A Kamatapur Liberation Organisation (KLO) leader on January 14 said the outfit was ready for “unconditional” talks with the state and the Centre as it wants peace, reports The Telegraph. The leader who identified himself as KLO ‘assistant general secretary’ Pradeep Roy alias P.N. Koch spoke over phone to The Telegraph from an undisclosed location.“We have come to know that Trinamool leaders have expressed the desire to sit for talks with us. I am speaking on behalf of our outfit,” said Koch. The KLO leader said the outfit would sit for talks if the government approached it in a “respectful” manner. The KLO wants a separate state of Kamtapur to be carved out of the six north Bengal districts and four contiguous districts, Kokrajhar, Bongaigaon, Dhubri and Goalpara in Assam.

State Forest Minister Rockybul Hussain on February 11 stated that the State Government is committed to resolve the problem of insurgency without seeking any political mileage, reports The Assam Tribune. Hussain added that even while engaging in peace talks with militants, State would act tough on any act of violence by the militants. Rockybul Hussain, also said that a full-scale offensive against the IK Songbijit faction of NDFB (NDFB-IKS) is going on under the Unified Command structure. “A total of 234 NDFB-IKS cadres have been apprehended since 2013, while 29 have died in encounters with police and security forces. Police also seized 73 firearms, nine bombs and 68 grenades during the period,” he added.

Pointing towards the creation of a separate State of Telangana, the Progressive faction of NDFB (NDFB-P), on February 20, asked the Centre to adopt the same strategy and create a separate State of Bodoland without the approval of the Assam Assembly, reports The Assam Tribune. The third round of tripartite talks among the Centre, Assam Government and NDFB-P was held on February 20, where the ceasefire with the Bodo militant outfit was extended for another six months. The third round of dialogue was chaired by Joint Secretary (North-East) Shambhu Singh, where the Centre’s interlocutor PC Haldar was also present. The five-member NDFB-P delegation was led by Govinda Basumatary. Emerging from the talks, the Home Ministry officials said that the discussion was confined to only extension of ceasefire and the demand for a separate State of Bodoland did not figure. However, Govinda Basumatary said they have reiterated the demand for creation of Bodoland, citing the Centre’s move for tabling the Andhra Pradesh Reorganisation Bill 2014, without approval of the Andhra Pradesh Assembly. The Centre meanwhile, is holding three separate rounds of dialogues with All Bodo Students Union (ABSU) and associated organisation, Bodo People's Progressive Front (BPPF), Bodo National Conference (BNC) and Bodo People’s Front (BPF).

Bangladesh handed to Indian authorities United Liberation Front of Asom (ULFA) 'general secretary' Anup Chetia’s wife and two children after which they arrived at his Jeraigaon residence in Dibrugarh District in the night of May 17, triggering hope that the ULFA leader, who is still in Bangladesh, will return soon, reports The Telegraph. Chetia’s wife Monica Barua and daughter Bulbuli were in Bangladesh after the ULFA leader was arrested in the neighbouring country in 1997 on various charges, including illegal domicile. Chetia has completed his jail term but is still in Bangladesh. India is keen on bringing back Chetia as it feels that his involvement would give more weight to the ongoing peace process with the Pro-talks group of ULFA (ULFA-PTF). The pro-talks leaders are also putting pressure on the Government to initiate the process to bring back Chetia. Sources, however, said that the release of Anup Chetia is unlikely in the near future as there are several legal formalities to be completed by the Bangladesh Government, The Assam Tribune reports on May 19.

Also, pro-talk faction of United Liberation Front of Asom (ULFA-PTF) denied allegations that the outfit has links with Islamic militant groups, reports Times of India on October 14. The leaders of the wing, who had started peace parleys with the government in 2011, said they have no connection with such groups. A senior leader of ULFA-PTF appeared in a lower court in Guwahati stated that the outfit never shared radical ideologies like those who believe in jihad (holy war). However, the leader didn't rule out the possibility of a nexus between Islamic groups and the independent faction of ULFA (ULFA-I). The leader stated that "It's difficult to say. Now, the hardliner faction is under Paresh Baruah and we have no idea how it's operating now.

Pro-Talks faction of NDFB (NDFB-PTF) and Government of India (GoI) held another round of talks on December 22 to bring about a settlement on their demands and decided to "meet more often" to chalk out a roadmap to a possible solution, reports The Telegraph. The meeting was held among NDFB-PTF ‘General Secretary’ Govinda Basumatary alias B Swmkwr, senior Union Ministry of Home Affairs (MHA) officials and interlocutor P.C. Haldar. GoI feels a final settlement can be worked out when Ranjan Daimary faction of NDFB (NDFB-RD) faction is also on board. It has been indicated that a resolution could be reached in a few months time. Officials are also tight-lipped on the issue of a separate "Bodo-land", which is the principal demand of all Bodo underground outfits and social organisations.

The Hindu states that Home Minster on December 25 ruled out any dialogue or talks with NDFB-IKS. He stated that “There should be a time bound action. We should not (the operation) drag it for a long time. He said that GoI wanted a time-bound action against NDFB-IKS and would extend all help to the State Government to launch a full scale operation. Army help would also be extended, if needed, he added. GoI has already provided 50 companies of Central Armed Police Forces. Home Minister Rajnath Singh on December 25 stated that Prime Minister Narendra Modi had taken the incident very seriously and announced ex-gratia of INR 200,000 to next of kin of each victim, reports The Hindu. Also Assam State Government has announced ex-gratia of INR 500,000 to each family. Home Minister added that National Investigation Agency (NIA) would probe the incident and added that probe would unearth the nexus of NDFB-IKS with other forces. The ULFA-I leader, also the mentor of NDFB-IKS leader I K Songbijit, in an interview on December 24 stated that the massacre on December 23 as 'collateral damage’, reports Times of India. He stated that "These killings of civilians are part of the strategy in any war.”
