Based on specific intelligence regarding movement of an underground (UG) cadre, troops of 45 Assam Rifles (AR) of 9 Sector AR under the aegis of headquarters of Inspector General of Assam Rifles-South (IGAR-S) along with Heingang Police launched a joint operation at Koirengei and arrested one United National Liberation Front (UNLF) cadre, identified as No 1983, Self-Styled ‘Sergeant’ Thoibi alias Leiksingba (24) of Yumnam Patlou in Imphal East District, on January 1, reports E-Pao. One 9 mm pistol along with magazine and three live rounds was recovered from his possession. The arrestee along with the recovered item have been handed over to Heingang Police station, said a press release issued by Public Relation Officer (PRO) headquarters of IGAR-S.

Separately, a team of Imphal West District Police commando conducted frisking and checking in front of City Hospital in Dewlahland on January 7, and arrested an active member of Peoples Liberation Army (PLA) Revolutionary Peoples Front (RPF)identified as Laishram Lakpati alias Johnson (44) of Khongman Zone III in Mayai Leikai, reports EPao. A statement issued by Public relations Officer (PRO) of Police Department said that on his disclosure, another cadre of the same organisation identified as Wangkheimayum Bobby Singh alias Imobi alias Lamjing alias Boy alias Sarat (38) of Wangkhei Hijam Leirak Ayangpali Road was arrested from Khoyathong Senapati bus parking on the same day. Investigation revealed that they were involved in extortion from different Government departments. Investigation also revealed that W Bobby Singh had also made monetary demands in the name of Coordination Committee (CorCom) in some Government offices. Incriminating articles were seized from their possession.

Two hardcore militants of the Khaplang faction of National Socialist Council of Nagaland (NSCNK) were arrested in Senapati District of Manipur on January 15, reports The Assam Tribune. The militants identified as selfstyled ‘Lieutenant’ Lamang Kipgen (36) of Lilen village in Paren District of Nagaland and Seminlal Kipgen (23) of Langjol village of Senapati District were arrested along with one 9 mm pistol and 5 rounds of ammunition from Daili village, a defence press release said. On questioning, Kipgen confessed that he was a top leader of NSCNK and had joined the outfit in 1996, the release said. He was trained by the outfit and involved in recruiting cadres, it added.

BSF sources said that a joint team of 49th battalion BSF and Lamlai Police rushed to Itham village after getting information of KNFN cadres extorting money from the owners of sand quarries. On seeing the Security Force (SF) personnel, one of the cadres suddenly opened one round of fire in the air and tried to flee the area. However, some villagers overpowered a cadre and caught him while four other cadres managed to escape. The arrested cadre was later identified as Kamminlun of Singsit Veng Kangpokpi in Senapati District. He revealed that he came to the village from Kangpokpi with four other cadres two days back. They also brought two AK47 rifles and one 9 mm pistol. Soon after his arrest, the combined team conducted a search operation to arrest other cadres at the area. During the course of the operation, the SFs recovered an AK47 rifle along with a magazine loaded with 11 live rounds from near a river at around 8 pm.

The items seized from the women include nine detonators, three packets of highly explosive weighing 125 grams each and three fuses. The items were found in a bag carried by the woman identified as Puprangla Hungyo (53) wife of (L) Ajoy Hungyo of Sorde Village of Ukhrul District. Activists and volunteers of Anjuman Islahi Muahshrao (AIM) rescued three individuals along with their hijacked vehicle and arrested two of their hijackers at Lilong under Thoubal District on April 12, reports Kanglaonline. According to the AIM chief coordinator Haji Maulana Muheiyuddin, a jeep carrying 13 bags of rice (50 kg each) with three occupants moving along NH-2 was waylaid at Lilong Lamkhai and whisked away from there. On receiving information about the incident, AIM activists swung into action and carried out a massive manhunt through their sources and finally intercepted the hijacked vehicle around 6.30 am at Lilong Ngangou Loukon, said the coordinator. He said AIM not only managed to rescue the occupants of the vehicles, but also arrested two abductors although the third one managed to escape. The rescued individuals have been identified as Maibam Nadadip (55), his wife Thaba, and Tondonbi (52) wife of Rajen of Ukhongsang Mayai Leikai.

Nameirakpam Mangi is said to be a member of National Revolutionary Front of Manipur (NRFM). A foot patrolling party of Somsai Battalion while sanitizing the road found a suspicious object wrapped in a polythene bag lying approximately 300 meters away from the highway, said a press release issued by Public Relation Officer (PRO) of IGAR-S. The Bomb disposal team of the paramilitary force was called to the site and later, the IED weighing around 4.5 kilograms was neutralized at 4:15 pm, the press release added.Meanwhile, five cadres of the KK Nganba faction of the Kangleipak Communist Party (KCP-KK Nganba) including their ‘chairman’ and ‘general secretary’ were arrested by Police along with weapons in Imphal East District on June 29, reports Kanglaonline. He was working under the command of one Akhui who is in charge of home (law and order) of the outfit, said the source and added that as assigned Honpam gave information about the movement of the State Security Forces (SFs) and Para-Military Forces on the eve of the visit of the Chief Minister and Government officials to Ukhrul on October 24. One Chinese made hand grenade and one mobile phone have been recovered from his possession.The NSCN-IM in its emergency Joint meeting of the Council of Kilonsers and the Steering members on October 31 at Hebron (Dimapur District of Nagaland) took strong exception to the reported plan by the Manipur State Government to declare Sadar Hills and Jiribam as Districts, reports Morung Express. A press note from the ‘Ministry of Information & Publicity (MIP)’ of the NSCN-IM informed that the house took a unanimous decision to oppose “such provocative move to the last.” It further affirmed the “ownership of the land that it is a part of ancestral Naga domain.” “Unless rightful ownership of the land is acknowledged by the settlers, the NSCN-IM/GPRN shall never tolerate any move that infringes upon the rights of the owner (Nagas),” it stated. The NSCN-IM nonetheless stated that it is “prepared to negotiate on any proposed agenda if ownership is duly acknowledged and respected.”

NSCN-IM ‘Ministry of Information & Publicity (MIP)’ in a press note said that the four-- Ningkhangam Muivah, Ramthem Muivah, Chonreisem Phungshok and Vivian Ruivah from Imphal were arrested without any rhyme or reason. MIP said the four have been confirmed as law abiding citizens of Somdal village. MIP said branding them as over ground workers of NSCN-IM, simply on the basis of person belonging to a particular community and falsely implicating them and framing charges is an heinous act. Further, NSCN-IM cautioned the “communal Manipur government” to desist from indulging in such activities so that such incident does not reoccur compromising the safety and security of the Nagas. It may be noted that the Imphal East District Police commandos arrested four persons, claiming that they were linkmen/over-ground workers of the NSCN-IM.

In the wake of the 25 days old economic blockade, United Naga Council (UNC) 'president' Gaidon Kamei was arrested from Pheidinga in Imphal West District along with UNC 'information and publicity secretary' Sankhui Stephen on November 25, reports E-Pao. One mobile phone each were seized from their possession. Gaidon Kamei and Stephen were travelling in a Bolero jeep when they were halted at Pheidinga and arrested by a Police team. The State Government has been under immense pressure from a sizeable section of population who has been demanding creation of Sadar Hills and Jiribam Districts but the UNC has opposed any move to upgrade the two sub-divisions. According to a spokesman of the information and publicity unit of UNC, Naga frontal organisations have taken strong exception against the arrest of Gaidon Kamei and Sankhui Stephen and have decided to impose a 24 hour bandh (total general shut down) in all Naga inhabited areas from 4 pm on November 25. The shut down however will be relaxed for the media, essential service, health, water supply, schools etc. The Tangkhul Naga Long (TNL) has also decided to fully support the 24 hours total bandh. As news of the arrest of the UNC leader spread, the TNL immediately discussed the matter and decided to support the bandh in all Naga inhabited areas of Manipur in protest against the State Government. Strongly condemning the arrest of Gaidon Kamei, the TNL demanded his immediate release without any condition to avert any ugly fall outs.

On completion of the 14 days remand, the two leaders were produced in the court of Chief Judicial Magistrate (CJM) Imphal East District on December 8, which remanded them to 15-day judicial custody. But a team of Tadubi Police station personnel of Senapati District re-arrested them in connection with another case registered with the Police Station and took them into custody for five days, that is, till December 14. The case was related with setting ablaze of a chick-feed laden truck (MN01-0444) on November 21 morning at Tadubi area along the National Highway-2 (NH-2).On the other hand, Security Forces (SFs) escorted back hundreds of Imphal-bound vehicles on NH-2, NH-102 and NH-37 as the ongoing indefinite economic blockade imposedby the UNC crossed one month, adds The Sangai Express.
