A senior militant of the United Liberation Front of Asom-Independent (ULFA-I), ‘major’ Bubul Chandra Baruah alias Sangram Saikia, surrendered before the Special Branch of Assam Police in Kahilipara locality in Guwahati city of Kamrup Metropolitan District in Assam on February 2, reports Hindustan Times. Baruah was born in Miripathar Bhajo village of Charaideo District and joined ULFA-I in June, 1997 when he was pursuing his bachelor’s degree at Sonari College. “From 1998, he was involved in imparting arms and medical training to the outfit’s cadres and since 2011 he has been working as chief of arms and medical camp at the ULFA-I camp at Taga in Hukawng Valley located in Kachin State of Sagaing Division,” said the Police release. Further, the Police report suggested that Baruah provided arms training to around 700 cadres and medical training to 150 cadres of the outfit between 2011 and 2019.

Biswajit Rai, a member of the Kamtapur Liberation Organisation (KLO), a proscribed militant outfit, stated on March 5 that there has been progress in the peace talks between the KLO and the central government and further discussion will be held through the peace committee, reports India Today NE. Biswajit Rai further added that a special delegation from the Prime Minister’s and Home Minister's office is in talks with the surrendered KLO leader, Jeevan Singha, to further the peace talks. Jeevan Singha surrendered before the Assam Rifles on January 13, 2022, in Nagaland.

Of them 4203 cadres are from National Democratic Front of Bodoland (NDFB), 1926 cadres are from Karbi outfits while 1182 rebels are from Adivasi outfits. On December 15, Assam Chief Minister Himanta Biswa Sarma said that the government is keeping a target to ink a peace accord with the pro-talk faction of the United Liberation Front of Asom (ULFA-PTF), reports India TodayNE. Sarma said that the target is to sign a peace accord with ULFA-PTF within December or even possibly by January 2024. He also said that once the accord is signed, then the government will make serious efforts to open talks with the Paresh Barua led ULFA-Independent outfit (ULFA-I). Talking about the two incidents of alleged grenade attack in upper Assam over the last few days, CM Sarma said that ULFA-I cadres, including the outfit's commander-in-chief Paresh Barua must understand that throwing grenades will halt the development of Assam and nobody will benefit out of it.

On December 29, 2023, a tripartite ‘Memorandum of Settlement’ was signed between the Pro-Talks faction of United Liberation Front of Asom (ULFA-PTF), Union Government and the Assam Government in the presence of Union Home Minister (UHM) Amit Shah and Assam Chief Minister (CM) Himanta Biswa Sarma in New Delhi, reports The Hindu. Shah said, “Except one person (Paresh Baruah) who is leading the anti-talks faction of ULFA, all the founding members of the outfit were here in Delhi today... They have assured us that ULFA will be disbanded, they will leave the designated camps where they were staying (after coming forward for talks in 2011), they will deposit their arms and 726 cadres will join the mainstream, taking total surrenders in Assam up to 8,200”. ULFA-PTF was represented by a 16-member delegation led by its ‘chairperson’ Arabinda Rajkhowa. Sources stated that the peace deal may encompass a financial package, new land reservation measures, rights for Assam's indigenous communities and also a review of the citizenship list, adds NDTV.
