Three persons were arrested by Police over the extortion charges in Ajas area in Bandipora District on February 2, reports Daily Excelsior. Police said three extortionists were arrested after they received information about the three persons threatening the local residents in the area. “A police team was immediately deputed to the spot and arrested the trio in suspicious circumstances”, Police said. The three extortionists have been identified as Adil Iqbal of Kensu Bandipora, Javid Naseer Khan of Handwara and Nisar Khan of Rafiabad and all of them are in Police custody. A pistol, one magazine and 8 rounds were recovered from the extortionists.

Two Central Reserve Police Force (CRPF) personnel including an officer were injured after a militant hurled a grenade on CRPF during search and cordon operations at Arwani village of Bijbehara area in Anantnag District on February 2, reports Daily Excelsior. As the Security Force (SF) personnel had zeroed in on a residential house, suddenly a militant came out and hurled a grenade on SF personnel resulting in injuries to two CRPF personnel. The militant managed to escape.

Eight persons have been arrested in Pulwama District on February 3 over their alleged involvement in setting ablaze an armoured vehicle of Police during protests last month, reports Daily Excelsior. A Police officer said that the eight persons were arrested during separate raids and they belong to different villages in the District. He identified the arrested persons as Zubair Mir, Rayees Mir, Irfan Bhat, Hanan Najar, Adil Iqbal, Misbah Farooq, Asif Bhat and Nazir Mir.

Three Jaish-e-Mohammad (JeM) militants were arrested on February 3 as Police busted a module of JeM in Handwara town of Kupwara District, reports Daily Excelsior. The arrestees are identified as Ghulam Nabi Lone alias Prince, Umar Mushtaq Mir and Ishfaq Ahmad Parray. Superintendent of Police (SP) Handwara, Ghulam Jeelani Wani, told that the module was providing logistic support to the top commander of JeM in the area. He said that they were planning attacks on security installations, Police and political workers of different political parties in the area.

In a surgical operation in Hajan area in Bandipora District on February 4, Security Forces (SFs) eliminated three Lashkar-e-Toiba (LeT) militants including their ‘commander’ in a fierce gun battle, reports Daily Excelsior. Deputy Inspector General (DIG) North Kashmir, Garib Dass, said, they had information about their movement for last several days and SFs were tracking them. He said that these militants were on their way to South Kashmir to carry out subversive activities there. Army’s 13 Rashtriya Rifles (RR) and Special Operation Group (SOG) of Jammu and Kashmir Police cordoned off Khushipora village of Hajan after they received information about their presence in the village. Police and Army evacuated the civilians from the area as the militants were hiding in a three storied concrete house in a built of area. After their evacuation, Army and police launched assault against these militants. Reports said that troops first fired tear smoke shells inside the house where the militants were hiding. This was followed by the probing fire by the SFs. Later, during searches of the debris, SFs recovered three bodies of the militants, three AK-47 rifles, one Under Barrel Grenade Launcher (UBGL) and large number of Improvised Explosive Devices (IEDs) and ammunition. The DIG said that all these three militants are Pakistani nationals and were hiding in North Kashmir forests for several months and were on their way to South Kashmir. One of them is said to be LeT commander. However, they have not been identified yet.

A Special Police Officer (SPO) turned militant, identified as Raqib Bashir was killed in a gun battle at Godipora area in Pulwama District of Jammu and Kashmir on February 6, reports Daily Excelsior. A joint team of Security Forces (SFs) cordoned off Veerbagh village of Godipora after receiving input about presence of three militants of the Lashkar-e-Toiba (LeT) in the area. As the SFs conducted searches in the area, militants fired upon the search parties, triggering a gunfight in which the troops gunned down a militant.Raqib was an SPO and had deserted the Police last year (2015) to join LeT. He was believed to be responsible for attack on Central Reserve Police Force (CRPF) in Arwani village of Bijbehara in Anantnag District last week in which two CRPF men were injured.

clashes broke out between protesters and SFs amid shutdown at Newa area of south Kashmir’s Pulwama District on February 7, soon after the funeral of a militant killed on February 6, was over, reports Daily Excelsior. Thousands of people attended the funeral of Raqib Bashir, a deserter-turned militant, at Zadoora in the District. The mourners also staged a massive protest and after the funeral was over they clashed with SFs at Newa. Following clashes, Police imposed restrictions in Newa and its adjoining areas to prevent escalation of violence. Elsewhere in Pulwama, a spontaneous shutdown was observed by people but the traffic plied normally and situation remained peaceful.

Police in Budgam District on February 7, arrested the Special Police Officer (SPO) who deserted Police and fled with an AK-47 rifle from Srinagar’s Rainawari Police Station on February 6, reports Daily Excelsior. The SPO Riyaz Ahmad (belt no 175F) of Khan Sahib area in the District was arrested by Police from Beerwah area of Budgam and the rifle which he had taken from the Police Station was recovered from him. He was posted in Rainawari Police Station where from he had deserted two days ago. He had fled with AK-47 rifle and a magazine of a Police constable Shoukat Ahmad. Shoukat was also posted in the same Police Station.

The Police detained Jammu and Kashmir Liberation Front (JKLF) chairman Mohammad Yasin Malik and other senior leaders in Srinagar on February 8, to deal with the shutdown called by the separatists to mark the death anniversaries of Parliament attack convict Afzal Guru and JKLF founder Maqbool Bhat on February 9 and 11, reports The Hindu. The detained leaders were presented before a magistrate, who remanded them in judicial custody for seven days. The JLKF planned to take out a protest march on the two days. Sources said banners and posters depicting Bhat, who was hanged in 1984, and Guru, executed in 2013, has been printed in large numbers by the separatist groups.

A group of youth assembled outside Jamia Masjid in Nowhatta and staged a protest. The protesters later resorted to stone-pelting on SFs including Police and CRPF additionally deployed in the area. Police used teargas canisters against the stone-throwing protesters and also chased them away. However, the youths regrouped themselves and continued pelting stones. The standoff between the two sides continued for several hours, resulting in disruption of the commercial and transport activities in Nowhatta, Gojwara and its adjoining neighborhoods.

Five militants of Lashkar-e-Taiba (LeT) including their ‘commander’ and two Army personnel, identified as Naik Shinde Shankar Chandrabhan (34) and Gunner Sahdev Maruti More (26), were killed and two Army personnel including an officer were injured during a fierce encounter in Chowkibal forest area of North Kashmir’s Kupwara District on February 13, reports The Daily Excelsior. The encounter that started last evening (February 12) continued throughout the night and in the morning, troops killed five militants who were holed up in the house of Ghulam Mohammad Wani. Sources said that seven militants infiltrated during the intervening night of February 8 and 9 into Zonreshi forests of Chowkibal from Pakistan occupied Kashmir (PoK). Army received information about their presence in the forests on February 11 and launched an operation against them and they established contact with them on February 12. Army’s 41 Rashtriya Rifles (RR), 16 Grenadiers and 19 Maratha Regiment, 4 Para and Special Operations Group of Jammu and Kashmir Police cordoned off the Zonreshi, Marasi village after they traced these militants in Marasi village. As the troops started cordon-and-search operation, militants hiding in a house fired on troops leading to an encounter. "There has been no increase in the presence of terrorists. Their numbers are decreasing," General Officer Commanding (GOC) of the Srinagar-based Chinar Corps, Lieutenant General Satish Dua. The GOC said the terrain on the LoC is such that infiltration does take place but the army has been able to limit the numbers. "I will not deny that (infiltration is taking place). In 2015, there were more than 600 inputs of infiltration. However, because of the counter-infiltration grid and our alertness on the LoC, we have been able to limit their numbers. You all know, 10-15 years ago, the kind of infiltration that used to take place. Today, that is down to a trickle," he said.

The relief rate has been enhanced from INR 1500 to INR 2500 per month in case of 168 J&K Militia personnel who had served for 15 yrs and more. Similarly, the relief rate has been enhanced from INR 1000 to INR 2000 per month for J&K Militia Personnel who had served for periods less than 15 years. In the 77th J&K Rajya Sainik Board meeting held in April 2015, under the chairmanship of the Governor, who is also its President, the Board had approved that the relief being provided by the State Government to the Militia Veterans and their widows should be enhanced.

In January 2016, Constable Parrey ran away with four AK-47 rifles of fellow constables from the Sub Divisional Police Officer’s (SDPO) office at Bijbehara in Anantnag District where he was posted as a personal security officer (PSO) to SDPO Bijbehara, Irshad Ahmad Bhat. Police have already arrested a militant, Gazi Fayaz on January 20 from Kundalan village along with one AK 47 rifle and three magazines; while another militant Aqib was arrested on January 22 along with one AK 47 rifle, one magazine and 30 bullet rounds. The gunfight ensued after the militants attacked a CRPF bus on the Jammu-Srinagar highway and then entered the multi-storey Jammu & Kashmir Entrepreneurship Development Institute (JKEDI) building situated close to the highway. 11 CRPF troopers travelling in the bus were injured in the attack. Three of the injured troopers identified as head Constable GD Bhola Prasad of the 144 Battalion, Constable-driver RK Raina of the 79 Battalion and one more succumbed to their injuries.
