At least 50 persons were injured in sporadic clashes during a 12-hour bandh (shutdown) called by the All Tripura Indigenous Regional Parties Forum (ATIRPF) in Tripura Tribal Areas Autonomous District Council (TTAADC) area, to oppose the Citizenship (Amendment) Bill, 2016, introduced by the Bharatiya Janata Party (BJP)-led National Democratic Alliance (NDA) on February 8, reports The Business Standard. The Indigenous Nationalist Party of Tripura (INPT), Indigenous People's Front of Tripura (IPFT) and the National Conference of Tripura (NCT) last month (January) formed the ATIRPF to oppose the bill. The bill, introduced in the Lok Sabha in 2016 and now under the scrutiny of a parliamentary committee, seeks to enable Hindus, Sikhs, Buddhists, Jains, Parsis and Christians, who have fled to India from Pakistan, Afghanistan and Bangladesh without valid travel documents or those whose valid documents have expired in recent years, to acquire Indian citizenship through the process of naturalization.

India has decided to throw open its border roads to help Bangladesh construct border outposts in Chittagong Hill Tracts (CHT), known for its inhospitable terrain, reports The Hindu on February 25. Some areas in Chittagong, bordering Tripura and Mizoram, have no motorable roads and India has decided to allow the Border Guard Bangladesh to construct 13 border outposts using the road connectivity available in the two States. The Border Security Force, deployed along the Bangladesh border, will monitor the construction activities. India has on multiple occasions handed over details of insurgent camps operating from the Bangladesh soil, particularly in the dense CHT area. Following the leads, the neighboring country has acted against these camps and demolished them. “The BGB will be crisscrossing over 100 km of road distance in India to ferry construction material from Bangladesh to Chittagong area. There are no roads here and since India has a good road network, they will use it,” said a senior BSF official. The proposal was first mooted during the annual Home Secretarylevel talks last year. A 19member Indian delegation, mainly comprising BSF officials, which concluded its Dhaka visit last week informed the BGB that the proposal had been approved. While six BOPs would come across the Tripura border, another seven would be along the Mizoram border. “The proposal has initially been accepted for a year and if the need arises then the timeframe might be extended,” said the official.

A report from the Bangladesh government to the Union Ministry of Home Affairs (UMHA) over the recent spike in infiltration of terrorists to India has rung alarm bells in the security establishment, The Times of India reports on March 21. According to the report, 2016 witnessed an over-three-fold increase over 2015 in infiltration by Harkatul Jihadi al-Islami (HuJI) and Jama'atul Mujahideen Bangladesh (JMB) extremists into the border states of West Bengal, Assam and Tripura. The development assumes significance as the NIA (National Investigation Agency) has found overseas terror links and the direct role of JMB in the October 2014 Bardhaman blast at Khagragarh.

Mizo inhabitants of Jampui hills in North Tripura district bordering Mizoram has revived their demand for a Regional Council and have decided to go for agitation, reports The Sentinel. The agitation program will begin with a procession on May 11. The procession will begin from Belianchip and pass across all the 11 villages of the hills to end at Bhangmun. Lalramjoha Sailo, ‘president’ of the Jampui Mizo Convention said they have submitted memorandum to the Governor and the Chief Minister in support of their demand but no action has been taken forcing them to launch agitation. He said the Tripura Tribal Areas Autonomous District Council (TTAADC) was formed for development of the tribals but it failed to satisfy the aspirations of the smaller tribes. A smaller section of the tribals are cornering all the benefits, he alleged. He said a delegation of the Jampui Mizo Convention met the Chief Minister in 2016 and apprised about their problems but no positive action has been taken to solve these. He said the proposed regional council will be comprised of all the 11 villages of the hills. Eighty five per cent of the inhabitants of the proposed area are Mizo’s while the rest 15 per cent are Reangs. He said the Reangs also will get the same benefits like the Mizo community if the regional council is formed.

Meanwhile, the Supreme Court has asked both YMA and MZP to clarify on the allegation leveled by the MBDPF latest by May 8. However, the leaders of YMA and MZP could not appear before the Apex Court within a stipulated time as they received the letter lately, the YMA said. Accordingly, the Supreme Court gave eightweek additional time to the two civil bodies to make clarification.

The District Magistrates and Superintendents of Police of Tripura’s Sepahijala, West Tripura and Khowai Districts held a day-long meeting in Comilla in eastern Bangladesh on Monday with their counterparts from Comilla, Brahmanbaria, Habiganj and Moulvibazar, Sepahijala District Magistrate Pradip Chakraborty told IANS. “During the joint border conference, discussions about cross-border smuggling, drug trafficking, terrorism, management of anti-sabotage activities, drainage water treatment, problems relating to border residents have been discussed and some strategies were finalized to deal with these issues,” he said. Chakraborty, who was the team leader of the Indian delegation, said that sports and cultural festivals in the border districts were also discussed.

On the progress of barbed wire fencing along the Indo-Bangla border, an unnamed Border Security Force (BSF) official said there was no fixed target to complete the fencing works. “As of now, around 100 km of the 856 km Indo-Bangla border of the state remains unfenced. These are all isolated patches. Work will gain ground after Durga puja”, he said. To a query, the official said several factors- hilly terrain, water bodies, opposition from both internal and external have slow down the pace of fencing work. “Of course, the state’s international border will be fully fenced very shortly”, BSF official added.

A group of NC Debbarma faction of Indigenous Peoples’ Front of Twipra (IPFT) supporters on September 22 injured a nontribal car driver Alam Mian when he was on his way to Khumulung, the Head quarter of the Tripura Tribal Areas Autonomous District Council (TTAADC), along with nontribal female teachers, reports Tripurainfo. The driver Alam Mian was shifted to the GB Hospital and the vehicular traffic towards the Khumulung came to a halt instantly following the incident. The State Government called the Assam Rifles to restore peace in the area. The TTAADC Chief Executive Member (CEM) Radhacharan Debbarma squarely blamed IPFT leaders, N.C Debbarma and Mebar Jamatya for the current situation of ‘fear and terror’. Earlier on 20 September, Shantanu Bhowmick, who worked with a television channel in Agartala, was covering an agitation by the IPFT in Mandai area of West Tripura was killed by IPFTNC Debbarma cadres.

Over 120 surrendered insurgents of the All Tripura Tiger Force (ATTF) started an indefinite hunger strike in Agartala on November 14 to press for the fulfillment of their demands, reports The Telegraph. The former militants have been in talks with the State Government since 2007 for post-surrender support and rehabilitation. Sailen Kumar Bru, ‘general secretary’ of pre-1998 ATTF returnees, said that they were assured of animal husbandry and other livelihood support by the government in September 2017. He said they had organised a hunger strike on September 15 but had withdrawn the agitation a day later following assurance from the director of tribal welfare department and other officials of livelihood support from the departments of animal resources development and agriculture.
