sources in Assam Police said that at a time when majority of Karbi militant outfits were joining the peace process, People's Democratic Council of Karbi-Longri (PDCK) was trying to spread its tentacles in the hill District, reports The Times of India on January 10. The source said that formed under the guidance of I.K. Songbijit, who was earlier the hardliner leader of I.K. Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS), PDCK has reportedly launched a recruitment drive in the region. The source said, "Ever since the genocide of Adivasis in 2014, Songbijit got reportedly unpopular among the Bodos for his barbaric ways. Sidelined and pushed to Myanmar, the rebel leader formed PDCK with Karbi youths drawn from the NDFB faction." Many Karbi youths were recruited in the NDFB-IKS faction when Songbijit was heading it and Police suspect that these youths helped him to form the new outfit. According to the source, there are around 60 cadres under IK Songbijit in Myanmar training camps. The PDCK is talking about ‘sovereignty’ and it is backed by Khaplang faction of National Socialist Council of Nagaland (NSCN-K) and Independent faction of United Liberation Front of Asom (ULFA-I), the source added.

Bhattacharyya said the phased withdrawal of AFSPA was raised at a meeting of the Unified Command held at the army's 4 Corps headquarters in Tezpur today but it could not be discussed in detail since the meeting was convened to review security for Prime Minister Narendra Modi who is scheduled to visit the state on May 26. The Union Ministry of Home Affairs (UMHA) had recently extended AFSPA in the state for three months with effect from May 3 and the review meeting will be held before August 3, when the contentious act will expire in the state. Usually, AFSPA is extended for one year or six months. This was the first time it was extended for only three months.

Meanwhile, the Committee for Protection of Land Rights of Indigenous People of Assam has expressed the view that illegal migration is the greatest threat to the security and identity of the indigenous people of the State, reports The Assam Tribune on July 25. The committee, headed by former Chief Election Commissioner of India, HS Brahma, in its interim report said that illegal migration is a constant threat to the very existence of the indigenous people of the State and if such migration is not checked immediately by sealing the unplugged borders and detecting and deporting the illegal migrants through a repatriation treaty signed with Bangladesh, the situation in the State would aggravate further. The report pointed out that the most serious threat to land rights of the indigenous people came from unrestricted infiltration by illegal Bangladeshi migrants. Such people have been grabbing government and private lands for decades. This could not have been possible without the collusion of the local government employees, corrupt bureaucrats and political patronage, the committee observed.

The publication of the draft National Register of Citizens (NRC) is likely to miss the December 31 deadline and probably be released in March next year, reports The Telegraph. An official source said the field verification has been completed and the office verification of the applications is going on at present, which will take some time. The draft NRC can be prepared only after completing the verification. He said the NRC update, which has missed several deadlines, is unlikely to meet the December 31 target. "Going by the current pace of work, the draft is unlikely to be published before March next year," the source said. Assam Chief Minister Sarbananda Sonowal had earlier said the draft NRC will be ready by December 31 and was subsequently rapped by the Supreme Court for commenting on the preparation and publication of the draft NRC, when the court had been monitoring the process.

The pro-talks faction of United Liberation Front of Asom (ULFA-PTF) faction on August 29 asked the indigenous communities of the State to stand united against any attacks on ‘indigenous community’ by ‘outsiders’, reports The Indian Express. “Repeated attack on members of indigenous communities by non-Assamese people in the state in recent times has become a cause of major concern. While various groups and organisations have been protesting these attacks, what is required is a combined and united move so that miscreants do not take undue advantage of the situation. We appeal to various groups and organisations to come under one platform and take up a common programme,” Anup Chetia, ‘general secretary’ of the ULFA-PTF, said. The ULFA leader’s statement came in the backdrop of the assault on a group of ex-ULFA militants inside a business premise owned by two Bengali persons in Nagaon on August 22, which has already triggered off massive protests across the state. The police, which had first arrested four ex-ULFA militants on allegations of dacoity, later arrested seven persons including Raju Das and Nidhan Das, the two owners of the business premise.

Independent faction of United Liberation Front of Asom (ULFA-I) on September 4 asked two Central Public Sector Undertaking (CPSU), North Eastern Electric Power Corporation (NEEPCO) and National Hydro Power Corporation (NHPC) to quit the region or face “military action.”, reports The Shillong Times. “While NEEPCO’s 405-MW Ranganadi Hydel project caused such havoc, it is easily understood what disaster is in store in NHPC’s 2000-MW Lower Subansiri project. It will wipe out the entire downstream area. Hence both companies should shut down their operations in this (Western South-East Asia) region. Otherwise ULFA (I) will carry out a military action against them,” the statement signed by ‘Major’ Arunoday Asom, ‘assistant publicity secretary’ said.ULFA-I on September 4 warned of "armed action" if 22 model colleges, named after Bharatiya Janata Party (BJP) ideologue Deen Dayal Upadhyaya, are not renamed after prominent personalities of the state within six months, reports The Telegraph. The Shillong Times adds that in a statement e-mailed to the media here, the ULFA-I asked State Government to remove names of all “outsider Indians” from various educational institutions and rename the same after eminent sons of the soil within six months failing which it would take `punitive’ action against those institutions if they fail to comply.

Several organisations, representing nearly 40 lakh indigenous Muslims of Assam, on October 15 urged the State Government to constitute a committee for their inclusion in the National Register of Citizens (NRC) 1951, as original inhabitants, reports The Telegraph. “As the migrants, who had entered Assam till March 24, 1971, from East Pakistan, will be included in the NRC being updated as per the Assam Accord, indigenous Muslims are scared of losing their identity as Assamese. Since Clause 6 of the Assam Accord talks about giving constitutional safeguards to the indigenous communities, indigenous Muslims are scared that they will be left out as many have not been included as original inhabitants in the NRC which is being updated. We may also be deprived of land rights as the state government is working on a new land policy for indigenous people of the state,” said Nekibur Zaman, an advocate and leader of the indigenous Muslims.
