State Government on June 1 said a total of 1581 posts of teachers are lying vacant in Jammu Zone of the Jammu and Kashmir, reports Daily Excelsior. In a written reply to Member of the Legislative Council (MLC) Sham Lal Bhagat in Upper House, the Minister In charge Education said Samba District has 232 vacant posts, Kathua 406, Rajouri 290, Poonch 86, Udhampur 268, Reasi 72 and Kishtwar 4. However, no post is lying vacant in Ramban, Jammu and Doda Districts. The Government stated that 244 posts of teachers with respect of Jammu Division have been identified under direct quota and are being referred to Service Selection Board for fast track recruitment. “The promotion quota posts will be filled through DPC (departmental promotion committee) shortly.” the Minister added.

Army on June 2 said that it is fully prepared to foil infiltration attempts from across the Line of Control (LoC) in Jammu and Kashmir, reports Daily Excelsior. General Officer Commanding (GOC) of Srinagar-based 15 Corps Lieutenant General Satish Dua speaking at the sidelines of a function in border town of Uri that the troops guarding the LoC are fully geared to scuttle any infiltration attempt. “The number is meaningless. How many are ready do not bother us. Those who try to infiltrate, I want to assure you that our Army, Rashtriya Rifles, are fully geared up. We are ready to foil any infiltration attempt,” he said.About the local youth joining militancy in large numbers, the GOC said the facts are against this notion as much less number of youth joined militant ranks compared to last year. “Last year, a large number of youth got recruited in militancy. But this year we are witnessing a decline in the trend. This year the number is very less compared to the last year and among those who joined the militant ranks, six have returned or surrendered,” he said

Security Forces (SFs) busted a militant hideout in Zadoora area of Pulwama District on June 3, taking the number of hideouts busted after the arrest of HM ‘commander’ Burhan Wani’s aide to 4. Sources said that on the tip off provided by arrested HM militant Tariq Pandit, 55 Rashtriya Rifles (RR) and Special Operation Group (SOG) busted a hideout in Zadoora area of the district. The troops recovered 58 rounds of AK-47 ammunition, 2 AK-47 magazines and one Chinese grenade.

Three Border Security Force (BSF) personnel were killed and seven others critically injured when militants ambushed their convoy near Bijbehara on Srinagar-Jammu National Highway in Anantnag District on June 3, reports Daily Excelsior. Militants targeted a bus of the BSF convoy comprising 23 vehicles at around 4:30 p.m in Bijbehara town. The convoy was coming from Jammu to Srinagar and was ferrying personnels who were returning to join their duties after their leave. Militants fired indiscriminately at the BSF bus from Ganai Mohalla in Bijbehara injuring 10 BSF personnel. Three of them later succumbed to their injuries. They have been identified as Head Constable Girish Kumar Shukla, Constable Mahinder Ram and Havaldar Dinesh. The injured include Head Constable Bishember Singh, Inspector Omwar Singh, Sher Singh, Natish Singh, Natish Kumar, Mahinder Dowjee, Skinder Pall, Bhagat Singh and Dhanu Kumar. All the dead and injured belong to 64 battalion of BSF. Sources said that one of the militants appeared in front of the BSF bus and fired indiscriminately forcing the driver to apply brake. The other militants fired at the bus on either-side. The militants fled away after carrying out the attack. The Hizb-ul-Mujahideen (HM) militant outfit claimed the responsibility of the attacks on BSF Convoy. HM operational spokesperson Burhanuddin told a local news agency that several BSF men were killed in the attack carried out by a special squad of the outfit. The outfit has warned more attacks on security forces. This is second major strike in recent days in Kashmir valley. On May 23, militants killed three cops in two separate strikes in Srinagar.

Militants killed two Policemen, including an officer, in poll-bound Anantnag town in Anantnag District on June 4, reports The Times of India. Militants opened fire on a Police party at General Bus Stand in Anantnag town, at around 11.20 am, resulting in injuries to the two Policemen, a Police official said. He said the injured Policemen were rushed to a hospital where both of them succumbed to their injuries. The deceased have been identified as Assistant Sub Inspector Bashir Ahmad and Constable Reyaz Ahmad. The attack comes ahead of the June 22 polling for by-election to Anantnag Assembly seat where Chief Minister Mehbooba Mufti is one of the nine candidates in the fray.

Police have circulated posters of two Lashkar-e-Toiba (LeT) militants in Anantnag District on June 5, who carried out attack in the town on June 4, in which two cops including an officer was killed and started a massive hunt against them, reports Daily Excelsior. Pictures and video of these two militants while carrying out the attack appeared on social media soon after the attack. Police have identified these militants Junaid Ahmad Mattoo (19), resident of Khudwani in Kulgam District and another militant as Ali, a foreigner. Mattoo has joined LeT in September, 2015. He is seen standing near the car, another one, Ali, is seen carrying a bag and walking upto the vehicle, Police added. Mattoo and Ali after arriving at the spot take out rifles from the bag. Ali is seeing firing at Police and then the two run away. They killed two Policemen Assistant Sub-Inspector (ASI) Bashir Ahmad and Constable Reyaz Ahmad at Anantnag Bus Stand. Police, Army and CRPF launched massive searches against these militants and raided several of their hideouts around Anantnag.

Official sources on June 6 said that nine Security Force (SF) personnel including six Policemen have been killed in the last 10 days in Jammu and Kashmir, reports Times of India. While three Policemen were killed late May in two different places in Srinagar, militants attacked a Border Security Force (BSF) convoy in Anantnag on June 3 killing three BSF personnel. Three Policemen including an ASI were killed on June 4 in Anantnag. Around 24 militants have been liquidated since January, even as the Army stated that 200-odd terrorists are active in the state. Kashmir has witnessed at least 37 terror incidents since January this year, sources said.

Jammu and Kashmir (J&K) Chief Minister Mehbooba Mufti in a written reply to a question by opposition National Conference (NC) leader A M Sagar in the Legislative Assembly in Srinagar said that over 190 people, including 47 Security Force (SF) personnel and 108 militants, were killed in militancy-related violence and ceasefire violations by Pakistan in the 12-month period from January 15, 2015, reports Times of India. Mehbooba, who also holds the Home portfolio, said a total of 146 militancy-related incidents took place between January 15, 2015 to January 15, 2016, leaving 169 people - 108 militants, 39 security personnel and 22 civilians - dead. A total of 181 incidents of border firing were reported during the same period in the state which left 22 persons including eight security personnel dead and 75 others, including 13 security men injured, she said. Among them, about 100 are local militants and rests are foreigners.” Brigadier Puri said the number of militants in South and North Kashmir varied as they do not have boundaries. “It is not worth whether they (militants) are more in North or South Kashmir. They don’t have boundaries and thus keep shifting,” he said.Giving credit to human intelligence for successful anti-militancy operations, the sector commander of the Army said “our human intelligence is very strong”. “If they succeed in level one, we get them at level two and eliminate them,” he said. Brigadier Puri said that militants use new technologies and Army counters it. He played down the use of new app “Calculator” by militants to keep in touch with their handlers in Pakistan occupied Kashmir (POK) without being detected by Army’s technical surveillance. “Earlier, they were using radio sets and we used to intercept it. Eight paramilitary Central Reserve Police Force (CRPF) troopers were killed and 20 others injured when militants attacked their convoy at Frestbal near Pampore in Srinagar on Srinagar-Jammu National Highway on June 25, reports Daily Excelsior. CRPF spokesman, Bhavesh Kumar Choudhary said here that two militants were killed in the exchange of fire at Pampore while eight CRPF personnel were also killed and around 20 CRPF personnel injured in the attack. The spokesman said that injured have been shifted to Army’s Base hospital in Srinagar and some of them are critical. The attack took place when militants ambushed CRPF convoy of 161 Battalion at Frestbal, Nambalbal area of Pampore on the National Highway. The militants fired indiscriminately at the CRPF bus and also deflated its tyres. The Road Opening Party (ROP) of the CRPF engaged the militants in a brief encounter and killed two of them. Three CRPF personnel were killed on the spot and five others succumbed to their injuries in the hospital.Sources said the militants were fidayeen (suicide squad) and had recently infiltrated into Kashmir. Two of their associates are believed to have fled towards Srinagar in an Alto car. Police, CRPF and Army have established nakas (check post) to track them. Lashkar-e-Toiba (LeT) spokesman Dr Abdullah Ghaznavi in a statement claimed responsibility for the attack. The paramilitary had cut down the use of these vehicles for anti-Naxal operations drastically to a “bare minimum” after they were targeted in Improvised Explosive Device (IED) blasts in the LWE-hit areas. The CRPF feels that these MPVs will now come in handy in view of its increased role in Jammu and Kashmir to open and secure roads for movement of paramilitary, defence and VIP convoys and a rise in the number of militant ambushes. “We have shifted some of our MPVs from Left Wing Extremism (LWE)-hit areas to the Kashmir valley to effectively secure our men during convoy movements and road opening tasks. National Security Advisor (NSA) Ajit Doval and Intelligence Bureau (IB) chief Dineshwar Sharma briefed the meeting on security situation in J&K particularly the Valley in the wake of Pampore attack and reports suggesting infiltration of militants from the Line of Control (LoC). Thirty seven persons have been arrested in the State for spreading militant activities using money obtained through hawala and Foreign Indian Currency Network (FICN), reports Daily Excelsior on June 29. Chief Minister (CM) Mehbooba Mufti said in a written reply to question by Bharatiya Janata Party (BJP) member Sat Paul Sharma in the State Assembly in Srinagar on June 28: “A total of 17 cases were registered during the last three years and the current year upto May 12 in connection with the hawala transactions.” The highest eight cases were registered in 2013, followed by five in 2014, three in 2015 and one so far. “A total of 37 persons – 17 in 2013, nine in 2014, eight in 2015 and three in 2016 – were arrested during investigations of the cases,” she said adding over Rs 36.70 lakhs, 900 USD and 33 Gold coins were also recovered. The CM in her reply said 116 persons were arrested and recovery of counterfeit currency with a face value of over Rs 51.15 lakhs along with USD 6980 was affected since 2013. About the particulars of identified separatist leaders found receiving hawala money, the CM said “no such report has been received in the recent past”. However, she said foreign funds are being routed through various channels including Hawala and FICN “to spread terrorist activities in the State”.In the meanwhile, CM Mufti on June 28 said that over 200 persons including 36 foreigners and four non-state subjects are lodged in militancy-related cases in various jails in the State. In a written reply to a question by Independent Member of Legislative Assembly (MLA) Abdul Rashid Sheikh in the Assembly, Mehbooba said: “A total of 209 persons – 169 state subjects, four non-state subjects and 36 foreigners – are lodged in militancy related cases in various jails of the State.” Mehbooba said it would not be feasible to disclose the particulars of these prisoners keeping in view their security and the safety of their families. As on May 30 this year, she said no person belonging to Jammu and Kashmir, who has committed an offence in this State, is lodged in any of the jails outside the State.

Two militants of Lashkar-e-Toiba (LeT) were killed and two Policemen were injured in an encounter that broke out at Newa area in Pulwama District on June 30, reports Daily Excelsior. On a tip off about the presence of a group of militants in Malwari village of Newa, a joint operation was launched by Army’s 55 Rashtriya Rifles (RR), 183 Central Reserve Police Force (CRPF) and Special Operations Group (SOG) Pulwama. Militants hiding inside the village opened fire on Security Forces (SFs) as they were conducting searches of the village. They tried to break the cordon and flee but were killed by the SFs. Two Policemen sustained minor splinter injuries during the encounter. An AK 47 rifle, 4 magazines, 56 rounds, one pistol, 1 pistol magazine, 2 pistol rounds and other war like stores were recovered from the encounter site. The two militants were identified as Manzoor Ahmad resident of Gandi Bagh Kakapora and another was identified as Abu Ayaan, a Pakistani national.The militants were hiding in the house of one Ghulam Rasool Shergujri, whose wife Jigri is a People's Democratic Party (PDP) Panch (member of gram Panchayat). As the encounter was underway, hundreds of protesters tried to march towards the encounter site but they were intercepted by SFs leading to clashes. Police fired dozens of teargas shells to chase the protesters in parts of Pulwama District including in Main Town Pulwama amid a shutdown. Soon after the news about the killings spread a shutdown was observed in Main Town of Pulwama and adjoining areas besides there was already a shutdown at Newa and Kakapora. Protesters clashed with SFs at Muran Chowk, Rajpora Chowk and Newa throughout the day during which 20 protesters were injured.
