Dima Halim Daogah-Nunisa (DHD-N) supremo Dilip Nunisa on the current impasse in the peace talks with said, “Instead of demanding all Dimasa-inhabited areas lying in these districts and also in Nagaland, which was our earlier stance, only some adjacent areas, where the Dimasa people are a majority, should be amalgamated with the present Dima Hasao District. If the government can give away land to Bangladesh without any question, why can't they include our villages in the council?” Earlier, Chief Minister Tarun Gogoi on January 12 said that peace accord with DHD-N has not yet been singed due to the outfit's demand to include 96 villages of Nagaon and Cachar District in the greater Dimaraji Autonomous Territorial Council (DATC).

Anti-Talks faction of United Liberation Front of Asom (ULFA-ATF) uploaded videos propagating its cause and a recitation asking Pro-Talks faction of ULFA (ULFA-PTF) ‘Chairman’ Arabinda Rajkhowa to pull out of the peace process on an internet site. The visuals in the two songs show ULFA-ATF leader Paresh Baruah mingling with his cadres in the group's known base in Myanmar. The videos also show the group's armory. The recitation is an appeal to Rajkhowa "not to commit the mistake (of joining the peace process), which "Prafulla Kumar Mahanta [former Chief Minister of the State and student leader] and Bhrigu Kumar Phukan [former State Home Minister and Student leader] had started." The video aims to remind Rajkhowa that it was under his orders that ULFA cadres have sacrificed their lives to join the outfit and he could not let them down now.

The Telegraph reports that even after the lapse of five months since United People’s Democratic Solidarity’s (UPDS) Memorandum of Settlement (MoS) with the Central and the Assam Government crucial aspects of the accord is yet to be implemented. UPDS on November 25, 2011 signed tripartite MoS with the Central and Assam Government. The crucial aspects of the MoS include the change the Karbi Anglong Autonomous Council (KAAC) to Karbi Anglong Autonomous Territorial Council (KAATC) by amending the sixth schedule of the Indian Constitution. Further, to divide the KAAC into four administrative Districts. In addition, a monitoring committing that was to be formed and led by a Joint Secretary in the Union Ministry of home affairs (UMHA) to oversee implementation of the MoS is still not in place although the UPDS claims it has sent a list of its nominees to the Government. Since the committee has not been formed, the INR 3.5 billion [INR 350-crore] economic package is also not being implemented.

Bodo National Conference (BNC) appealed to the Central Government to expedite the peace process with the Ranjan Daimary faction of the National Democratic Front of Bodoland (NDFB-RD). This came after a five-member team of the BNC met the NDFB-RD ‘chairman’ Ranjan Daimari at Central Jail Guwahati. “The NDFB leaders have done everything that they can do from jail to facilitate the peace talks. The delay is on the government’s side, so we (the BNC) have appealed to the government to expedite the peace process,” said Anjali Daimary, one of the conveners of the BNC.

Pro-Talks faction of United liberation Front of Asom (ULFA-PTF) leaders on June 29 sought a “practical approach” to decide issues anchored in Assamese identity that is the central part of the ULFA’s demands during their discussion with Union Home Secretary R.K. Singh, reports The Telegraph. Singh told reporters after the talks that ULFA-PTF ‘chairman’ Arabinda Rajkhowa also discussed the possible formation of Legislative Council in Assam that will have representation from the District councils and various communities. ULFA-PTF discussed the issue of illegal Bangladeshi immigration. ULFA-PTF also demanded recognition of some communities as Scheduled Tribes. After the talks, ULFA-PTF leadership described Centre’s response to the issues and termed the talks “cordial and positive”. The next round of talks is likely to be held in July. Other participating the tripartite talks included Sh. P.C. Haldar Government of India Representative for Peace Talks, Joint Secretary, North East (Sh. Shambhu Singh) MHA, Principal Secretary, Home (Shri Sailesh), Government of Assam and Additional DGP (Sh. K. Sharma), Assam were also present.

Central Government is likely to sign a Memorandum of Settlement (MoS) with Jewel faction of Dima Halim Daogah (DHD-J) / Black Widow (BW) and Nunisa faction of DHD (DHD-N) of Dima Hasao District, in September, reports The Telegraph on August 28. The agreement will pave the way for creation of the Dima Hasao Autonomous Territorial Council (DHATC). The draft proposal has the council divided into three administrative units and it will be the decision of the State Government whether they are made Districts or divisions, sources said. One of the proposals in the draft is to accord the status of Cabinet minister of state to the council’s chairperson and deputy chairperson.

The Central and Assam Governments on October 8 signed a Memorandum of Settlement (MoS) with the two factions of Dima Hasao District based Dima Halim Daogah (DHD), reports Nagaland Post. Both Union Home Minister (UHM), Sushil kumar Shinde and State Chief Minister, Tarun Gogoi were present when the MoS were signed. According to the MoS, DHD factions will dissolve their outfits within six months. “Signing of the MoS with both factions of DHD marks the culmination of the peace overtures of the government and it is expected that DHD-J [Jewel Garlosa faction of Dima Halim Daogah] and DHD-N [Dilip Nunisa faction of Dima Halim Daogah] shall join the peaceful, democratic political process as established by the law, which will usher in a new era of hope and prosperity in Dima Hasao District,” UHM, Shinde said. The State Government has agreed to reorganise the existing Autonomous District into three administrative units for better development management. Further, under the agreement, increasing the restructured council’s membership too has been agreed in principle, apart from transferring 39 administrative responsibilities to the council.
