Tripura Info reports that the Central Government has provided two more battalions of Border Security Force (BSF) to the State. Inspector General (IG) of BSF (Tripura Frontier) PC Meena on this development said, “Though there is no security threat, additional development has been made in vulnerable areas of Indo-Bangla border to foil intrusion bid from across the border.” He further said that deployment of two more battalions of BSF jawans, the dominance of border guards has been increased substantially. Earlier, total 16 battalions used to guard the 856 km Indo-Bangladesh borderline. The number of Border-Out-Posts (BOPs) will also be increased from 210 to 245 as part of effective border management by next one year. The newspaper report further states that the frontier still has 20 air-maintained BOPs where logistic support are being ensured only through helicopter. The international border in three subdivisions- Kanchanpur (36.8 km) in North Tripura District, Gandacherra (34.56km) and Longthrai Valley (39.16 km) in Dhalai District - are yet to be fenced. The report further states that only 100 plus kilometre has been brought under the flood lighting out of total 856 km international border.

The Sentinel reports that security measures were beefed up due to the incoming Republic Day (January 26). Deputy Inspector General of Police-Police Control (DIG -Police Control) Nepal Das on January 24 said that although the administration has not received any call for boycott of the Republic Day function from any insurgent outfit so far, all security measures were taken to prevent any untoward incident, He further said that Jawans of the Tripura State Rifles (TSR) were deployed in all strategic locations and patrolling was intensified in hilly and insurgent affected areas. Border Security Force (BSF) was alerted to keep stringent vigil along the international border, especially in 100-km unfenced area. Besides the Quick Response Team, the dog squad was also pressed into service for identifying bombs and other explosives.

Chief Minister Manik Sarkar [also holds Home Portfolio] on March 6 said, “During the past 14 years, 1,705 extremists of different outfits have surrendered to the government. Of the 1,705 surrendered militants, 1,285 have been given economic rehabilitation and embarked on a new life with their families”. Sarkar further said, “Over 210 surrendered rebels are now being provided vocational training in various training camps in the state. After completion of training, they would also be rehabilitated.” On the current strength of the militant formations in the State, Sarkar said, “Currently, the number of NLFT [National Liberation Front of Tripura] cadres is 150 to 155 and the ATTF[ All Tripura Tiger Force] has 10 to 12 guerrillas,” quoting intelligence reports.

The Times of India reports that State Government has asked all eight District Superintendents of Police (SPs) on April 12 to strengthen Security in all sensitive locations following intelligence inputs on regrouping of Biswamohan faction of National Liberation Front of Tripura (NLFT-BM) militants. The report indicated that a huge cache of arms has reached NLFT-BM through Nationalist Socialist Council of Nagaland (NSCN). The report states that the arms consignment with 27 heavy firearms from China had been received by NLFT-BM recently. Further, as many as 27 surrendered militants have reportedly returned to the outfit. According to latest statistics, NLFT-BM has strength of 127 militants.

The Times of India reports that both fencing and flood lighting projects along the Indo-Bangladesh border in Tripura have been affected severely due to the delay caused by adverse weather condition and non-availability of support service from concerned departments. Installation of floodlights on the entire 4,095-kilometer stretch of the Indo-Bangladesh border, including 856- kilometer in the State and 2,840 kilometer in Northeast is targeted to be completed this year [2012]. A Border Security Force (BSF) report said that floodlighting for 132 kilometer is ready for installation in the western border of the State but Tripura State Electricity Corporation Ltd (TSECL) has provided power connection only for 34 kilometer so far. In the State, fencing was scheduled to be completed by March 2011 but almost 22 per cent of the border with Bangladesh in the state is left unfenced, the progress report said. However, State ‘chief secretary’ Dr S K Panda in this regard maintained that non-availability of allocated fund from Union Ministry of Home Affairs (UMHA) in time is the reason for the delayed work.

Not a single Bru refugee returned to Mizoram on the third day of the fourth phase of repatriation from North Tripura District relief camps, reports The Sentinel. Preparations had been made for the return of 811 people belonging to 153 families from Khakchangpara relief camp during the day. Only 41 refugees belonging to seven families have returned since the fourth phase began on April 26. Official sources said that anti-repatriation elements were intimidating the refugees and those willing to return to Mizoram dared not do so. Anti-repatriation elements among the refugees were demanding a number of things, including formation of an autonomous district council for Brus in Mizoram.

NLFT militants in the State might increase their activity on the run up to the next Assembly elections, slated tentatively for February 2013. The news report states that NLFT militants had abducted 32 indigenous people, mostly farmers, at gunpoint from remote areas under Raisyabari and Damcherra Police Stations. While 24 of them returned home safely, the remaining eight reportedly died in rebel custody. The News report quoting a source from the Special Branch (intelligence wing) of State Police said the outfit had always stepped up activities in the run-up to Assembly polls since 1983 and the current year “should be no exception”. “They have become weak over the past nine years and cannot do much to disrupt the polls. Given a chance, they may even surrender. What they want is political concession as given earlier to Tripura National Volunteers (TNV) in 1988, but the Left Front will never give any such thing to the rebels,” the source said. The source further said that Tripura State Rifles camps were still in place in strategic areas to prevent movement of militants within the state from bordering areas and these camps would be further strengthened.

Mizoram Bru Sakhan Association (MBSA) representing all the displaced Brus from Mizoram held a mass public rally on May 16 at Anandabazar Tehsil Office in North Tripura District, and submitted a memorandum to Union Home Minister (UHN) P Chidambaram through the Sub-Divisional Magistrate (SDM) of Kanchanpur, reports The Sentinel. MBSA argued that Brus should also be paid compensation of Rs 150,000 per family like the displaced Mizos from Sakhan range. The news report states that 130 Brus of 116 families who were displaced from Mizoram in 1997 and 1998 and presently sheltered in different districts of Tripura, mostly at Sakhan, Sehmun, Tualsen, Santipur, Anandabazar, Damcherra, Khedacherra, Khantlang as well in other places and not in the relief camps set up by State Government. At Present, only those Bru tribes are eligible for compensation that lives in the relief camps.

Following inputs from the three arrested National Liberation Front of Tripura-Biswamohan faction (NLFT-BM) militants, Tripura Police conducted searches in 10 locations across the State in the past 24 hours, reports Times of India. Sources said during a search in the houses of arrested militants, who have been provided Government accommodation under rehabilitation package following their surrender in 2004, Police in Agartala had seized some incriminating documents belonging to the outfit. The seizure also included a letter addressed to NLFT-BM ‘Chairman’ Biswamohan Debbarma in Kokborok dialect. The news report states that NLFT-BM has recently recruited some 70 freshers in the outfit, who are now undergoing arms training in Myanmar and Bangladesh. In addition, Biswamohan keeps shifting his base between Bangladesh and sometimes in Aizwal (Mizoram) and the surrendered people were actively associated with NLFT-BM network, taking advantage of the rehabilitation package. According to the report, NLFT-BM has been suffering from shortage of funds for the past one year and they could not even pay arms rent to Nationalist Socialist Council of Nagaland-Khaplang (NSCN-K). As a result, the NLFT-BM wanted some money to procure arms and repay the rent. SFs had arrested three former NLFT-BM militants and collaborators, Dhanu Koloi, Bishu Koloi and Ratasree Koloi on June 17.

The Times of India reports that Maoists have reportedly extended a helping hand to National Liberation Front of Tripura (NLFT) for expanding the latter's area of operation in the State, intelligence sources claimed on June 22. Quoting the statement of five surrendered NLFT militants - Dhanu Koloi, Bishu Koloi, Rathashri Koloi, Asitu Mog and Dalphin Koloi - who had been arrested on June 16, for allegedly working for the outfit, Police said Maoists have opened a new front in Tripura. Besides National Socialist Council of Nagaland-Khaplang (NSCN-K) and People’s Liberation Army (PLA) of Manipur, NLFT has made an alliance with the Maoists to restart extremism in the State, they said. According to their confession, as many as 29 tribal youths had been sent to Myanmar to undertake arms training in Maoist camps in November 2011. "All of them were from the Mandai area on the outskirts of Agartala and they have been approached by a group of surrendered NLFT militants, who are staying in government accommodation, and are drawing monthly remuneration under rehabilitation scheme," said Police.
