General Officer Commanding (GOC) of Srinagar based 15 Corps of Army, Lieutenant (Lt) General S K Dua, on April 1, said that infiltration attempts by militants may go up in the coming months but stressed that army is ready to deal with any challenge, reports Daily Excelsior. Speaking to reporters on the sidelines of a function at Baramulla in North Kashmir, Lt General Dua said, as snow starts melting on the mountain peaks there is possibility of increased infiltration. “As it happens every year, you all know it happens every year. As the snow starts melting there is possibility of increase in the infiltration. But, I assure you that Army is ready to deal with it. We are always ready and readiness gets better. We are ready for any challenge”, said GOC. Lt General Dua said there are around 200 militants operating in Jammu and Kashmir and their morale is down as Security Forces (SFs) in recent months eliminated their top leadership. When asked about the plans of the security forces to deal with the Fidayeen (suicide squad) in Kashmir, Lt General Dua said that for Army it is important to neutralize every militant. “It is important for us to neutralize all terrorists. We keep building intelligence about them. All the security forces are working in perfect synergy and coordination with each other. We have always been effective and continue to be effective”, he said.

One Policeman was injured when Militants fired at a Police party at Murran Chowk in Pulwama District on April 3, reports Daily Excelsior. A Police party that was constituted to arrest the burglars who made an abortive bid to take away money from State Bank of India ATM in Murran Chowk last night was investigating the case when militants fired at them. As the Station House Officer (SHO) and others reached the Murran Chowk and were taking finger prints at the ATM, militants fired resulting in injuries to one of the Policeman identified as Head Constable, Mohammad Shafi.

A Hizbul Mujahideen (HM) militant was killed in an encounter at Gudoora village in Pulwama District on April 5, reports Daily Excelsior. The encounter started after Army’s 55 Rashtriya Rifles (RR), Special Operations Group (SOG) of Jammu and Kashmir Police and Central Reserve Police Force (CRPF) cordoned off Gudoora village following specific information about the presence of 2-3 militants in the area. Militants opened fire on Security Forces (SFs) during cordon and search operation leading to the encounter which lasted for several hours. One local militant of the HM, identified as Bilal Ahmad Bhat of Kareemabad Pulwama was killed in the encounter. To help militants from fleeing the cordon, hundreds of people clashed with SFs near encounter spot and other areas in Gudoora during the operation. People tried to march towards the encounter spot in order to facilitate fleeing of trapped militants. However, the additional contingents of Police and CRPF intercepted them, triggering clashes. Protesters also clashed with SFs at Kakapora, Kareemabad and Murran Chowk in which 10 persons were injured.

Police foiled Lal Chowk sit-in protest by separatist Jammu and Kashmir Liberation Front (JKLF) against attacks on Kashmiri students in country’s institutes and detained its leaders and activists on April 11, reports Daily Excelsior. Dozens of JKLF supporters led by Vice-chairman Bashir Ahmad Bhat assembled at Maisuma neighbourhood and started sloganeering against the attacks on Kashmiri students and also against the detentions of youths. The protesters were holding banners and placards and amid sloganeering started to march towards Lal Chowk where they were scheduled to hold a sit-in. However, a heavy posse of Police personnel was deployed additionally on the entry point of Maisuma by authorities. As the JKLF protesters attempted to move towards the Lal Chowk, the Police personnel stopped them and bundled them into Police vehicles after brief scuffle. The protesters who also included senior JKLF leaders were then detained at a nearby Police Station. Earlier, the Police detained JKLF chairman Yasin Malik from his house to prevent him from leading the protest march. Stone-pelting clashes between youths and Security Forces (SFs) erupted in Lelhar and Kakapora areas in Pulwama District during a search operation on April 11, reports Daily Excelsior. A search and cordon operation was launched by SFs following an input about the presence of Lashkar-e-Toiba (LeT) militants at Lelhar. As the search operation was underway, local youths’ pelted stones on SFs and created hurdles in the operation. The Police retaliated by using mild force against the stone-throwers. Following the clashes, the cordon and search operation was called off by SFs as no militant was found hiding in the area. Later, the clashes also erupted at Kakapora after youth pelted stones on SFs coming from Lelhar. The clashes continued till late evening and many protesters sustained injuries. Protests rocked at many places in Kupwara and its adjoining areas to mark the fourth day of death of three persons who were killed in firing by SFs in Handwara town on April 12, following allegations of molestation of a girl. However, girl denied any molestation attempt by Army trooper. A Police official said four persons were injured when SFs opened fire on a group of protesters who were pelting stones on an Army camp at Kupwara’s Natnusa area. Among the injured, a youth Arif Ahmad was injured critically and later succumbed. Two of the injured have been identified as Amir Ahmad Sheikh of Natnusa, Danish Ahmad Sheikh of Wadipora. The spokesman said that more than 40 police and security force men were injured in these clashes. “Despite severe provocations the deployment on ground exercised maximum restraint. However, at one place Natnusa in Kupwara the mob tried to enter the forces camp and the Army had to resort to firing in which one person lost his life”, he added. The spokesman said that the incidents of pelting were reported from Mir Mohalla, Hyhama Chowk, Kralpora in Kupwara, Kralgund, Magam in Handwara and Cement Bridge, Baramulla as well. “We appeal the public to maintain calm and not to resort to violence and attack security force and police establishments”, he added.

A Police spokesman said that the situation remained normal and peaceful across the Kashmir valley on April 17. “There were no reports of stone pelting from any part of the Valley. Markets were open, transport and rail services operated normally at most of the places”, he added. There were no restrictions in Srinagar on April 17 and the day has passed off peacefully with no untoward incident reported from anywhere in the Valley. A Police officer said that acting on a tip off, a joint team of Army’s 55 RR, SOG and Central reserve Police Force (CRPF) launched cordon-and-search operation at Bulbul Bagh area of Malwar village of Zadur in the District. “Soon after the joint team of forces reached near the suspected spot the militants hiding in the area opened fire upon them and managed to break the forces cordon,” the officer said. As the SFs intensified the combing operation in Zadur and its adjacent areas to trace out the fleeing militants, the locals in large numbers came out and clashed with the Police and paramilitary forces to help the fleeing militants. According to reports, Army’s 28 Rashtriya Rifles (RR) and Special Operations Group (SOG) of Jammu and Kashmir Police cordoned off the forest area near Gujjarpati village in Putshahi area of Lolab in the District after specific information about the presence of 3-4 militants in the area. Security Forces (SFs) fired several probing shots and militants immediately responded and opened a volley of gun fire at the troops leading to a fierce gun battle. However, their identity is yet to be ascertained. They are believed to be Pakistanis. The flow of suspected hawala funds from Gulf countries is adding to the woes of security agencies in Jammu and Kashmir as the illegal money is reported to be mainly used for creating infrastructure for radicalization of youths in a bid to wean them away from centuries old Sufi tradition, reports Daily Excelsior on April 25. As new religious institutions dot several parts of the Kashmir valley, they have been attracting youths more where, according to the security assessments, the young men are indoctrinated with the type of religion being followed by likes of banned Islamic State of Iraq and Syria (ISIS) and al-Qaeda terror groups. The new trend has left many religious heads, worrying as they believe that the new generation of youth is being weaned away from Sufi tradition that has been followed in the Valley for centuries.A senior security official, who spoke on the condition of anonymity, said while older generation families offer prayers at their traditional mosques, the youth prefer to pray at the new religious places which have been built in the last couple of years. As questions crop up over the funding for new mosques, the Army, Police and Central security agencies believe that large amount of illegal funds are been pumped into the Valley from Gulf countries and they apparently go unchecked. “The funds come in small amounts to avoid detection. Besides we believe that certain business houses having their establishment in these countries; over invoice their products and pass on the surplus funds,” a senior Police official said. This large inflow of hawala funds from Gulf countries and more Kashmiri youths getting sucked into militancy are dangerously stoking terrorism in the Valley in a fresh test for Security Forces (SFs) in their anti-militancy operations. After preliminary questioning, Army this evening handed over both of them to Nowshera police for further action and questioning. Despite huge success by the Security Forces (SFs) in neutralizing the terrorists, about 159 militants and over 1800 Over Ground Workers (OGWs) are still active in Jammu and Kashmir (J&K) thereby necessitating the maintenance of heightened security apparatus, reports Daily Excelsior on April 26. According to the data of the State Home Department, a total of 159 militants of different outfits and 1808 OGWs are active in different parts of the State with maximum presence in Sopore, Awantipora, Handwara and Pulwama areas of the Kashmir valley. However, the situation is comparatively better in six Districts of Jammu province, where at present there is no presence of militants but their sympathizers are in large number.In Sopore, there are 25 militants and 21 OGWs while as in Handwara and Awantipora there are 22 militants each with 220 and 26 OGWs respectively. Pulwama is also having presence of 14 militants and 50 OGWs. In Srinagar district, there are 5 militants and 100 OGWs, 8 militants and 27 OGWs in Kupwara, 6 militants and 107 OGWs in Baramulla, 5 militants and 77 OGWs in Budgam, 7 militants and 53 OGWs in Anantnag, 1 militant and 69 OGWs in Ganderbal and 7 militants and 121 OGWs in Bandipora. As far as Jammu province is concerned, there is no presence of militants in Poonch, Reasi, Jammu, Samba, Udhampur and Doda Districts while as there are five militants in Rajouri with 81 OGWs and three militants with 43 OGWs in Kathua. The Ramban and Kishtwar Districts have 3 and 4 militants with 75 and 131 OGWs respectively. Out of 22 Districts of the State, only Leh and Kargil are ones which have neither presence of militants nor over ground workers. “The presence of 159 militants and over 1800 OGWs clearly indicates that there is no scope of showing any sort of complacency although huge success was made by the security forces during 2015”, sources in the Home Department said while disclosing that during 2015 a total of 103 militants were eliminated by the SFs in J&K. Moreover, 45 militants were arrested during the year but there was no surrender. During 2015, a total of 291 terrorist incidents took place in the State with 23 incidents of grenade attack, which was on higher side as compared to 2014 when only 10 grenade blasts took place. However, 26 civilians lost their lives and 61 sustained injuries in the encounters between security forces and militants during the year.Not only on eliminating militants, the SFs also achieved huge success in the form of recovery of arms, ammunition and explosive substances during the year 2015. As per the data, the SFs recovered 185 AK 47/56, 71 pistols/revolver, 267 hand grenades, 34 grenades, 47 under barrel grenade launchers (UBGL) and 5 improvised explosive devices (IEDs) either from the slain militants or from their hideouts, which were busted by the forces by ensuring proper coordination. The seizure also includes Research Department Explosive (RDX), other explosive material, anti-personnel mines, rocket launchers etc. Moreover, INR 675,684 in Indian currency was also recovered from the militants.

Amanullah Khan, one of the founders of the Jammu and Kashmir Liberation Front (JKLF) that led a violent campaign for independent Kashmir, died in Pakistan on April 26, which he made his home for three decades, reports Daily Excelsior. A prominent Kashmiri leader, who was based in London before being deported to Pakistan in 1986, Khan was believed to have been the mastermind in the killing of Ravindra Mhatre, the number two in the Indian Consulate in Birmingham in 1984. In 1971, Bhat was accused of masterminding the hijacking of a passenger Airline to Lahore and the hijackers declared affiliation with JKLF under the leadership of Bhat. After arrest and release in Pakistan, Bhat sneaked into India where he was soon captured. Though Khan had set up JKLF in 1977, he was relegated to the background after militant groups established their dominance in Kashmir with a bloody campaign that began in the late 80s.

Army received inputs that at least 10 militants of Lashkar-e-Toiba (LeT) have infiltrated into the forests of Budnambal during the intervening night of April 18 and 19. Sources said that for last four days, Army is conducting massive combing operations in the forest area so that these militants don’t come out of the forests and are tackled there only. Sources said that the Budnambal search operation has been closed on April 26, while Army’s 28-Rashtriya Rifles (RR), 18-RR and Special Operations Group (SOG) of Police, Kupwara, has launched another operation against them in Patushai, Kantpora and Shumbreyal forest areas.

Police said the suspected militants had opened fire on Khurshid Ahmad Lone at Heff Shirmal village in the District, leaving him critically injured. Khurshid was immediately shifted to nearby hospital where from he was referred to Sher-I-Kashmir Institute of Medical Sciences (SKIMS) Soura in critical condition and later he succumbed to injuries. Police said that on specific information about the presence of militants in Khonchipora village in Tangmarg, Baramulla Police, 2- Rashtriya Rifles (RR) and 176-battalion of Central Reserve Police Force (CRPF) cordoned off the area and launched the search operation. “The hiding militants were asked to surrender which they refused and instead fired upon the joint search party, ensuing an encounter”, Police said. The Police spokesman said that during the encounter two HM militants identified as Mehraj Ahmad Bhat resident of Andargam Pattan and Aadil Ahmad resident of Brath village in Sopore District were killed. “They were wanted in many subversive activities. Two AK series rifles and other arms and ammunition were recovered at the encounter site”, he said. Police said that after conducting all necessary formalities the bodies of both the militants were later handed over to their respective families for last rites.

Hundreds of people resorted to stone-pelting to facilitate fleeing of a militant from cordon in Kupwara village in Kupwara District on April 28, reports Daily Excelsior. Army’s 28th Rashtriya Rifles (RR), Police and Central Reserve Police Force (CRPF) personnel cordoned off Pir Mohalla area of Kantpora in Lolab area of Kupwara District following a tip off about presence of militants. As the joint team of Security Forces (SFs) intensified the combing operations, the militants believed to be hiding in the Pir Mohalla near the Jamia Masjid tried to break the cordon. The SFs engaged them in a gunfight which continued for nearly an hour. However, hundreds of residents of Kantpora and its adjoining localities came out of their houses and protested. The protesters marched towards encounter site and resorted to stone-pelting on SFs in order to facilitate feeling of trapped militants. Police and CRPF retaliated by firing teargas shells to quell the protests. Due to clashes, the operation against militants got disrupted and later the SFs called off the operation.

A bullet-riddled dead body of a militant was recovered who was killed during an operation launched at Kanthpora in Lolab area in Kupwara District on April 29, reports Daily Excelsior. Army’s 28 Rashtriya Rifles (RR) and Special Operations Group (SOG) of Jammu and Kashmir Police cordoned off Pir Mohalla area of Kanthpora in Lolab and conducted search for a militant who was hiding in the village. According to Police, when the Security Forces (SFs) conducted search operation, the militant tried to break the cordon and in the initial exchange of fire, the militant managed to give slip to the SFs in the injured condition. The search operation which was immediately launched was hampered by the locals of the area by resorting to stone-pelting on SFs. However, when the joint team of SFs launched the massive searches after locating blood stains of the injured militant, they recovered the militant’s body which was lying near the local graveyard of the area.
