Mizoram Government accepted the peace overtures of Manipur-based Hmar People's Convention- Democracy (HPC-D) on the condition that the outfit would not indulge in any anti-government activity during the by-elections to the village councils on May 19, reports The Assam Tribune. Mizoram Home Minister R Lalzirliana on May 11, said the HPC-D, through the Young Mizo Association (YMA) (Tuisual Group) and the central committee of YMA appealed to the State Government to initiate a peaceful negotiation. “We welcome the peace initiative and agreed that any conflict can only be amicably solved through negotiation,” he said, adding that the HPC-D was expected not to campaign for any political party or candidate during the polling. The last talks between the State Government and the HPC-D fizzled out in 2013, over disagreement on the extension of the Suspension of Operations (SoO) and with the Hmar outfit accusing the State Government of being insincere about finding solution to the vexed Hmar imbroglio. The HPC-D, since 1997 had been demanding a separate autonomous district council under the Sixth Schedule of the Constitution by carving out the north-eastern part of the State adjoining Manipur

During Mizoram Chief Minister (CM) Lal Thanhawla meeting with the Union Home Minister (UHM) Rajnath Singh, in New Delhi on May 24, CM Lal Thanhawla told the former the importance of road connectivity between India and South East Asia through Myanmar and requested Singh to expedite the ongoing construction of the Kaladan Multi Modal Transit Transport Project, reports The Assam Tribune. Lal Thanhawla told the Union Minister that the Kaladan Multi Modal Transit Transport Project can improve bilateral trade between Mizoram and Myanmar and requested him to take effort so that India can effectively benefit from trade with neighbouring Myanmar. Lal Thanhawla also asked the Home Minister to provide SecurityRelated Expenditure (SRE) to Mizoram for better security deployment along the international border.

The ruling Mizoram Pradesh Congress Committee (MPCC) on June 10 advocated resumption of peace talks between the State Government and Hmar People's Convention- Democracy (HPC-D) and reaching amicable solution by this year, the 30th anniversary of the signing of the historic Mizo Accord, reports The Assam Tribune. The MPCC office bearers’ meeting chaired by Chief Minister and State PCC chief Lal Thanhawla on June 10 said that bringing peace in the insurgency-hit north-eastern part of the State adjoining Manipur remained a matter of concern for the people living in the area and also for the ruling party.

Mizoram Chief Minister Lal Thanhawla on June 30 called upon the people to dedicate themselves "once more" to the cause of peace and harmony in the state, reports The Telegraph. Addressing the gathering at AR Ground in Aizawl to mark the 30th anniversary of the signing of Mizo Accord, Lal Thanhawla said the troubled past of Mizoram did not differentiate between the weak or the strong, the rich or the poor but it had a devastating and crippling impact on the entire population of Mizoram. "It affected all aspects of life and the economy resulting in untold hardships of the people," he added. Stating that the root cause of strife in Mizoram, which lasted for two decades, was political in nature, he pointed out that it could not be put down either by the power of the gun or the might of the armed forces and hence, it was solved through political dialogue and politics.

Mizoram and Tripura Government have asked the Security Forces (SFs) to maintain a maximum vigil along the Bangladesh border to foil any attempt of intrusion and illegal cross-border movement, officials said in Aizawl and Agartala on July 15, reports The sentinel. An official of the Mizoram Home Department said the Mizoram Government has instructed the Police, Central Para-Military Forces (CPMF), Border Security Force (BSF) and the intelligence agencies to maintain strict and close vigil on the border in view of the recent terrorist attacks in Bangladesh. Chief Minister Lal Thanhawla told the meeting that though there has been no specific threat along the Mizoram border following the Dhaka terror attacks earlier this month, there should not be complacency about the security of the state. Mizoram has a 510-kilometres-long unfenced International Border with Myanmar and 318 kilometres with Bangladesh. The BSF has been guarding the Bangladesh border while the Assam Rifles were posted along the Myanmar border.

Mizoram Home Department’s Additional Secretary Lalbiakzama on September 13 said the proposed resumption of repatriation of Brus from six relief camps in North Tripura District will begin from the first week of November, reports The Assam Tribune. Lalbiakzama said a large number of Mizoram Government officials would go to the relief camps and conduct the identification process in all the relief camps simultaneously to ensure early commencement of the actual repatriation. The ‘Road Map-V’ for Bru repatriation proposed to conduct identification in Naisingpara, Asapara, Kaskau, Khakchangpara, Hamsapara and Hazacherra relief camps and those willing to return would be resettled in 13 villages in Mizoram-Tripura-Bangladesh border Mamit District. “The actual repatriation will commence soon after the completion of the identification process,” he said

The Union Ministry of Home Affairs (UMHA), which has approved the Road Map-V for Bru Repatriation proposed to commence from November first week, will soon release funds for expenses of the process, Mizoram Home Department’s Additional Secretary Lalbiakzama said on September 20, reports The Hindu. Lalbiakzama said that the State Government prepared Road Map-IV for Bru Repatriation last year (2015) for which INR 68 crore expenditure was projected. The State Government incurred an expense of a few crores of rupees as the actual repatriation, proposed to be undertaken between June 2 and September 4 last year (2015), failed to be implemented as not a single Bru came forward to be identified as bona fide resident of Mizoram. Lalbiakzama said that the UMHA had released around INR 9 crore for last year’s process.The proposed repatriation process this year (Roadmap V) would begin by conducting identification of bona fide residents of Mizoram in the relief camps by officials from the first week of November. Lalbiakzama said a large number of Mizoram Government officials would go to the relief camps in groups and conduct identification process in all the camps simultaneously to save time and ensure early commencement of the actual repatriation. Identification process would be conducted in Naisingpara, Asapara, Kaskau, Khakchangpara, Hamsapara and Hazacherra relief camps and those willing to return would be re-settled in 13 villages in Mizoram-Tripura-Bangladesh border Mamit District.

During the peace talks held on August 10, 2016, the Hmar delegation had reiterated their demand for creation of a separate Autonomous District Council in the Hmar inhabited area in north Mizoram adjoining Manipur. However, Mizoram Home minister R. Lalzirliana strongly asserted September 25 that “conceding of the demand for the creation of Autonomous District Council put forth by the HPC-D is impossible.”The HPC-D has been demanding a separate Autonomous District Council in the north eastern part of Mizoram under the Sixth Schedule of the Constitution of India and has been indulging in violent activities to press their demands from across the Manipur border. The peace talks between Mizoram Government and HPC-D was resumed on August 10, three years after a stalemate in 2013.

Lalbiakzama said that some of the six-member HPC-D delegation led by Lalthalien was expected to arrive in Aizawl on October 3. The second round of parleys scheduled to be held in mid-September was deferred as the Government delegation members were having tight schedules due to Bru repatriation issues. The second round of talks would deliberate on demands of the Hmar outfit seeking greater autonomy and power for the Sinlung Hills Development Council (SHDC). The next round of Bru repatriation will begin from November 2 next, reports The Assam Tribune on October 5. This decision was taken by Mizoram Government after efforts on several occasions to repatriate displaced Brus locally known as Reangs who are lodged in six relief camps in north Tripura had failed. About 628 Bru families are expected to be repatriated in the next round of repatriation.The first effort to repatriate them in 2009, was not only scuttled by the murder of one Zarzokima of Bungthuam village three days earlier, but triggered another round of exodus. The effort to repatriate 3,500 Bru families during June to September 2015 failed as not a single Bru came forward in their respective relief camps before Mizoram officials, to be identified as bona fide residents of Mizoram. Though a number of Bru families returned to Mizoram during repeated repatriation process and some of them returned on their own, a sizeable number of families remained in the neighbouring State. It is worth mentioning here that the relationship between Mizos and Brus has not been going well in the past 15 years.

Bangladesh Minister of State for Water Resources Muhammad Nazrul Islam on October 7 said his country has a “zero tolerance” policy for dealing with militants and does not allow its territory to be used for insurgent camps, reports The Assam Tribune. The Minister, who was in Aizawl in Mizoram to attend a two-day international seminar, said that the Sheikh Hasina Government is taking serious steps against insurgents and terrorist groups that tried to use Bangladeshi territory as a “safe haven”. “Our forces have removed a number of insurgent camps from Bangladesh and leaders of the terrorist groups, including Assam’s ULFA (United Liberation Front of Asom), were arrested and handed over to India,” he said. India and Bangladesh have agreed on issues like dealing with insurgents by signing an agreement for not allowing their territories for militant camps, he said. “Information sharing is extremely important for dealing with the insurgent outfits operating in the border areas,” he said. Islam said Bangladesh has trade links to Tripura, Assam and Meghalaya, but Dhaka wants “better connectivity” which will facilitate business ties with other Northeastern States, including Mizoram.

The Mizoram Government may not conduct repatriation of Brus from the six relief camps in Tripura this year, as the Union Ministry of Home Affairs (UMHA) is yet to give its clearance to the ‘Road MapV’ for the purpose, reports The Hindu on October 13. “The MHA officials, during the meeting of the Joint Monitoring Group (JMG) held on Monday (October 10) in Delhi, did not agree to our proposal for the repatriation to commence from January 2017. So, it would be practically impossible to undertake the process in December this year,” a senior State Home department official said on October 12. The process of identification of bona fide residents of Mizoram in the relief camps may begin from the first week of November, he said. The official added that the UMHA should expeditiously clear the road map and give immediate sanction to the proposed expenses in order to undertake the repatriation as per schedule.Meanwhile, the JMG on Bru Repatriation decided that the amount to be disbursed among repatriated Brus under rehabilitation and resettlement package should be fixed expeditiously, adds The Assam Tribune.
