The outfit also expressed doubts on the sincerity of the Government on the issue of talks and alleged that a conspiracy was hatched to invite only a small group of the PCG for talks. The ULFA said that the guns of the outfit would become silent only when the conflict between India and Assam head towards a political solution.

Assam Minister of State for Home, Rockybul Hussain, in a written reply to a question raised by member of the Legislative Assembly, Dilip Kumar Saikia, said on February 6 that the Centre and State Government are of the view that the Government and the United Liberation Front of Asom (ULFA) should come into an agreement to suspend operations simultaneously to create a congenial atmosphere for talks, reports Assam Tribune. Hussain said that operations by the security forces targeting the ULFA would be stopped once such an agreement for suspension of operations is signed. In another reply to another question by T. P. Das, the Minister said that since the first meeting with the People’s Consultative Group (PCG), as many as 70 subversive activities took place in the State and public properties worth Rs 95,70,300 were damaged. He said that during the period, four Army personnel, 12 civilians and 12 militants were killed. During the same period, 13 ULFA militants and three militants of the Muslim United Liberation Tigers of Assam (MULTA) have surrendered.

He also said there is no point in extending the truce if the talks on the main issues are not started. Basumatary also said that around 200 cadres of the outfit are now living in three designated camps set up in the Kokrajhar, Udalguri and Baska districts while more than 700 cadres are living outside the camps because of shortage of space in the camps. He informed that the outfit wanted to establish four more camps in the districts of Dhubri, Sonitpur, Chirang and Karbi Anglong, but the Government has not given permission to do so as yet. He also said that these camps are being maintained by the NDFB on its own, through “donations” received from different persons.

In a statement through the People's Consultative Group (PCG), ULFA ‘chairman’ Arabinda Rajkhowa, said that the outfit would try to respect the offer in response to the people's desire for peace. The outfit, however, cautioned against any sabotage activities in the name of the outfit to scuttle the peace initiative. On holding direct talks with the Centre, Rajkhowa said that the outfit has been awaiting fulfillment of New Delhi's assurances at the third round of discussions with the PCG. Tinsukia district Deputy Commissioner Absar Hazarika said on October 13 that students in his district were "bribed with money, cars, motor-cycles and cell phones to explode bombs and grenades in public places." Interrogation of Jolen Moran, who had carried out a recent grenade attack in the oil town of Digboi in the district, injuring a shopkeeper, revealed that he was a class 12 student at the Tinsukia Somar Bidyapith, Hazarika said. The ULFA was paying for Moran's education and his rent in return for his services, he said. The arrest of three other ULFA cadres also revealed that the youths, who were between 18-25 years old, were studying in college, Hazarika added.

The Inspector General of Police (Intelligence), Khagen Sarma, is reported to have named China as one of the main sources of weapons for militant outfits operating in Assam, reports Telegraph. While addressing a seminar on terrorism held in Guwahati, he said militant groups were procuring weapons through a “strong network of arms smugglers” active in China. “The arms consignments are coming through a strong smuggling network, and there is no evidence of direct involvement of the Chinese Government in the illegal arms trade even though some sort of support from the Government to the activities cannot be ruled out,” disclosed Sarma. Further, the Inspector General of Police also accused the Myanmarese Government of having a “soft and cosmetic” approach towards outfits operating from its soil. He said the military regime had been seizing arms and ammunition from militants of the Northeast, only to sell the consignments to the same groups later. According to Sarma, violence caused by militancy had increased in Assam during the last ten months in 2006 after showing a decreasing trend since 2000. He added that the highest number of civilian casualties in recent times was in 2000, when 412 people were killed in terrorist attacks across Assam. At least 92 people have died in violence involving militants. While speaking about increasing incidents of bomb blasts in the State since 2002, he said, “There were 18 blasts that year. In 2005, there were 121 blasts and about 100 explosions until October this year.”

But the elephants did the job for us,” said a senior police officer. Ranjit Das, a boat operator who was arrested on November 20 from the island of Majuli for helping ULFA militants going across the river, confessed to the Police that elephants had also forced the militants to change their travel plans. Militants prefer to cross the river by night but no boatman wants to take the risk now for fear of running into wild elephants on the sandbanks, said Ranjit.

"The ISI (Inter-Services Intelligence of Pakistan) introduced LTTE's arms suppliers to ULFA leaders and two Tamils were arrested in Cox's Bazaar in Bangladesh when a huge quantity of ammunition meant for the ULFA was seized," said the official adding that arms were also supplied to ULFA through Cambodia, for which the group paid "hard currency routed through Nepal." Police sources said that Addison Sangma, who was arrested from Chotopankhadol village in the Dhubri district on November 27, not only supplied RDX to the Kamtapur Liberation Organisation (KLO) but also prepared the “blueprint” for the train attack. Superintendent of Police in Dhubri, Parthasarothi Mahanta, told The Telegraph, “Addison was the main provider (of RDX) to the KLO for the explosion. He provided shelter to the KLO militants who triggered the blast.” During his interrogation by a team of police from West Bengal, Assam and the Railways, Addison said he harboured four KLO cadres in his house, helped them draw up the plan for the terrorist attack and arranged for arms, ammunition and explosives. The report, quoting an unidentified source, further said that KLO militants had planned to “trigger more blasts in Cooch Behar but shelved the operation when they learnt that Sangma did not have the required stock of RDX with him at the time.” The NDFB is currently observing a cease-fire agreement with the Government.

Assam Government confirmed, on December 25, that three ULFA militants, Samiran Baruah, Numal Chetia and Bonti Gogoi, who were arrested in Sivasagar district on December 23, gave Dibrugarh police a list of the names and addresses of the ULFA militants operating in the capital city. “We believe there are at least 20 militants of the 28 Battalion in the capital city. We have forwarded certain names along with descriptions and possible hideouts to our counterparts in Guwahati. We have also sent a list of Ulfa cadre and conduits,” a member of the investigation team said. The arrested militants confessed that cadres of the ‘28th battalion’ infiltrate into Guwahati whenever security forces launch a major counter-insurgency operation in upper Assam. “The 28 Battalion operates in the seven districts of Upper Assam but its members are known to move in and out of Guwahati, depending on the situation. Women militants often stay in private hostels for girls and working women,” a source quoted confession of one militant. According to the confession of the militants, ULFA is using “sleepers” — people without criminal records — in its extortion drive. Their task is to issue extortion notices, collect the ransom and hand it over to ULFA cadres based outside the city for a small commission.

What makes it worse is the Centre’s lackadaisical attitude… Residents of several areas told me that the fencing project was being implemented by the National Building Construction Corporation (NBCC) in a slipshod manner.
