State Government officials on January 15 said that around 250 Reang tribals, including women and children, have fled to Tripura from nearby western Mizoram, reports The Shillong Times."Out of fear and because of prevailing tension, around 250 tribal people have fled to Tripura from nearby Mamit district in western Mizoram Monday and Tuesday," North Tripura District Magistrate Prashant Kumar Goel told IANS by phone. He said: "Tripura officials have immediately rushed to Kanchanpur along the Tripura-Mizoram border (195 km north of Agartala) and Mizoram officials are also coming to the areas where the refugees are now staying. Officials of both the states would persuade the refugees to return to their villages in Mamit district."Goel said that he has already talked to his Mamit district counterpart and requested him to take appropriate steps to take back the tribals to their villages -- Damdiai, Tumpanglui and New Eden. Tension was prevailing in Reang-dominated villages in Mamit district over the kidnapping of three people Nov 23 last year by the National Liberation Front of Tripura (NLFT) militants, aided by suspected Reang militants.

Student associations and Non-Governmental Organisation (NGO) s in Mizoram on January 22 issued a strong warning to a group of Bru rebels operating in the State, reports Times of India. The group has allegedly been involved in abduction of Mizos and other non-tribal people working in the State. The student organizations and the NGOs said that such crimes in future would result in a major confrontation. The Mizo Students' Union (MSU) said, "If anyone is again kidnapped for ransom by the armed Bru members, they would have to face serious repercussions."The stern warning came on the day when two Mizos, who had earlier been kidnapped by members of the Bru National Democratic Front of Mizoram (BNDFM) and National Liberation front of Tripura (NLFT) cadres on November 23, 2013, reached Aizawl after their release.

In a press statement issued in Aizawl on January 29, the NGOs namely, Young Mizo Association (YMA), Mizo Hmeichhe Insuihkhawm Pawl (MHIP) [Mizo Women’s Association], Mizoram Upa Pawl (MUP) or [Mizoram Elders Association] and Mizo Zirlai Pawl (MZP) [Mizo Students Federation] said “that the relief camps were breeding grounds for armed goons indulging in a series of murder, abduction and extortion.” “Those who were remaining in the camps making different pretexts should be repatriated on or before February end,” the statement said, adding that appropriate authorities should take action expeditiously.

The Shillong Times reports that Mizoram Chief Minister Lal Thanhawla has submitted a memorandum to Chief Election Commissioner V S Sampath urging him not to allow Bru refugees living in relief camps in Tripura to exercise their franchise in the April 9 elections to the state’s lone Lok Sabha seat. A press statement issued by the Mizoram Pradesh Congress Committee, on March 17, said Lal Thanhawla submitted the memorandum to the CEC in Delhi last week. The Chief Minister said that if the Bru voters wanted to exercise their franchise, they should cast their votes inside Mizoram, not in the relief camps through postal ballots.

Election Commission (EC) officials on March 30 said that despite opposition in Mizoram against allowing tribal Bru refugees in Tripura’s relief camps to cast postal ballots, the EC is firm on its decision, reports Nagaland Post. “The Election Commission has appointed seven observers to oversee the voting of the tribal refugees from April 1 to April 3 in seven relief camps,” Tripura Chief Electoral Officer (CEO) Asutosh Jindal told reporters in Agartala. He said the EC observers have already arrived in Tripura and visited the refugee camps in north Tripura, 190 kilometre north of Agartala. Of the over 36,000 Reang tribal refugees, known as “Bru”, living in the Kanchanpur and Panisagar refugee camps of Tripura for the past 17 years, about 11,500 are listed in Mizoram’s electoral rolls. These refugees have been casting votes for the Mizoram assembly and Lok Sabha elections through postal ballots.

Mizoram’s Chief Electoral Officer Ashwani Kumar estimated the voter turnout to be 60 per cent but added that it might cross the mark. “The figure is higher than the 50.93 per cent turnout recorded in the 2009 Lok Sabha polls but lower than the 83.41 per cent recorded in the 2013 Assembly polls,” he said. According to the Election Commission, the voter turnout in 706 of the 1,126 polling stations in the state was 59.89 per cent.

He said the central government has sanctioned INR 78.7 million as financial assistance to the repatriated refugees. “Adequate foodgrain has been stored to provide free rations to the repatriated tribal refugees for one year.” Mizoram Chief Minister Lal Thanhawla and six voluntary organisations have been demanding the refugees to be repatriated to their villages in Mizoram and then allowed to cast their votes in the normal process. Only about 5,000 refugees returned to their homes in the past three-and-half years following continued persuasion by Mizoram, Tripura and the union home ministry officials. The repatriation process was subsequently stopped. The refugees insist on a written agreement with the Mizoram Government assuring them security and economic settlement in their villages in western Mizoram.

"Of the 36,000 refugees, about 300 returned to Mizoram on their own in the past three days (June 17 to June 19)," Kanchanpur (in North Tripura) Sub-Divisional Magistrate Nantu Ranjan Das said. Mizoram Home Department Joint Secretary, Lalbiakzama stated that "Home-bound refugees arrived at the facilitation centres in Mizoram where officials and leaders of NGOs have identified their bona-fide residents of Mizoram." Joint Secretary for Home, Lalbihazama stated that around 459 Bru families were expected to return during the two-day repatriation and would be resettled in different villages where they had resided earlier before migrating to Tripura. Meanwhile, four leaders of the Mizo Students Federation (MSF) left for two facilitation centers bordering Tripura to conduct verification of repatriated Bru families. The students’ leaders would be camping at the Zomuantlang and Kanhmun facilitation centres where the Bru families from the Tripura relief camps would be first arriving. The Brus had left Mizoram en masse in the later part of 1997 and 2009 due to communal tension with the Mizos.

The official also stated that Bru refugees entered Mizoram on their own after discontinuation of the official repatriation process and settled in different villages in Mamit District in Mizoram. Mizoram Bru Displaced People’s Forum (MBDPF) has been demanding among other things that the rehabilitation and resettlement package should be increased from INR 85,000 to INR 150,000 per family and that the free ration to be provided to the repatriated families should be extended from one year to two years.
