The report states that civilian casualties in Afghanistan dropped 21 percent in 2020 compared to 2019. Notably, unknown armed groups were the second highest cause of casualties after the Taliban.

The US Special Inspector General for Afghanistan Reconstruction (SIGAR) said in a report released on January 30 that the Taliban and Daesh have increased targeted assassinations outside of Kabul and that the Taliban attacks in the Afghan capital are on the rise, reports Tolo News. “Five journalists were killed in the last two months of 2020, as well as a number of civil-society leaders,” the report says. Resolute Support, the North Atlantic Treaty Organisation (NATO)-led mission in Afghanistan, reported 2,586 civilian casualties from October 1 to December 31, 2020, including 810 killed and 1,776 injured, according to the SIGAR report.

Another 172 more were injured in the incidents. Most of the incidents handed in the urban areas of Kabul, Nangarhar, Kandahar, Uruzgan and Faryab Provinces. The Tolo Newssurvey finds that since February 1st, 49 mine explosions, 37 unclaimed armed attacks and three car bombs by the Taliban against Security Forces occurred. Violence committed by the Taliban has escalated since the Doha talks have stalled.

Afghanistan Independent Human Rights Commission (AIHRC) report during the solar year 1399 (March 2020 to March 2021) 2,909 civilians were killed and 5,494 others were injured in security incidents like bombings, car bomb attacks and targeted killings, report Tolo News. The figures show that of those killed, 543 were children and 323 were women. “We call on the international community and the United Nations to use their leverage on both sides to reduce violence and agree on ceasefire,” said Zabihullah Farhang, a spokesman for Afghanistan Independent Human Rights Commission. “The tactics that have been used such as roadside bombings and car bomb attacks have led to more civilian deaths and there were targeted attacks, too.”

The Ministry of Defence on May 11 stated that 157 Taliban were killed and 99 others were wounded in various Afghan National Defence and Security Forces’ operations over the past 24 hours, reports Khaama Press. The defence operations were conducted in Laghman, Kunar, Paktia, Wardak, Ghazni, Zabul, Herat, Farah, Balkh, Samangan, Jawzjan, Helmand, Nimroz, Takhar, Kunduz, and Baghlan provinces. The ministry added that ANDSF also captured 22 militants during the operations. According to the newsletter, 95 different types of IEDs and landmines were discovered and defused by the Afghan security forces.

The Ministry of Refugees and Repatriations said on may 22 said that over 8,500 families have been displaced in at least five Provinces as fighting intensifies on multiple fronts between Government forces and the Taliban, reports Tolo News on May 23. Baghlan, Helmand, Kunduz, Kandahar and Laghman are the five provinces where the families have been displaced. Heavy clashes are underway in the five Provinces over the last few weeks, except for the three days of the ceasefire from May 13 to May 15.“8,500 families have been displaced. Of the figure, 3,500 families have been displaced due to the fresh spat of violence,” said Sharifullah Shafiq, the head of the refugees and repatriations directorate in Baghlan. The families are faced with lack of shelter, access to health services, education and other facilities for a normal life, according to the displaced persons.

As many as 223 terrorists (militants) were killed and 126 more were wounded (injured) following clashes and reciprocal attacks of Afghan Security Forces (ASFs) in 14 Provinces of the country, reports Bakhtar News Agency on June 3. Ministry of Defense (MoD) by releasing a statement reported, the conflicts and attacks carried out in various parts of Nangarhar, Logar, Ghazni, Maidan/Wardak, Kandahar, Zabul, Urozgan, Badghis, Herat, Farah, Jawzjan, Helmand, Takhar and Baghlan Provinces. Some heavy and light weapons and ammunitions belonged to the militants have been destroyed following the assaults, the statement added. Afghan National Defense and Security Forces (ANDSF) by discovering and neutralizing 20 rounds of different type of mines succeeded to prevent several bloodiest incidents in crowded areas of the mentioned provinces. Further, 65 people, including 15 police officers, 23 army members, five National Directorate of Security (NDS) personnel, 18 members of public uprising forces and 9 civilians were killed on June 4. “There are clashes in 24 to 27 provinces every day. As per the report, a total number of 5587 civilian people were killed and wounded as a result of 93 suicide attacks, 650 rocket shells, 1675 mine explosions, and 844 assassinations by the Taliban. The watchdog says 1,594 security incidents occurred during this period. In the first six months of 2020, the watchdog says, 1,213 civilians were killed and 1,744 more were wounded. The report says that during this period 154 women were killed and 350 more were wounded. These numbers in 2020 were 126 killed and 171 wounded. According to the report, of those killed, 373 were children. Also, 1,083 of those wounded are children. The report says the Taliban is responsible for 56% of the casualties (917 killed, and 2,061 injured), pro-government forces for 15% (229 killed, 565 injured), Daesh 7% (104 killed, 239 killed), and unknown perpetrators 22% (425 civilians killed and 765 civilians injured). In 451 incidents, a total of 1,987 civilians have been harmed by IED blasts, roadside mines, car-bombs, and exploding mines or ordnance. This includes 587 civilians killed, and 1,400 others injured, the report says. Targeted killing accounts for 30 percent of the total number of civilian casualties in the first six months of 2021, the report says, adding that this includes 1,634 civilian casualties (696 killed, 938 injured). According to AIHRC findings, rocket fire and heavy weapon use accounted for 18% of total civilian casualties in the first six months of 2021. In total, 940 civilians have been harmed due to rocket fire in the first six months of 2021. This includes 212 civilians killed, and 728 others injured. The civilian casualties caused by rocket fire during the same period in 2020 were 378 in total. The report says that 21 civilians were killed and 79 of them were wounded in suicide attacks. Also, 81 civilians were killed and 326 were wounded in ground engagements between the government forces and anti-government armed groups. The report says that 77 civilians were killed and 136 more were wounded in airstrikes. The report says night raids accounted for 12 civilians killed and 37 wounded.
