Union Minister for Home Affairs Rajnath Singh would hold meeting with Tripura Chief Minister Manik Sarkar and Mizoram Chief Minister Lalthanhawla on February 14 (today) for repatriation of about 32,000 displaced Reang (Bru) tribals lodged in evacuation camps in North Tripura. . Replying to a calling attention motion in the Tripura assembly, State Revenue Minister Badal Chowdhury said 35,326 people from 6,800 families of the Reang community had fled their ancestral home since October 1997 and Tripura government sheltered them on humanitarian grounds. He also said that State Chief Minister alerted the Prime Minister repeatedly but only 5,294 Reangs from 1,030 families could be sent back since May 2010 to Mizoram. At present 31,223 Reangs of 5,286 families are sheltered in evacuee camps in Kanchanpur of North Tripura district.

Mizoram Home Minister R Lalzirliana, on March 25, in the State Assembly said that efforts to repatriate Brus from the six relief camps in neighbouring North Tripura District, in accordance with the Road Map-IV prepared by the State Government, has already begun, reports The Assam Tribune. He also added that roadmap was prepared following instructions of the Supreme Court on January 16 2015 to repatriate all the Brus from Tripura within six months. He further added that “According to the Census conducted by the Bru Coordination Committee on August 30, 2010 in the six relief camps, which was submitted to the State Government, there were 29,625 people belonging to 5,481 families in the relief camps”.

Government of India (GoI) has released INR 47 million to the Mizoram Government as initial expenses for repatriation of over 3,000 Bru families, who were still lodged in the six relief camps in North Tripura District, reports The Assam Tribune on April 1. State Additional Secretary for Home Lalbiakzama said the State Government has prepared Road Map-IV for resumption of Bru repatriation for which proposal for expenditure amounting to over INR 670 million was submitted to the Ministry of Home Affairs (MHA). Earlier, State Home Minister R Lalzirliana informed the State Assembly that “According to the census conducted by the Bru Coordination Committee on August 30, 2010 in the six relief camps, which was submitted to the State Government, there were 29,625 people comprising 5,481 families in the relief camps,”. He also added that there were 11,014 Bru names in the State voters’ lists enlisted as those remaining in the relief camps. The Telegraph further adds that Mizoram government spokesman on April 1 stated that repatriation and rehabilitation would be carried out in several phases within six months as soon as GoI makes available funds necessary for the process and added that INR 1.25,000 would be required per refugee.

A BSF official on June 22 said that Border Guards Bangladesh (BGB) have agreed to construct at least 40 new border outposts (BOPs) facing Tripura and Mizoram along the India-Bangladesh border to check militant activities and trafficking, reports Nagaland Post. “BGB officials informed us on the proposed construction of least 40 new BOPs along the India-Bangladesh frontier facing Tripura and Mizoram,” Border Security Force’s (BSF) Tripura Frontier Inspector General (IG) Bhola Nath Sharma told IANS. The proposed BOPs in the mountainous Chittagong Hill Tracts (CHT) will help in containing terrorism in the northeastern states since most camps of Indian insurgent groups, including Tripura militant outfits, are located in southeast Bangladesh’s CHT, he pointed out.

Not a single person turned up on the third day of the seven-day verification camp for Bru refugees at Naisingpara relief camp in North Tripura District on July 30, reports The Telegraph. The camp houses 2,469 Bru families. The verification was conducted in four relief camps since June. But barring a woman identified as Porati, no refugee was willing to return to Mizoram. Mizoram Additional Home Secretary Lalbiakzama confirmed this and added, "Bru refugees residing in various relief camps in North Tripura have raised a new set of demands. Only a woman reported at the camp in Hamsapara and was willing to be repatriated ". Asked about the fate of the refugees who refused to turn up at the verification centres, Lalbiakzama said the Centre would take the final call. He added that the Supreme Court was also monitoring the repatriation process. The refugees willing to return to Mizoram will be rehabilitated in Mamit, Kolasib and Lunglei Districts. The Mizoram government has offered a rehabilitation package of INR 85,000 for each family along with food allowance for six months.

The Election Commission (EC) is yet to decide whether Mizoram's Reang tribals, who have been living in relief camps in Tripura for the past 18 years, should be included in Mizoram's electoral list or not, an official said on August 31, reports Tripurainfo. Around 31,300 Reang tribals, who locally call themselves "Bru", have been living in seven makeshift camps in northern Tripura since October 1997 when they fled Mizoram after ethnic troubles following the killing of a Mizo officer. Mizoram's Joint Chief Electoral Officer F.J. Liantluanga said that "Following the Election Commission's instructions, a special summary revision of electoral list of Mizoram is being undertaken by the state election department. The summary revision of electoral rolls would not cover those tribals living in relief camps in Tripura." The General Secretary of the Mizoram Bru Displaced People's Forum (MBDPF), Bruno Msha said that "If the Reang refugees remained out of the revision process, it would be a blatant violation of the fundamental rights of genuine Indian citizens.”

Former Mizoram Chief Minister (CM) Zoramthanga on October 19, said the nationwide ceasefire agreement signed between the Myanmar government and the eight ethnic armed groups in Naypyidaw was meant, mainly to create a conducive atmosphere during the coming national election and also the first step towards initiating political-level talks, reports The Times of India. Zoramthanga said the Indian government's representative; National Security Adviser (NSA) AK Doval also signed the ceasefire agreement as witness. Zoramthanga was one of the people to broker peace deal between the ethnic-based Myanmar rebel groups and the Myanmarese government. "I did not directly participate in the talks as my main role was to create conducive atmosphere for parleys between the two sides," the Mizo National Front (MNF) chief said.

As many as 598 foreigners were arrested for illegally crossing the International Border (IB) and entering Mizoram during 2010-15, State Home Minister R Lalzirliana informed the Assembly on October 20, reports The Assam Tribune. In a written reply to a question from Lalruatkima of the Mizo National Front (MNF), Lalzirliana said that the arrested foreigners were convicted by local courts and deported to their respective countries after completion of their sentences. He said that the illegal infiltrators entered Mizoram primarily for business purposes. The protection of boundary and cross-border intrusion is handled by the Border Security Force (BSF) under the Government of India and it did not appear the illegal intrusion was due to negligence, he added. The largest number of 228 foreigners, according to the Home Minister, was arrested in 2010, while only 13 foreigners were arrested during this year till August. No refugees from foreign countries were reported during the last six years, he said. Sandwiched between Myanmar and Bangladesh, Mizoram shares a 722-kilometre along the IB with the two countries. Lalzirliana said that 4,426 foreigners visited the State during the same period, and that the Protected Area Permit (PAP), restricting visits by foreigners to Mizoram and other scheduled areas in the country, was relaxed in the last five years. In another reply, the Home Minister said that 5,305 non-tribals were arrested and convicted for staying in the State without valid Inner Line Permits (ILPs) during the last six months and were deported to the neighbouring States.

Lalzirliana on November 10, said that the government will continue to launch crackdown on Hmar People's Convention- Democracy (HPC-D), the Manipur based militant who carried out ambush on convoy of legislators and state assembly officials headed by deputy chief whip RL Pianmawia on March 28, near Zokhawthiang hamlet wherein three Mizoram Police personnel including Officer In Charge (OIC) Sakawrdai Police Station were killed and six others injured, reports The Mizoram Post. Lalzirliana was addressing the 37th General Assembly of the ruling Mizoram Pradesh Congress Committee (MPCC) held at Vanapa Hall in Aizawl on November 10. Lalzirliana said that state government recently received an offer from the HPC-D faction led by H Zosangbera to hold tripartite talks with the central and state governments under the Sixth Schedule of the Constitution. “We ruled out any talks with the group unless several guns and ammunition stolen or seized from Mizoram Police personnel in ambushes over the past few years are first returned”, Lalzirliana said. Responding to a challenge from HPC-D, the Government launched crackdown on the militant as a result of which H. Malsawmkima, the mastermind of Zokhawthiang ambush had been killed and seven others including their top leaders were arrested by Mizoram Police, Lalzirliana said, adding that they would continue to hunt down the militants.

The ‘president’ of Progressive faction of National Democratic Front of Bodoland (NDFB-P), Dhiren Boro, said the outfit will not compromise on its demand for a separate Bodoland state in its ongoing peace talks with the Centre, reports The Times of India on December 11. Dhiren Boro said he had approached former Mizoram chief minister Zoramthanga to help the outfit in its negotiations with the Centre. Zoramthanga will place the outfit's demands before the central leadership, he added. Nothing short of a separate Bodoland state would be acceptable to the indigenous people of the region, Boro said. He also demanded that the Centre upgrade the talks to the political level. The NDFB-P, currently in truce with the Government, has been demanding a separate Bodoland state by carving out the Bodo-inhabited areas of Assam. The ceasefire agreement between NDFB-P and the Centre was signed in 2005. Since then, many rounds of talks have been held but a solution remains out of reach.

Former Mizoram Chief Minister Zoramthanga on December 17 said that he met central leaders during his recent visit to Delhi and apprised them of the meeting he held with leaders of the Progressive faction of National Democratic Front of Bodoland(NDFB-P), reports Business Standard. Zoramthanga said that he met Union Home Minister (UHM) Rajnath Singh, Minister of State for Home Kiren Rijiju, National Security Adviser (NSA) Ajit Kumar Doval and other senior Intelligence and Home Ministry officials on the issue. "I arrived in Guwahati on December 5 and held talks with the NDFB-P leaders and visited the designated camp the next day," the Mizo National Front (MNF) president said. He said that he urged the central leadership to speed up the ongoing peace talks with the pro-talk faction of the Bodo militant group led by Dhiren Boro as per the wishes of the NDFB-P. "I also appealed to the Centre to initiate peace parleys with the outfits in the north east region with which no official negotiations have been initiated yet," the former underground leader said.
