A soldier was killed due to bullet shot from long distance at a forward location in Mankote area of Mendhar in Poonch District on September 1, reports Daily Excelsior. Reports said the incident took place at around 3.30 pm when Sepoy Mohan Lal of 37 Rashtriya Rifles (RR) was guarding a post in Dabraj area of Balnoi in Mankote sub sector near the Line of Control (LoC). Suddenly, a bullet from across the LoC hit the soldier at his neck. He was rushed to nearby Medical aid unit where he was declared as dead. A senior official said that soldier is believed to have been killed by sniper shot from that side of the LoC from distance.

One protester drowned in river Jhelum as Security Forces (SFs) were chasing a group of them in the outskirts of Srinagar, with widespread clashes reported during protests across Kashmir amid shutdown on September 1, reports Daily Excelsior. The protester identified as, Danish Ahmad Haroon, resident of Palpora in Noorbagh area of Srinagar drowned in river Jhelum at Palpora after SFs fired tear smoke at a mob and chased away them. Reports said that protests broke out at Palpora in the outskirts of Srinagar and SFs fired tear smoke at mob during which Danish fell into river Jhelum and drowned. The incident triggered massive protests in the area and its adjoining localities for hours together. Massive protests broke out in parts of old city areas of Srinagar. Thousands of youth staged massive protests at Nowhatta area of downtown and took out a march towards Lal Chowk which was, however, intercepted by Police and Central Reserve Police Force (CRPF) at Khwaja Bazar, triggering clashes. Police and CRPF fired dozens of teargas shells and used pellets, resulting in injuries to several protesters. The protests also erupted at Nawa Kadal, Bhori Kadal, Safa Kadal and Rajouri Kadal areas of downtown. At Nawa Kadal, an auto-rickshaw was set ablaze by a group of youth for defying shutdown.

Security Forces (SFs) arrested two militants of Hizb-ul-Mujahideen (HM) from Pattan area in Baramulla District on September 1, reports Daily Excelsior. Police and Army in a joint operation arrested the two militants and recovered huge cache of arms and ammunition from them, which included two AK- 47 rifles, two grenade launchers and other war like stores including Army and Police uniforms. The arrested militants have been identified as Parvez Ahmed Mir (34) son of Ali Mohammad and Showkat Ahmed Ganaie (26) son of Mohammad Ramzan, both residents of Andargam Pattan.

Stone throwing protesters clashed with SFs at Chhatabal, Zampa Kadal and Batamaloo areas of Srinagar, on September 1, reports Daily Excelsior. Police and CRPF fired tear smoke and pellets at protesters during the clashes in these areas which continued for several hours. Several protesters were injured in these clashes. Protests also broke out at Kupwara in which at least eight persons were injured. Massive protests broke out at Drugmulla in Kupwara after SFs allegedly ransacked houses. Reports said that the Police used force against the protesters and in the clashes eight protesters were injured. The clashes and protests also erupted at Notnusa and Lalpora areas.

Curfew and shutdown paralysed life in Kashmir on September 2, in which over 300 protesters and Policemen were injured in clashes that broke out across Valley, reports Daily Excelsior. Authorities imposed curfew in parts of Srinagar and other towns of South and North Kashmir including Anantnag, Pulwama, Shopian, Kulgam and Baramulla. Thousands of Security Force (SF) personnel were deployed in Srinagar areas including in downtown. They erected barricades and blocked roads with concertina wires. Authorities for the 8th consecutive week disallowed Friday prayers at historic Jamia Masjid in Nowhatta area of downtown Srinagar. Shutdown and curfew paralysed life in Kashmir and all commercial activities remained disrupted for 56th day. Schools, colleges remained shut, Government offices and banks had skeletal staff. The public transport was off the roads with some private vehicles plying in civil lines area. The train services between Banihal and Baramulla remained disrupted for 56th day while mobile internet and pre-paid mobile services continued to be shut down across Kashmir to prevent further violence.

Pakistani troops violated border ceasefire by resorting to small arms and mortar firing along the Line of Control (LoC) in Jogma area of Akhnoor sector in Jammu District on September 2, reports Daily Excelsior. “Pakistani soldiers initiated indiscriminate firing at around 11.45 am targeting forward posts of the Indian Army along the LoC in Jogma and surrounding areas of Akhnoor sector,” official sources said. Pakistani troops also fired few mortars towards Indian side during ceasefire violation, they said. The Army responded appropriately in a controlled and measured manner, sources said, adding the “intermittent firing continued for quite some time. There has been no loss of life or injury to anyone on the Indian side of the border, the sources added.

A day ahead of the all-party delegation visit to Jammu & Kashmir, Chief Minister Mehbooba Mufti on September 3, invited separatists for talks to resolve the Kashmir conflict, reports The Times of India. Reaching out formally to the separatists through a letter, Mehbooba asked Jammu Kashmir Liberation Front (JKLF), the three All Party Hurriyat Conference (APHC) factions, National Front and Jamaat-e-Islami (JeI) to engage with the 30 member all-party delegation, who she said represented both the Government and the people of India. "Cutting across party lines... the country's political leadership has reached out and it is for us to collectively lend it credence and credibility," she wrote in her letter of invitation, copies of which were sent to Sayeed Ali Shah Geelani, Mirwaiz Umar Farooq, Mohd Yasin Malik, Prof Abdul Gani Bhat, Moulvi Abbas Ansari, Shabir Ahmad Shah, Bilal Gani Lone, Aga Hassan, Naeem Ahmad Khan and others. Mehbooba, however, underlined that she was inviting them for talks as the president of People’s Democratic Party (PDP). "My party has always believed that the Hurriyat Conference is a stakeholder in the peace... and prosperity of the state," she wrote, hoping that the separatists would accept her offer and "indicate a time and place" of their "convenience for an exchange of ideas with the delegation."

He threatened to train more Kashmiri suicide bombers, who would turn the Valley into "a graveyard for Indian forces", and to take his struggle outside Kashmir. Dismissing talks as futile, Salahuddin, insisted that there was no solution to Kashmir except militancy. "The Kashmiri leadership, people and mujahideen should know there is no formal, peaceful way." There wasn't any option but to "launch a target-oriented armed struggle", he told TOI in an exclusive interview at his office in Baila Noor Shah area of Muzaffarabad. His remarks came a day ahead of the visit of a delegation of major political parties led by Union Home Minister (UHM) Rajnath Singh to Jammu and Kashmir as part of the effort to de-escalate tensions. One youth, Naseer Ahmad Dar (20), died of multiple injuries inflicted by pellets fired by Security Forces (SFs). “The police came under heavy stone pelting when they went to the area to arrest those who disturb peace. One youth died,” said Inspector General of Police, (IGP) Kashmir, S.J.M. Jeelani. “Pellets are being used only when the need arises,” he added. Dar’s funeral prayers turned into a massive pro-freedom rally as hundreds arrived to witness the burial. Over 100 people, including a woman, were injured in the clashes. On September 5, Asif Majeed Nagoo (17), a resident of Kupwara District, succumbed to his injuries at a Srinagar hospital. In a seven-minute video, a masked man, standing against a wall banner inscribed with Quranic verses in Arabic and an AK-47 hanging by his side, described Hizb-ul-Mujahideen (HM) ‘commander’ Burhan Wani - whose killing by the SFs two months ago triggered massive violence in the valley - as 'shaheed-e-millat' (martyr of the community). The masked man threatened that the militants would take the violent "movement" to its logical conclusion. "This is the last warning for pro-India politicians and youth who work for the Police and Army. Don't think we don't know your names. We have your addresses as well," the militant threatened while reading out the names and addresses of the targeted people. He asked the identified people to seek forgiveness from Allah and join the militants' cause. Army sources said that around 500 militants are waiting on the launch pads along the LoC in Pakistan occupied Kashmir (PoK) ready to infiltrate ahead of winter. They said that these militants are making frequent attempts to infiltrate into Kashmir. Army has foiled several attempts of these militants this summer and some of them were killed on the LoC and other fled back to Pakistan. However, some of them managed to sneak in. Sources said that Army didn’t want to take any chance and have intensified its patrols along the LoC. It may be mentioned here that army has recently moved one Brigade to LoC in Keran and Macchil sectors of Kupwara District to strengthen the counter-infiltration grid. As turbulence continues unabated in the Valley, the army has quietly moved an entire brigade into South Kashmir as part of operation 'Calm Down' to clear it of militants and protesters, reports The Times of India. Amid intelligence reports of a virtual 'Jungle Raj' prevailing in the area, with militants and their sympathisers calling the shots, holding protests and blocking arterial roads, nearly 4000 additional troops have been pressed into service to restore normalcy, but with clear instructions to use minimum force, official sources said. The troops, mobilised from reserves have fanned out in all the four Districts of South Kashmir-Pulwama, Shopian, Anantnag and Kulgam. These Districts have borne the brunt of the current spiral of violence in the Valley triggered by the encounter killing of Hizb-ul-Mujahideen (HM) militant Burhan Wani, who hailed from this region. The Army troops assisted by Central Reserve Police Force (CRPF) and the State Police are combing the areas minutely and clearing the road blocks put by the protesters by felling trees, electric poles and placing huge boulders and burnt vehicles, to facilitate movement of people, they said. After clearing Karimabad area of Pulwama, the troops have moved into Shopian and Kulgam. The process, which was halted briefly for Bakrid, will resume after the festival, sources said, adding more troops were likely to be pressed into service. The decision was taken after intelligence reports claimed that Kashmiri youth, armed with batons, stones and petrol bombs, were patrolling the arterial roads leading to the National Highway and preventing people from venturing out of their homes or moving towards Srinagar. There were reports that around 100 militants had crossed into South Kashmir since the unrest broke out after Wani's killing on July 8. The areas where they were suspected to be hiding included Heff-Shirmal in Shopian District, Samboora, Lillahar, Pulwama town, Tral and Kakpora of Pulwama District, Qaimoh and Redhwani in Kulgam District and Redhwani in Anantnag District.

The body of Manzoor Lone (24), son of Ghulam Rasool, resident of Hardshiva was found in a stone quarry. Lone was missing since September 13 after a group of youth threw stones at Army who later chased them. Residents alleged that Lone was caught by Army and thrashed and later he died and his body was recovered. However, Army denied any involvement in the death of the protester. The news of his death led to protests in the area. Army sources said that troops in the forward areas at Gorital sector of Lachipora village in Uri in Baramulla District, found suspicious movement of a 10-12 militants trying to sneak into Indian Territory. He said that in the exchange of fire, eight infiltrators were shot dead by Army’s 10 Dogra Regiment. Sources said that since the bodies are lying in the ravine near the Pakistani forward posts it is difficult to retrieve the bodies as the troops can come under fire if they go nearer. He said that Army does not want to take a chance to retrieve the bodies. He, however, said that they are clearly visible from Indian forward posts. Sources said that the searches in the area are going on and some of the militants of the group managed to escape towards Pakistan.

The four terrorists who attacked the Army base in Uri sector in Baramulla District on September 18, killing 18 soldiers, belonged to Lashkar-e-Toiba (LeT), and managed to sneak in by cutting the perimeter fencing of the highly-guarded army installation at two places, investigations have shown. In an indication that the terrorists were well-versed of the layout of the army base close to the Line of Control (LoC), the assailants locked the cooking room and store from outside to prevent the soldiers from leaving before setting them afire, sources privy to the probe said on September 21. The investigators are not ruling out "insider help" to the terrorists in view of the precise nature of the actions undertaken by the intruders once inside the army base, the sources said, adding the attackers first cut the perimeter fencing at two places. After locking the cooking room and store, two of the terrorists started moving towards the officers’ quarters within the base but they were gunned down before they could inflict any further damage, they said. The two Global Positioning System (GPS) sets recovered from the slain militants were damaged during the attack and have been handed over to the National Investigation Agency (NIA), which is probing the case.

Curfew remained in force in parts of Srinagar on September 22, with Police and Central Reserve Police Force (CRPF) patrolling the streets, which had blocked the main roads with concertina wire and stationed mobile bunkers at various places in these areas to prevent violence. However, in rest of the Valley, there was no curfew but restrictions at many places. The shops, business establishments, schools and colleges remained closed and traffic was off the roads. However, some private vehicles were plying in Civil Lines area of Srinagar. The train services between Banihal and Baramulla remained suspended since July 9. The mobile internet and pre-paid mobile services remained suspended. According to a statement issued by the Zonal Police Headquarters Kashmir, the overall situation remained under control across the Valley. “There was no curfew in the Valley except in Anantnag town and the areas falling under three police stations of Srinagar city,” the statement said. It said 57 individuals found involved in creating disruption in traffic movement, opening of shops as also damaging public, private property were arrested.Stone-throwing clashes were reported at Habba Kadal and Fateh Kadal areas of Old Srinagar during which Security Forces (SFs) used teargas and pepper gas against the protesters. In the evening, stone-pelting clashes erupted at Nowhatta, Rajouri Kadal, Zaldagar, Gojwara and few other areas of Old City. Clashes erupted after SFs contingents were withdrawn from the old city areas. Police fired teargas and pepper grenades against the protesters. Clashes erupted at Gugloosa and Trehgam villages of Kupwara district, Balsoo village of Kulgam district and in Shopian town. At Pulwama villages, the protesters enforcing shutdown resorted to stone-pelting on private vehicles. The violent stone-throwing clashes also erupted at Khanpora in Baramulla District after Police arrested one Fayaz Kumar from the area. Police responded by firing teargas towards the rock-throwing protesters. The clashes continued for several hours but no one was reported to have sustained injuries. Official figures revealed that 250 persons were booked under PSA including Human Rights activist, Khurram Pervaiz, and many separatist leaders and hardcore stone pelters. These people were booked under PSA to put an end to 77 days of violence in Kashmir. The official figures suggested that over 3200 stone pelters and trouble makers have been arrested by Police since July. Out of these around 2500 have been released on bail while over 500 are in Police and judicial custody and 250 have been booked under PSA. The officials said that there have been over 2000 stone pelting incidents during 77 days of violence in Kashmir during which 54 installations of Police and Government have been damaged and around 40 installations of Police and Government have been set ablaze by violent mob. The officials said that situation has shown considerable improvement with the arrest of stone pelters and their handlers across Kashmir. As per the official figures the violence levels have gone down by 90 percent. The official data revealed that during initial days of unrest, at least 150 incidents of stone pelting were being reported daily and now these incidents have come down between 8 to 20 incidents daily. The Fridays have been worst as initially despite curfew and curfew like restrictions in most parts of Kashmir, at least 100 stone pelting incidents were reported. These incidents have now come down to over 30 now. As the Para-Military Forces were less in number initially and Government was short of Forces but over 20, 000 Para-Military Force personnel have been brought for law and order duty to control the violence. Army has also rushed one Brigade to worst hit South Kashmir for area dominance and tackling militancy which has increased during the unrest.

Police said militants hurled a grenade at around 2 pm on a CRPF party of 90th battalion who were performing law and order duties. The grenade exploded injuring the CRPF personnel. A manhunt was launched to arrest the attackers. Police in a statement said: “This afternoon unknown militants hurled a grenade on CRPF party of 99-Bn deployed for ROP (Road Opening Party) duty near Government Higher Secondary School Wanpoh, Mir Bazaar in district Kulgam. Three CRPF personnel sustained injuries in the incident. The injured were shifted to Hospital for treatment. Reports revealed that Police on a tip off launched a search operation in the Linga Manjmi area in wee hours of this morning. A column 10 RR (Rashtriya Rifle) also joined the operation. The suspected area was cordoned off and during searches troops located a natural hideout of the militants. Recoveries made from the hideout included one AK-47 rifle, eight 12 bore rifles, one Under Barrel Grenade Launcher (UBGL), one grenade, one Chinese grenade, 2263 ammunition of AK-47, two diaries, one purse, one notebook, two AK magazines, two radio seats and two Chinese pistols. “It appeared that the consignment of arms and ammunition was hidden by militants who had been operating in the area in the past and had since been killed or migrated to the other parts of the State. No active militant is operating in Doda district for the last five years. However, the consignment could have been used to revive subversive activities in the areas,” official sources said.

Official sources said the District administration initially relaxed curfew in Kishtwar for four hours from 12 noon to 4 pm. The National Investigation Agency (NIA), on September 27, took into custody the two men from Pakistan-occupied Kashmir (PoK) arrested by Army in connection with its probe into the attack at an Army camp in Uri in Baramulla District even as it established the identity of one of the four slain attackers as belonging to PoK, reports Daily Excelsior. The NIA took over the custody of the two men identified as Ahasan Khursheed alias DC, a resident of Khaliana Kalan and Faisal Hussain Awan, a resident of Pottha Jahangir—both in PoK, and would produce them before a designated court soon, official sources said. The two were arrested by the Border Security Force (BSF) and the Army in a joint operation at ‘Angoor Post’ at Gavalata village in Uri last Saturday (September 24) when they were trying to infiltrate into India. The duo initially claimed that they had inadvertently crossed into India but after sustained interrogation they not only informed the security agencies about the two guides who had helped the terrorists to infiltrate but also helped them in identifying one of the militant involved in the attack, the sources said. One of the killed terrorist was identified by NIA as Hafiz Ahmed of Darbang in Muzaffarabad Tehsil (revenue unit) of PoK. The two had been recruited initially by Pakistan-based terror outfit Jaish-e-Mohammed (JeM) for guiding its militants to infiltrate across the Line of Control (LoC) and later they helped other militant groups as well, the sources said.

Three Police Station areas of Srinagar’s Old City – MR Gunj, Nowhatta and Khanyar -were placed under restrictions with hundreds of Police and paramilitary personnel deployed on streets since morning of September 27, reports Daily Excelsior. However, in other areas of Srinagar Security Forces (SFs) were deployed in sensitive areas but there was civilian movement without any disruption in these areas. In the evening, stone-throwing clashes erupted at many Old City localities including Nowhatta and Noorbagh during which SFs fired teargas and pepper gas at the protesters. In Civil Lines and uptown areas of the Srinagar, movement of private transport and pedestrians was seen since early morning but shops, commercial establishments, educational institutes and most of the banks were closed. The SFs were deployed at sensitive areas in strength. Clashes and protests erupted at Samboora area of Pulwama District in which three people sustained injuries and also at Bijbehara in Anantnag District and Drugmulla in Kupwara District of Central Kashmir. The Zonal Police Headquarters Kashmir statement said that the situation remained by and large normal and peaceful on September 27 although a couple of stray stone pelting incidents were reported. The statement, an incident of arson was reported from Kulgam this afternoon (September 27). “Miscreants in their attempt to disturb the situation set on fire a Panchayat Ghar at village Kujar in District Kulgam,” it said.

On the intervening night of September 28-29, the Indian Army has hit back on terror camps across Line of Control (LoC) in Pakistan Occupied Kashmir (PoK), with a textbook surgical strike that caused heavy casualties including two Pakistani soldiers, and about 50 militants also destroying seven terror camps, reports India Today. Ghatak Platoon of 6 Bihar and 10 Dogra units were made part of the surgical operations as they were familiar with the terrain. Two para commandos of the strike team received injuries during the mission from landmines. It was in retaliation of the Uri terror attack on September, 18. Few hours after the surgical strikes Pakistan Government released the photographs of two dead soldiers. They have been identified as Havildar Jumma Khan and Naik Imtiaz. However, Pakistan has denied any such attack by India.Meanwhile, the Indian Army has issued a statement, saying one soldier from 37 Rashtriya Rifles with weapons inadvertently crossed over to the other side of the LoC. It has denied reports of any Indian casualties. It was around midnight, when the Army's Dhruv Advanced Light Helicopters with 25 Commandos from 4-para and 9-para crossed the LoC into PoK. The helicopters dropped the commandos at earmarked spots and returned. The Army commandos crawled for about 3 kilometres with the threat of being caught in the Pakistan army's crosshairs. Their destinations included seven launch pads where large number of terrorists had gathered. The launch pads were for terrorists waiting to infiltrate into the Indian side of the LoC to carry out terror attacks in the country. The terror launch pads were located in Bhimbar, Kel, Tattapani and Leepa areas.The surgical strike team had six targets on mind, three of which were completely destroyed during the operation. Commandos were equipped with Tavor and M-4 guns, grenades and smoke grenades. They also carried under barrel grenade launchers (UBGL) and night-vision devices. They wore camera-mounted helmets. Meanwhile in Delhi, Defence Minister Manohar Parrikar, National Security Advisor Ajit Doval and Army Chief General Dalbir Singh Suhag monitored the entire operation in real time, receiving footage from the helmet cameras as well as a drone. Prime Minister Narendra Modi was being regularly briefed about the progress of the operation.Meanwhile, the UN has asked India and Pakistan to exercise restraint and encouraged them to continue their effort to resolve their differences peacefully and through dialogue. "We are obviously following the situation with great concern concerning the increase of tensions across the Line of Control," Secretary-General Ban Ki-moon's spokesman Stephane Dujarric told.

Residents of nearly 1,000 villages in Punjab's districts bordering Pakistan are being evacuated. The villages being evacuated as a preventive measure include 300 in Ferozepur District, 290 in Gurdaspur, 137 in Amritsar, 135 in Tarn Taran, 65 in Pathankot and 60 in Fazilka. Moreover, emergency ward of Civil Hospital in Pathankot has been cleared in preparation for any eventuality. The evacuation was carried out in the areas of RS Pura sector and Samba sector in Jammu and Kashmir, reports newsx.com. Security has also been tightened in Rajasthan along the country's border with Pakistan, official sources said. "Troops in Rajasthan are in a state of high alertness and preparedness to meet any eventuality," Army sources stated.

Violating the ceasefire again, Pakistani troops opened firing from small arms along the Line of Control (LoC) in Pallanwalla sector of Akhnoor tehsil (revenue unit) of Jammu District in the wee hours of on September 30, reports Daily Excelsior. This is the fifth ceasefire violation in the month of September and the third in the past 36 hours. “There were small arms firing (from Pakistan on forward posts) along the LoC in Pallanwalla, Chapriyal and Samnam areas in Akhnoor tehsil,” official sources said. There was no loss of life or injury to anyone in the firing. Yesterday, Pakistani troops had resorted to firing in Balnoi area of Mendhar sector of Poonch District without any casualty.
