Leaders and cadres of the Federal Alliance, an alliance of Madhesi and Janajati parties, took to the streets of Kathmandu on April 3 in a show of strength, resulting in a brief traffic jam in downtown Kathmandu, reports Republica. Over a thousand protesters took out rallies from Shantibatika and Ratnapark before converging into a corner assembly at New Road. The protesters shouted slogans against the constitution and the elections. They also demanded immediate resolution of the Madhes crisis through the amendment of the constitution before the polls.

Police on April 4 arrested two cadres of the Netra Bikram Chand’s Communist Party of Nepal-Maoist (CPN-Maoist) for their involvement in the murder of Nepali Congress (NC) District leader Rabindra Shumsher Shah (36) in Jajarkot District, reports Republica. Rabindra was stoned to death while he was out for a walk with his aide Hitler Singh Rathour at Jajarkot-Dolpa Road on March 28. His body was thrown from a roadside cliff. As per the preliminary investigation of the District Police Office, seven cadres of the party were involved in the murder. Police informed that the Maoist cadres killed him after he refused to pay them “donations”. They had stoned him and thrown him off a cliff. Those arrested have been identified as Thagendra Bahadur Singh aka Shiva and Dil Bahadur Rana aka Dilli. Police are now searching for Bal Bahadur Malla aka Paurakh, Prem Oli aka Itihas, Indra Shahi aka Mohit Singh, Dirgha Bahadur Nepal aka Abhishek and one Maoist whose name is not known.

Chief Election Commissioner (CEC) Ayodhi Prasad Yadav addressing a two-day Training of Trainers on election management organized at Godavari, Lalitpur District on April 6 urged the Government to reach to a concrete decision as soon as possible on the problem that has been voiced in the Madhes regarding the election, reports Republica. He "It is necessary for the government to make a concrete decision as it is high time for printing the ballot papers and the voters identity cards in the districts of the Madhes which have high number of voters. If the government didn't decide, then, the Election Commission will resolutely and fully gear up for the election preparation by printing the ballot paper for all provinces." As of April 5, the Election Commission (EC) had forwarded the ballot paper designs for 67 out of the 75 Districts except for the he eight Districts of Province 2 including Bara, Parsa, Rautahat, Saptari, Siraha, Dhanusha, Mahottari and Sarlahi.

The ruling Communist Party of Nepal-Maoist Centre (CPN-Maoist Center) at a meeting of the party’s Central Office held at the Prime Minister’s residence in Kathmandu on April 6 asked the Government to withdraw the Constitution amendment bill stuck at the Parliament and bring a new one to address concerns of agitating Madhesi parties, reports The Himalayan Times. She said the body’s meeting should be called by the senior-most member in absence of its Chairman Surya Kiran Gurung, who has not reported to work for the last two months. But if someone attempts to foil the election, stern action will be taken against them,” said Nidhi. Top leaders of the ruling parties and the Madhesi parties agreed to find a “political way out” through an agreement to resolve differences between them over the constitution amendment and local level elections, the Prime Minister’s Secretariat said in a statement after a second round of meeting between them. In the first round of meeting earlier in the morning, the Madhesi parties had expressed their reservation over the new constitution bill and pointed out the need for amending Article 7 and Article 274 of Constitution and provision on formation of federal commissions.

As the preparations for the first round of election are going on in full swing, the Government also decided, citing time limits, to request the Election Commission (EC) to defer the April 29 deadline for candidate nomination by some days in provinces 3, 4 and 6, where the vote will be held in the first phase. The polls in provinces 1, 2, 5 and 7 will take place on June 14. The Government has decided not to register another Constitution Amendment Bill in Parliament. Instead, proposals to amend the proposal already registered with the House would be filed within the 72-hour window provided by the Parliament Secretariat. The Government claimed that the contents of the proposed revision were prepared as per an agreement reached with the Sanghiya Gathabandhan (Federal Alliance) on April 22.
