A Union Ministry of Home Affairs (UMHA) report has stated that militancy in the Northeast is on the decline, with Tripura and Mizoram emerging as the most peaceful states in the region, reports Nagaland Post on February 19. According to the report, the seven states in the northeast registered 308 militancy-related cases last year, down from 484 in 2016. The trend has been a downward one. In 2015, there were 574 insurgency-related cases reported while the year before that registered a staggering 824 such incidents. Manipur, with 167 cases reported last year, was found to be the most disturbed state, primarily owing to the activities of Coordination Committee (CorCom), a conglomeration of six Manipur-based militant outfits. The resurgence of Independent faction of United Liberation Front of Asom (ULFA-I) and Saoraigwra faction of National Democratic Front of Bodoland (NDFB-S) caused more disruptions in Arunachal, which registered the second highest militant activity with 61 incidents, than in Assam, which reported 33. Meghalaya and Nagaland registered 28 and 19 militancy-related incident last year.

The forces, comprising Central Police Force (CRPF), Border Security Force (BSF) and Central Industrial Security Force (CISF) personnel will perform duty during the counting process in twenty Centers across the state on March 3 Inspector General (IG) law and order stated that ‘There will be 60 companies of CRPF for area domination purpose after counting of polled EVMs to prevent any kind of violence or intimidation’. Failing this, the federation has threatened to launch a united political front before the 2019. Youth IPFT leader Shuklacharan Noatia stated that ‘Twipraland is a political demand and so are all others. The protest was successful’. The All Bodo Students' Union (ABSU) president Promod Boro stated that that if the BJP-led government did not fulfil their separate state demands, the NFNS would form a political front before the 2019 elections.

According to officials, despite the hunger strike by few refugees the repatriation of Reang tribals from Tripura to Mizoram would start from August 16 as scheduled, reports Nagaland Post on July 17. Some refugees continued their hunger strike in relief camps in Kanchanpur for the fifth day on July 16 demanding advance payment of a financial assistance announced by the Union Home Ministry. North Tripura District Magistrate Raval Hamendra Kumar stated that the Tripura government would provide security and logistical support, including transportation, to the refugees. As per the agreement, the refugees, comprising 5,407 families, would start returning to their homes from August 16. The multi-phase repatriation would be completed by September 30. The 32,876 Reang tribals, locally known as “Bru”, have been living in six makeshift camps in north Tripura’s Kanchanpur and Panisagar sub-divisions, adjoining Mizoram, for the past 21 years. They had fled their homes in western Mizoram following ethnic strife.

On July 16, around 5,000 refugees living in Naisingpara, Ashapara and Hezacherra transit camps in Kanchanpur sub-division of North Tripura District took out a rally in protest against the repatriation agreement signed between the Centre, state governments of Mizoram, Tripura and Mizoram Bru Displaced Peoples Forum (MBDPF). According to MBDPF Secretary, the protesters ransacked the office and attacked its president A. Sawibunga and forced him to sign a document stating the demand of withdrawal from the agreement. Over 37,000 Bru refugees fled Mamit, Kolasib and LungleiDistricts of Mizoram during ethnic clashes in 1997. They were sheltered in six transit camps in Kanchanpur of North Tripura district. After seven phases of repatriation, 32,000 refugees are still living here.

ATTF and NLFT were banned by the Home Ministry in April 1997 following large-scale ethnic riots involving tribals and non-tribals in Khowai subdivision, in which both the outfits intervened on behalf of the tribals. The groups have been dormant since AFSPA was revoked by the Manik Sarkar government in 2015. AFSPA had been imposed in Tripura in 1997 after a spate of killings and kidnappings by the NLFT.

In a notification by Union nMinistry of Home Affairs (UMHA) stated that Government of India (GoI) was of the opinion that NLFT and ATTF have been engaging in subversive and violent activities, undermining the authority of the Government and spreading terror and violence among people for achieving their objectives. The rebel outfits in Tripura, formed in 1990 with the objective of “expulsion of all foreigners who entered the state after 1956”, were first banned in 1997. The fresh ban will continue for five more years. The NLFT and ATTF were first banned in 1997 following large-scale ethnic riots involving tribals and non-tribals in Khowai subdivision in Tripura, in which both outfits intervened on behalf of the tribals.

There were series of attacks on Muslim houses at Lalit Bazar locality under Ranir Bazar Police Station near Agartala in West Tripura district by some Tribal people following alleged molestation of a tribal girl, reports Tripurainfo. Some Muslim houses were also set ablaze following the molestation incident of October 17. Although, the Police had arrested four persons immediately after the incident was reported, rumours in social media subsequently led to a group of tribal people set ablaze some houses. Further, news report mentioned unnamed sources saying that more than 70 Muslim families left their houses on October 18 and initially took shelter at Ranir Bazar Police Station and later were sent back them to their houses. But due to the insecurity and fear psychosis, they left their home once again and took shelters in a nearby local school building.
