of Control (LoC) and are now living normal life there. "But our neighbour will not open gates for them to return with wives and children as it wished them to carry guns. However, we are working with Home Ministry to facilitate their return", he said adding that we have received about 900 applications in this regard, of which 100 have been approved. Earlier, widening its investigation to more than 3,800 unmarked graves in Poonch and Rajouri Districts, the SHRC on September 16 had directed the Stated Government to constitute an “independent, duly representative, credible, structured and fully empowered” body to “investigate and identify the people buried in unmarked graves and to prosecute the perpetrators”, reports Indian Express. The SHRC ordered the inquiry after Association of Parents of Disappeared Persons (APDP) and the International People Tribunal for Human Rights and Justice in Kashmir (IPTK) submitted a rejoinder, listing at least 2,717 graves in 90 graveyards in Poonch and 1,127 graves in 118 cemeteries in Rajouri. APDP and IPTK had first published these findings in 2008 in a report titles ‘Facts Underground’. The SHRC in a report released on August 20 had said that more than 2,000 corpses have been found buried in several unmarked graves, Reuters reported. "At 38 places visited in north Kashmir, there were 2 156 unidentified dead bodies buried in unmarked graves," the inquiry report said.

Security agencies have arrested 98 persons and seized INR 12.3 million since 2009 as part of efforts to check pumping of hawala money into Jammu and Kashmir for funding secessionism and militancy, the State Government on September 27 informed the Legislative Assembly, according to Hindustan Times. Of the arrested persons, 48 were found misusing trade across the Line of Control (LoC) and INR 73, 34,410 along with en-cashed cheque worth INR 100,000 one lakh recovered from them. The highest number of 66 arrests were made in 2009 and INR 7.7 million was recovered that year. Only 15 persons were arrested and nearly INR 1 million was seized from them in 2010. As many as 17 persons were arrested till July 2011 and INR 36, 17,000 were recovered from them, the Government said. The money was meant for Hurriyat Conference, Jammu and Kashmir Liberation Front, Islamic Students Front, Mass Movement, Peoples Conference, Mahaz-e-Azadi and Democratic Freedom Party, besides militant outfits – Hizb-ul-Mujahideen (HM), Lashkar-e-Toiba (LeT), Jaish-e-Mohammad (JeM), Al-Badr, Harkat-ul-Mujahideen (HuM, Al-Umer, Jamiat-ul-Mujahideen, Al-Burq and Islamic Front.

A National Investigating Agency (NIA) team on September 28 sought interrogation of a top Harkat-ul-Jihad Islami (HuJI) militant, Asgar Ali, lodged in Kot Bhalwal jail in Jammu under the Public Safety Act following reports that he could have some clues about September 7, 2011 Delhi High Court blast as some anti-national elements had visited him in the jail in routine impersonating as his relatives earlier. Some of these anti-national elements were reportedly associated or were in know of the blast. The blast was reported to have been carried out by the HuJI outfit. Asgar Ali was arrested in 2009.

Daily excelsior reports that the gun-battle between Security Forces (SFs) and terrorists in the frontier District of Kupwara near the Line of Control (LoC) entered into fifth day after firing resumed early in the morning. While giving details about the fresh firing that has taken place in the Shamsbari forests, General Officer commanding (GOC) 15 Corps Srinagar, Lt Gen S A Hasnain on September 30 said, "A fresh encounter started today at 5.30 in the morning. We cannot say whether it is an infiltrating or exfiltrating group. We can't say how many terrorists are present as the area is close to the LoC, but a fierce encounter is taking place." Earlier, Police on September 30 said that the encounter has ended after the militants stopped firing. Meanwhile, the bodies of the five militants who were earlier killed in the encounter were recovered on September 29 during search operations of the forest area by the SFs. Large quantity of arms and ammunition was recovered from the possession of the dead militants.
